A Babbar Khalsa International (BKI) terrorist who was involved in an assassination attempt on a senior police official in Punjab and wanted by the Federal Bureau of Investigation (FBI) for various crimes in the US was arrested by the Delhi Police on January 3. Prem Pal Singh had stayed in the US, UK, Germany and Thailand for over 16 years using fake passports, said Deputy Commissioner of Police, Deependra Pathak. He was reportedly arrested at a passport office in Delhi when he was approaching agents to procure a US visa on its forged passport. A resident of Bassi Pathana in Fatehgarh Sahib, Prem Pal worked as a Government employee before joining the Punjab terrorist outfit, Babbar Khalsa International, in 1985. In July 1985, he and his associates attempted to assassinate Punjab Police Additional Directorate of General (Vigilance), A P Pandey, in Ludhiana.

On January 4, six persons, including four Andhra Pradesh Transmission Corporation employees, were arrested near Veltur village in the Mahabubnagar district while they were illegally transporting weapons to be delivered to left-wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist). The police seized an unspecified number of arms and ammunition, include 1000 cartridges, air rifles, pistols and a Taiwan-made GPS (global positioning system) set from them. According to district police chief, Vikram Singh Mann, the accused confessed that the ‘District Committee Secretary’ of CPI-Maoist, Sambashivudu, paid them Rupees 3 lakhs to buy arms and ammunition. They had close links with the Naxalite outfit and had been supplying arms and ammunition for the last four years, Singh added.

Deputy Inspector-General (Malakand) Attaullah Wazir, who commands the police in the northern districts of the NWFP, stated that Mohammad Jamil Memon had been detained in Swat in December on some suspicion, but his interrogation led investigators to believe that he was not an ordinary criminal. Son of Usman Ghani Memon of Nazimabad, Jamil belonged to the militant Harkat-ul-Mujahideen Al-alami organization and had received training in terrorist activities in Afghanistan, the official said. Wazir said that Jamil had told investigators that he was an expert in attaching switches to explosives and had done that job for the attack on President Musharraf's motorcade in Karachi on April 26, 2002, that failed to work and was subsequently detected and defused.

At a press conference in Rawalpindi on January 18, Deputy Inspector General of Police (DIG) Iftikhar Ahmed, identified the three brothers as Nisar Ahmed, Abdul Basit and Abdul Muneem. Amjad Farooqi, who was allegedly involved in an assassination attempt on President General Pervez Musharraf and was killed in a shoot-out with police, is believed to be the mastermind of the attack on Aziz when he was visiting Fateh Jhang in connection with his election campaign. The DIG said that Amjad Farooqi had persuaded Obaid and Irfan, also known as Zeeshan and Shani, to carry out the suicide attack on Aziz. According to the investigation, the DIG said, Obaid and Irfan were opposed to the government's Afghanistan and Iraq policies. Irfan, who carried C-4 explosives wrapped around his waist, was among seven people killed in the suicide attack.

Of the two slain Naxalites, one had a .303 rifle in his possession and the other, who was a woman, carried a single barrel weapon, three grenades and a tapancha (a locally made gun). According to Orissa Director-General of Police, B.B. Mishra, the joint police team also arrested two suspected Naxalites and recovered an SLR and a .303 rifle from their possession. Further, a generator, a photocopier, 10 bundles of olive-green uniform, three sewing machines, an iron, three grenades, a cartful of ration and three tents were recovered from the encounter site. Later, in retaliation to the encounter, Naxalites blasted six landmines at Bodigedda on the northern side of Sileru hills, targeting a police party.
