Bihar Police arrested two cadres of the Communist Party of India-Maoist (CPI-Maoist) on Sarmastpur village of Karpi Block (administrative unit) in Arwal District, reports News18 on December 21. The two unverified CPI-Maoist cadres included ‘area commander’ of CPI-Maoist for three Districts and his associate. The duo demanded a ‘levy’ (ransom money) of INR 160 million from the construction company. A total of 18 cases are filed in several Police Stations of Arwal, Patna and Aurangabad Districts, which include attack on the base camp of the road construction and demand levy, said Superintendent of Police (SP), Dilip Kumar.

The Uttar Pradesh (UP) Anti-Terrorism Squad (ATS) on January 2 arrested three persons identified as Yousuf Ali—a Bangladeshi national, from Ghaziabad District in UP and Wasim Ahmed and Ahsan Ahmed from Deoband town of Saharanpur District in UP, being involved in allegedly making ‘fake passports’ via forged documents for Bangladeshis living illegally in India, reports The Hindu. During the investigation, the Police recovered two Aadhar Cards, a PAN card, Driving License, Voter ID card, photocopies of passport, cheque books of various banks and other identification documents from Yousuf Ali. “The accused would receive heavy amounts of money from the Bangladeshis,” said a Police spokesperson. The ATS is also investigating the case from terror and national security angle, said UP ATS Inspector General (IG) Aseem Arun.

Security Forces (SFs) are jointly investigating a major security breach after nearly 10 SIM cards procured in the name of Army units using fake documents were seized in Baramulla District. At least six SIM cards had “ended up with the militants of the Lashkar-e-Toiba (LeT)”, sources said.Senior Superintendent of Police (SSP), Baramulla, Imtiyaz Hussain said that six persons had been arrested. They have been identified as Sajad Ahmad Baba, Gowhar Ahmad Geelani, Abid Bilal Qadri, Mushtaq Shah aliasMastan, Azmatullah Bhat and Kanwol Jeet Singh, who runs a printing press. “Two more have been detained for questioning,” Hussain said. The racket came to light after tracking LeT militants for two months. “We have seized nearly 10 fake SIM cards so far. They were used for criminal activities,” he said. Initial investigation suggested that 30 SIM cards were issued on fake documents of Army units in north Kashmir. The modus operandi of the module, apparently operating at the behest of militants, was to create fake stamps of Army units and print forms.

The cadres were arrested from the forest between Ranapal and Nawagaon villages under Mardapal Police Station limits when a joint team of Security Forces (SFs) was out on duty to ensure security to the road construction work, according to Kondagaon, Additional Superintendent of Police (ASP), Maheshwar Nag. The construction of road is underway between Ranapal and Bayanar in Mardapal area, he said. The composite squad, involving 41st battalion of the Indo-Tibetan Border Police (ITBP) and local Police, was carrying out patrolling to provide security to the construction works, when it spotted three Maoists hiding in the forest between Ranapal and Nawagaon, following which they were arrested, he said. He joined the Veeranna faction in 1997 following the division in the party on caste issues. He worked for the Veeranna’s faction (Communist Party of United States of India- CPUSI). However, he joined the CPI-ML-Janashakti in 2004 following differences with the party ideology and functioning. He worked as the Odisha in charge from 2005 to 2008. ATS officials received a tip-off that one of the key members of CPI-Maoist would arrive in Kalyan and arrested Venugopal from Kalyan railway station. Police teams were dispatched and six CPI-Maoist cadres were arrested from Vikhroli, Ghatkopar and Dombivli (east), after the interrogation of Venugopal. The Police claimed the CPI-Maoist cadres were indoctrinating youths in slum pockets and collecting finances for the Golden Corridor Committee (GCC), which includes Maharashtra and Gujarat and seized Naxal[Left Wing Extremism (LWE)] literature and documents. CPI-Maoist cadres were led by Venugopal, ‘district committee secretary (DCS)’ in CPI –Maoist, who was underground for 20 years. He was active in trade unions in Mumbai to spread CPI-Maoist ideology and carrying a reward of INR 8 00,000 announced by Telangana Government. Moreover he had passed information about Chabua Air Force station, Oil and Gas Cooperation (ONGC), North East Electric Power Corporation (NEEPCO) and other government installations to ULFA-I militant identified as Bhaskar Gogoi alias Astitwa Asom. According Army sources, Swarup was tasked by ULFA-I to collect information on aviation-carrying turbine fuel (ATF) tankers entering Chabua Air Force station to plan placing Improvised Explosive Device (IED) on ATF tankers entering the air base. Additionally, sources stated that an oil tanker bound for Dikom storage unloading point had crashed at the railway track barricades, adjacent to the fencing of the air force station on January 13. Although the driver claimed it was an accident, security agencies have not ruled out involvement of ULFA-I.

Both suspects, identified as Prafull Kumar Mahto (27), and Jai Ganesh (37), residents of State capital Ranchi, were arrested on January 15, and have since been remanded in agency custody for five days by an NIA Special Court in Ranchi. Munda was gunned down by Communist Party of India-Maoist (CPI-Maoist) cadres on July 9, 2008, while attending a programme at a school on the outskirts of Ranchi. Kerala Police on January 24, arrested two persons identified as Saleem alias Sallu (38)—resident of Vatakara of Kozhikode District and Abdul Latheef (42)—resident of Perinthalmanna, Malappuram District, for distributing the Fake Indian Currency Notes (FICNs), reports Deccan Chronicle. The Police approached them on pretext to exchange currency and seized the FICN in denomination of INR 2,000 and INR 500 worth INR 49,000. After preliminary interrogation, the Police has recovered additional FICNs of worth INR 2,67,500 from their houses, said Rural Superintendent of Police (SP) M.K. Pushkaran. During the preliminary interrogation, both accused has revealed their connection with JMB and conspiracy of planting an Improvised Explosive Devices (IEDs) at the Bodh Gaya temple during Dalai Lama’s visit, said the Deputy Commission of Police (DCP) of the Special Task Force (STF) Murlidhar Sharma. Both accused Paigamber Sheikh and Jamirul Sheikh are residents of Murshidabad of Malda Administrative Division in West Bengal. The Kolkata Police arrested Paigamber Sheikh from his residence in Kankuria Gram of Murshidabad in Malda District, whereas Jamirul Sheikh was arrested from Phanisdewa of Darjeeling District in West Bengal. Police arrested one Kerala youth, identified as Riyazur Rehman alias Riyad, a native of Kallai in Kozhikode District, for trying to join terror outfit Islamic State (IS) in April 2015, reports The Times of India on February 2. Riyad, who was hiding in Ras Al Khaimah (UAE) for the past two years, was deported to India through Delhi airport (New Delhi) from where he was arrested by Kerala Police a few days ago (unspecified date), report said. Earlier, Karipur (Malappuram District) Police had registered a case against Riyad under Section 125 of the Indian Penal Code (IPC) and Section 20 and 38 of the Unlawful Activities [Prevention] Act (UAPA). It was the first IS-related case registered by Kerala Police. The Police said the 26-year-old man was indoctrinated while he was working in Ras Al Khaimah. Riyad, along with a Bangladesh national, left Ras Al Khaimah to join the IS in Yemen. He returned to Ras Al Khaimah after the Bangladesh national disappeared. By the time Riyad's disappearance became a big news in the media, his brother was deported to India along with some others who were suspected to have IS links. Riyad was hiding in various locations in Ras Al Khaimah and was engaged in small-time criminal activities for livelihood, the Police said.

Security Forces (SFs) arrested two Pakistan-trained Lashkar-e-Toiba (LeT) militants in North Kashmir’s Baramulla District soon after they returned on February 3, reports Daily Excelsior. The militants, who had gone to Pakistan on valid Pakistani visa to obtain arms training to undertake militant activities in the Valley, were arrested during a joint operation by the Baramulla Police, 52 Rashtriya Rifles (RR) of Army and Central Reserve Police Force (CRPF). SF official said the militants had obtained their passports specifically for the purpose of arms training. “These militants of Lashkar-e-Toiba were nabbed immediately after returning via the Wagah-Attari border before they could formally join the militant ranks here in Kashmir,” said a Police officer. He identified the arrested militants as Abdul Majeed Bhat, resident of Kreeri, and Mohammad Ashraf Mir, from Pattan.The officer said that on questioning, the duo revealed that they underwent training in Pakistan along with a large number of Pakistani boys, most of whom were from Balochistan and as young as 10 years. “The said terrorist training camps are located near Burma Town in Islamabad, and being run by a terrorist commander operating under code names Hanzala, Adanan and Omar. Other terrorists imparting training to young boys are operating with code names Osama, Naveed and Hataf,” he said.He said that the arrested militants were given Pakistani visas by the Pakistan High Commission in New Delhi. “It is pertinent to mention here that in the past couple of years, police have unearthed several such modules that lure young boys to Pakistan to get trained and join militancy. In the past, several such boys have been arrested, while some of them were killed in encounters,” he added. A case was registered and an investigation is underway. “Parents are requested to keep watch on their wards. Their prolonged absence from home should be immediately reported to police so that lives of these boys can be saved,” he added.

The West Bengal Police on February 4 arrested Azhar Hossain (22)—a suspected militant of Jamaat-ul-Mujahideen Bangladesh (JMB), and recovered huge collection of ammunition and Improvised Explosive Device (IED) explosives from his possession in Ratnapur village in Samserganj Tehsil of Murshidabad District of West Bengal, reports Hindustan Times. The Police presented Azhar Hossain before a court in Jangipur in Murshidabad District (West Bengal) and sought 14-days Police custody. The Police charged Azhar Hossain under Sections 120, 121, 122, and 123 of the Indian Penal Code (IPC), 1860. Chief Public Prosecutor Lata Chheda told the court that the interrogation of the seven others arrested earlier had led them to Singapanga. “The current accused’s name had reflected in the statements of other witnesses. Along with one of the accused, he had gone to collect funds for the party,” Chedda submitted before the court. “At the time of the arrest of the other men, he was not at his house,” the investigating officer of the ATS told the court. Earlier, South Asia Terrorism Portal (SATP) had reported that the seven other persons, identified as Ajay Dosri alias Krishna Lingaya alias Venugopal (40), Shankarayya, Babushankar Banguri, Narsayya, Ravi Marpalli, Ramesh Golala and Satyanarayan alias Sataya, were arrested from various places in Thane District on January 12. The Police claimed that the arrested persons working as labourers and members of trade unions, were looking to recruit members for the Maoist organisation. The court sent Singapanga to Police custody till February 12.

Police said that on the basis of a specific input, Awantipora Police along with Central Reserve Police Force (CRPF) and 50 Rashtriya Rifles (RR) arrested a former Pakistan trained militant, Sajad Ahmad Bhat son of Ali Mohammad Bhat of Hergam Wuyan and after questioning he disclosed that he along with other OGWs of the JeM outfit were involved in the grenade throwing incidents in Pampore and Khrew areas. Police said that upon his disclosure four OGWs were arrested and arms and ammunition were recovered from them. They were identified as Umar Gani Sheikh son of Abdul Gani Sheikh resident of Drangbal Pampore, Jan Mohammad Khanday alias Jehangir son of Abdul Rashid Khanday resident of Meech Pampore, Owais Ahmad Bhat son of Abdul Rashid of Danak Mohalla Khrew and Muzaffar Hussain Bhat son of Ghulam Mohammad of Tulibagh Pampore. Police on February 5 filed a charge sheet against four militants of Lashkar-e-Toiba (LeT) for the killing of Station House Officer (SHO) Achhabal and his five security guards in June 16, 2017, reports Daily Excelsior. The Special Investigation Team (SIT) headed by Tahir Ashraf Bhatti, Superintendent of Police (SP), carried investigation and during the course of investigation it was established that LeT headed by Bashir Lashkari were involved in the attack. On the basis of evidences collected during the course of investigation involvement of eight persons was established, of which two have been arrested. The Mukkom Police arrested two persons, both natives of Tamil Nadu, and seized Fake Indian Currency Notes (FICNs) worth INR 1 million, following a secret operation, reports The Times of India on February 7. One of the accused Suresh Kumar, resident of Salem District in Tamil Nadu, was arrested from a lodge room at Mukkom in Kozhikode District, along with FICNs to the tune of INR 50,000, following a tip off received by the Police. "On interrogation, we received information that a woman named Nirmala from Salem also is involved in the fake currency racket. Nirmala was arrested by a Police team from Salem and counterfeit currencies to the tune of Rs 9.5 lakh (INR 950, 000) and equipment used for printing fake currency," said K P Abhilash, Sub-Inspector (SI) of Mukkom Police Station. The Police have seized FICNs in the denomination of INR 2,000, INR 500, INR 200 and INR 100 from both the arrestees. Investigation is on to identify the remaining members of the network. According to Police, the some of the gang members of the same group were arrested by Thrissur Police in May 2017, with FICN to the tune of INR 300,000. The racket was trying to distribute the FICNs in different parts of Kozhikode District, Police said.

The National Investigation Agency (NIA) team arrested a hawala (illegal money transfers) operative named Abdul Samad in connection to the Lashkar-e-Taiba (LeT) activities in India from Haridwar in Haridwar District of Uttarakhand on February 6, reports Hindustan Times. Abdul Samad was produced before the designated court. The court sends him to the NIA custody of six days, said an unnamed NIA official. Allegedly, Abdul Samad is a prominent hawala operative whose activities area included Muzaffarnagar, Deoband, in Uttar Pradesh and Roorkee in Uttarakhand. He also acted as a channel for a LeT financer based in Saudi Arabia, said an unnamed NIA Spokesperson. In November 2017, Abdul Samad collected INR 5.50 Lakh from hawala operators in Muzaffarnagar (Uttar Pradesh) to deliver it to Shaikh/Sheikh Abdul Naeem/Nayeem, an active LeT member. The Jammu and Kashmir Police on February 7 claimed that they have arrested four members of a suspected Islamic State (IS) or Daesh module in the Valley, reports Mumbai Mirror. They have been identified as Waqar and Ashiq Hussain, both residents of Bandipora, Rizwan from Handwara and Zeeshan, a resident of Raniwari in Srinagar. A top Police official said that the arrested were under Police surveillance for sometime on the basis of information provided by Central intelligences agencies to Police. "They were in touch with the Kashmir chief of Daesh in Afghanistan, Huzaifa, who is a Kashmiri from Srinagar," the official said. He said the youths had formed a social media group to be in touch with other Daesh recruits, radicalise youths and lure them to the terror outfit. "During interrogation, they said that they used to talk via an application on Internet and that Huzafia was their ideologue," the Police official said. It was alleged that Daesh handlers in Afghanistan had come in contact with them.

Including the arrest of Dinesh Garg and Adish Kumar Jain, the total number of people arrested in Hawala (illegal money transfer) risen to seven. Both, Dinesh and Adish were working as Hawala operators and were associated with some Indian gold smugglers based in Saudi Arabia. One of their channels was Abdul Samad who was also a Hawala operator and got arrested on February 6. Police achieved a major breakthrough by unearthing the escape plot of Lashkar-e-Toiba (LeT) ‘commander’ Naveed Jhat and arrested 16 militants and their Over Ground Workers (OGWs) in this connection on February 8, reports Daily Excelsior. The Special Investigation Team (SIT) investigating the escape of LeT commander from SMHS Hospital, picked up 16 militants and OGWs from South Kashmir and Budgam. Ten militants and OGWs were picked up from South Kashmir while six suspected were rounded up from Budgam. However, Additional Director General Police (ADGP) and Inspector General (IG) Kashmir, Muneer Khan told a press conference in Srinagar that four persons including militants and OGWs were arrested in connection with the escape of Naveed. “To expedite the investigations, a SIT has been constituted by DIG CKR, Srinagar. The SIT so constituted conducted initial investigation and during investigation names of the following terrorists and OGWs involved in the commission of this act of terror, have surfaced”, he said. However, sources said that Rather has joined Hizb-ul-Mujahideen (HM). Khan said that from the possession of Shakeel Ahmad Bhat and Tika Khan a pistol each with ammunitions has been recovered. “During the course of investigation it was established that Hilal, Shakeel, Tika Khan were masterminds in the whole conspiracy. Tika Khan has also been a frequent visitor to Central Jail Srinagar and was in contact with Naveed Jhat. He visited Central Jail on different pretexts. Moreover, Naveed and rest of the gang were in communication using mobile devices during the conspiring stage”, he said. He said that the escape of Naveed was hatched some months back from Central Jail and LeT and HM were actively involved in it. “However, the final planning to effect the conspiracy was done few weeks back at the residence of Tika Khan along with Hilal Ahmad Rather, Syed Tajamul, Shakeel Ahmad Bhat and Mohammad Shafi Wani”, he said.

Allegedly, Arun Marwaha had been lured through seductive conversation through Whatsapp for a week or longer and used to click the pictures of classified documents related to IAF’s combat exercises including ‘Gagan Shakti’, placed at the IAF Headquarters, said Deputy Commission of Police (DCP) Special Cell Pramod Khushwah. Marwaha was produced before the court of Judge Deepak Sehrawat at Patiala House Court in Delhi and taken on five days of police remand by the special cell of Delhi Police. Marwaha's mobile phone has been seized and sends for a forensic examination. He also confessed to have had access to many secret documents and plans to leak them to ISI during his posting at the IAF Headquarters. A First Information Report (FIR) has been filed against Arun Marwaha under Section 3 and 5 of the Officials Secret Act (OSA) on the complaint from an unnamed senior IAF official.

The National Investigation Agency (NIA) on February 8, arrested two more persons in connection with the financing of terror outfit Lashkar-e-Toiba (LeT), taking the total number of arrests to seven, india.com reports. The arrested accused Dinesh Garg alias Ankit Garg (34) and Adish Kumar Jain (54) are residents of Muzaffarnagar, Uttar Pradesh. During the searches conducted at the premises of Dinesh Garg, INR 15,00,000 cash, two currency note counting machines, one Indian made pistol with ammunition, one laptop, four mobile phones and relevant documents were recovered. The recoveries made from the residence and shop of Adish Kumar Jain included INR 32,84,000, one Chinese made pistol with ammunition, some documents containing mobile numbers of associates, currency notes of Saudi Arabia, the UAE, Qatar, Kuwait, USA, Japan, Thailand, Oman, and electronic devices including two laptops and three mobile phones. The NIA informed that the two had been in telephonic contact with some Indian gold smugglers, based in Saudi Arabia and were found paying the cost of the smuggled gold purchased by them in cash to their conduits and couriers, one of them being the now arrested Abdul Samad. They were also acting as hawala (illegal money laundering) operators. During the investigation, it also surfaced that a sum of INR ,50,000 delivered by Samad to the another arrested LeT operative Shaikh Abdul Naeem was collected from these two arrested persons.

Police seized a 9mm carbine, a 9mm revolver and 28 rounds of ammunition and Rs. 33,000 from his possession. Superintendent of Police (SP), N. Koti Reddy said they also arrested one Bhanot Ramu aliasBheemudu. Ilaiah belonged to Irusulapuram of Bayyaram mandal (administrative sub-division) and joined the Naxal [Left Wing Extremism (LWE)] party three years ago after doing petty works. He was involved in shooting of S. Satyanarayana, another Naxal leader. He was also involved in eliminating three others M. Biksham, S. Veerabrahmam and Raghu belonging to Praja Pratighatana group.

The cadres, identified as Hadmo Podiyami (35) was active as a ‘militia commander’, while Raju Tati (30) and Budhram Podiyam (35) as a militia member and DAKMS (Dandakaranya Adivasi Kisan Majdoor Sangathan- a frontal wing of Maoists) member, were arrested from Ketulnar village forest under Kutru Police limits when a joint team of the DRG and local Police was out on a search operation, a senior Police official said. All three were wanted for the killing of a Police Constable, Suklu Gota, in Farsegarh area of the District in 2017. They were also wanted in cases related to loot, arson and the Arms Act.
