Three cadres of the Communist Party of India-Maoist (CPI-Maoist), including an ‘area commander’, were arrested and arms and ammunition, including a pistol, six rounds of cartridges, were recovered by the Police following an encounter during a search operation at the house of the village head of Dhankaul in the Begusarai District in the night of January 1, PTI reported. The ‘area commander’, identified as Radhey Sah alias Shyam Sahni, was wanted in several cases, including an incident of dynamite blasting on the house of Dinesh Singh, a leader of the Communist Party of India-Marxist, murder of one Rampukar Chaurasia and forceful acquisition of land of a relative of Excise Minister Jamshed Ashraf. The two others arrested were identified as Hare Krishna Mahto and Surendra Paswan. Meanwhile, the village head man, identified as Upendra Choudhary, was also detained by the Police for harbouring the insurgents.

Claiming a major breakthrough on the third day of the ongoing operation against the militants and outlaws in Khyber Agency, the political authorities on January 1 indicated at reopening the Pakistan-Afghan Highway by January 3, The News reported. Authorities said 80 per cent of the targets were achieved as several notorious criminals were either arrested or surrendered to the administration. Some 13 houses, used for anti-social activities, were also demolished. The encroachments along the Jamrud Bazaar and the adjoining areas were removed. Sources said 15 more wanted criminals were arrested on January 1, bringing the tally of those arrested during the last three days of the operation to 43. A total of 33 structures, including houses and guest houses, were demolished in the operation. The NATO supplies snatched earlier were also recovered during the operation. The looted items were recovered from the house of Adam Jee in Wazir Dhand area, prompting the troops to demolish the house after retrieving the snatched goods. Briefing the media, Political Agent of the Khyber Agency Tariq Hayat said that on the third day of the operation, militants’ hideouts and criminal dens in Ghundi, Shahkas and Wazir Dhand area were targeted with artillery shells before the troops moved in. He also said that known kidnappers and looters were arrested during the operation and a large quantity of arms and ammunition and looted goods recovered from different places. Tariq reiterated that the operation named ‘Daraghlum’ (Here I come) was not aimed at any single entity or group but against a host of groups that had made the entire region insecure. “Lawlessness in Jamrud Tehsil [revenue division] has direct implication on the law and order situation in Peshawar, which experienced one of its worst periods during the last quarter of the year 2008,” the administrative head of the agency said and added 37 people were kidnapped and 16 vehicles lifted from Jamrud during the last three months. He also informed that during the same period, a total of 100 people were abducted from Peshawar and all the kidnappings had direct links to the tribal territory, where the operation was in progress now. Besides, the area was also used to launch rocket attacks on Peshawar and hundreds of vehicles, including that of the NATO, were targeted.

One soldier was killed and two others sustained injuries as clashes between the Security Forces (SFs) and militants continued in the Safi tehsil (revenue division) and adjoining areas of the Mohmand Agency for the second consecutive day on January 1. The SFs also claimed to have killed several militants when their hideouts were dynamited besides arresting 10 suspects and recovering explosives and suicide vests from them during the operation in different areas of the agency. Sources told The News that militants attacked the SFs’ check-posts in Darwazgai-II and Lakaro with mortar guns and rocket launchers after which a fierce clash started. Sources added that a mortar shell fired by the militants hit the Darwazgai-II checkpoint in which a soldier, Niaz Muhammad Jan, was killed and two others wounded. A spokesman for the Mohmand Rifles, a wing of the paramilitary Frontier Corps (FC) in Ghallanai, told the media that they targeted different areas of Safi, Lakaro and Utmanzai with artillery and mortar guns, killing several militants. “We have also arrested 10 suspects in Qandaro area who were transporting arms and ammunition to their associates engaged in clashes with the security forces in Darwazgai-II and Lakaro checkpoints. A vehicle laden with explosive devices, Kalashnikovs, bombs, suicide jackets and masks was captured,” the spokesman claimed while showing the seized items to journalists. He said SFs targeted several suspected hideouts with artillery and dynamited 25 houses of those helping the militants in the Qandaro, Habibzai, Haider Koroona, Malakana and Sandokhel areas.

The political administration displayed a large quantity of arms and ammunition and truckloads of looted goods, including that of the NATO supplies at the Jamrud Fort. These goods were recovered during the operation. The weapons included five mortar guns, a heavy and a light anti-aircraft gun, three light machineguns, 10 rocket launchers and 15 AK-47 rifles and thousands of rounds of various denominations. Political Agent Tariq Hayat claimed to have achieved 80 percent of the targets set for the operation. He said while many were arrested under the collective responsibility clause of the Frontier Crimes Regulations, Security Forces also detained 43 proclaimed offenders. He stated the Government’s resolve to continue the operation until all the six groups that the authorities claimed operating in the Khyber Agency were neutralised. The Security Forces carried out limited action against militant hideouts in Ali Masjid area of the Jamrud sub-division, where an office of the Mangal Bagh-led Lashkar-e-Islam was also demolished. Some 25 structures, including houses and shops, were also demolished in the adjacent Wazeer Dhand area.

Rapid Action Battalion (RAB) arrested a cadre of the Janajuddha faction of the outlawed Purba Banglar Communist Party (PBCP) at Dudshar village in Shailkupa Sub-District on January 2, reports Daily Star. RAB also recovered a pistol and two bullets from his possession. The arrestee was identified as Badiuzzaman Badi alias Palash of Gangni in Meherpur District and confessed to his involvement with the outlawed outfit for a long time. Palash was an accused in at least five cases including four for murder, RAB added.

Air Force spokesman Wing Commander Janaka Nanayakkara said, “It was a rush hour and the road was blocked due to the traffic congestion, when the LTTE suicide cadre was dropped by his accomplice on a motorcycle. The suicide bomber crossed the road and approached the Air Force camp entrance.” A passenger bus plying from Moratuwa to Pettah was also caught up in the explosion and was damaged. Several passengers onboard the bus are reported to have sustained injuries.

Police sources in Tezpur said that the investigation into the entire episode started after the Police got evidence of the militants, mostly United Liberation Front of Assam (ULFA) cadres, using SIM cards issued in favour of fictitious names to coordinate subversive activities. The Panjgur Police believe the four men were members of al Qaeda who entered Pakistan via Afghanistan and were planning to go to Iran to pursue terrorist activities. The raid was conducted in Tasp town of Panjgur to arrest two Turkish nationals and two Azerbaijan nationals, a Panjgur-based Police official said. All four suspects were immediately handed over to investigation agencies and shifted to Quetta, he added. Meghalaya Police neutralised the ‘finance cell’ of the Manipur-based Kanglei Yawol Kanna Lup (KYKL) when they arrested five suspected militants, including two women cadres, from a rented house in the Malki area of capital Shillong in the night of January 8, according to Telegraph. A computer, incriminating documents, including demand notes, INR 50,000 and four mobile sets were recovered from the incident site. They were identified as Ningthoujam Ronen, his wife Chamcal Bino Bala, Haobijan Dingku Singh, his wife Pramo Haobijan Maipakpi, and Thokchom Ibomcha Singh. Police said the KYKL cadres had set up the ‘finance cell’ in Shillong only a few months back. The modus operandi of the KYKL was to distribute the demand notes in Manipur and collect the money in Shillong through courier. The arrested cadres were booked under Sections 120b, 121 and 384 of Indian Penal Code (IPC), 1860 read with Section 10/13 of the Unlawful Activities (Prevention) Act, 1967.

We arrested both on a tip-off,” Siddh Nath Gupta, Deputy Inspector-General (Operations) of CID, said in Kolkata on January 13. Safique had planned to set up a shop near the Army establishment in Siliguri to execute his job, Gupta said, adding “Safique had confessed that he helped two Lashkar-e-Toiba men to cross over to India via the international border in the State last year. One of them, Sikandar-e-Azaam, was later arrested by the Jammu and Kashmir Police in June.” The Delhi Police had reportedly arrested him in 1998 on the charge of transporting RDX from Bangladesh to Uttar Pradesh during 1997-98. He was lodged in the Tihar jail till 2003, before being granted bail and escaping to Bangladesh. Nine pre-activated SIM cards, fake Indian currency worth INR 50,000 and a forged voter identity card were recovered from him.

Mohammad Ahsan Dar, a top militant and one of the founders of the Hizb-ul-Mujahideen (HM), was arrested on January 14 by Police in the Bandipora district, Indian Express reported. Dar, a close associate of Hizb chief Syed Salahuddin, was co-ordinating activities of the Lashkar-e-Toiba (LeT), HM, Jaish-e-Mohammed (JeM) and Harkat-ul-Mujahideen (HuM), Deputy Inspector General of Police (DIG, North Kashmir), Abdul Gani Mir, said in Baramulla. Acting on specific information that Dar had returned from Pakistan occupied Kashmir (PoK) and was co-ordinating the activities of different militant outfits, the Jammu and Kashmir Police arrested him in the early hours while he was trying to sneak into Sumbal area from his home town Pattan, he said. Dar, self-styled chief commander of Muslim Mujahideen, offered no resistance while being arrested, Mir said. The DIG said Dar had parted ways with the HM following differences with the top leadership of the outfit and founded Muslim Mujahideen in 1992. However, he remained close to Salahuddin, who also heads the United Jihad Council (UJC) – an amalgam of militant outfits active in the State. Dar, who is in his 50s, was arrested in 1993 and released in 1999 after six years in detention, Mir said, adding he had also visited Pakistan and has remained in close contact with the ISI and other Pakistani agencies. He has reportedly been regularly receiving funds from them. According to preliminary investigations, Dar had infiltrated into the Kashmir valley and was active since last one year. Dar had organised various attacks on Security Forces and was trying to give a fresh impetus to militant activities within the State and in the rest of the country. He had infiltrated into India via the Bangladesh border. Some incriminating documents have been recovered from him and further investigations are on, the DIG said.

Yadav, who had to receive a consignment of ammunition -.3006 bore, .303 and .315 bore cartridges - from Kanpur, was arrested on suspicion. During interrogation, Yadav revealed details of his modus operandi and disclosed the names of the Kanpur supplier of arms and ammunition and also the name of Dinesh Gope, the JLT member who was to receive ammunition from him. Sumant was also found involved in this clandestine deal of arms and was subsequently arrested. A sum of INR 400000 was also recovered from him. Yadav said that on three earlier occasions he had supplied arms and ammunition to Gope. To date, 10,000 cartridges have been supplied to the Jharkhand Maoists, he disclosed to the Police.

Around 35 suspects – four members of the Tehreek-e-Taliban Pakistan (TTP) and others from banned religious outfits such as the Lashkar-e-Jhangvi (LeJ) – have been arrested, sources told Daily Times. The clash took place near Yaadgar Hotel in Sohrab Goth area around 4am. Sources said that a team of the Inter-Services Intelligence (ISI) and the Anti-Violent Crime Unit had raided the place as part of an investigation into the kidnapping of the Iranian commercial attaché, Hashmatullah, but the kidnappers attacked the team. In the consequent encounter, at least two Policemen were killed and 11 injured. Following the clash, around 35 suspected persons were arrested. Reuters reported that some of the detained men had links with Baitullah Mehsud.

Sattar, a radio mechanic, is an expert in timer devices and prepared circuits placed with timers used for the Bangalore bomb blasts on July 25, 2008, a Police official said, adding, "We strongly suspect his role in last year's Bangalore blasts. He also made timer devices for Surat bombs." Sattar was closely associated with Riyaz Bhatkal, a key leader of the IM, he said. During interrogation, Sattar confessed that he hosted Riyaz and Jabbar for two days in October 2008. "Jabbar escaped from Kashmir after the encounter of four Kerala youth with the Indian Army last year. He used to call Riyaz only through land phones," said the unnamed Police official.

Police on January 23 arrested a Liberation Tigers of Tamil Eelam (LTTE) militant who was deported from Malaysia for overstaying at the Bandaranaike International Airport (BIA) in Colombo. Senior Superintendent of Police Ranjith Gunasekera said the Katunayake Police arrested four suspects on information from a civilian in the BIA at around 12.15 pm (SLST). "The informant suspecting one of the four who was very similar in description to the Wattala suicide bomber, informed Katunayake police," he said, adding, "Following interrogation, it was affirmed that one of the suspects was a former Tiger cadre and his LTTE name was Jeeva Kumaran (3165). He joined the LTTE outfit in 2001 and has received training at the LTTE, Tora Bora camp. Jeevan left the country seeking employment in Malaysia in 2005." Yousufi, who was running a travel agency on the Dr Bano Road, was entering his office at 10:30am (PST) when some unidentified gunmen sprayed bullets on him with automatic weapons. The armed men later escaped from the incident site. At least 13 persons were injured when clashes among angry protestors, Police and traders took place on the Shahra-e-Iqbal and Jinnah Road. The traders and protestors used weapons and pelted stones at each other. The protesters also torched several vehicles, motorcycles and a bank on the Jinnah Road. Four vehicles, a commercial bank and two motorcycles were set ablaze as clashes continued for several hours. Police later claimed to have arrested 21 suspects, including three activists of a banned religious organization, on charges of killing Hussain Yousufi. AFP added that the banned Sunni militant group Lashkar-e-Jhangvi (LeJ) claimed responsibility for the killing in a telephone call to the local press club. “We claim responsibility for this attack,” said the caller, who identified himself as Ali Haider, a purported LeJ spokesman. According to City Police Officer (CPO) Rao Iqbal, the suspects belonged to a group formed by a Kenyan national who himself was killed during a terrorist attack. Addressing a press conference, he said the arrests were made when police and elite force personnel raided a house in the city’s Dhoke Lakhan area. They also seized four motorbikes, one car, detonators with wires, nut and bolts weighing 20 kg, one timer, four hand-grenades and eight pistols. One of the detained suspects is Dr Abdul Razzaq of the Cantonment Hospital who has been missing for some time and his case is in the Lahore High Court in Islamabad. The CPO said the terrorist gang had indirect links with the militant group of Baitullah Mehsud in Wana. He said they had confessed to having carried out a number of terrorist attacks, including the RA Bazaar bombing in which seven army personnel were killed, assassination of Lt-Gen Mushtaq Ahmed Baig, Melody suicide attack on police force, blast outside the Danish embassy and heinous attack on Italian restaurant. The terrorists, Rao Iqbal said, were planning a suicide attack during the March 23 Pakistan Day parade. The terrorists were identified as Mohammad Ilyas alias Qari Jamil, Mohammad Rizwan alias Shamasul Haq, Faisal Ahmed Khan, Zeeshan Jaleel, Mohammad Sarfraz, Mohammad Naeem Shakir, Mohammad Nadeem and Osama Bin Waheed, besides Dr Abul Razzaq.

District Superintendent of Police (SP) Manoj Verma said the encounter is continuing and eight more joint force companies (800 personnel) have been sent to the area to flush out the Maoists. The encounter occurred when the troops reached Madhupur in the morning and was fired on by the Maoists from near the banks of a nearby canal. There was no casualty among the Security Force personnel who have recovered the bodies of the two Maoists identified as squad leaders, Verma said. They were identified as Abdul Sattar alias Sainuddin, his son Sarfuddin, Abdul Jabber, Mujeeb Mohiddin, Faizal Abdul Rehman, Abdul Jaleel Moosa, Manaf Mohammad alias Rahees, Badruddin Noor Ahmed and Sakariya. Most of the arrested had been named in the charge-sheet filed by the Special Investigation Team (SIT) of the Kerala Police before the Additional Chief Judicial Magistrate Court at Thalassery. Four others from Kerala — Abdul Raheem, son-in-law of Abdul Sattar, Mohammad Fayas Hamsa, Fayis Abdul Rahaman and Mohammad Yasin alias Rimon — who were also involved in the case — were killed in an encounter with the Indian Army in Jammu and Kashmir when they were attempting to cross over to Pakistan between October 4 and October 7 in 2008. Investigations revealed that the terrorists had formed a unit, the Shahbuddin Ghori Brigade, of the IM to orchestrate destructive activities in south India. Sattar was the brain behind the microchip-based timer devices used in several blasts across the country. Explosives for the Bangalore blasts were prepared in Mohiddin’s house at Bommasandra in Bangalore. When the plan was finalised, Sattar and the other accused brought ammonium nitrate, nuts, bolts, printed circuit boards and other materials from Kannur in Kerala and stashed them away in Mohiddin’s house, said the Police. The Police officials also said that the accused had three motives: to tarnish Bangalore’s iconic status acquired after the Information Technology boom; its economic prosperity; and Karnataka being a Bharatiya Janata Party-ruled State. Pakistan on February 12 acknowledged for the first time that the Mumbai terrorist attacks were partly planned in Pakistan and that it has arrested six suspects, including the “main operator”, The News reported. In its first detailed response to the dossier provided by India, Pakistan said criminal cases had been registered against nine suspects on charges of “abetting, conspiracy and facilitation” of a terrorist act. However, it said more evidence is required from India, including DNA samples of Ajmal Kasab, the lone Lashkar-e-Toiba (LeT) militant arrested during the attack, to establish his identity. Addressing a press conference in Islamabad, Interior Adviser Rehman Malik told the media that FIR No: 01/009 had been lodged with the Special Investigation Group in the Federal Investigation Agency against nine suspects. The Pakistani investigators have identified Hammad Amin Sadiq as the alleged ‘mastermind’ of the whole conspiracy. Malik said the cases against nine persons had been registered under the Anti-Terror Act and the Cyber Crime Act and they would be tried under these two sets of laws. He said six of the nine accused named in the FIR have already been arrested and being interrogated, two have been identified but not arrested so far while investigations are still under way into the possible involvement of the ninth accused. He identified those arrested as Zakiur Rehman Lakhvi, a LeT ‘commander’ who was arrested from Muzaffarabad soon after the Indian Government alleged that the LeT was responsible for the Mumbai attacks, Javed Iqbal, who was arrested from Barcelona in Spain, Hammad Amin Sadiq, believed to be the main operator belonging to southern Punjab, Zarar Shah, Mohammad Ashfaq and Abu Hamza. The name of Ajmal Kasab is reportedly not included in the FIR. He also said some of those arrested by the security agencies of Pakistan for possible involvement in the Mumbai attacks belong to the LeT. Malik said Javed Iqbal, who was based in Barcelona, was the person who paid $200 for the ‘Internet Domain’ that was also used for communication and planning for the Mumbai attacks. “Having ascertained the involvement of Javed Iqbal, we somehow lured him into coming to Pakistan and he was arrested on his arrival,” Malik said. He also said the e-mail sent by ‘Deccan Mujahideen’ claiming responsibility for the Mumbai attacks was believed to be prepared and sent by Zarar Shah, who was responsible for communication link in the whole operation. Mailk disclosed that the money to fund these attacks was transferred from Pakistan and was received in Italy. This money transaction was made through a Pakistani bank. He also said after thorough investigations by the Pakistani security and intelligence agencies it was learnt that these alleged terrorists operated from two bases — one inside Karachi and the other outside but not very far away from Karachi. He also disclosed that the terrorists used three boats for traveling to Mumbai, one named ‘Al-Hussaini’ and the other ‘Al-Ghaus’. For communication, they used ‘Call Phonic’ system and they also bought Indian cell phone SIMs for communication from inside India. He also pointed out that the satellite phone connection that was used for communication during the Mumbai attack was registered in the Middle East and not in Pakistan. Malik said the findings have already been shared with India. The Indian high commissioner in Islamabad was called to the foreign office and the report was handed over to him officially. “We also have forwarded a set of 30 questions for which we would need answers as early as possible to support and further the investigation process on our side. We have asked the Indian government to provide us the DNA samples of the lone surviving terrorist, Ajmal Kasab, to ascertain his nationality, as we don’t have any record of the individual with Nadra (National Database Registration Authority)… At the same time we would like to have the statement given by Ajmal Kasab to the Indian investigators, how this group of terrorists managed to sneak past the Indian security and intelligence agencies guarding their coastal lines, and how these nine persons managed to travel in a small boat and reach the Indian coast.”
