British counter-terrorism police arrested eight men in an alleged kidnapping plot in Birmingham on January 31, according to Daily Times. The men planned to behead a British Muslim soldier and broadcast the act on the Internet, Sky News reported. Police, however, refused to comment on the broadcast report of a beheading plan, but counterterrorism officials said the kidnapping plot was the first of its kind to be uncovered in Britain. The potential victim was in protective police custody, Sky News reported, saying the kidnapping was going to be an "Iraq-style" execution. The men arrested were accused of committing, preparing or instigating terrorism, police said. "We can confirm that a major counter-terrorism operation took place earlier today led by West Midlands Police," a spokeswoman said, adding that the home secretary was kept updated about the operation. West Midlands Police said those detained were held "on suspicion of the commission, preparation or instigation of acts of terrorism under the Terrorism Act 2000" while the Home Office said it was part of a "nationwide operation".

The Crime Investigation Department of Karachi Police raided a house in the Gulistan-e-Jauhar area on February 16 and arrested three suspected suicide bombers, identified as Muhammad Shahid, Muhammad Farhan and Ghani Subhan, Daily Times reported. The police also seized three hand grenades, two pistols, one AK-47 assault rifle and a suicide jacket from their possession. Police said that the three suspects belonged to a group headed by al Qaeda leader Qari Zafar and they had been especially sent to Karachi from Wana in South Waziristan to carry out terrorist activities and suicide attacks. The police claimed that the bombers’ first target was Expo 2006, but they changed their plan because of tight security at the venue. The police added that the men then planned to attack Ashura processions in the city, but security agencies tightened security and foiled their plan yet again following intelligence reports that a group of suicide attackers was heading towards Karachi from Dera Ismail Khan. Fayyaz Khan of the Karachi Police said that Shahid and Farhan belonged to Hyderabad while Ghani Subhan was from Wana. Police also recovered a video disc in which an Arabic speaking man explains how to prepare a suicide bomber and how to inflict the maximum number of casualties. "They had plans to carry out attacks in Karachi and Jehlum in Punjab province," Khan said.

According to Daily Times, an Islamist “fanatic” shot dead the Social Welfare Minister of Punjab province, Zile Huma Usman, in an open court in her hometown of Gujranwala on February 20. Police said Muhammad Sarwar shot dead the minister during a brief power cut during the open court at Pakistan Muslim League House. Police arrested Sarwar immediately after the shooting and later said he was a religious fanatic opposed to women being independent, and had been implicated in four murders and two attempted murders in Gujranwala. “He considers it contrary to the teachings of Allah for a woman to become a minister or a ruler. That’s why he committed this action,” the police said in a statement. Punjab province Law Minister Raja Basharat said “He (Sarwar) is basically a fanatic.” The minister had reportedly been the target of several death threats since she had tried to organise a “mini-marathon” for men and women in Gujranwala in 2005. The race was attacked by Islamist extremists who consider it un-Islamic for men and women to run together. She was also attempting to organise another marathon in Gujranwala in late March 2006, and had again received death threats. “He killed her because she was not observing the Islamic code of dress. She was also campaigning for emancipation of women,” local police officer Nazir Ahmad told AFP.
