The Counter Intelligence (CI) Wing of Punjab Police arrested a narcotics smuggler and recovered 5.15 Kilogram of heroin, two pistols and ammunition from his possession in Ferozepur District of Punjab on January 1, reports The Tribune. The arrestee has been identified as Bhalwan Singh, a resident of Aliwala village in the said District. In a statement, The Additional Inspector General (AIG), CI, Ketan Baliram Patil said the Police recovered two pistols of .30 bore along with 10 live cartridges and two magazines from the accused. Official sources said the drug consignment was smuggled from Rajoke village in Ferozepur sector along International Border (IB) around three days ago. Smugglers on the other side of the border, taking the advantage of dense fog, had thrown the contraband over the fence. Bhalwan worked as a carrier of drugs. He had reportedly taken INR 2, 50,000 for delivering the consignment. “Investigations are underway to identify the person to whom it was meant to be delivered,” said an Official.

Five people were arrested along with FICN worth INR 123,000 from Andhra Pradesh-Odisha border near Mathala village in Kotturu Mandal of Srikakulam District in Andhra Pradesh, reports Republic World on January 4. The five accused were allegedly cheating tribal people by circulating fake notes in the region. Among the five, 43,400 were seized from Meesala Prakash in the denomination of 83 notes of INR 500, one INR 2000 note, one INR 200 note, and two INR 100 notes whereas FICN denomination of INR 500 notes worth INR 20,000 each were also caught from four persons Ponturu Ramarao, Sheik Nabi, Ramachandra Sundararao Patro, and Sasupalli Rajesh.

Two cadres of Communist Party of India-Maoist (CPI-Maoist) carrying cash rewards of INR 100,000 each on their heads, were arrested from Kirandul Police Station limits in Dantewada District of Chhattisgarh on January 3, reports Pioneer. The two cadres identified as Lachhu Kunjam (40) and Kosa Uika (35) were arrested based on intelligence inputs, by a joint of team of District Reserve Guard (DRG) and local Police, said a Police Official. While Kunjam was active as the head of DAKMS (Dandakaranya Adivasi Kisan Majdoor Sangthan- a frontal wing of Maoists), Uika was a ‘Jan Militia Commander’. The duo was allegedly involved in setting ablaze six trucks, two bulldozer machines and a poclain machine engaged in works related to the Screening Plant number 3 of the NMDC in its Bailadila iron ore mining region on November 24 last year, the Official said adding that they were mainly tasked with arranging the meeting of villagers for Maoists, spreading Naxal [Left Wing Extremism, LWE] propaganda and conducting recce on movement of Security Forces (SFs).

Two cadres of Communist Party of India-Maoist (CPI-Maoist) were arrested from a place near Palna dam in Chandil town in Seraikela Kharwsawan District of Jharkhand on January 3, reports The Telegraph. The arrested duo, identified as Mangal Topno alias Lallu and Soyana Singh Sardar alias Mota are members of CPI-Maoist squad headed by Mahraj Pramanik. Both were involved in the killing of five Policemen at Khukru Haat under Tiruldih Police Station limits in the District on June 14, 2019. The Superintendent of Police (SP) Karthik S. said, “We had received a tip-off about the presence of Mangal and Soyana in the said locality. A special team rushed to the spot and arrested the duo by surrounding the entire area last evening.”

A Lashkar-e-Taiba (LeT) militant was arrested from a hospital in Srinagar of Jammu and Kashmir (J&K) on January 4, reports NDTV. The militant identified as Nisar Ahmad Dar, a resident of the Hajin area of Bandipore District, was arrested by the Special Operations Group (SOG) of the Jammu and Kashmir Police (JKP) from Shri Maharaja Hari Singh Hospital in the city. Dar, wanted in many terror crimes, had escaped from an encounter in Kullan Ganderbal in which one LeT militant was killed.

The arrested cadres were allegedly part of the team that ambushed and killed three home guards and an Assistant Sub-Inspector (ASI) ranked Official of Latehar Police at Lukaiya More on NH 39 under Chandwa Police Station limits in the said District on November 22, 2019. The cadres are said to be associated with dreaded Maoist – Ravindra Ganjhu and have been identified as Baijnath Ganjhu, Kunwar Ganjhu, Rajesh Ganjhu, Sunil Ganjhu, Faguna Ganjhu, Sanjay Ganjhu and Naresh Ganjhu. They were arrested following an intelligence input that the rebels had come to collect levy from a contractor on behalf of Ravindra. The arrested militant has been identified as Jarnail Singh Sidu alias Jarnail Singh Sandhu (38), a resident of Mohali District of Punjab and a native of Hyderabad District of Telangana. As per the report, Jarnail Singh was residing in a paying guest (PG) accommodation in a private firm in Manyata Tech Park in Bengaluru city. The Police officials said that Punjab’s State Special Operation Cell had registered a case against Jarnail Singh in March 2019. Upon learning that the Police were on to him, Jarnail Singh escaped from Mohali six months ago and came to Bengaluru. He then took accommodation in a PG accommodation and joined the private firm. He was in contact with Khalistan militants in Punjab. On receiving information about his presence in the city, the Police team arrested him from the said accommodation. According to a senior Official, “Jarnail Singh was one of the militants involved in the Khalistan movement to advocate for a separate Sikh nation and was constantly in touch with the group suspected to have been involved in terrorist attacks in Punjab.”

Rahul, a soldier in the Indian Army, was reportedly involved in procuring and supplying drones and training to cross-border smugglers. Two members of the narco-terror module were still absconding and efforts were on to nab them. The DGP further said they had seized two highly sophisticated Chinese drones, belonging to the narco-terror module, involved in the smuggling of weapons and narcotics from across the border. “The seizure includes drone batteries, custom-made drone containers, two walkie-talkie sets, Rs 6.22 lakh, believed to be proceeds of drugs, and a magazine of an INSAS rifle. A Deputy Superintendent of Police (DSP) in Jammu and Kashmir Police (JKP) has been detained along with two militants in a major counter-terror operation on the National Highway in Kulgam District in Jammu and Kashmir (J&K) on January 11, reports Daily Excelsior. During vehicle check DSP, Devinder Singh, was detained along with Naveed Mushtaq alias Naveed Babu alias Babar Azam, a resident of Nazneenpora in Shopian District and his associate Asif Ahmad. The residence of the detained officer was immediately raided in Srinagar, during which one AK-47 rifle, two pistols and two grenades were recovered from his residence. Naveed was a Police deserter and had joined the ranks of militants in 2017. He decamped with four assault rifles from Budgam District. Naveed shot into limelight after the Centre Government scrapped Jammu and Kashmir’s special Constitutional provisions and Statehood in August last year. Soon after, Police said that Naved issued a diktat to apple orchardists in South Kashmir not to sell their produce. According to Police, Naveed was involved in the killings of at least 11 non-Kashmiri workers, including truck drivers and labourers, in Pulwama, Kulgam and Shopian Districts of J&K. Before joining the ranks of militants, Naveed was working as Special Police Officer (SPO) with JKP.

Narcotics Control Bureau (NCB) busted an international drug cartel allegedly led by a Taliban leader in Kandahar of Afghanistan and arrested nine Afghan nationals in Indira Gandhi International Airport (IGI) of New Delhi in India, reports Times of India on January 13. Following an information, on December 28, 2019, a trap was laid for a few Afghan nationals who were arriving India by Ariana flight no. FG-313 from Kabul via Kandahar. According to Republic World, seven Afghan nationals were arrested after medical examination revealed foreign substance in their stomach. The seven were identified as Yusufzai Rahamatullah, Faiz Mohammad, Nabizada Habibullah, Ahmedi Abdul Wadood, Turkman Abdul Hamid, Fazal Ahmed and Noorzai Kabir. The two receivers in Delhi, identified as Hayatullah and Masood Mohammad, were also arrested. Hayatullah and Mohammad disclosed that such consignments of drugs were further sold to Nigerian nationals operating in Delhi and Mumbai. According official sources, the money paid by the African receivers is taken back by the Afghan carriers to be eventually used to launch terror attacks in the Indian subcontinent.

The Superintendent of Police (SP), Abhishek Pallav said, “Muchki was President of Maoist DKAMS (Dandakaranya Kisan Adivasi Majdor Sangh), and was arrested by a joint team of security personnel consisting of Special Task Force (STF)-16 camp in Aranpur village and Aranpur Police Station staff”. A joint team of District Police and Central Reserve Police Force’s (CRPF’s) 60 battalion destroyed a camp of People’s Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist) and arrested a cadre in Sinko forests under Bandhgaon Police Station limits in West Singhbhum District of Jharkhand on January 18, reports The Times of India. As per the report, on receiving a tip off about the presence of the PLFI cadres in the said forest, the Security Forces (SFs) had launched an anti-Naxal [Left Wing Extremism, LWE] operation. As soon as the SFs reached the forest, cadres of PLFI fired shots at them leading to an exchange of fire. "The exchange of fire lasted for about 20 minutes, resulting in the extremists fleeing from their camp. We have arrested a rebel and our interrogation is on to ascertain his identity and his involvement in extremist activities," said the Assistant Superintendent of Police (ASP), Pranav Anand adding that SFs recovered a 9mm pistol, a single barrel gun and a few cartridges, besides items of daily use from the PLFI camp.

The Counter Intelligence wing of the Punjab Police arrested two cross-border drug smugglers and recovered 4 Kilogram of heroin, worth INR 200 million from Ferozepur District of Punjab on January 19, reports The Tribune. The arrested smugglers have been identified as Satnam Singh alias Satta of Jhugge Kishor Singhwala village and Gurpreet Singh alias Gora of Khunder Uthar village; both falling under Mamdot block in the District. The Additional Inspector General (AIG, Counter Intelligence) Ajay Maluja, said that the Police had received specific inputs that Satnam and Gurpreet were in touch with Pakistani smugglers and had received a consignment from across the border. Following which a naka (barricade) was put up on the outskirts of the block and arrested them and the contraband was seized. During the interrogation, Satnam revealed that he was in touch with a Pakistani smuggler, named Riaz Chacha. On the intervening night of January 6 and 7, he had received 5 kilogram heroin that was thrown in the fields situated along the fence near border outpost Maste ke village in the District, which belonged to Gurpreet. While the accused sold one packet, they were going to deliver the remaining four packets to some unidentified smugglers in Amritsar District, as per the instructions of their Pakistani handler, the AIG said.

The Railway Protection Force (RPF) on January 20 arrested a madrassa (seminary)-educated ‘software Developer’, Ghulam Mustafa (28), a native of Jharkhand in India, from Bhubaneshwar in Odisha in India to bust an e-ticket racket with suspected links to terror financing, reports Times of India. The racket is suspected to have links to Pakistan, Bangladesh and Dubai. "Dimensions of money laundering and terror financing are suspected," RPF Director General Arun Kumar said on January 21. The RPF chief named one Hamid Ashraf as the mastermind of the racket which is suspected to generate revenue of INR 10-15 crore per month. Ashraf, who is also a ‘software developer’, was involved in the bombing of a school in Uttar Pradesh's Gonda District in 2019 and is now suspected to have fled to Dubai, Kumar said. "Shamsher Ahmed, the founder of Bright Future School in Gonda district, informed us that a bomb had exploded near the boundary of the institution at 3 am on July 21," Assistant Superintendent of Police (ASP) Mahendra Kumar had said. The blast left a hole in the wall. No injuries were reported.

Police said a case was registered against the PTM chief at the City Police Station in Dera Ismail Khan on January 18 under sections 506 (punishment for criminal intimidation), 153-A (promoting enmity between different groups), 120-B (punishment of criminal conspiracy), 124 (sedition), and 123-A (condemning the creation of the country and advocating the abolishment of its sovereignty) of the Pakistan Penal Code. According to the FIR, Pashteen and other PTM leaders had attended a gathering on January 18 in Dera Ismail Khan where the PTM chief had allegedly said that the 1973 constitution violates basic human rights. The FIR added that Pashteen had also made derogatory remarks about the State of Pakistan. The Superintendent of Police (SP), Shailesh Balkawade, said, “A C-60 team of Police had launched an anti-Naxal [Left Wing Extremism, LWE] operation on the basis of intelligence input that there was a Maoist meeting happening near the forest. An exchange of fire ensued between our parties and the Maoists numbering around 40. After about 15 minutes of exchange of fire, Maoists decamped from the spot. As per the report, on receiving a tip-off, a team Special Task Force (STF) raided the house of the trader identified as, Saroj Patnaik and recovered 196 quintals of ammonium nitrate, which had 99 per cent purity and was exclusively meant for industrial purposes, 3,200 gelatin sticks and 10,406 detonators. Following the recovery, the trader was arrested. The Deputy Inspector General (DIG) of STF, Jai Narayan Pankaj, said, “This is one of the largest hauls of explosives in recent times. Though the accused was apparently trying to sell the explosives to local quarry owners, we are trying to find out if the accused was in contact with Maoists. The seized materials can be ingredients for the landmines that Maoists assemble.”

A group of militants opened fire at a Police team near Ban Toll Plaza on the Jammu-Srinagar National Highway (NH) in Jammu District of Jammu and Kashmir (J&K) early on January 31 (today), triggering a gunfight in which three militants were killed and a Policeman sustained injuries, reports Daily Excelsior. The firing took place around 5 am when a Police team stopped a Srinagar-bound truck for checking near the Toll Plaza in Ban area of Nagrota. Director General of Police (DGP), Dilbagh Singh said 3-4 terrorists were going to Srinagar when they were intercepted by the Police team at the toll plaza. Three militants were killed in the ensuing gunfight while one of them is believed to be in the trap, he said.The truck driver Mohamamd Mabool was arrested and has been taken into custody for questioning, adds The Indian Express. Four weapons and some ammunition and explosives have also been recovered from the spot. The DGP said the terrorists were part of a freshly infiltrated group, who have entered this side from the International Border (IB) in Hiranagar in Kathua District and were on their way to Kashmir Valley. The identity of the slain militants and their group affiliation are yet to be ascertained.

Earlier, South Asia Terrorism Portal (SATP) had reported the incident on January 31, in which it was reported that three unidentified militants were killed and a Policeman sustained injury. In 2019, it was alright,” Director General of Police (DGP) Dilbag Singh said, adding that injured Policeman Bhom Raj displayed courage and chased the militants. In the process, mobile telephone of one of the militants fell down, which has been seized by the Police. Slain militants were in possession of M4 Carbine, a deadly weapon and is used only by top ‘commanders’ of the militant outfits. Security Forces (SFs) had received information that Maoists were planning attacks on Police in urban areas of the District, Superintendent of Police (SP), Abhishek Pallava said. Combined teams of the Police's District Reserve Guard (DRG), Central Reserve Police Force (CRPF) and local Police conducted raids in Kirandul, Dantewada and Geedam, rounding up nine suspects including seven minors, he said. Two of them were identified as Sodhi Bhima (29) and Sodhi Nanda (20), who were part of "action teams" of Maoists while three girls were members of the rebels' `Jan militia', Pallava said. Remaining four minors were released as they were found to have no connection with Maoists, the SP said. Bhima and Nanda, carrying a reward of Rs 2 lakh each on their heads, were allegedly involved in the killing of a villager in Nilawaya forests on January 31, planting Improvised Explosive Devices (IEDs) to target SFs in Potali area during the recent Panchayat (village level local self-Government institution) polls, and attacks on Police and CRPF personnel, the official added. Maoist literature, a detonator and 100 gm gun powder were recovered from their possession, he said. The three ‘Jan Militia’ (Maoists people’s army) members, aged 12-17 years, were allegedly involved in reconnaissance of SFs and planting explosives and iron spikes to target them, Pallava said. Maoists had planned attacks in view of 110th anniversary of `Bhumkal revolt' (rebellion by tribal farmers in Bastar region against British rulers in 1910), between February 4 to 10. They had recruited minor boys and girls for use as human shield, the SP claimed.

The report, however, mentions the allegations by the villagers of Markabeda in the District according to whom, the arrestees were not Maoists, rather they were school teachers. The villagers claim that the SFs raided their village on February 4 and attacked "teachers, students and other locals". Refuting the villagers’ claim, the Superintendent of Police (SP), Mohit Garg said, "A joint team of District Reserve Guard (DRG) and local Police was out on anti-Maoist operations in the forests of Narayanpur on February 10 when they spotted suspicious persons convening a meeting in Metanar and Maspur. They tried to escape on seeing Police but the SF personnel arrested the three cadres identified as – ‘area committee member’ Maini, Local Organization Squad (LOS) ‘deputy commander’, Sunita Gawde and ‘squad member’ Ramsu Vedda. As per the report, the Police raided several gun houses and in all, 36 weapons were seized during raids in Punjab and adjoining States of Haryana and Rajasthan. The weapons supplied to Budda and his accomplices were used in the attack on Punjabi singer Parmish Verma in Mohali in April 2018, and committing murders, dacoities and extortions. Wani was called to the NIA headquarters and questioned about providing funds to Hizb-ul-Mujahideen (HM) militant Syed Naveed Mushtaq Ahmed alias Naveed Babu, and others, the NIA officials said. He was placed under arrest and taken to Jammu, where he would be produced before the designated NIA court. On February 17, Superintendent of Police (SP) of Imphal West, K Meghachandra, disclosed the modus operandi behind the arrest of three arrestees. Based on specific information, during frisking and checking of suspected vehicles along Imphal-Moreh road, one couple identified as Samukcham Mobi and Huidrom Ningol Lairenlakpam Ongbi Ibemcha was arrested along with eight 1.5 Volt batteries connected in series (usually used to detonate IEDs) concealed in a black plastic polythene bag in the car, adds E-Pao. Their interrogation led to another arrest of Lourembam Bhumeshwor who further revealed the plan of a PLA militant identified as Robertson to conduct IED blast in Telopati area. More explosives were detected in the store room of the NRL Telepati City 1 oil pump such as an IED fashioned out of a claymore, a remote control, a transistor, two 9-volt batteries, a detonator, 9 mm ammunition and a mobile phone.

According to the Sub-Inspector (SI) of Cherla Police, A. Raju Varma, Sarveswar was involved in many cases. He had been working as a courier to the Maoist leaders Haribhushan, Damodar, Azad and Sudhakar for the past three years. The NIA in a statement said, “A furniture shop owner, Shakir Bashir Magrey provided shelter and other logistical assistance to the suicide-bomber Adil Ahmad Dar. He was introduced to Adil Ahmad Dar in mid-2018 by a Pakistani militant Mohammad Umar Farooq and he became a full-time OGW (Over Ground Worker) of JeM.” Magrey (22), resident of Hajibal in Kakapora in Pulwama, was arrested by NIA for his alleged involvement in the Pulwama terror attack (February 14, 2019). “Accused Shakir Bashir Magrey has further revealed that he had harboured Adil Ahmad Dar and Pakistani militant Mohammad Umar Farooq in his house from late 2018 till the attack in February 2019, and assisted them in the preparation of the IED (Improvised Explosive Device),” the statement added. Magrey was produced before the NIA Special Court at Jammu District, on February 28, and remanded to 15 days of NIA custody for his detailed interrogation.

The arrested couriers have been identified as, P. Saraiah (45), resident of Nimmalagudem in Kistaram Mandal of Sukma District in Chhattisgarh, K. Murali (24) and K. Nageswara Rao (40) of Dabbanootala village in Dummugudem Mandal in Khammam District of Andhra Pradesh, K Sammaiah (26) of Veerabhadrapuram village in Dummugudem Mandal and J. Hanumanthu (28) of Toggudem in Paloncha Mandal. As per the report, they were arrested during a vehicle check in the said village while they were transporting explosives stolen from stone crushing units to Maoist cadres.
