Daily Excelsior reports that Police arrested an operative of the Lashkar-e-Toiba (LeT) outfit in Srinagar on January 1 and recovered INR 200,000 hawala money from his possession. Srinagar Police arrested a LeT operative has been identified as Parvaiz Akbar Lone, resident of Kanlibagh in Baramulla District. Police freezed two of his accounts which were being used for funding militant activities, a Police spokesman said. Parvaiz had so far passed on more than INR 2 million to self styled LeT commanders Abdullah Uni and Chota Salahuddin and was also in contact with top LeT operatives. Initial investigations done by the Police revealed that some of the money was used to organize stone pelting incidents in Sopore, the spokesman said, adding that investigation had also revealed the names of few more persons, who were funding militants, and more arrests are expected in this regard.

PTI reports that seven persons were arrested for having alleged links with the Communist Party of India-Maoist (CPI-Maoist) and planning to abduct a Government official in Keonjhar District, Police said on January 1."They were picked up by jawans [personnel] of the anti-Maoist Special Operation Group (SOG) and Police from Padang village in Telkoi Police Station area yesterday," Superintendent of Police Asit Panigrahi told reporters. The accused were planning to abduct the Block Development Officer (BDO) of Telkoi on November 18 after the arrest of two Maoist cadres from the area, he said, adding the BDO cancelled visit to his village after getting tip-off about the plot to kidnap him. Several Maoist literature and handwritten letters were seized from the arrested persons, hailing from Gudinarda village in Telkoi area.

Speaking to the media, Senior Superintendent of Police (SSP) Praveen Kumar said Munda was responsible for killing four persons, including a minor girl, on August 28, 2009 at Bundu. "But Munda’s main job was to keep track of cases pending against extremists in different courts. He looked after the cases of rebels detained in Ranchi, Khunti and Chaibasa jails. It was he who decided how much was to be paid as legal expenses for each rebel in jail," Kumar said. Munda also supplied explosives, clothes and provisions to Maoist squads operating in the forests. The SSP said Munda was constantly in touch with the brother of Kundan Pahan, the custodian of levy collected from different sources. In order to protect his identity, Munda associated himself with a frontal organisation of the Maoists, Krantikari Kisan Committee (KKC), and regularly visited Ranchi, while Mahto used to collect levy from tractor drivers carrying sand from riverbanks.

Four companies of armed Police of Bengal and Orissa launched the operation at 1pm (IST) at Gapiballavpur, which borders Mayurbhanj District of Orissa. This is the first joint operation of West Bengal Police with forces of another State to curb the Maoists. "A lot of exchange of fire took place between us and the Maoists who triggered landmine blasts too. However, there have been no casualties or injuries on either side nor has there been any arrest. We will continue with our operation and such joint operations will continue," Manoj Verma, Superintendent of Police (West Midnapore) told The Indian Express. Earlier, Mayurbhanj Deputy Inspector General and his counterpart in West Bengal met in Midnapore on January 6 to discuss the operation. The Bengal Government had proposed a similar joint operation with Jharkhand too and is waiting for a response. They were identified as Moirangthem Monao alias Parimacha alias Mohen alias Sana (26) and Laikhuram Munal Singh alias Santahoi (24). One loaded 9-mm pistol, one magazine of AK-47 rifles with three live rounds and one two wheeler vehicle and one cellular phone were recovered from their possession. They reveled during their interrogation that they were operating under one R.K. Jemson alias Rozar alias Ramananda alias Nongpoknagnba (32) of Sagolband Bijoy Govinda. They confessed their involvement in the killing of one non local sugar juice vendor at Kwakeithel Bazar on March 1, 2009, killing of one non local barber at Sagolband Khumbong Mayum, lobbying of hand grenade at computer shop at Lamphel Sanakiethel, setting ablaze of Ujala Restaurant at Kwakethel, setting ablaze of Joychandra Garden at Langol and extortions of money from various shops and restaurants and saw mills and other business establishments in the Imphal areas. They also disclosed that the recent serial killings of non locals in the State were the handiwork of the PREPAK, People's Liberation Army (PLA), United National Liberation Front (UNLF) and Kanglei Yawol Kanna Lup (KYKL) as per a ‘decision’ taken at the top level to destabilise the present Manipur Government.

The Meghalaya Police on January 11 foiled an attempt by a group of seven persons, led by two surrendered National Democratic Front of Bodoland (NDFB) cadres, to abduct a trader for ransom in capital Shillong, reports Sentinel. According to Police sources, the abduction plan was hatched in Assam in the last week of December 2009. The Police managed to lure two members of the gang into the Polo Parking lot before arresting the duo. They were identified as Khwanta Daimary and Bipul Narzary, and both of them were surrendered NDFB cadres. On the basis of confessional statements given by the arrested duo, the Police raided a house at Pynthorumkhrah in Bangladesh Colony, resulting in the arrest of two others who were identified as Malthus Daimary and Bijoy Sujunary. One locally made weapon, six rounds of live ammunition and an NDFB extortion note were recovered from the house. Two other members of the gang, Nickson Khang and Gopal Roy, were later arrested from a motor workshop in Polo area. The Police also arrested one R.S. Sumero who was supposed to drive the car carrying the abducted trader. Meanwhile, two of the arrestees were suspected by the Meghalaya Police to be cadres belonging to anti-talk faction of the NDFB.

Meghalaya Police arrested the self-styled 'commander-in-chief' Shembhalang Dkhar and self-styled 'chairman' Roy Kupar Marbaniang of a newly formed militant outfit Hynniewtrep Liberation Front (HLF) from their respective residences at Demthring and Madanriting localities in capital Shillong on January 13, according to Shillong Times. They were arrested after a National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militant Nickson Khang, who was arrested earlier, revealed the presence of two active militants of the outfit in the city. Police also recovered a cellular phone and a manifesto of the new outfit from Shembhalang Dkhar confirming his links with the new group. Police said that newly formed insurgent group is getting active support from the NSCN-IM which aims at creating a volatile situation in the State. Police sources also added that HLF self-styled 'commander-in-chief' Shembhalang Dkhar had also visited Hebron camp at Dimapur in Nagaland to meet the top leaders of the NSCN-IM on several occasions. The Superintendent of Police (Crime) Vivek Syiem on January 14 said the new insurgent group was supposed to send its 30 cadres to the Hebron camp of the NSCN-IM for training. Another police official also said the present rift between the HNLC and NSCN-IM has compelled the latter to form a new group to expand its network in the State, while adding the insurgent group is also on the look out to form another militant outfit in Garo Hills. Police estimate that the present strength of the HLF might be around 10 cadres. Police sources also confirmed that Nickson Khang, who was arrested on January 10 in connection with the attempted abduction of the son of a city-based trader, was sent by the NSCN-IM to float a new militant outfit in the State for logistical support to the Naga group.

A teenaged Pakistani militant, identified as Noman Arshad (14), suspected to be a suicide bomber, was arrested by the Boarder Security Force (BSF) near the India-Pakistan border. During interrogation, he said there were plans for a seven-member suicide squad including three women to cross over soon and create trouble. BSF Deputy Inspector General (DIG) Mohammad Aquil said Arshad during interrogation disclosed that he had undergone training at a camp in Peshawar where he learnt use of an explosive-laden jacket, bombs, pistols, missiles, rockets and other weapons. Arshad claimed of having learnt his skills from the same camp visited by Ajmal Kasab, the lone surviving Pakistani terrorist involved in the 26/11 attacks in Mumbai. He claimed to be in constant touch with the terrorists in Pakistan for over a year and pin-pointed locations of terror training camps in Pakistan.

Saswati Das alias Mili Panda, who was staying with her girl, was said to be heading media and publicity wing of the CPI-Maoist in the State. Police also seized huge quantity of publicity materials, many incriminating documents, a laptop computer and cash of INR four lakh from her possession. “Acting on a tip-off, we intercepted a jeep carrying four sacks of CPI (Maoist) publicity literature. We took the driver into our custody and accompanied the vehicle to its destination,” said Inspector General of Police (Operation) Sanjeev Marik. He said Saswati Das was a very active member of outfit. “She has been involved in fund mobilisation, creation of support base through alleged frontal organisations posing to be human rights groups and staying in touch with rights activists.” Saswati, aged around 40, was also suspected to have conducted a reconnaissance of different Police establishments before hundreds of CPI-Maoists launched daring attack on Nayagarh District headquarters town displaying mobile warfare tactics in 2008. The Police official said, “She will be produced before court soon.” Saswati’s nine-year-old daughter has been handed over to her maternal grandfather, Police sources said. Sabyasachi Panda is said to be the most wanted Maoist leader in the State. Intelligence sources said Panda had masterminded attack on Nayagarh District headquarters, killing Vishwa Hindu Parishad leader Swami Laxmanananda and on Police establishments.

Fake AK series assault rifles were recovered on January 15 when around 100 Central Reserve Police Force (CRPF) personnel neutralised an illegal arms unit in forests close to Gobardaha village in the Chatra District, according to PTI. One suspected Maoist was also arrested. The CRPF also seized five Improvised Explosive Devices (IEDs), one of which weigh 15 kilograms. Other ammunition and explosives have also been seized. A number of duplicate AK series rifles have been seized from factory, which was manufacturing and assembling the fake AK rifles, CRPF sources said. The operation was conducted as a part of the major anti-Maoist drive in various parts of the country initiated by respective State Police forces and assisted by various para-military forces which have contributed almost 60,000 troops.

The special operations group of the Special Task Force (STF) arrested a top Maoist and member of the Communist Party of India-Maoist (CPI-Maoist) zonal committee Subodh Singh alias Anandji alias Divendu Kumar Singh from a house in the Kankerbagh area of Patna late in the night of January 15. The STF Superintendent of Police (SP) Prakash Kumar Sinha told Times of India that an amount of INR 18 lakh cash and a pen drive were seized from the arrested Maoist. Sinha said the pen drive had financial details of how much money the banned outfit collected as levy from different sources and how the money was spent. Five CDs and five mobile phones were also seized from him, he added. The SP said Subodh had collected INR 1.23 crore as levy between September 2008 and November 2009. Of these, INR 70 lakh had been spent. The pen drive also carries important information and decisions taken at different zonal committee meetings of the Maoists apart from the video clippings of meetings and training programmes. Subodh was also in-charge of the outfit's students' wing, the Democratic Students' Union. He was given responsibility to introduce reforms in the working of the Maoists' Magadh Zonal Committee.

The Police team seized more than four quintals of chemicals used to manufacture explosives from the house of Rao at Bhabani Talkies Street at Paralakhemundi. According to Rayagada Superintendent of Police (SP) Anup Krishna, the team tracked down Rao after arresting a trader at Gudari who was involved in illegal storage and supply of explosive chemicals. Although Rao had an explosive license to trade in explosive chemicals, most of his stock was suspected to reach the Maoists.

He said, “They had even kidnapped businessmen from the plain areas for ransom”. The report adds that Vanlalfela was a cadre of the Bru National Liberation Front (BNLF) and was involved in various crimes. Due to internal rivalry and tensions, Vanlalfela left the BNLF in 2005 and became a cadre of the Bru Liberation Front of Mizoram (BLFM). He, along with 20 other BLFM cadres, refused to surrender when 802 strong cadres of the BLFM surrendered in 2006, the Mizoram Police said. Chisurai joined the BLFM in 2006. He confessed that at least 13 Bru militants are still hiding at a Dima Halim Daogah (DHD) designated camp in Harangajau of North Cachar Hills District, the Police said.

The district Police officer, Dilawar Khan Bangash said that they had received reports about the involvement of Khan Akbar's family in terrorist activities. The Police arrested them during a raid at the house of the tribal elder in Khwasi Banda in Jarma area of Kohat while seizing Kalashnikovs, pistols, repeaters and five suspicious vehicles parked at a secret place. The main accused Khan Akbar and his three sons Inamullah, Eid Akbar and Amanullah were later brought to Kohat. Preliminary investigations revealed that they had relations with the Tehrik-e-Taliban Pakistan and had registered themselves as internally displaced people to sneak into Kohat from Orakzai Agency in the Federally Administered Tribal Areas (FATA) in December 2009.

Prabhakar also said he had been associated with the PWG since 1978. “He is a key person who played an important role in deciding policies of the organisation in the region. He used to frequently change names and residences and has worked in Gujarat and Chhattisgarh as well,” ATS chief K. P. Raghuvanshi told Mumbai Mirror. In Mumbai, Suryadevra allegedly worked along with another state committee member Vernon Gonsalves, who was arrested in 2007. “Vernon and Suryadevra were assigned the job of expanding CPI-Maoist activities in the tribal areas around Surat in Gujarat, and Dhulia District in Maharashtra. Suryadevra also supervised activities of the Gondia-Balaghat armed division of CPI-Maoist,” an unnamed ATS officer said. Suryadevra, ATS has claimed, was allegedly involved in the Naxalite violence witnessed in north Gadchiroli District 2009 Assembly polls.

On a tip off that a plenary camp of 150 Maoists was being held in the forest area, the Chhattisgarh Police along with Special Armed Commandos swung into action and surrounded the camp and asked them to surrender immediately. However, the Maoists opened fire which the Security Forces retaliated. 13 Maoists and a Salwa Judum activist were killed in the firing which began after midnight of January 18 and continued till the morning of January 19. Two Police personnel were also injured in the incident. According to Bijapur Superintendent of Police Avinash Mahanti, the dead bodies of Maoists were yet to be identified. He added that most of the Maoists escaped into the forest soon after the exchange of fire began. The Police also recovered kit bags and Maoist literature from the incident site. IANS, however, quoted him as saying, “A contingent of District Force (DF) and Special Police Officers (SPOs) exchanged heavy gun fire with Maoist ultras in a thickly forested area. Several Maoists were killed but no body was recovered as the other ultras dragged the bodies deep into the forests. The casualty figure of ultras may be up to 12. Acting on a tip-off, however, the Special Task Force (STF) personnel arrested him in the evening of January 12. Rasool, the SP said, has his base at Hyderabad. A murder convict, he was in a Hyderabad jail for eight-and-a-half year — in two phases. It was while serving the jail term that he came in touch with a fellow prisoner, Mehmood, who was a Talibani. On his release, Rasool shifted to Afghanistan, the SP said. Rasool is learned to have told his interrogators that he worked as an operative of Taliban and LeT between 2004 and 2008. He also confessed to his involvement in several terror strikes in Afghanistan and Pakistan, Police sources said and added Rasool later escaped to Nepal where he was once handpicked by Nepal police but let off for want of evidence. Rasool also revealed that he wanted to return to Afghanistan via Bangladesh. “That’s why he clandestinely crossed into Jogbani taking advantage of the long and porous Bihar-Nepal border,” the SP said.

"Abid Ali, alias Asad Ali, alias Abu Bakar, alias Ajit, was arrested at BSM Chowk in Roorkee on Monday morning. He was in possession of map of Roorkee, Army Cantonment and other documents having secretive information about Meerut, Patiala, Dehradun and Bikaner Army cantonments," the DIG informed the media. Alok Sharma claimed: "Asad Ali is a trained ISI agent who was forced into India through Nepal border in 2005. He has procured a fake ration card, driving license and thereafter procured a passport from Ghaziabad Regional Passport office." The Police official added that Asad Ali was arrested when he was on his way to pass on information regarding Roorkee Army cantonment to his handlers in Pakistan. Maps of prohibited area, a pocket diary, laptop, two mobile phones, pen drive, memory card and ATMs of ICICI Bank and of SBI Bank and receipts of INR 30,000 of Western Union money transfer, through which he received money from Pakistan, were found in possession of the arrested suspect, Sharma said. During interrogation, the DIG added, the suspect revealed his original identity as Asad Ali, resident of village Hanjarwal of Lahore, Pakistan. He purportedly told the Police that he was under trial in Pakistan for killing a family member.

The Terrorist Investigation Division (TID) on January 28 arrested a top Liberation Tigers of Tamil Eelam (LTTE) cadre, identified as Shantha Kumar Rajan, in Colombo, reports Daily News. He was reportedly a close associate of slain LTTE chief Velupillai Prabhakaran and LTTE deputy leader Veerakathy Manivannam aka Castro and was at large for a couple of years. He was also involved in procurements for the LTTE for the last 10 years and was a trained LTTE cadre, Deputy Inspector General (DIG) TID N. Wakishta said. Rajan was active in procurement for the LTTE traveling under a forged passport. He was wanted by the TID and Interpol. Sivakumar was also connected with the explosive laden vehicle found at the Sama Viharaya at Kotahena in 1996. The search for LTTE operatives and important cadres overseas has not been stopped as they were active in other countries. The TID and the Defence Ministry is continuing the search for them and we have not stopped our operations, the DIG added.

Three People's Revolutionary Party of Kangleipak (PREPAK) cadres were arrested by a combined force of the Imphal West District Police and Assam Rifles from Phayeng Khunou Pathar Bazaar area on January 31, reports Imphal Free Press. They were identified as Khuraijam Bobby Singh alias B.K. alias Ito (30), Ngongmaithem Angouba alias Karnajit Singh (23) and Ahongshangbam Gulapi Khuman (28). However, The Telegraph reports that in Bankura incidence, the mob, numbering around 2,000 and with men marching behind women, had ringed the Police Station to protest stepped-up patrols in the area after a spurt in Maoist attacks. The Uttar Pradesh Police on February 2 arrested Hamiduddin alias Hamiruddin alias Salim, who was wanted in connection with the serial bomb blasts on running trains in different parts of the country in 1993, from Lucknow, reports The Hindu. Hamiduddin, who carried a reward of INR 50,000 on his head, was arrested by the Special Task Force (STF) after an encounter on the outskirts of Lucknow, Additional Director-General (Law and Order, STF and ATS) Brij Lal said. A .32 bore pistol, a hand grenade and a fuse were recovered from Hamiduddin, who had been absconding for the past 16 years. Hamiduddin was reportedly among the 15 terrorists who were instrumental in planting bombs aboard the Rajdhani Express, the Flying Queen Express and the A.P. Express in December 1993.

The Security Forces (SFs) killed 20 Taliban militants while two soldiers were killed and another injured in various clashes in Bajaur Agency of Federally Administered Tribal Areas (FATA) on February 2, according to Daily Times. A Frontier Corps statement said that helicopter gunships and fighter jets pounded Taliban hideouts in Damadola, Chinagai, Shinkot and adjacent areas of Mamoond tehsil (revenue unit) of Bajaur Agency and destroyed several militant hideouts. Two Taliban militants were also reportedly injured in the attacks. SFs consolidated territorial gains by regaining control of Damdola area. SFs also arrested 14 Taliban militants and recovered a cache of arms and ammunition in various parts of the Bajaur Agency.
