According to Daily Star, Sayed Kawsar Hussain Siddiki Raja, chief of the Islamist terrorist group, Shahadat-e Al Hiqma, was remanded to police custody in Rajshahi district for the third time on January 2. He was reportedly arrested for the first time on April 23, 2002, for alleged anti-state activities. But he was freed on July 30, 2002, and once again detained on September 24, 2002 but was granted bail on December 21, 2002. Following the press conference of February 8, 2003, where Kawsar announced his group's aim to turn Bangladesh into an Islamic state through an armed struggle, the Government proscribed his outfit on February 9, 2003.

Quoting a Central Bureau of Investigation (CBI) official, media reports said that the Portuguese Supreme Court has passed an order granting the extradition of Abu Salem, accused in the March 1993 Mumbai serial blasts, to India. Sources said the CBI had moved the Supreme Court against the order of the High Court of Lisbon in July 2004 granting Salem's extradition for trial only in minor cases of offence and not in the Mumbai serial blasts. After hearing the arguments, the Supreme Court of Portugal observed that the Indian Government had already promised that Salem would not be awarded capital punishment and granted his extradition for trail in all the cases in which he was involved. Abu Salem along with his associate, Monica Bedi, was arrested in Lisbon during September 2002 and was sentenced to four-and-half years of imprisonment on different charges.

Farhat Paracha, wife of Pakistani businessman Saifullah Paracha who has been held captive at the Guantanamo Bay prison camp for the past 19 months by the US authorities for his suspected terrorist ties with Al Qaeda, disclosed on February 11 that her husband had met Osama bin Laden twice. Speaking at a news conference at the Karachi Press Club, she, however, denied that Saifullah had any links with terrorism. She claimed that as the head of a 65-member business delegation, Saifullah went to Afghanistan and had business meetings with a small number of people there, but he had nothing to do with the charges framed against him by the US administration. According to American investigators, Saifullah, who is being held at the Guantanamo Bay prison camp in Cuba for suspected terrorist ties, urged Al Qaeda operatives to acquire nuclear weapons for use against US troops. The allegation, contained in documents filed recently in US District Court in Washington, also identifies Saifullah, who reportedly has an import business in New York, as a participant in a plot to smuggle explosives into the United States and to help Al Qaeda hide "large amounts of money."

The district police officer stated that the accused, Arifullah, Salahuddin alais Sailabi, Nasir and Qari Sidratullah, had confessed their affiliation with the Al Qaeda to the Anti-Terrorism Court headed by Yaqub Khattak. Arifullah told the media that he secured training from the banned Jaish-e-Mohammed (JeM) and later developed links with some Russians, Uzbeks, Saudis and local tribesmen. Qari Sidratullah, the other accused, claimed he had been associated with the Al Qaeda for the last two years and admitted that rocket attacks in Bannu were a reaction to military operations in Waziristan. The accused also disclosed that they had planted landmines in front of a cable network office in Ahmad bazaar and a remote control mine near the Kachkol Bridge.

On July 15, the Supreme Court of Sri Lanka passed a stay order to block four key provisions of the Post-Tsunami Operational Management Structure (P-TOMS) agreement between the Government and Liberation Tigers of Tamil Eelam (LTTE). The judgement said that the location of the Regional Committee's headquarters in the LTTE-held town of Kilinochchi and the creation of a special fund under foreign control for the mechanism were illegal. Earlier, a case was filed by the Janatha Vemukthi Peramuna (JVP) and Jathika Hela Urumaya asking the Court to declare the P-TOMS agreement null and void. The Hindu reports that the Sri Lankan Government on July 29 filed a review petition requesting the Supreme Court to reconsider its interim injunction on the Post-Tsunami Operational Management Structure (P-TOMS) agreement between the Government and the Liberation Tigers of Tamil Eelam (LTTE). The Government has reportedly asked the court that it be permitted to carry on with the operational aspect of the P-TOMS as it was a "delegated power" made by the Government to the LTTE and did not amount to granting the rebels the functions of the Government. The court on June 25 had restrained key operational clauses of the agreement. The interim injunction was granted by the Supreme Court following a Fundamental Rights petition by the former ruling party, the Janatha Vimukthi Peramuna.

Ahmed, a citizen of Pakistan, is accused of violating the terms of his religious-worker visa and is fighting deportation to Pakistan, according to San Francisco Chronicle. FBI lead case agent Gary Schaaf said in testimony that Shabbir Ahmed and others wanted to form a Lodi religious school where individuals will be taught a very conservative brand of Islam, and students will be spotted and assessed to commit violence. The 39-year old Ahmed was arrested in June 2005 on immigration charges along with Mohammad Adil Khan, who was leading the effort to build a Muslim school in Lodi, as well as Khan’s son. Adil Khan and his son agreed in July 2005 to be deported to Pakistan rather than fight the charges.

According to Press Trust of India, the apex court issued notices on the PIL filed by Kh. Jibon Singh alleging that the blockade had led to violation of the right to equality, life and free movement of the people of Manipur. The petition said the blockade, led by the All Naga Students’ Association Manipur (ANSAM), has increased the price of essential commodities like petrol, cooking gas and kerosene out of the reach of common man. The ANSAM had initiated a blockade to protest the Manipur Government’s declaration of June 18 every year as ‘Solidarity Day’ in memory of Manipuris killed in 2001 when the Centre extended the area of cease-fire with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) beyond Nagaland. Military spokesperson, Major-General Shaukat Sultan, said in Islamabad, on August 26, that a low-ranking member of the military and four civilians were given the sentence a few days ago, but would not say which court heard the case, according to The News. The soldier was named as Naik Arshad Mahmood and the civilians were identified as Zubair Ahmed, Rashid Qureshi, Ghulam Sarwar Bhatti and Akhlas Ahmed. Sultan also disclosed that three more people convicted of involvement in the plot were jailed. Rana Mohammad Naveed was sentenced to life imprisonment while Adnan Khan was sentenced to 15 years and Aamir Sohail 20 years. The sentences relate to Christmas Day 2003, when two suicide bombers rammed explosives-laden vehicles into Gen. Musharraf’s motorcade at Jhanda Chichi in Rawalpindi killing 18 people and wounding 40 others. It was the second attempt on the President’s Musharraf’s life that month. A soldier, 35-year old Islamuddin Sheikh alias Abdus Salam Saddiqi, linked to the other plot - the bombing of a Rawalpindi bridge seconds after Musharraf’s convoy passed on December 14, 2003 - was hanged at the New Central Jail in Multan on August 20, 2005.

According to Dawn, Hamid Hayat was charged in an indictment with offering himself as personnel for Jehadi training in Pakistan and then returning to the United States to wage Jehad, federal prosecutors said. The suspect attended a camp with "ties to Al Qaeda" between March 2003 and June 2005 where he received training in "physical fitness, firearms, and means to wage jihad," prosecutors from the California capital of Sacramento said. Hamid allegedly admitted in a June 4 interview that he had attended a camp in Pakistan for three to six months "to teach people to kill those who work against Muslims" and receive training in weapons, explosives and hand to hand combat.

Pakistani national, Hammad Riaz Samana, and three American-born Muslim converts, Levar Haley Washington, Gregory Vernon Patterson and Kevin James, have been accused of conspiring to wage war against the US Government through terrorism, kill armed service members and murder foreign officials. Their trial will start on October 24 in a California court. Prosecutors contend the plot was orchestrated by Washington, Patterson and Samana at the behest of James -— an inmate at the California State Prison, Sacramento — who allegedly founded the radical group Jamiyyat ul-Islam-us-Saheeh. Police uncovered the alleged plot in July 2005 while investigating a series of gas station robberies. They reportedly discovered what they believe was a target listing that included three California National Guard facilities, the Israeli Consulate in Los Angeles and several synagogues.

Ashfaq and his Indian conspirators, Nazir Ahmed Qasid and his son Farooq Ahmad Qasid, have been found guilty of waging war against the state, which can attract a death sentence. The quantum of punishment will be pronounced on October 29. The lone woman accused and Ashfaq's Indian wife Rahamana Yousuf Farooqui was found guilty under section 216 of the Indian Penal Code (harbouring an offender) and 218 (trying to save a person from punishment) for providing shelter to the LeT cadre. However, the court acquitted her of the charges of waging war against the country and the conspiracy to attack the Red Fort. The court also convicted Babar Mohsin Baghwala, Saddaqat Ali and Matloob Alam for their complicity in the attack. On December 22, 2000, LeT terrorists had sneaked into the fort and killed two Army personnel and a civilian.

Tariq Ahmed Dar, who was working as a sales representative with the pharmaceutical firm Johnson and Johnson, had allegedly hatched the plot along with two LeT cadres, Abu Al Qama and Abu Huzefa, DP Commissioner K. K. Paul informed at a press conference in Delhi. Huzefa was a Pakistani and a LeT commander in Kashmir Valley. Just days before the blasts, Rupees 4.86 lakh had been deposited to Tariq’s bank account in Srinagar from a Middle-East country. The money was meant for financing the blasts in which RDX, though not in its pure form, was used, Paul said. Dar had been arrested by DP from Srinagar on November 10 and was brought to Delhi the next day where a local court remanded him to 14 days police custody, Paul informed. He also said that at least four persons were involved in the blasts, which killed at least 62 people and injured more than 200 others. While two of the conspirators and executers are from Jammu and Kashmir, the others were "foreign nationals," Paul said without identifying their nationality. The Commissioner said that though Dar himself was "probably" not in Delhi at the time of the blasts, he was the "financer, coordinator, spokesperson and front-man" of the LeT.

Ghulam Ahmed Khan and Rafiq were arrested in Jammu and Kashmir by a Delhi Police team on the basis of information provided by Tariq Ahmed Dar who was arrested on November 10. Khan, who was detained in Srinagar, was produced before a local court which remanded him to police custody till December 7. Khan and Rafiq are believed to have been instrumental in arranging of funds for carrying out the blasts.
