India's External Affairs Minister Jaswant Singh informed the Lok Sabha, India's Lower House, that, in the December 1999 hijack of flight IC 814 there was a triangular coordination between Pakistan's Inter Service Intelligence (ISI), Pakistan-based militant organisations and Afghanistan's ruling Talibaan. The Minister defended his government's hammering out a deal with the hijackers, in which Kashmiri militants held in Indian prisons were set free. He also informed the House that India had brought up with the International Civil Aviation Authority the issue of evolving measures to apprehend and extradite hijackers.

Unnamed Indian government sources indicated in New Delhi on March 30 that the government is not willing to accept the formal offer of the Pakistani Foreign Secretary, Mr. Inam-ul-Haq for resumption of the suspended bilateral dialogue. The reason forwarded was that there was no ‘evidence on the ground’ to suggest that Pakistan has put an end to cross-border terrorism. Till that happened there was no room for talks, the sources maintained. The formal offer, the first since the Kargil crisis, was made in a meeting of the Foreign secretary with India's High Commissioner to Pakistan, Mr. G. Parthasarathy, on March 29. Several offers have been made by the Pakistan government at different levels through the media including the statement issued by Pakistan’s Chief Executive, Gen. Pervaiz Musharraf in Singapore on March 29.

In a formal response, a Foreign Office spokesman, while speaking to reporters on March 31, conveyed India's rejection of Pakistan's proposal for initiation of bilateral dialogue. The spokesman asserted India's stand that cessation of cross-border terrorism and abandonment of the vicious propaganda by Islamabad were "essential ingredients" for any meaningful dialogue. He also supported, as an 'important step' to fight the menace of terrorism, India's proposal for a global convention on terrorism. He added that Turkey is backing New Delhi's draft on the United Nations Convention on International Terrorism, talks on which will be held in September 2000. Prime Minister Ecevit met Indian Prime Minister A B Vajpayee and discussed terrorism in the region, including developments in Afghanistan, among other issues. Later, speaking at a banquet hosted by India's President, K.R. Narayanan, the Turkish Prime Minister pointed to the similarity that India shared with Turkey, which too was a victim of internationally sponsored terrorism but chose to deal with it in a democratic way.

Making a statement in India's Upper House of Parliament, Rajya Sabha, Union Home Minister indicated that the Union Government is considering a draft of the proposed Prevention of Terrorism Bill submitted by the Law Commission to replace the lapsed Terrorist and Disruptive Activities (Prevention) Act (Tada). He ruled out the possibility of bringing back an amended version of the controversial act. Sheehan, Ambassador and U.S. Coordinator for counter-terrorism while their Indian counterparts were led by Alok Prasad, Joint Secretary (Americas), in the Ministry of External Affairs. The JWG also expressed support for a comprehensive United Nations Convention on Terrorism and hoped that there would soon be an international consensus on the text of the proposed convention in the Sixth Committee of the U.N. The joint statement stated that the two countries had "shared interests in strengthening a regime to counter international terrorism'' and agreed to enhance the effectiveness of bilateral cooperation and international efforts to counter terrorism worldwide. India welcomed further anti-terrorism assistance (ATA) programmes from the US and stated that Indian security agencies stand to gain substantially from the programme. Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". Swamy also informed the House that the key elements of the Government’s strategy to combat terrorists groups active in the North-Eastern region included: focussed efforts to counter terrorist propaganda, modernisation of the State police, removal of any sense of neglect, discrimination or alienation felt by the people through a carefully drawn up programme of socio-economic development schemes and drawing up of a coordinated action plan to tackle terrorism through synergisation of efforts of State police, Army and paramilitary organisations. Addressing a Parliamentary Consultative Committee meeting in New Delhi, on December 15, Union Home Minister L K Advani hinted at the possibility of the government taking additional measures to strengthen the on-going Ramadan cease-fire. He added, the government was prepared for talks with Pakistan if violence reduced drastically in Jammu and Kashmir. He also observed that there has been a "perceptible" change in the situation after the announcement of the cease-fire, These changes included a reduction in infiltration from across the border and terrorist activities in the State.

J&K chief Minister Farooq Abdullah, who was also present in the party, told newsmen that he was opposed to an extension of the cease-fire since killing of innocent people by terrorists continued unabated. Speaking to newsmen at a separate venue in New Delhi on the same day, Army Chief General S Padmanabhan said, the response to the ongoing Ramadan cease-fire in Jammu and Kashmir has been satisfactory although "some groups do not seem to like to live in peace".
