The report said that the Intelligence Bureau (IB) had alerted the Uttar Pradesh government of a possible terrorist attack on the CRPF camp, especially during a recruitment exercise. The State government had received this communication on November 28, 2007, five days after the serial bomb blasts in the Varanasi, Faizabad and Lucknow civil courts. Meanwhile, Chief Minister Mayawati said that the CRPF was responsible for the internal security of the Group Centre. She further said that the alert by the IB had been conveyed to the CRPF centre by the District Magistrate and the police chief of Rampur.

The Hyderabad city police have claimed that the Harkat-ul-Jehadi-e-Islami (HuJI) was responsible for the twin explosions in the city on August 25, 2007, that killed 43 persons, reports The Hindu. A top police officer said on January 9 that “Narco-analysis tests conducted on Rafi alias Sheik Abdul Kaleem of Hyderabad gave us names of the key persons involved. Now, we are in the process of gathering evidence against them.” In his narco-analysis test, Rafi, a lab technician, said he came to know about the persons behind the blasts while chatting with Khaja, an alleged HuJI activist, through the Internet. As per Khaja’s instructions, he went to the house of one, Imran, here to collect a parcel containing bombs. Later, the parcel was handed over to another person, Gidda Zahid of Salimnagar Colony. “The name of Khaja, along with Shahid alias Bilal, had cropped up in Mecca Masjid blast case as well. We have a fair picture with Rafi’s statement but we cannot completely depend on the narco-analysis test,” the officer explained. Efforts are on to identify the persons whose names Rafi had revealed. The police had already identified the persons behind Mecca Masjid blast as Zabi and Majnu who planted the bombs. Both have been arrested. Another Bangladeshi national, who assisted them in triggering the explosion, is, however, yet to be identified.

Bangladesh Rifles (BDR) has submitted a list of 1,626 Bangladeshi criminals hiding in India to the Border Security Force (BSF) during a three-day deputy director general level meeting in Bogra on January 21. Earlier at a BDR-BSF director-general level meeting, India had given Bangladesh a list of 1000 Indian criminals hiding in that country. At a post-meeting joint press conference, both sides said they had reached consensus on all the issues on the agenda regarding border problems and interests of both nations during the meeting. The BDR Deputy Director General Brig Gen MA Bari led the 12-member Bangladesh team in the meeting while the 18-member Indian delegation was led by Inspector General of BSF North Bengal Frontier R. A. Tiwari.

The Sri Lankan Navy has put in place an underwater defence system between Kachchatheevu and Neduntheevu (Delft Island) as part of efforts to curtail the movement of Sea Tigers [sea wing of the Liberation Tigers of Tamil Eelam (LTTE)], reports The Hindu. Talking to The Hindu on January 22, Commodore Phillip Van Haltren, Naval Officer In-Charge, Tamil Nadu, said he had received the communication from the Sri Lankan Navy (SLN) on the installation of the seawater defence system. The message was passed on to Chief Secretary L. K Tripathy and other departments concerned. All Naval Detachments from Rameswaram to Nagapattinam on the east coast were reportedly alerted. “The message implied there will be serious consequences if fishing boats from Tamil Nadu or elsewhere come in contact with the explosives planted in the water. Hence, the seriousness of the warning message has been immediately sent to the authorities concerned. The fishermen will have to keep away from the danger zone,” Haltren said. Although he said he had no idea what the SLN had in mind, he believed the new strategy was not aimed at Tamil Nadu fishermen but at the LTTE. “An all-out war has begun between the Sri Lankan Government forces and the LTTE. Hence, our fishermen and fishing boats should not run into it [underwater explosives],” he said. “The Indian territory is calm. It would not have any effect in our area, as the area chosen for the underwater defence is well inside their territory,” he said in response to a question.

Quoting the interrogation reports of Hyderabad resident Raziuddin Nasir, The Hindu reports that the Islamist fundamentalists planned serial blasts on the Goa beaches. Nasir, who is being interrogated by intelligence agencies and the police departments of more than 12 States in Karnataka, has disclosed that the purpose of his visit to Goa immediately after the twin blasts in Hyderabad on August 25, was to identify beaches for organising serial blasts. The arrival in droves of foreign tourists, especially Israelis, seemed to have put the beaches on the target list of the Lashkar-e-Toiba (LeT) and Harkat-ul-Jihadi-al-Islami (HuJI) operatives. To that effect motorcycles had been stolen by Nasir and his accomplice Asaduddin Abubakar of Karnataka and these were meant to be used as bombs on a few select beaches. The Davangere police seized 11 stolen motorcycles on the basis of the statements of Nasir and Abubakar.

The move follows the arrest of a suspected militant Riazuddin Nasir in January in Karnataka who had allegedly confessed about his plans to carry out strikes in Karnataka and Goa. The militant had reportedly said that he could not translate his terror plans into action as he failed to receive a consignment of 50 kilograms of RDX explosive from Pakistan.

In the early hours of February 10, six Lashkar-e-Toiba (LeT) militants suspected to be involved in the terrorist attacks on the Central Reserve Police Force (CRPF) Group Centre in Rampur (January 1, 2008) and the Indian Institute of Science (IISc) in Bangalore (December 28, 2005), were arrested from Rampur and capital Lucknow by the Special Task Force (STF) personnel of the Uttar Pradesh Police, reports The Hindu. While eight persons, including seven CRPF personnel, were killed in the Rampur attack, a lone scientist was killed and few others injured in the Bangalore attack. "The government has taken various new steps to check the activities of the Liberation Tigers of Tamil Eelam in southern part of the country. The government has declared LTTE as a terrorist organization under the provisions of the unlawful activities (prevention) act," Union Minister of State for Home Sriprakash Jaiswal told Parliament on February 27. He said a three-tier system of coastal patrolling and protection by the Indian navy, coast guard and Coastal Security Group of Tamil Nadu was operating to check possible intrusion of militants and smuggling of contraband by the LTTE. "The federal government has approved a coastal security scheme for coastal areas, including southern parts of the country, to strengthen the infrastructure for patrolling and surveillance of close coastal waters," Jaiswal informed and added, continued vigil was being maintained within the mainland to check possible activities of the LTTE and cases were being registered against the group.

The Union Home Minister Shivraj Patil said in Rajya Sabha (upper house of parliament) on March 12 that infiltration from Pakistan and Bangladesh has declined, reports Times of India. "Available information about apprehension of foreign intruders indicates a decline in cross-border infiltration on the Indo-Pakistan and Indo-Bangladesh borders", he said. Since 1947, Patil said, about 80,000 intruders had crossed Indo-Pakistan and Indo-Bangladesh borders. Most of them were arrested and deported, he stated. The Minister also said that during 2007, 128 foreign intruders were arrested on the India-Pakistan border, the same number as the previous year. In 2005, 202 intruders were arrested on the border. On the India-Bangladesh border, 4206 persons were arrested in 2007, down from 5130 in 2006. In 2005, 6384 persons were arrested on that border, he said. The Minister also ruled out the possibility of Bangladeshi migrants indulging in left-wing extremist activities. In a separate reply to a question on the impact of the scrapping of the Illegal Migrants (Determination by Tribunals) Act, the Union Minister of State for Home Affairs, Radhika Selvi, said that the Government is aware of illegal immigration from Bangladesh into various parts of India. However, as this activity takes places clandestinely, no specific details are available about the magnitude of this illegal infiltration, she said.

The State Department, in its annual report on terrorism, said terrorist activities along the Line of Control in Jammu and Kashmir are on the decline but Pakistan-based militant outfits like the Lashkar-e-Toiba (LeT) and other terrorist groups continue to plan attacks in the Valley. "Pakistan-based Lashkar-e-Toiba and other Kashmir-focused groups continued regional attack planning. In 2007, Kashmir-focused groups continued to support attacks in Afghanistan, and operatives trained by the groups continued to feature in Al-Qaeda transnational attack planning," it said. The report said Indian Government’s counter terrorism efforts remained hampered by outdated and overburdened law enforcement and legal systems. "The Indian court system was slow, laborious, and prone to corruption. Terrorism trials can take years to complete. Many of India’s local police forces were poorly staffed, lacked training, and were ill-equipped to combat terrorism effectively," the report said. Noting about the attack on Samjhauta Express in February 2007, the report said it was carried out by extremists who tried to incite anger among the Hindus and Muslims. "These attacks, which killed and injured both Muslims and Hindus, were probably conducted by extremists hoping to incite anger between the Hindu and Muslim communities. "Indian officials claim that the perpetrators of these attacks have links to groups based in Pakistan and Bangladesh, particularly Lashkar-e-Toiba, Jaish-e-Mohammad, and Harkat-ul-Jihad Islami, among others," the report said. The report also took note of the US-India Joint Working Group on Terrorism (CTJWG) which has so far met nine times since its formation in 2000. India participated in CTJWGS with 15 other countries, and in multilateral CTJWGS with the EU and with the Bay of Bengal initiative for multi-sectoral technical and economic cooperation, an organisation that promotes economic cooperation among Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.

The LTTE, an association based in Sri Lanka, has sympathisers, supporters and agents on Indian soil, the notification said, adding, the group’s objective for a separate homeland for all Tamils threatens the sovereignty and territorial integrity of India. It further said the LTTE continues to be an "extremely potent, most lethal and well organised terrorist force in Sri Lanka and has strong connections in Tamil Nadu and certain other pockets of southern India." The LTTE also continues to use Tamil Nadu as the base for carrying out smuggling of essential items like petrol and diesel besides drugs to Sri Lanka. "We approach the next round in a spirit of co-operation, trust and pragmatism. At the end of talks with External Affairs Minister Pranab Mukherjee, Pakistan’s Foreign Minister Shah Mahmood Qureshi declared that his Government was ready for a “grand reconciliation” with India through dialogue to resolve all outstanding issues “with self-respect and dignity.” Both sides strongly reaffirmed that they would not permit terrorism to impede the peace process and, in a joint statement, “re-emphasised the need for effective steps for the complete elimination of this menace.” The statement said the two Ministers reaffirmed the importance of the cease-fire in place since November 2003 and the commitment of both sides to safeguard it. The countries also signed an agreement on consular access to prisoners, an important step in ensuring the early release of nationals of the two countries from each other’s jails after they have completed their sentence. Pakistan agreed that terrorism was a "common menace" and promised to work with India in combating the problem as Mukherjee and Qureshi held wide-ranging talks covering various issues, including Siachen, Sir Creek and cross-LoC Confidence Building Measures, Daily Excelsior reported. At a joint press conference in Islamabad, the Ministers said that in their review of the fourth round of the composite dialogue process, they concurred that significant progress had been made on several fronts. They singled out Sir Creek as one major issue on which much progress had been made. However, Qureshi said it was as important for the dialogue to make progress on issues that had been lagging behind, such as the “core issue” of Kashmir. Both sides agreed that the Kashmir-specific confidence-building measures had contributed to improving the situation of the people there, but also discussed ways to improve these measures. They agreed to increase the frequency of the Muzaffarabad-Srinagar and Rawalakot-Poonch bus services, and also to finalise the modalities for intra-Kashmir trade and truck services “as early as possible.” Both Ministers underlined that “the two [trade and conflict resolution] are complementary” and said they had discussed several proposals to improve trade relations. “The moot point is that if we create a stake in each other’s economic development, it will facilitate in resolving problems in other areas,” Mukherjee said, giving the India-China example of how unresolved issues between the two countries had not stood in the way of surging bilateral trade.

With security tightened in the coastal belts, persons supplying explosives and essential commodities to the Liberation Tigers of Tamil Eelam (LTTE) are using services of parcel offices to smuggle the contraband, an unnamed official of the Q-Branch, special wing dealing with militant activities, told PTI. The items are sent by parcel to Ramanathapuram from where it would be smuggled to the LTTE, the officer said. After interrogating three persons including a Sub-Inspector, the branch seized huge quantities of copper wires, rewinding machines and Nylon from a Parcel office at Paramakudi, about 40-km from Ramanathapuram, meant for the LTTE, he said. The seizure followed the arrest of the Sub-Inspector attached to the Armed Reserve Police, Tirunelveli, and two others in connection with the supply of country made pistols, bullets and illegal firearms to some persons, the official said. The Q-Branch Inspector said eight bundles of copper wire, 10 baskets of nylon materials, a motor rewinding machine, nine bundles of special wire for rewinding mini-motors, 1,000 battery cells and INR one lakh worth of cosmetics were seized. This is the first time that the police have come across smuggling goods for the LTTE through regular transport parcel service.

Menon said the ongoing investigations into the recent Kabul embassy blast had revealed the hand of “elements in Pakistan,” The Hindu reported. Speaking to the media after meeting his Pakistani counterpart Salman Bashir, Menon said the dialogue process had come “under strain” because in the “recent past several events have vitiated ties” and some of the leaders in Pakistan had reverted to the “old polemics.” “This sequence of events culminated in July 7 [Kabul embassy blast]. All our information in the ongoing investigation, which still has to continue, points to elements in Pakistan behind the blast.” He described the cease-fire as “under stress” but both sides agreed that it must be “maintained and continued.” He further said there were three pillars to the improved relations with Pakistan — absence of violence, addressing all outstanding issues and creating a cooperative atmosphere. On all three counts, the relationship now comes up short and he listed these as the ceasefire violations, increased infiltration and “incitement of violence within the Indian state of J&K”. Interacting with the media later in the evening, Bashir said his Indian counterpart had not given any evidence and described the charge of Pakistani hand in the Kabul embassy blast as “baseless” and “made first elsewhere” (he later said it was made by National Security Adviser M. At a high-level meeting chaired by the Union Home Minister Shivraj Patil on July 27, it was decided to finalise the modalities of the plan at the earliest. Currently, the plan is being implemented with piecemeal allocation of funds to different cities for modernization. "Once the modalities are finalised, these seven cities will have a separate exclusive plan and budegetary allocation for policing. Besides improving the standard of day-to-day policing, the plan will also help these cities strengthen their intelligence gathering capabilities," an unnamed senior home ministry official said. The plan will be finalised keeping in mind specific characteristics of the seven cities. "The anonymity afforded by lifestyles of mega-cities and the ease with which illegal immigrants can mingle with the local population has to be plugged by taking appropriate steps to contain their potential for mischief and unlawful activities. This needs special plans for each big city that has been facing terror threats," the official added. After the plan is implemented in the seven mega cities, Jaipur, Bhopal, Chandigarh, Lucknow and Kanpur will also be brought within its ambit. The idea - which centres around exclusive city-specific policing plan with a separate budget - is aimed at providing helicopters, sophisticated gadgets and aerial surveillance equipment to police in seven big cities. The plan had a limited launch in 2005 and the identified cities - Ahmedabad, Bangalore, Mumbai, Chennai, Kolkata, Hyderabad and Delhi - were given some money to modernise their police forces. Five of these cities - Delhi, Mumbai, Hyderabad, Bangalore and Ahmedabad – have witnessed terrorist attacks in the past couple of years.

Times of India reports that Thambi Anna alias Thambi Ilamkathir alias Daniel, a key Liberation Tigers of Tamil Eelam (LTTE) procurement agent who was arrested in Chennai by the Tamil Nadu Police on July 30, had come to recruit more suppliers for his network. According to police sources, Thambi Anna was a close associate of Soosai, the head of Sea Tigers (sea wing of the LTTE). “Thambi Anna was appointed chief of a procurement module in 2006 by Soosai. He has been coordinating all major smuggling operations between Tamil Nadu and Sri Lanka since then,” an unnamed senior police official said. He had so far managed to conduct the LTTE operations without ever visiting Tamil Nadu and was probably arrested on his first visit to the State. “We are intercepting their consignments almost every day. This has significantly reduced the LTTE’s supplies. As they can’t afford to let this situation continue, there may have been pressure on him to boost the supply mechanism,” another unnamed official said. “In a sign of their desperation, a group of suspected LTTE men intercepted by the police even asked the cops to shoot them, but to allow the consignment to go. That shows how desperate they are to get things across the sea,” the official said.

A specially-designated tribunal on August 5 lifted the ban imposed by the Union Government on the activities of the Students Islamic Movement of India (SIMI), reports PTI. Justice Geeta Mittal of the Delhi High Court, who headed the tribunal, held that there was no new evidence submitted by the Government against the SIMI to justify the extension of the ban. A senior law officer said that the Government only came out with the evidence of the Malegaon blasts in Maharashtra in 2006 to show the complicity of the organisation in unlawful activities which was not sufficient to come out with the notification to ban it. However, the Union Home Ministry (MHA) said it will challenge the order of the tribunal which lifted the ban. A MHA spokesperson said, "The ministry will examine the order of the specially-designated tribunal in detail and take remedial action on a priority basis."

Police sources in Gujarat claimed that the Students Islamic Movement of India (SIMI) leader Abul Bashar Qasmi who was arrested from Uttar Pradesh on August 16 for his involvement in the serial bomb blasts in Ahmedabad has "confessed" to his and his team’s involvement in the attack, reports The Hindu. According to Abhay Chudasma, Joint Commissioner of Police (Ahmedabad Crime Branch), Qasmi also confirmed the role of Sajid Mansuri, another arrested senior SIMI member, in the blasts. "We are questioning him on the details of other locals involved in the terror attack", Chudasma said. Police also suspect Qasmi and Sajid’s involvement in the Jaipur blasts. "We are still questioning Qasmi on the Jaipur link", Chudasma added. The police said Qasmi had taken over charge of the SIMI national network after the arrest of its leader Safdar Nagori and his brother Karimuddin Nagori in Indore in Madhya Pradesh in March 2008. Safdar and Karimuddin had originally planned the execution of the Ahmedabad blasts and to carry out bombings in Surat too.

A spokesperson of the Union Ministry of Home Affairs (MHA) said in New Delhi on August 25, "All the 20 schools will become functional by 2010-11 and will be set up in five States — Bihar, Orissa, Jharkhand, Chhattisgarh and Assam. We plan to train nearly 15,000 police personnel every year." By the middle of 2009, the MHA hopes to establish eight schools, another eight by 2009-10 and the remaining four by 2010-11. While the five States will acquire land for setting up the schools, the Union Government will provide the trainers, supporting staff, equipment and infrastructure. The Centre will also support the trainers for the first five years.

"No, No, No. It is a draconian law and against human rights. If the present laws such as the Unlawful Activities Prevention Act are implemented properly, there is no need for additional laws," he said. Briefing reporters on the deliberations of the special Cabinet meeting on September 17 night that discussed the security situation in the country in wake of the recent terror attacks, including the Saturday serial blasts in Delhi, he further said that some of the anti-terrorism laws in India are "much stronger than those in the U.S. and U.K". The Minister also announced a series of measures to strengthen the intelligence machinery, including the creation of a research and technology wing in the Intelligence Bureau (IB) to analyse the new modus operandi of terrorists and steps to install gadgets such as closed circuit televisions and metal detectors in market places. Home Secretary Madhukar Gupta said the Cabinet sanctioned an additional 6,000 posts for the IB and 7,612 more posts for the Delhi Police. The Cabinet also approved a proposal to strengthen the Special Branches in States and earmark funds for them to acquire and put in place scanners and other security-related equipment. It approved a sub-scheme for policing in the metros for which the Union Government would provide assistance in intelligence monitoring and surveillance.

In other resolutions, the meeting demanded that the military hardware supplied by India to Sri Lanka not be used against the Tamil people and asked the Centre to intervene at once to stop the killing of innocent Tamils. The resolutions reflected the collective mindset of the Tamils in the State following the large scale massacre of innocent Tamils in Sri Lanka, Karunanidhi said. There are 39 MPs in the Lok Sabha (Lower House of Parliament) from Tamil Nadu and one from Puducherry. Mukherjee said New Delhi had emphasised to Colombo that the safety and security of the civilians must be guarded at all costs. He reiterated the government’s stand that there was no military solution to the ethnic conflict and what was required was a peacefully negotiated political settlement "within the framework of a united Sri Lanka respecting rights of the minorities," including the Tamil community. "The rights and welfare of the Tamil community of Sri Lanka should not get enmeshed in the ongoing hostilities against the Liberation Tigers of Tamil Eelam (LTTE). We encourage the government of Sri Lanka to continue to nurture the democratic process in the Eastern province as well," said Mukherjee. This house demands the immediate halt of military operations and start political, peaceful negotiations to find a solution to the Tamil question,” a statement issued in Chennai said. The resolution was moved by Chief Minister M. Karunanidhi. Justice Vikramajit Sen of the Delhi High Court, who was on the tribunal, agreed with the Centre’s submissions that "the LTTE continues to use Tamil Nadu as the base for carrying out smuggling of essential items like petrol and diesel, besides drugs, to Sri Lanka." It was submitted that, "The Government of India is apprehensive that unless the ban on the LTTE continues, acts of aggression on Indian soil are likely to occur." The tribunal took into consideration the submission that "the LTTE will continue to remain a strong terrorist movement and stimulate the secessionist sentiments to enhance its support base in Tamil Nadu as long as Sri Lanka continues to remain in a state of ethnic strife torn by the demand for Tamil Eelam which finds a strong echo in Tamil Nadu due to the linguistic, cultural, ethnic and historical affinity between the Sri Lankan Tamils and the Indian Tamils in Sri Lanka." An injured militant, identified as Ajmal Amir Kamal, was arrested during the fighting at the Taj Mahal hotel, is suspected to be a LeT cadre and a resident of Faridkot near Multan in Pakistan’s Punjab province. Reportedly two other citizens of Pakistan have also been arrested in Mumbai on November 27. All three of them, identified themselves as members of a LeT Fidayeen squad, the sources said. Based on the interrogation of the suspects, the investigators believe that one or more groups of the LeT left Karachi in a merchant ship early on November 26. On the same night, an estimated 12 terrorists left the ship in a small boat and travelled some 10 nautical miles to reach Mumbai’s Gateway of India. After reaching Gateway of India, the group split up into at least six groups, each focussing on a separate target - Mumbai’s Nariman House, the Chhatrapati Shivaji Terminus rail station, the Cama hospital, the Girgaum seafront, and the Taj and Trident hotels.

Reports earlier said that Prime Minister Dr. Manmohan Singh had requested that the ISI chief be sent to India. The request apparently came after ‘confirmation’ of Pakistani nationals’ involvement in the multiple terrorist attacks in Mumbai incidents and President Asif Ali Zardari’s pledge to co-operate with India in exposing and apprehending the masterminds behind the attacks. Zardari condemned the attacks while talking to Singh over the telephone, and said Pakistan and India should not fall into the ‘trap of militants’. "Manmohan Singh had requested that Pakistan send the ISI director general to India for the exchange of information on the attacks," said an earlier Government statement, adding that Prime Minister Gilani had also condemned the attacks while talking to Dr. Singh over the telephone. Following the Mumbai terror attacks, the Karnataka Police has constituted a 750-strong comprehensive police wing to tackle all aspects of anti-national activities, including terrorism and Naxalism, The Hindu reported. The special unit, which is stated to have received formal approval from Chief Minister B.S. Yeddyurappa and Minister for Home V.S. Acharya, will have various components, including a section devoted to intelligence gathering and preventive measures, a large strike force and a section to investigate the cases. It will be a fully trained and professional force, and the State Government has also approved a scheme to put the strike force segment of the special wing through training in some of the Defence establishments. Karnataka already has a special commando force trained by the National Security Guards. Yeddyurappa said the State Government would provide all that the police required to strengthen the internal security mechanism. The Government is also contemplating strengthening the police force in urban areas, particularly capital Bangalore. “The Government provided additional funds of Rs. 25 crore recently and will provide more if required. We will give top priority for providing security to life and property of the people of the State. A free hand has been given to the police to plan and execute any modernisation scheme,” he said. Director-General of Police, R. Srikumar, said that the new police wing would comprise among others the Anti-Naxal Force, the Internal Security Wing, a section of the intelligence wing dedicated to anti-national operations, the Coastal Security Police, and the Anti-terrorist Cell.

After being closer to Mumbai, the group left the trawler and took an inflatable rubber dinghy, and landed at Budhwar Park near Cuffe Parade. Each group carried timer-controlled improvised explosive devices (IED) and each of the terrorists was armed with a Kalashnikov assault rifle and a pistol, said the Police Commissioner. He also added that each of them carried between INR 2,000 and INR 5,000 in cash, and some foreign currency which might have been seized from the hostages. The attackers used a global positioning system (GPS) to chart their course. After reaching Mumbai, the militants used mobile phones fitted with Indian SIM cards, which were reportedly bought from Kolkata and Delhi. That helped them to communicate with their controllers through a voice-over-Internet connection, said Gafoor.

The Tamil Nadu Police on December 10 refuted media reports about possible intrusion of Liberation Tigers of Tamil Eelam (LTTE) cadres in the State following the discovery of some boats with bullet marks along the Rameswaram coast recently, according to Times of India. The Ramanathapuram Superintendent of Police said investigation had revealed that six boats had been recently washed ashore of which three had bullet marks. "A thorough investigation conducted along with the sister agencies revealed that the boats had apparently drifted from Sri Lanka due to the recent cyclone. They were not being used for any activity subversive to the nation's security, as reported in certain sections of the media," he said in a statement in Chennai. As reported earlier, six boats, some with bullet marks and blood stains, were found abandoned off Rameswaram and Nagapattinam coasts on December 5, while three more abandoned boats were found drifting in the coast on December 5 raising suspicion among officials that the LTTE militants were sneaking into Tamil Nadu.

Addressing the Lok Sabha (Lower house of Parliament) on December 11, Union Home Minister P. Chidambaram said the Government would introduce a set of Bills to strengthen the legal provisions on prevention, investigation, prosecution and punishment of terrorist acts. One Bill pertains to the setting up of a National Investigation Agency and another to an amendment to the Money Laundering Prevention Act, 2002. Making a statement on the November 26 terrorist attacks in Mumbai, he said the Government would take certain hard decisions and prepare the country to face the challenge of terrorism. The Home Minister also said the Government has decided to locate National Security Guard (NSG) units in a few regional hubs. The armed forces’ commando units would also be drawn on to create more regional hubs until a decision was taken to locate NSG units in those hubs too. Outlining some decisions taken to enhance security in the wake of the Mumbai attacks, he said gaps in intelligence gathering had been identified and steps were being taken to provide advanced technical equipment to agencies. Other decisions include the raising of India Reserve Battalions in a number of States with Central assistance and setting up of 20 counter-insurgency and anti-terrorism schools in different parts of the country for training commando units of the State police. Chidambaram said that the Mumbai attacks had also brought into sharp focus the vulnerability of the country’s 7,500-km-long coastline. A coastal security scheme, approved in January 2005, was being reviewed and it would be integrated into a larger security system. The Government has also decided to create a Coastal Command for supervision and coordination of maritime security.

The plan comes in the wake of the November 26 Mumbai terrorist attacks in which the terrorists took the sea route from Pakistan. The facility, called Long-Range Identification and Tracking (LRIT), is to be set up at the DGS headquarters in Mumbai. It will monitor the movement of ships of under 300 tonnage. In collaboration with the Indian Space Research Organisation, the LRIT would be operational in a few months. Ships with suspicious movements would be immediately reported to the Navy or the Coast Guard.

Confirming that there were certain reports of diesel pilferage at the mid sea by the fishermen to the LTTE, an unnamed official of the Fisheries Enforcement Department said their duty was very much confined to checking the registration of the trawlers. Another unnamed official of the coastal base station in Kochi, which undertakes patrolling up to 12 nautical miles off coast, said they had come across fishing boats fitted with additional overhead tanks filled with diesel. He said though the patrolling team had impounded various boats, they get away saying that they required more fuel to be in sea for more number of days. “A mechanism should be in place to check the quantity of diesel consumed by the boats, other wise they will keep on illegally selling the government-subsidised diesel to third parties,” he said, adding that the majority of the crew in the fishing boats were from Tamil Nadu.

The Subsidiary Intelligence Branch (SIB) of West Bengal said on December 18 that an eight-member team, including Harkat-ul-Jihad-al-Islami (HuJI) terrorists from Pakistan and Kamatapur Liberation Organisation (KLO) cadres, has sneaked into the State through the Bangladesh border, reports Times of India. According to the SIB, the group left their hideout in Bangladesh on December 15. They had taken shelter in the house of Haider Ali, a Jama'atul Mujahideen Bangladesh (JMB) cadre of Bangar, in the Ranisankhoil area of north Bangladesh. Intelligence agents have found that the group paid INR 2000 as rent per day for their stay in Haidar's house. Two HuJI leaders from Pakistan, Alimuddin Quraishi and Jaimuddin Ali, apparently led the group from Ranisankhoil to help them cross the border. They are learnt to be carrying a considerable amount of fake cash, arms and ammunition and set out with the plan to cross the border at Maheshgaon or Hemtabad, near Raigunj in North Dinajpur. An unidentified source said that these groups are "consistently" planning attacks in Kolkata and another location in south Bengal, and even in Siliguri and New Jalpaiguri.

Though the Centre had sanctioned eight coastal Police stations to Kerala earlier, they had not taken off for want of boats and other facilities. Accordingly, the first coastal Police station would start functioning at Neendakara in Kollam District soon. The Minister added that the Government was also working to provide special identification marks for boats and canoes operating from Kerala coast so that they could be easily distinguished, and registration of boats had already been made compulsory.

K. Antony cleared several proposals which will help in improving the Security along our coastline,” unidentified Defence Ministry officials said, adding, "Defence Minister cleared the proposal for global acquisition of cutting-edge equipment and interceptor boats on a fast-track basis, so that arrangements for increasing security of Indian waters can be done as early as possible”. To augment Coast Guard's surveillance capabilities, the Government also approved the acquisition of hi-tech equipment. Besides the Coast Guard, which have a fleet of 70 small and big vessels, was allowed to lease and hire ships from the global market. It was also decided during the meeting to set up nine coast guard stations in addition to the existing 13 for better coverage of the country's 7,500 km-long coastline. The major decision was taken during the meeting was to install radars to fill in the coverage-gap along the coastal line on both the sea-boards. "The Government has decided to provide complete radar coverage to both the eastern and the western sea boards so that there is no scope left for intrusion from both sides," the source added. Defence Ministry will be working in consultation with the Shipping Ministry to complete the project, and the decision comes in the wake of the Comptroller and Auditor General (CAG), in one its reports, pointing out that due to lack of assets, there were huge gaps left in the radar coverage along the coastal boundaries.

External Affairs Minister Pranab Mukherjee said the implementation of the report by a committee on devolution of powers is the 'ultimate solution' to the ethnic crisis in the island, adding, "Some steps have been taken with regard to polls. Elections in some provisional councils have taken place but the process has to be expedited." Stressing that India is of the view that the decades-old ethnic conflict in Sri Lanka has to be resolved not militarily, but through dialogue and the framework which was built up in the 1987 (Indo-Sri Lanka or the Rajiv Gandhi-Jayawardene) agreement, he said, "Implementation of the report of the high-powered committee for devolution to address the legitimate aspirations of the ethnic minorities in Sri Lanka, of course, without affecting the territorial integrity and sovereignty of the country is the ultimate solution." Sri Lanka had formed an All-Party Representatives Committee, which also had members from Tamil parties, which submitted its interim recommendations to the Sri Lankan President on the issue of devolving powers in January 2008. The Mumbai Police said on December 30 that Imran Shehzad alias Ajay of Pakistan occupied Kashmir (PoK), who was allegedly involved in the attack on the Central Reserve Police Force camp at Rampur in Uttar Pradesh (UP) on January 1, 2008 is suspected of have given logistical support to the Pakistani terrorist Mohammed Ajmal Amir Iman alias Kasab in the November 26 Mumbai attack, Times of India reported. Mumbai Police sought a production warrant of Imran, a Lashkar-e-Toiba (LeT) terrorist, from the Esplanade metropolitan magistrate's court.

The US Technological Intelligence Unit has alerted Indian security agencies about a possibility of the Lashkar-e-Toiba (LeT) carrying out an airborne attack on the Indian Naval Ship (INS) Viraat, Times of India reports on December 31 (today). The aircraft career Viraat is currently undergoing repairs at the Cochin shipyard in Kerala, where its security cover has been beefed up after the alert. Intelligence reports through surveillance of internet traffic uncovered the LeT plot to target INS Viraat. "On the 23rd night I noticed on some national channel about threat by aircraft to INS Viraat , which is berthed at Kochi ...No ship can come towards the INS Viraat till about 150 to 200 yards," said V.G. Markam, Deputy Commandant of the Central Industrial Security Force in Kochi.
