The Delhi Police (DP) claimed that the two arrested leaders of an All Parties Hurriyat Conference (APHC) faction sold secret military documents to Pakistan. Mohammed Ahsan Untoo and Gulam Nabi Najar were arrested earlier on the suspicion of passing on military secrets. According to DP sources, Untoo, who was associated with the International Forum for Justice and Human Rights Forum in Jammu and Kashmir and Najar, general secretary of the People’s League Party, have confessed to their involvement in espionage activities. Untoo was arrested from Delhi on February 12 and Najar in Srinagar five days later, police said.

According to the Press Trust of India, the Union Home Ministry in an affidavit filed before the Supreme Court said, "During the Home Secretary Level talks between India and Bangladesh held in Dhaka in September 2004, while Bangladesh had agreed to address our security concern, particularly the activities of the North-east insurgents in Bangladesh, there is no visible action on the ground." The affidavit was filed in response to certain queries by the Supreme Court on a petition filed by All India Lawyers Forum for Civil Liberties alleging that large-scale illegal migration from Bangladesh to India, especially in Assam, was having an adverse effect on the demography of the region.

On April 12, while endorsing the pace of Confidence Building Measures between India and Pakistan, including the reopening of the Srinagar-Muzaffarabad road, a faction of the separatist All Parties Hurriyat Conference (APHC), led by Mirwaiz Omar Farooq, announced that it would meet Pakistan President Gen Pervez Musharraf during his forthcoming visit to New Delhi. Talking to reporters after an APHC meeting in Srinagar, Mirwaiz said, "We had expressed our intent to meet President Musharraf which was accepted and we will be meeting him on April 17. In fact Gen Musharraf had also sought to meet us." He said that the purpose of the meeting was to "put forward our point of view, which is that any dialogue process concerning Kashmir should include the separatist leadership." According to him, "We have approached the Government through some friends for an appointment with the Prime Minister but have not received any reply yet."

The Director General of Border Security Force (BSF), RS Mooshahary stated on April 17 that the BSF has handed over a list of 190 camps of the terrorist outfits in Bangladesh to the Bangladesh Rifles (BDR) during a meeting between the two forces, which concluded in Dhaka on the same day. Mooshahary added that the BSF also handed over a list of 161 terrorists taking shelter in Bangladesh and requested the BDR to take action to evict them. He said that the 'general secretary' of the United liberation Front of Asom (ULFA), Anup Chetia, has been released from prison in Bangladesh but the authorities have not handed him over to India despite repeated requests. He added that they had raised the issue during the meeting, but the BDR officials said that the matter was not in their hands and the BDR is not authorised to take any decision in this regard.

The ban was extended under the Unlawful Activities (Prevention) Act during a meeting of the Cabinet Committee on Security chaired by Prime Minister Dr. Manmohan Singh. The ban lapsed against the organisation, active in southern India, on April 26. Official sources said the Government was of the view that the organisation was trying to re-organise and create disturbances in the country and charged the group with distributing objectionable 'Anti-Christian' literature and pamphlets and indulging in espionage. He disclosed that "The infrastructure for terrorism in Pakistan and Pakistan-controlled territory remains. We do not hear of operations like the ones being conducted by Pakistan in cooperation with the U.S. against the war on terrorism at its western frontiers towards its eastern borders with India…" Speaking at the Carnegie Endowment for International Peace, the minister argued that India was in a "dangerous" neighbourhood. Uttar Pradesh Police chief Yashpal Singh said that three AK-47 and one AK-56 rifles, one carbine, one Chinese revolver and four grenades were recovered from the slain terrorists. The terrorists, whose identities are yet to be known, arrived at the incident site in the guise of devotees in an explosive-laden jeep, which they rammed into the security barricade to breach the cordon. While one terrorist who rammed the jeep was blown to pieces, five others were killed in the subsequent encounter with the CRPF personnel. One of the slain terrorists was found with explosives strapped to his body. The driver of the taxi, Rehan Alam, a resident of Ayodhya, who also got down along with the terrorists a short distance away from the barricade, was arrested and is currently being interrogated. Meanwhile, Prime Minister Dr. Manmohan Singh described the attack as one aimed at "destabilising our society and polity." He said in New Delhi that "the Government is determined to deal firmly with all such acts" and "there will be no compromise on terrorism. Let there be no doubt on this account in anybody's mind."

According to the Additional Director-General of Government Railway Police, B.K. Bhalla, the police have secured leads on four men who had forced their entry into a coach of the Patna-New Delhi train in which the explosion occurred in Uttar Pradesh's Jaunpur district. "From the description given to us, the youths appeared to be from north India and our assessment indicates they could be activists of SIMI, which was suspected to have been involved in a similar train blast near Ayodhya in 2000," said Bhalla. "Some surviving passengers have told us that four unidentified youth, who boarded the train at Jaunpur, pulled the emergency chain and disembarked barely half-an-hour later, minutes before the explosion took place," he added. Bhalla also said ammonium nitrate could have been used as the explosive, contrary to earlier official claims about the use of RDX.

On August 14, the Government announced a new hijack policy, under which for the first time, it can shoot down a commercial aircraft if it is turned into a ‘missile’ by the hijackers. The policy, approved by the Cabinet Committee on Security (CCS), also reportedly states that there will be no negotiations with hijackers on their demands. Hijackers will be engaged in negotiations only to bring an end to the incident, comfort passengers and prevent loss of life but without conceding to any demand. Consequent to the CCS approval, sources said, the policy is now operational and mock exercises can be expected in the near future to test how it works. The Bureau of Civil Aviation Security is also preparing an Aviation Security manual that will list out procedures and identify strategic targets, according to Indian Express. Defence Minister Pranab Mukherjee told the media that if a hijacking incident occurred on Indian soil, the aircraft would be immobilised and not allowed to take off. On shooting down the aircraft, the Minister said these would be undertaken in extreme circumstances. According to the policy, if a ‘rogue aircraft’ paid no heed to Air Traffic Controller warnings and deviated from its specified path or headed towards any strategic spot such as the Rashtrapati Bhavan, India Gate or Parliament House, a decision on shooting it down would come into play. In case of an emergency situation, the shoot down orders could be given by the Prime Minister, Defence Minister or Union Home Minister, whoever could be contacted first. The policy also provides for death penalty to hijackers and lays down procedures to ensure that the National Security Guard commandos, accompanied by a central negotiating team, are airborne within two hours of the hijack.

"I am aware that the Government of Pakistan has put some checks on the activities of terrorists from its soil. However, it is not possible to achieve success through half-hearted efforts. It is necessary that the entire infrastructure of terrorism is totally dismantled," he said. Referring to Jammu and Kashmir, the Prime Minister said terrorists have never been friends of the people. As long as they continue their terrorist attacks, the armed forces would be alert and would give them a fitting response in which common citizens might also be affected at times, he said, adding "if violence continues then our response too will be hard." Prime Minister Manmohan Singh held talks with leaders of the All Parties Hurriyat Conference (APHC) faction led by Mirwaiz Umar Farooq in New Delhi on September 5 and is reported to assured that conditions will be created for reduction of armed forces in Jammu and Kashmir (J&K) if there is a cessation of violence and an end to infiltration. During the two-and-a-half hour long discussion with a five-member Hurriyat delegation headed by Farooq, he agreed to review cases of all those held in detention and to a time-bound review of those held under the Public Safety Act (PSA) and the now defunct Prevention of Terrorism Act (POTA), according to Daily Excelsior. A press release issued after the talks said it was agreed to carry forward the dialogue process so that all shades of political opinion in J&K are involved. Handing out the release, Prime Minister’s Media Advisor Sanjaya Baru told reporters that talks would continue for which no date has been fixed. The additional protocol will help the member countries to meet the challenge, with the objective of having zero tolerance to terrorism in all forms and manifestations, SAARC foreign ministers said at their meeting in Dhaka on November 11. In addition to facilitating exchange of information on the activities of terrorist elements and their funding process, the protocol will now cover specific measures which would enable SAARC member countries to "work together on the legal side as well," according to Daily Star.

Prime Minister also said that in moving the peace process forward and correcting the "trust deficit" it was important that "we are not deflected by the incidents of terrorism and infiltration attempts that continue", reports the Hindu. Tariq Ahmed Dar, who was working as a sales representative with the pharmaceutical firm Johnson and Johnson, had allegedly hatched the plot along with two LeT cadres, Abu Al Qama and Abu Huzefa, DP Commissioner K. K. Paul informed at a press conference in Delhi. Huzefa was a Pakistani and a LeT commander in Kashmir Valley. Just days before the blasts, Rupees 4.86 lakh had been deposited to Tariq’s bank account in Srinagar from a Middle-East country. The money was meant for financing the blasts in which RDX, though not in its pure form, was used, Paul said. Dar had been arrested by DP from Srinagar on November 10 and was brought to Delhi the next day where a local court remanded him to 14 days police custody, Paul informed. He also said that at least four persons were involved in the blasts, which killed at least 62 people and injured more than 200 others. While two of the conspirators and executers are from Jammu and Kashmir, the others were "foreign nationals," Paul said without identifying their nationality. The Commissioner said that though Dar himself was "probably" not in Delhi at the time of the blasts, he was the "financer, coordinator, spokesperson and front-man" of the LeT.

He said that according to an understanding between India and Bangladesh, persons who were forced to leave East Pakistan and came to the country before March, 25 1971, would not be deported. He however ruled out rehabilitating such persons in the absence of discretionary funds. The Minister further said that the number of foreigners staying illegally in Assam has gone up to 27,104, out of the 46,502 such persons living in India.
