On January 7, Prime Minister, Atal Behari Vajpayee, in an interview to Vietnam News Agency, asked the Asian countries to work in concert against international terrorism. He said in the past decade, there had been an emergence of "the frightening menace of international and cross-border terrorism which threatens the security of democratic societies particularly in Asia." Stating that a multipolar global structure had "not yet emerged, Vajpayee suggested increased cooperation between countries of the South to maximise economic growth while minimising socio-economic inequities.

According to official sources, Mumbai police have proposed to set up a control room to curb the growing activities of Pakistan’s Inter Services Intelligence (ISI) in Maharashtra. Maharashtra Minister of State for Home Kripashankar Singh said on January 15, "The control room in Mumbai will be co-ordinating with the similar monitoring units to be set up in New Delhi and Kashmir to counter ISI activities." Preliminary discussions were held between Maharashtra Chief Minister Vilasrao Deshmukh and his Jammu and Kashmir counterpart Farooq Abdullah in this regard during the latter's recent visit to the State, Singh said.

In a categorical stand, the Indian External Affairs Ministry spokesman said on January 15, in New Delhi, that there would be no tripartite talks on Kashmir involving the Union Government, Pakistan government and the All Party Hurriyat Conference (APHC). The spokesman was reacting to a Pakistan Foreign Office statement on January 12 that a Hurriyat delegation was going to Islamabad to prepare the ground for tripartite negotiations. The spokesman added, the government had conveyed to Pakistan that "cessation of cross-border terrorism in order to create an appropriate environment was an obvious requirement" for any negotiations on the Kashmir dispute.

In another development, a senior leader of the ruling Bharatiya Janata Party (BJP), J P Mathur, in a statement, on January 15, opposed issuing of passport to Jamaat-e-Islami leader and executive member of the All Party Hurriyat Conference Syed Ali Shah Geelani. Geelani, who is a member of the proposed Hurriyat delegation which plans to visit Pakistan to hold talks with terrorist outfits based there and operating in J&K. The BJP leader demanded that the Hurriyat leader should not be allowed to go at this juncture since he represents the anti-India element in Kashmir.

Meanwhile, reports indicated that India's High Commissioner to Pakistan, V K Nambiar, who met Chief Executive Gen. Pervez Musharraf on January 15 in Islamabad has conveyed that India would agree for constructive dialogue with Pakistan if Islamabad reaffirmed its faith in the Shimla and Lahore accords that envisage settlement of all issues through bilateral dialogue and peaceful means. He is reported to have also said that a halt to Pakistan's support of cross-border terrorism in Jammu and Kashmir could set a broad platform for productive dialogue between the two countries. Musharraf is reported to have reiterated Pakistan’s stand that the stalled dialogue should resume before restoration of normalcy in the State. He is also reported to have been silent when India's envoy conveyed that India would like Pakistan to rein in terrorist outfits but expressed regret over the threat made by the Pakistan-based Lashkar-e-Toiba (LeT) to Prime Minister Atal Bihari Vajpayee. A statement issued by the Pakistan Government after the meeting said General Musharraf stressed the need for an early resumption of dialogue to settle the Kashmir dispute. The statement added, "… commencement of the dialogue would bring about an improvement in the prevailing environment".

Union Civil Aviation Minister Sharad Yadav said on January 15, in New Delhi, that following "certain disturbing signals" from Jammu and Kashmir, Punjab and some States in the North-east region, orders for further tightening of security measures in and around airports in these States had been issued. As many as 19 airports have already been handed over to the Central Industrial Security Force (CISF). The Minister justified National Security Guards (NSG) marshals carrying weapons inside the planes, which he says would deter potential hijackers and not endanger the lives of passengers. News reports have indicated that intelligence agencies suspect the possibility of a hijack. The Intelligence Bureau (IB) is reported to have informed Home Ministry officials that terrorists in Kashmir and the northeast States are planning a hijack. The Research and Analysis Wing (RAW) reported that the United Liberation Front of Assam (ULFA) with the assistance of Pakistan’s Inter Services Intelligence (ISI) is planning a hijack. The RAW, after monitoring the Lashkar-e-Toiba (LeT), the Liberation Tigers of Tamil Eelam (LTTE) and the ULFA, is also said to have called for "tighter" security on flights touching Dhaka and Bangkok.

Meanwhile, Delhi police released sketches of four terrorists who were suspected to have sneaked into the national capital and sought public help in nabbing them. Also a woman suicide bomber of the Jaish-e-Mohammed is suspected to have reached Delhi and reportedly conducted a reconnaissance of the parade route before retiring to a safe hideout. Meanwhile, the Union government has constituted a three-member crisis management team to take decisions in case any untoward incident took place during the Republic-Day celebrations. Also, all States and Union Territories have been sensitised about repeated threats from terrorist outfits on disrupting Republic Day celebrations and were asked to intensify efforts to neutralise terrorist designs well in time.

Delhi Police, on January 24, confirmed that some Union Ministers were facing an increased threat from Pakistan-backed terrorist outfits, such as the Lashkar-e-Toiba (LeT), the Jaish-e- Mohammad and the Hizb-ul-Mujahideen (HuM), during Republic Day celebrations, January 26. Delhi police have made unprecedented arrangements to prevent any untoward incident. As many as 55,000 Delhi police personnel and 10,000 more from paramilitary forces have been deployed all over the capital. As part of its security arrangements the Delhi Police have sought help from the Army also, which for the first time has installed anti-aircraft guns in the city. The Quick Reaction Team of the Army has also been deployed along the parade route. One of the firsts this time is helicopter surveillance that will monitor the air not only on the parade route but also in other parts of Delhi and in the adjoining districts. Union Home Minister L.K. Advani today justified the tight security blanket put over the national capital for the Republic Day celebrations, saying there was a threat from militants and the Government had to be ‘careful'.

Speaking to newsmen in Lucknow on April 2, he said that the number os security outposts on the border have been increased and adequate police force and Provincial Armed Constabulary (PAC) have been deployed there. Besides, Homeguard jawans of the local blocks have been especially deployed on the Bahraich-Nepal border. On the activities of organisations like Students Islamic Movement of India (SIMI), he said strict instructions had been given to immediately register a case and arrest the members of any such organisation if they indulged in anti-social activities. Once that happens, we intend to continue with the prosecution." Speaking to newsmen in Pithoragarh, the State Police chief said the decision was made in view of the growing activities of the Maoist insurgents along the Indo-Nepal border, in the face of an onslaught by the Nepalese armed forces in their stronghold. He said terrorism should be struck at its roots and governments who nurture and support terrorism should be held wholly accountable. He reminded that India had been alerting the international community for the past two decades that terrorism, which India faced, could take place elsewhere. In an oblique reference to Pakistan, the Prime Minister said India faced a proxy war from a government in its neighbourhood, which regarded terrorism as an instrument of state policy. He said, "As this region has become the hub of terrorism, much of the response to the destruction that the terrorists committed on September 11 could take place in our vicinity.'' Commenting on possible US military strikes against the Taliban regime, he said indicated that a global effort against terrorism cannot be unidimensional and military action was only one of a the options and not the final determinant in the fight against terrorism. He also said that in order to eliminate terrorism, the international community has to fight it on several fronts, which would require ‘a lot of stamina’, and military action was only for a select purpose. According to media reports, Canada announced new regulations on October 3 prohibiting Canadian citizens from raising funds for 22 terrorist organisations, including the Harkat-ul-Mujahideen (HuM) and the Jaish-e-Mohammad (JeM), and individuals, and if they defied they could face upto five years’ imprisonment. Announcing the regulation, Canadian Finance Minister Paul Martin said, "We will destroy (the terrorists') capacity to wield military might against innocent people. We are going to rip from their grasp the capacity to finance that violence". Until now, Canada had no prohibition on raising money for terrorist groups. The new sanctions, called as an interim measure, form part of the regulations under Canada's United Nations Act. The government is also reportedly drafting a comprehensive anti-terrorism bill that will be tabled in the House of Commons shortly. The Act would empower the government to seize funds of these terrorist organisations and groups.

The British Prime Minister also backed India’s position that terrorism has to be tackled globally and should be fought strongly at different levels. The two leaders also agreed that their governments would exchange views on the evolving situation following in the September 11-terrorist attacks in the United States. The JeM, which has claimed responsibility for the suicide attack, is proscribed in the UK under the Terrorism Act, 2000. France has also strongly condemned the attack in Srinagar, saying the ‘‘terrorists have clearly shown that their target is Indian democracy’’. In a statement issued in Paris, and circulated by the French Embassy in New Delhi, French foreign ministry spokesman Francois Rivasseau recalled that France and India have already begun to cooperate in fighting terrorism. The first meeting of the Indo-French working group on terrorism was held in Paris in September 2001 and both sides agreed on the need to embark on joint efforts to combat the scourge.

Addressing a conference of State chief secretaries and police chiefs in New Delhi on October 5, he said, this possibility, therefore, called for very high degree of preparedness in managing internal security of the country, including expertise in disaster management. The Minister laid stress on greater cooperation and coordination between law enforcing agencies of the Union government and the States, and said a law to deal effectively with terrorism was required. Cabinet Secretary T R Prasad reportedly told the meeting that there was a proposal to form a National Disaster Management Agency (NDMA). It could be modeled after the Federal Emergency Management Agency (FEMA) in the US to handle the rescue operations like the aftermath of the September 11 terrorist attacks in the United States. Briefing the media on the conference, Union Home Secretary Kamal Pande said, " Almost all States were in agreement over a need for a law against terrorism and for creating the Central Law Enforcement Agency. Some states like West Bengal, however, wanted their turf (of law and order) not to be meddled with." He said several such crucial issues would again be discussed at the conference of Chief Minister to be held in November 2001. The conference recommended a minimum action plan to all States and Union Territories. These included: setting up a State disaster management agency with sub-units in all district headquarters and with Civil Defence and Home Guards in its ambit; drawing up lists of vulnerable targets including buildings, installations, monuments and important persons; training and equipping at least a company of State Armed Police for search and rescue work in all disasters; procuring search and rescue equipment like earth movers and cutters, as also sniffer dogs; strengthening fire and mobile medical facilities; revamping communication network.

He also ruled out India contemplating granting the US the right to establish permanent bases as were being reported. However, the Minister said neutralisation of terrorist bases in Afghanistan was of direct interest and benefit to India as terrorists of the Al Qaeda’s network were operating in Jammu and Kashmir. He also indicated India’s desire to play a role in the future dispensation of Afghanistan. Saying that India would like to have a process-based rather than personality-based structure, he added it was necessary to ensure that Afghanistan did not once again become a centre that radiated terrorism. While extending support for a broad-based multi-ethnic government, Singh rejected the suggestion that a moderate Taliban leadership could be part of it, saying the term was an oxymoron. The Minister said India will continue to exercise restraint on the issue of hot pursuit but feels this is not the right time for either a visit to Pakistan or resumption of dialogue. He said, for a dialogue to resume, it was necessary that the weapon of terrorism be discarded. DRDO Chief Controller RV Swami told the media that some sort of a ‘quick response team’ was already in place in Delhi to counter terrorist strikes using biological or chemical agents. The DRDO scientists visited leading hospitals in the national capital over the past week to brief doctors on coping with possible attacks, reports said. Ever since the Terrorist and Disruptive Activities (Prevention) Act (TADA) scrapped there has been no specific law to deal with terrorist offences. Attempts to put in place anti-terrorism law were made by preparing a draft Criminal Law (Amendment) Bill (CLAB), but these have not gone beyond considering the draft several times over. An official statement said the new Ordinance will be an improvement over the CLAB, because an inter-ministerial group which examined the CLAB had found it to be "too weak to provide a legal framework for combating terrorism". The new ordinance defines terrorist acts thus: "Acts done by using weapons and explosive substances or other methods in a manner as to cause or likely to cause death or injuries to any person or persons or loss or damage to property or disruption of essential supplies and services with intent to threaten the unity or integrity of India or to strike terror in any section of the people."

He reiterated the US position that both the countries stood shoulder to shoulder fighting terrorism and ‘that includes the terrorism that has been inflicted on India’. The Secretary of State, however, skirted the issue of Pakistan’s role in terrorism in Jammu and Kashmir. Asked whether Pakistan should be included in the global coalition against terrorism, he said Pakistan had recognised the nature the Taliban government and was working with the US to fight the Al Qaeda. The Minister admitted that there were differences on the Kashmir issue between India and the US and added, "We can disagree without being disagreeable." Separately, the Secretary of State and India’s Union Home Minister L K Advani signed a treaty on legal assistance in criminal matters. Official sources said the pact would enhance the ability of the two countries to pursue the common objective of law enforcement by putting in place a regularised channel for obtaining law enforcement from each other. Announcing the promulgation of the ordinance, Union Home Secretary Kamal Pande said, "The recent attack on the USA emphasises the urgency to undertake immediate special measures". He added that though POTO had built in safeguards to make it more humane for the innocent, it was a legal salvo against terrorism and terrorist outfits. He said, " The existing criminal justice system was not designed to deal with the types of heinous crimes that have appeared in the country in the last 50 years. Separate definition of terrorist acts, special provisions relating to financing of terrorism, use of explosives and weapons of mass destruction, substances of chemical and biological warfare and operations of terrorists organisations were not there or were ineffective.'' While the maximum punishment under POTO would be death, it has the provision of five-year imprisonment as the minimum punishment. Besides, he added, any person having connection with the proscribed organisations could face an imprisonment of 10 year with fine. Secretary of State Colin Powell accepted a recommendation on November 1by Attorney General John Ashcroft to designate 46 outfits, including the LeT and the JeM, as ‘foreign terrorist organisations’. State Department spokesman Richard Boucher said, "The list of affected organisations and individuals is a living document. We will continue to expand it as we identify and confirm additional entities that provide financial and other support to terrorist organisations…the terrorist groups designated by the secretary as foreign terrorist organisations maintain networkd around the world, and use these networks to facilitate deliberate acts of violence against innocent persons to further their nefarious designs". Earlier, the LeT and the JeM had figured in the list of outfits and individuals whose assets were frozen by the US government for having links with Osama bin Laden and his Al-Qaeda terrorist network. The move, which fulfils a long-standing demand by India and comes a week ahead of the visit of Prime Minister Atal Behari Vajpayee to Washington, was welcomed by India. In a statement welcoming the move, Minister of State for Home I.D. Swami said, "it is a good development that they have realised the issue of cross-border terrorism, though late." He added, "This is an indication that other countries are realising what India and our Prime Minister have always been saying about cross-border terrorism being a threat to world peace."

Clarifying that he had never used the word ‘immunity’ during his recent Punjab statement that had raised a controversy, he said when he had sought considerate view on cases against security force personnel who have fought bravely against terrorism, there was widespread condemnation. The declaration signed by Prime Minister Atal Behari Vajpayee and President Vladimir Putin in the Kremlin following their one-to-one meeting focused on ways and means to combat international terrorism and the need for resolving the current crisis in Afghanistan. The centrepiece of the declaration was their joint call for the ‘completion of negotiations under the UN auspices on the draft Comprehensive Convention on International Terrorism and the Convention for the Suppression of Acts of Nuclear Terrorism’. The Declaration said that the adoption of these conventions would "assist in strengthening the international legal basis for effectively combating the global menace of terrorism". Addressing a press conference following the signing of the declaration, the Russian President said that no distinction should be made between ‘good terrorists’ and ‘bad terrorists’, between ‘our terrorists’ and ‘their terrorists’. The point was also highlighted in the declaration which said "Whatever be the motive of their perpetration — political, ideological, philosophical, racial, ethnic, religious or any other — terrorist acts are unjustifiable." The declaration went on to add: "In multi-ethnic and democratic countries such as India and the Russian Federation, violent actions being perpetrated under the slogan of self determination in reality represent acts of terrorism which in most cases have strong international links." On Afghanistan, both sides agreed that there could be no place for the Taliban in any future Afghan government.

Indian Prime Minister Atal Behari Vajpayee and US President George W Bush, held their first ever one-to-one discussion in Washington on November 9, and announced they would fight terrorism in all its forms. The two leaders said they had a very meaningful discussion on the current Afghanistan problem, the issue of terrorism, and post-Taliban arrangement in Afghanistan, apart from discussing important bilateral and multilateral issues. The Indian Prime Minister, when asked whether he conveyed India’s concerns on cross-border terrorism and that countries which were part of the problem could not be part of the solution, said the issue of cross-border terrorism had been engaging the attention of both countries. Earlier, in an interview to the Washington Post, the Prime Minister hoped Washington would succeed in persuading Pakistan to stop sponsoring terrorism against India. He said the war against terrorism would have to be fought on a global scale against terrorist groups everywhere. He added, " Safe heavens offered by some countries with shelter, resources, training camps and arms have helped terrorist groups to build up a worldwide web of terror network, with its hub in our western neighbourhood… there is a strong, almost seamless, link between the terrorist groups operating against India and the United States. Therefore, if the aims of the war are to be achieved in full, the entire network will have to be destroyed"

At a meeting in New Delhi on November 16, the Opposition Congress party has raised several objections to the Prevention of Terrorism Ordinance (POTO). Chief Ministers of Congress party-ruled States and senior leaders of the party reportedly indicated at the meeting that "the legislation is anti-democratic, suffers from serious legal infirmities and is liable for abuse.'' The Congress leaders alleged that the Union government had failed to keep its assurance of consulting all political parties on evolving a consensus before enacting a legislation to effectively deal with terrorism. The Congress leaders, reports added, wanted the government to withdraw POTO and also refer it to a select committee of Parliament.

As part of the move to strengthen security at airports in India, following the September 11-terrorist strikes in the US, the Central Industrial Security Force (CISF) took charge of security at the Netaji Bose international airport in Kolkata, reports on November 25 said. With this, 27 airports in the country have been put under security cover from the CISF. Union Civil Aviation Minister Shahnawaz said, on the occasion, that civil aviation security is now of great concern and added that the current move follows a government decision in 1999 to bring all airports in the country under a single security organisation. "The CISF has undergone special training for airport aviation security. I urge CISF officials and jawans to keep in mind that they their job will be to ensure safety for the passengers and installations," the Hussein said. Also speaking on the occasion, Commissioner for civil aviation security Veeranna Aivalli said the September 11 incidents drastically altered the parameters of aviation security forever. "It showed for the first time that civilian aircraft can be used as missiles," Aivalli said.
