Inaugurating the Confederation of Indian Industries’ (CII) partnership summit 2003 in Hyderabad, on January 5, Deputy Prime Minister L K Advani said the Punjab experience in successfully rooting out terrorism would be repeated to curb terrorism in Jammu and Kashmir. He said, "People ask me if it is possible for Jammu and Kashmir to return to normalcy. We shall see that terrorism will end in Kashmir." Advani recalled expressing similar sentiments during the 1980s when terrorism was at its peak in Punjab and doubts were expressed if normalcy would ever return to the State.

Top National Socialist Council of Nagaland Isack-Muivah (NSCN-IM) leaders Th.Muivah and Isack Swu met with Prime Minister Atal Behari Vajpeyee at his official residence on January 9, in New Delhi. The outfit’s spokesman reportedly said, prior to the high profile meeting, that the outfit has not given up its demand for self-determination and that its decision to hold unconditional talks was in an "accommodative spirit". He said it did not mean the NSCN-IM has agreed for talks within the framework of the Indian Constitution. However, Muivah Swu reiterated their sincerity in ‘solving the problem realistically’. After a 40 minute meeting the Prime Minister, Swu said the talks were held in a cordial atmosphere and India and Nagas have ‘come closer to understanding’. He further added that the Prime Minister has been trying to solve the problem according to Naga history. Expressing optimism over the maturity level of the political leadership, Muivah said the Prime Minister was ‘quite understanding and added that the Union government knows and very well understands the reality of the Nagas. However, Swu, replying to a question said ‘there is no greater or smaller Nagaland’. The NSCN (I-M) leaders are scheduled to meet with Deputy Prime Minister L K Advani today, January 10.

Speaking to media personnel after addressing the Army Day parade in New Delhi, on January 15, Army chief General N C Vij said there has been no decrease in infiltration across the Line of Control (LoC) in the Indian State of Jammu and Kashmir (J&K). He said the Army has increased surveillance along the LoC to foil Pakistan's attempts to push terrorists into J&K. According to media reports, the meeting was not attended by the Congress-I. At a tripartite meeting in New Delhi, the formation of Bodoland Territorial Council (BTC) in the Bodo dominated areas of Assam was approved on February 10. This was announced after a meeting of the representatives of the Union and State governments along with a Bodo Liberation Tigers (BLT) delegation in Delhi. Among those present at the meeting were the Assam Chief Minister Tarun Gogoi and Deputy Prime Minister L.K. Advani. The BLT delegation included its 'chairman' Hagrama Basumatary who signed the agreement on behalf of the outfit, 'vice chairman' Kamal Mushahary, 'secretary general' Derhasat Basumatary and 'publicity secretary' Mainao Daimary. The BLT had declared a unilateral ceasefire in July 1999 in response to the Union government’s appeal for talks. The BTC would comprise 40 elected representatives and six more are to be nominated by the Assam government. Of the elected representatives, 30 seats would be reserved for tribals, five for non-tribals and five more would remain open for contest. Meanwhile, the Sanmilita Janagosthiya Sangram Samiti (SJSS) a platform of approximately 18 non-Bodo organisations termed the BTC accord as a 'suicidal move' for the State as well as the country. Separately, speaking in New Delhi, Chief Minister Tarun Gogoi said that the BTC accord would ensure peace and development in the Bodo dominated areas in the State. He also informed that the Union government has decided to sanction Rs 100 crores for infrastructure development in the BTC area. He added that signing of the Accord has once again proved that solution for such issues lies in a 'political settlement'.

In separate letters to both the leaders, Karunanidhi said the abuse of the Act "has crossed all limits." It is unfortunate that a journalist was arrested under POTA, while the Act was meant to curtail the activities of armed terrorists, he added, referring to the arrest of Nakkeeran editor R R Gopal, charged with sedition and under the Arms Act. He was arrested on April 12 for his links with sandal wood smuggler Verappan and his role in murders. POTA charges were filed against him on April 16. Gopal and has been remanded to judicial custody till April 25. Karunanidhi also said that, out of the 41 persons arrested so far under POTA, more than 20 were politicians. A joint statement issued on May 1, after India’s Foreign Secretary Kanwal Sibal held three days of talks in Dhaka with his Bangladesh counterpart Shamsher M Chowdhury, said, "It was also agreed to strengthen and fully implement the agreed procedures to stop cross-border illegal movement of people". A 41-count Federal Grand Jury indictment has been turned against 11 Lashkar-e-Toiba (LeT) terrorists who have been charged with conspiracy to "prepare for and engage in violent jehad" against foreign targets in Kashmir, Philippines and Chechnya. The 11 include eight persons arrested by agents of the Federal Bureau of Investigation in Maryland, Virginia and Pennsylvania on June 27 and three others believed to be in Saudi Arabia. All are said to be members of the LeT that has been formally designated by the US State Department as a Foreign Terrorist Organisation in year 2001. Nine of the 11 charged have been identified as U.S. citizens. "Right here in this community, 10 miles from Capitol Hill, in the streets of northern Virginia, American citizens met, plotted and recruited for violent jehad", U.S. Attorney for the eastern district of Virginia, Paul McNulty, said at a news conference. "These indictments are a stark reminder that terrorist organisations of various allegiances are active in the United States and these groups exploit America's freedom as a weapon to recruit and position themselves on our shores, in our society'', he remarked.

He also reportedly accepted that the Home Ministry had received complaints about the misuse of the Act. Giving details, he said that approximately 60 per cent of these arrests were made in Jharkhand and Jammu Kashmir (J&K). Of the 234 persons arrested in Jharkhand, 104 were later released following a review by the State Government. Other Sates where arrests have been made under POTA include 181 in J&K; 83 in Gujarat; 44 in Delhi; 42 in Maharashtra; 41 in Tamil Nadu; 40 in Andhra Pradesh; 28 in Uttar Pradesh; six in Sikkim and three in Himachal Pradesh.

John S Pistole, Deputy Assistant Director of the Federal Bureau of Investigation’s (FBI) counter-terrorism division, reportedly revealed this during his testimony to the Senate Governmental Affairs Committee in Washington on July 31. Pistole said that they have "traced the origin of the funding of 9/11 to financial accounts in Pakistan, where high-ranking and well-known Al-Qaida operatives played a major role in moving the money forward, eventually into the hands of the hijackers located in the US". However, Pistole did not specify how those accounts in Pakistan were funded. The FBI has estimated that the 9/11 attacks cost between $175,000 and $250,000, which paid for flight training, travel and other expenses. This money reportedly flowed to the hijackers through associates in Germany and the United Arab Emirates. Those associates reported to top Al Qaeda terrorist Khalid Sheikh Mohammed, who managed much of the 9/11 planning from Pakistan, US officials said.

While talking to the media in Gangtok, capital city of Sikkim, he reportedly said, "That is my first priority and peace will automatically usher in economic boom in Assam." The visiting King of Bhutan, Jigme Singye Wangchuk has reportedly said that leaders of United Liberation Front of Asom (ULFA), the National Democratic Front of Bodoland (NDFB) and the Kamtapur Liberation Organisation (KLO) would be invited for talks by Thimpu to discuss the removal of their camps there. The Bhutanese National Assembly in October 2003 had also taken a decision in this regard. The three terrorist outfits are active in the Northeastern part of India and also in the State of West Bengal and are believed to have together more than 30 camps in the jungles of southern Bhutan. A press release from the Bhutan Embassy in Delhi on September 15 said, "He (the King) said that so long as the Government of Bhutan and the Government of India work closely together, and so long as Bhutan has the goodwill, friendship and support of India, he was confident that the problem can be resolved in the near future."

According to media reports, the December 2, 2002- bomb blast in Ghatkopar, Mumbai, was planned in Dubai, port city of United Arab Emirates, by the Lashkar-e-Toiba (LeT) operative Abu Hamza and funded by the Inter Services Intelligence (ISI), Pakistan's external intelligence agency. A prime accused in the blast identified as Toufiq alias Chittu alias Rafique alias Yasar, an activist of the Muslim Defence Force (MDF), has reportedly revealed that the conspiracy was hatched by Abu Hamza who had roped him and others for the crime. Toufiq also revealed that he had collected Rupees 1.5 lakh from Muslims of Tamil Nadu residing in Riyadh and handed over the money to Abu Hamza. He said Hamza had planned to create explosions in India and target leaders and prominent personalities. Toufiq is the third accused to give a statement in the case. Two other accused, Imran Rehman Khan and Mohammed Altaf, were deported from Dubai in January 2003. Two persons were killed and 31 others injured in the Ghatkopar blast.

Jayalalitha, has reportedly urged the Prime Minister Atal Behari Vajpayee to drop the Union Minister of State for Non-Conventional Energy and the Marumalarchi Dravida Munnetra Kazhagam (MDMK) leader M. Kannappan from the Union Council of Ministers as her Government had decided to take action against him under the Prevention of Terrorism Act (POTA) for his alleged support to the Liberation Tigers of Tamil Eelam (LTTE). In a four-page letter to the Prime Minister, Jayalalitha said that Kanappan committed an "offence under POTA by supporting the banned LTTE, on the lines of his leader, MDMK general secretary Vaiko". The letter also reportedly indicated that the State Government would invoke POTA against the Minister even if the Prime Minister chose not to drop him because of political reasons. Earlier, on September 16, addressing a party function in Chennai, Tamil Nadu, the Minister said that the MDMK would continue to support the LTTE as it is of the firm opinion that the organization protects the Tamils in Sri Lanka.

The Premier also said that India would not have any dialogue with Islamabad as long as Pakistan continued to sponsor terrorism in Jammu and Kashmir. Commenting on President Musharraf’s UN speech on the previous day, Vajpayee pointed out that "Yesterday, the President of Pakistan chose this August assembly to make a public admission for the first time that Pakistan is sponsoring terrorism in Jammu and Kashmir. After claiming that there is an indigenous struggle in Kashmir, he has offered to encourage a general cessation of violence within Kashmir, in return for reciprocal obligations and restraints.'' A dialogue between India and Pakistan could take place, according to Vajpayee, only when cross-border terrorism stopped or was eradicated by India.
