According to The Hindu, at least 12 Pakistan nationals are wanted for their alleged involvement in funding and assisting the perpetrators of November 26 multiple terrorist attacks in Mumbai, a senior Police official said in Mumbai on January 1. Mohammed Ajmal Amir Iman alias Kasab, the lone terrorist arrested during the attack, had revealed that around 12 Pakistani nationals had assisted, financed and communicated with the terrorists during the three-day operation, Rakesh Maria, Joint Commissioner of Police (Crime), said, adding “We have their names. Addressing the Chief Minister's conference on internal security in New Delhi on January 6, the Chhattisgarh Chief Minister Raman Singh said the banned Student Islamic Movement of India (SIMI) and other terrorist groups associated with it are trying to spread their networks in the State and some top operatives of these outfits have even made "confidential visits" to its prominent cities in this connection, reports The Hindu. "We are aware that SIMI and other terrorist organisations associated with it are secretly trying to entrench themselves in Chhattisgarh and top operatives of these organisations have made confidential visits to the state's big cities like Raipur, Durg and Bilaspur in past few years," Singh said. Although no terror attack has been executed in Chhattisgarh so far, Raman Singh informed at the meeting that the State Government has decided to convert one battalion of Chhattisgarh Armed Force (CAF) into a Commando Battalion for countering such attacks in urban areas. "Setting up of Anti-terrorist Control Room and Analysis Group in all Districts of the state is also going on for collecting intelligence inputs, its analysis and sharing of information with other states and the Centre," he added.

Prime Minister Dr. Manmohan Singh has blamed the Pakistan-based Lashkar-e-Toiba (LeT) for the Mumbai terrorist attack and pointed out that there was enough evidence to show that the attack was executed with military precision and also had the support of some official agencies of Pakistan, reports The Hindu. Speaking at a conference of Chief Ministers on internal security in New Delhi on January 6, the Prime Minister said terrorism was largely sponsored from outside the country, mainly from Pakistan, which “utilised terrorism as an instrument of State policy.” “We must convince the world community that States that use terrorism as an instrument of foreign policy must be isolated and compelled to abandon such tactics. We must engage vigorously in debates to press the point that ‘soft’ support for terrorism cannot any longer be endorsed,” Dr. Singh stated. While admitting that India’s problems were compounded by the fact that “we have a highly unpredictable and uncertain security environment in our immediate neighbourhood,” he said the Governments in some of our neighbouring countries “are very fragile in nature.” He cautioned that the “more fragile a Government, the more it tends to act in an irresponsible fashion. Pakistan’s responses to our various demarches on terrorist attacks are an obvious example.” Emphasising the need for co-operation with the States and allaying their apprehensions, Dr. Singh assured the Chief Ministers that all anti-terror initiatives would be undertaken with the “closest possible interaction” with the State Governments and their apparatus. “We do recognise that it is not possible to effectively fight terror without the whole-hearted co-operation of the Police machinery at all levels,” the Prime Minister said, adding, an effective coastal command was also being created.

The Union Government received “total and unconditional” support from all the Chief Ministers in carrying on the fight against terrorism. Some Chief Ministers, however, expressed concern over certain aspects of the National Investigation Agency (NIA) and amendments to the Criminal Procedure Code. Many chief ministers reportedly favoured the setting up of a separate intelligence cadre of State Police to strengthen intelligence gathering mechanism. The conference was told about security related measures taken post November 26, Mumbai attacks such as setting up a Multi-Agency Centre to boost intelligence sharing mechanism, expediting Crime and Criminal Tracking Network, registering all fishermen, fishing boats, vehicles, identity cards in border and coastal Districts and maintaining a strict control of immigration, Union Minister of Home Affairs P. Chidambaram said, adding, “there is also agreement that no State is today insulated from terrorism and every State must, therefore, remain fully prepared to deal with a terrorist attack and coordinate its response in this respect”.

Vigilance along the southern coast of Tamil Nadu has been stepped up by the Police in collaboration with other security agencies to prevent possible infiltration of the Liberation Tigers of Tamil Eelam (LTTE) militants in the wake of the fall of the outfit's de facto capital Kilinochchi in Sri Lanka. "Right now, there is no security threat to the stat... however, we have asked the police and other agencies to be on alert and post more police personnel in the coastal areas such as Rameswaram, which are in close proximity to Sri Lanka," sources told PTI. Coast Guard officials confirmed that the agency had stepped up vigilance in the wake of the recent development. "We have increased patrolling to ensure extra vigilance," a Coast Guard official said. Tamil Nadu Chief Minister M. Karunanidhi, who was represented by State Public Works Department and Law Minister Duraimurugan, in a written statement at the Conference of Chief Ministers on Internal Security in New Delhi on January 7 said, "the state government is taking all out efforts to organise intensive patrols and effective screening of the refugees entering the country to avert infiltration of anti-national elements. It (patrolling and screening) has become more imperative due to the existence of long International sea border and the ongoing sensitive developments in Sri Lanka… Tamil Nadu continues to remain free from any major crisis."

Describing the Mumbai terror attacks as a "direct strike" at India's economic development, External Affairs Minister Pranab Mukherjee on January 12 warned the hydrocarbon sector to protect assets from the risks from "state or the so-called non-state actors," reports Indian Express. "The recent terrorist attack in Mumbai was a direct strike at India's economic development. This unpardonable criminal attack only underscores the risk all countries face from economic sabotage, irrespective of whether these acts are authored by states or merely carried out by so-called non-state actors," Mukherjee said inaugurating the Petrotech Conference. Cautioning that the global hydrocarbon sector would increasingly be even more vulnerable to such threats, he said, "protecting these assets would not simply be a law and order problem for an individual country, whether an energy exporter or a consumer." He asked the global community to co-operate to protect the supply routes and hydrocarbon assets to ensure stability of energy supplies.

The committee for strengthening the Special Branches of Police forces was constituted by former Union Minister of Home Affairs, Shivraj Patil, and included the Directors General of Police of Maharashtra, Andhra Pradesh, Karnataka, Uttar Pradesh, Assam and Delhi Police Commissioner and senior Intelligence Bureau officials. "There is a focused scheme for strengthening the Special Branches of the State Police forces and ensuring their systematic structuring, which is now lacking. The central Government is providing all help to the States in this regard," MHA sources said. The Government has advised State Governments to form and sanction a dedicated fund (up to 5 per cent of their annual allocation) under Modernisation of Police Forces scheme for strengthening of Special Branches. "All State Governments have been asked to submit their action plan and action taken report in this regard. Most of the Naxal-affected States have submitted their plans. The central Government has also released funds based on their approved Action Plans. We have advised State Governments to hire retired Policemen and other professionals to strengthen the intelligence gathering mechanism," MHA sources said.

The company had been negotiating with the captors belonging to an unnamed militant outfit, which had sought a ransom of USD 200000. In a statement, the Ministry of External Affairs (MEA) offered to share “whatever” it can after examining the issues raised by Pakistan in its communication to the Indian High Commissioner in Islamabad. “They are still in the process of investigating the attacks, and have taken certain actions, including the arrest of some of those involved, and filing a first information report. This is a positive development,” the MEA said. The MEA stated that the information was communicated “officially” by the Pakistan Foreign Secretary to the dossier that India gave to Pakistan on January 5. “The Government of India will now examine the issues raised in the response by Pakistan. After that examination, we will share whatever we can with Pakistan,” said the statement.

"Our (Congress) policy is clear. LTTE is an armed militant group. They must announce that they are willing to lay down arms and are prepared for talks. Simultaneously, the Sri Lankan Government should suspend its military offensive," he told a public meeting organised by the party at Chennai on February 15. "Indian Government will definitely arrange for a dialogue if the LTTE lays down arms and came forward for talks. A good solution can be found to the 40 lakh Tamils in Sri Lanka," he added. The minister also criticised the LTTE for not utilising the recent 48-hour cease-fire proposed by the Sri Lankan Government to allow people to move to safer areas and come for talks.

The accused have been charged under sections 3 (1) (ii) for offence invoking punishment for not less than five years; 3 (2) for conspiring and abetting an offence; and 3 (4) relating to punishment for being part of an organised crime syndicate, of the Maharashtra Control of Organised Crime Act (MCOCA) 1999. Sections 295 (A) (damaging a place of worship with intent to insult the religion of any class), 505 (2) (statements conducing public mischief), 507 and 506 (II) (relating to criminal intimidation), 120 (B) (criminal conspiracy), 121 (waging war against the country), 122 (collecting arms for waging war) and 286 (negligent conduct with respect to explosive substances) of the Indian Penal Code (IPC) have been applied. They are also charged under the Unlawful Activities (Prevention) Act (UAPA) 1967 the Information Technology Act 2000, and the Arms Act. Most of the accused are from Azamgarh in Uttar Pradesh and are well-qualified professionals. The chargesheet states that “The Indian Mujahideen wanted to have bases in Mumbai and Maharashtra and therefore hired premises (in Sewree Cross Lane, Mumbai) and in Ashoka Mews and Kamaldeep Apartment at Kondhwa (Khurd) in Pune. Regular meetings were held at these premises for planning and carrying out terrorist operations and to harbour their members.” The IM, an offshoot of the Students Islamic Movement of India (SIMI), was responsible for bomb blasts in Ahmedabad, Delhi, Jaipur, Surat and Hyderabad. The IM’s media cell had its headquarters in Pune, conducted recces of places, hacked Wi-Fi networks in the city and sent threatening emails under its banner and from the email id ‘

’ before and after the blasts, the chargesheet added. Six persons are wanted in the case, including the masterminds Riyaz Bhatkal alias Roshan Khan alias Aziz alias Ahmadbhai; his brother Iqbal Bhatkal alias Mohammad bhai, and Amir Raza, the head of the IM. In addition, the chargesheet states that Raza was assisted by the SIMI and Lashkar-e-Toiba (LeT). He formed the Sahabbuddin Brigade for attacks in the south, Mohammad Gajnavi brigade for attacks in the north, Shaheed-al-Zarkavi brigade for attacks on VVIPs and media groups. Riyaz gave the orders to the militants while Iqbal played a key role in indoctrination. Non-bailable warrants have been obtained for 13 militants in the chargesheet.

We also had local train-timetable with us so that we could find out the train as per our convenience," said Sadiq in the recorded confession. "We purchased bags and pressure cookers in Mumbai. On the day of blast that is on 11 July, 2006, all five of us assembled and we filled seven cookers with explosives. We kept the bombs ready. We had planned the bomb to blast at 6:30 pm,” he confessed. He also confessed to masterminding the pre-Diwali blasts in Delhi on October 29, 2005, saying "Sarojini Nagar, Paharganj, Govindpuri were the targets for the blast. We used to stay in a flat at Jasola. Atif, Shadab, Aarij, Shakeel and Sakib were involved in the group. I used to accompany them in making bombs. I and Atif were now trained in making bombs. I left for my native place before the Delhi blast and on the day itself I got the news of the blasts in the Capital city." Sadiq was one of the first IM cadres to be arrested by Mumbai Police in October 2008. His interrogation led to the subsequent arrests of 20 other IM cadres. The ATS had secured the custody of Sadiq on February 21, 2009, in connection with the July 2006 serial blasts.

Describing Pakistan as the “epicentre” of world terrorism, he said the Government in Islamabad was either not able to control terrorists or was “not willing to control them.” Dr. Singh, who is in London to attend the G20 summit, urged the international community to hold Pakistan to its commitment to rein in terrorists. “The world has a responsibility that Pakistan lives up to the promise that it will not allow its territory to be used to promote acts of terror directed against India,” he told the Financial Times. Asked why he thought that the Lashkar-e-Toiba (LeT), which was responsible for the Mumbai attacks in November 2008, regrouped so quickly and appeared to be “menacing” India again in Kashmir, Dr. Singh said: “It is because the promises that the government of Pakistan have made to control terrorism and all its instrumentalities, they are either not able to control them or they are not willing to control them ... In the past, it has been our experience that there are elements in the armed forces of Pakistan, some segments of the ISI [Inter-Services Intelligence] involved in perpetrating acts of terror, particularly the attack on the Indian embassy in Kabul. We have been told that the ISI in Pakistan has a different mindset. Seeking to clarify the earlier statement of the amalgam about not giving a boycott call, Hurriyat chairman Mirwaiz Umer Farooq said "we have asked the people to stay away from the futile exercise of elections which means that they should boycott the polls." Asked if the Hurriyat will launch a boycott campaign, he said leaders and the units of the amalgam were already out in the field trying to make people aware about their duties and responsibilities towards the "freedom movement". Umer, who chaired a two-day emergency session of the Hurriyat, said elections in the State will have no bearing on the status of the Kashmir issue as there are United Nations resolutions and international laws which hold that elections have no locus standi in disputed regions. "United Nations resolutions are clear that elections held in the State have no bearing on the Kashmir issue. Elections have been held since 1947 in the State but have failed to yield a solution. Elections cannot be a substitute to right to self determination," he added. He said there were many examples whereby elections were held in conflict zones after reaching a settlement and not before that. Mirwaiz reiterated that Kashmir was a political problem and not a territorial or border dispute between India and Pakistan which the two countries can resolve bilaterally. Last week, the Hurriyat Conference had said it will not issue a boycott call for the elections as it was a non-issue for the amalgam and will leave the decision to vote or not to vote to the conscience of the people.

The President assured the Indian envoys a long-term political settlement based on the 13th Amendment to the Sri Lankan Constitution that provides for devolution of powers to the provinces within a united country. He also said that his Government had drawn up a plan for resettlement of 2.8 lakh war-displaced people in their original places of habitation in the north within the next six months, adds The Hindu. He also promised to give a copy of the death certificate of the Liberation Tigers of Tamil Eelam (LTTE) chief Velupillai Prabhakaran to enable India close the 18-year-old case of assassination of the former Prime Minister Rajiv Gandhi. The immediate focus of the discussion between the parties was the resettlement of around 265,000 Tamil civilians now sheltered in the welfare villages in Vavuniya, Mannar and Jaffna, Colombo Page reported. During the discussion Sri Lanka told the Indian delegation that it plans to dismantle the relief camps at and resettle at least 80 percent of the displaced in their original homes by the end of the year. During the meeting with the President, India pledged to provide all possible assistance in the implementation of such a plan in areas such as de-mining, provision of civil infrastructure and re-construction of houses. The two Indian leaders, who arrived in the country on May 20 on a two-day visit, pledged India's fullest support to reconstruct the war affected areas and offered a INR 5 billion relief package to assist the internally displaced persons.

"In connection with the Rajiv Gandhi assassination case, a formal request for an official confirmation of the deaths of Prabhakaran and Pottu Amman, the chief of the intelligence wing of the LTTE (Liberation Tigers of Tamil Eelam), has been made to the government of Sri Lanka," External Affairs Minister S.M. Krishna told Parliament, when asked whether India had sought the death certificate of Prabhakaran. "A formal response from the government of Sri Lanka is awaited," he told the Lok Sabha (Lower House of Parliament). Prabhakaran, the alleged mastermind of the 1991 assassination of former Indian Prime Minister Rajiv Gandhi, was killed on May 18 near the coast of Mullaitivu District, 400 kilometers from Colombo, his hideout for a long time. In a telephonic conversation with the then External Affairs Minister Pranab Mukherjee on May 18, Sri Lanka President Mahinda Rajapakse had confirmed that the armed resistance by the LTTE had ended and that Prabhakaran was dead. In addition, he promised continued assistance to Colombo to rehabilitate Tamils displaced by the conflict. Alluding to an allocation of INR five billion announced by India in its annual budget for the rehabilitation of the internally displaced persons (IDPs) in Sri Lanka's northeast, Krishna said more assistance is being organised for the welfare of the around 300,000 Tamils housed in relief camps. "India is sending 2,600 tonnes of galvanised corrugated steel sheets to Sri Lanka to construct shelter for approximately 5,000 families living in relief camps in northern Sri Lanka," Krishna said in answer to a separate question. Four Indian de-mining teams will deployed by the Sri Lankan government to speed up the rehabilitation of IDPs, he said. Another consignment of family relief packs will be shortly dispatched from Tamil Nadu. Krishna also stressed the need for a negotiated political settlement within Sri Lanka, acceptable to all the communities including the Tamils, he said. The initiative is part of the drive to strengthen security in coastal areas. Replying to questions and related supplementaries, Union Home Minister P. Chidambaram told the House that the proposal to issue smart card-based identity cards to all such residents in these areas came in the wake of the terrorist attacks in Mumbai during November 2008. The identity cards would be issued in Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Orissa and West Bengal and the Union Territories of Daman and Diu, Lakshadweep, Andaman and Nicobar Islands and Puducherry. “The scheme will be implemented in two phases. In the first phase, 3,331 villages will be covered during 2009-10. About 1.2-lakh people will be covered in the first phase,” Chidambaram added. “The remaining coastal areas will be covered in the second phase which will be done along with the 2011 Census,” he said. Meanwhile, Chidambaram also said that a proposal to issue smart cards to fishermen in the coastal States was also being implemented by the Department of Animal Husbandry, Dairying and Fisheries. Replying to questions, he said, “We have asked State governments to take strict action against illegal arms and ammunition. In our assessment, there are factories where arms and ammunition are manufactured illegally. However, States have not communicated the action they have taken.” He added said the Centre had shared some information with the States. The illegal arms and ammunition were being sold to Naxalites and militants. “Militants have access to illegal arms, and loot armouries. It is a grave problem, and we will address it seriously.” Chidambaram said he was not aware of illegal arms and ammunition being manufactured in the Northeast but pointed out that arms are smuggled from across the border. He, however, did not name the countries from where arms were smuggled to militants in Northeast. The Home Minster also said that risk-based allowance was sanctioned for paramilitary personnel deployed in the Naxal-hit areas on a par with the Army. The Government was trying to resolve the differences over the quantum. “The matter has been referred to the Department of Expenditure of the Finance Ministry, and I am sure we will get a positive response,” he informed. The special allowances for the paramilitary personnel were worked out on the basis of the hardship and risk involved, besides the stress factor. Currently, over 37,000 Central Reserve Police Force personnel are deployed in Naxal-affected states.

The terror threat to the country has not diminished. During the last six months, a significant number of potential terrorists, including Madani, have been arrested. Our objectives are three-fold. Raise the level of preparedness, meet any terror threat directed against India; respond swiftly and decisively to any terror threat or any terror attack and we have to remain on guard against terror and cannot lower our guard,” Chidambaram said. While, replying to the debate in the Parliament on the demands for grants for the Union Ministry of Home Affairs for 2009-10, he said: “… terror is a global phenomenon but that do not give any solace to India because one of the epicentres of terror is the country on our border.” He also said that there was no question of withdrawing the Army from Jammu and Kashmir and they would continue to guard the border, prevent infiltration of terrorists and indulge in counter-insurgency operations. On the presence of paramilitary Forces in the State, the Minister said that additional forces sent there for the Amaranth Yatra duty would be withdrawn and redeployed after August 7 when the pilgrimage season ended. The other regular paramilitary forces would continue to assist the State Police in fighting terrorists, guard important installations/personalities and take part in counter-insurgency operations until the Jammu and Kashmir Police recruited more personnel, trained and deployed them for duties. Then the responsibilities now done by the paramilitary forces would be transferred to the Police over a period of time. Though militant activities had declined in the State, “agitational politics” such as indulging in agitations, violence and disrupting normal life even for a smallest incident was on the rise. This affected all people of the State. The Government would not allow efforts to “demean or demoralise” the security forces. “We must have faith in our Army and Security Forces. Just because there are one or two black sheep in the forces, let us not demean them,” Chidambaram said, referring to agitations launched against the paramilitary forces and for their withdrawal. The Government would review the demand for withdrawal of the Armed Forces Special Powers Act at an appropriate time, he added.

Dr. Singh asserted that the Government had not diluted its position on terrorism by issuing a joint statement with Pakistan earlier in July 30, 2009 this month but left the door open for dialogue provided, Pakistan fulfilled its commitment in letter and spirit to root out anti-India terrorist activity from its soil. Intervening in a debate in the Lok Sabha on issues arising from his recent visits abroad, the Prime Minister mentioned that the need for an engagement with Pakistan to achieve enduring peace in the subcontinent and slammed the “enemies of peace” for trying to make alienation between the two countries permanent and the divide unbridgeable. However, Manmohan Singh rejected the involvement of the third party in talks with Pakistan because it has limited effectiveness. It could also lead to longer-term involvement of foreign powers in South Asia which is “not something to our liking.”, he said Further, Manmohan Singh said India would follow a policy of “trust and verify” on commitments by Pakistan, and revealed that the impetus to the joint statement came from the dossier submitted by Islamabad a few days before he left for France and Egypt. The dossier showed that some progress had been made by Pakistan but India did not think it was “adequate” for resumption of a full-fledged dialogue. The joint statement also took a step forward by committing both countries to sharing real time, credible information to prevent any attack in future. At the same time, the Pakistani leadership was told to ensure that Mumbai-type attacks were not repeated and another such attack would put an “intolerable strain on our relationship.” Dr. Singh said the current Pakistani leadership understood the need for action against terrorists of all hues and cautioned that Pakistan would be “consumed” if it did not resolutely counter terror. The dialogue would now be limited to Foreign Secretary-level capped in the near term by a meeting between the two Foreign Ministers on the sidelines of the United Nations General Assembly in New York. Responding to criticism over the incorporation of Balochistan in the joint statement, Manmohan Singh said India was willing to discuss strife in the Pakistani province because it had clean hands and was willing to remove any misgivings. Far from being engaged in fomenting discontent in Pakistan, Indian consulates in Afghanistan were focusing on the large-scale reconstruction work being carried out in the country, he stated. “But we were willing to discuss all these issues because we are doing nothing wrong,” Dr. Singh added.

While the Neendakara coastal Police station had become full-fledged, the other eight stations would start functioning this year itself. He also demanded the Union Government to give strategic importance to the country’s coastline on par with the land borders. The Minister on August 4 told the Parliament that a small number of Sri Lankan Tamils continued to arrive in the Tamil Nadu’s coastal District of Rameswaram as refugees, adding, "However, there is no specific input to indicate that the defeated LTTE cadres have infiltrated into India in the guise of refugees fleeing Sri Lanka." The minister said a total 101,162 Sri Lankan Tamil refugees were living in Tamil Nadu. Of these, 73,695 were in 115 camps spread over 26 Districts. Maken said that screening procedures had been tightened at the Mandapam refugee camp at Rameswaram "to identify any infiltration of remnant LTTE cadres." He added, "The law enforcing agencies, including navy, Coast Guard and state authorities have intensified patrolling along the coast. In addition, the government follows a policy of voluntary repatriation with respect to these refugees."

The MHA warning had said fishermen would be involved in the landing activity. The alert warned that patrolling activities along the coast need to be intensified and fishermen should be closely watched as certain industrial installations may also be targeted along the coast. Additional information about the role of the Jama’at-ud-Da’awa (also known as Lashkar-e-Toiba [LeT]) chief Hafiz Mohammed Saeed in 26/11 was reportedly given. The information on Saeed, officials claimed, was "cogent and convincing evidence" to prosecute him. Speaking at a conference on Constitution and anti-terror laws, Moily said the inter-State and international nature of terrorism resulted in the creation of NIA and it is equally important to have a federal law. A habeus corpus petition in the Kerala High Court from the parents of two MBA students is reported to have led the Police into launching a probe. In their statements to Police, the students claimed they were shown jihadi videos and literature by a particular boy. "When we searched the hostel, we found provocative literature given by the boy from the rooms of the two girls,'' the College Principal said. This was recovered by the Police who have now extended the probe to other campuses also since they perceive this was not an isolated incident. "I did mention the problem of fake currency to him (Nepal Prime Minister). He shared our concern. This will be followed by Home Secretary level talks," Chidambaram said. He also said that though the notes were being routed through Nepal, they were being printed elsewhere. Chidambaram had called on Nepal Prime Minister Madhav Kumar Nepal on August 20 and also met the Nepal's Home Minister en route to Bhutan. Reacting to queries on the increase in the number of infiltration bids in Jammu and Kashmir, General Kapoor said this was consistent with the trend observed through the years that more and more militants want to enter the Valley before the arrival of the winter season, with Pakistani soldiers trying to divert the attention by indulging in firing from across the border. “We understand their tactics and will take appropriate steps,” he said in New Delhi. “As far as possible, we exercise maximum restraint. But if such ceasefire violations occur, it is automatic that at some stage, we will have to retaliate,” he said. The CoAS also said India had been routinely taking up the issue of cease-fire violations during border meetings with Pakistan. “Our effort is to continue the cease-fire so that there are not many casualties and the two countries are able to maintain good relations,” he added. Earlier on September 2, General Deepak Kapoor said Pakistan's efforts of increasing its nuclear strength were a matter of concern and that Islamabad was going well beyond the degree of deterrence. "There is a difference between having a degree deterrence, which is required for protection, and going beyond that. If the news reports of (Pakistan) having 70 to 90 atomic bombs are correct, then I think they are going well beyond the requirement of deterrence," said Gen Kapoor, who was speaking during his visit to the army's Artificial Limb Centre at Wanowrie in Pune in Maharashtra, Times of India reported.

Private security guards in Uttar Pradesh may soon starting looking more professional and confident as the State Anti Terrorist Squad (ATS) is all set to train them to combat terror strikes, reports Times of India. "The move aims to engage private security agencies in our fight against terrorism," a senior official with the Uttar Pradesh ATS said. "Deployment of only those private security guards will be allowed at multiplexes, cinema halls, banks and other prominent private establishments, who have successfully completed the training programme," he added. According to an estimate, there are nearly 125,000 private security guards from about 300 security agencies operating in the State. Currently, there exists no rule that governs the deployment of security guards at private places. "The training programme primarily aims to equip private security guards in tackling crime," Additional Director General (Law and Order) A. K. Jain said. "It (training programme) would definitely enable them (private security personnel) to assist Police in tackling terror," Jain added. Meanwhile, highlighting the core contents of the training programme, the official said it would broadly comprise training the security guards on how to pick up early warning signs of terror strikes, how to handle a terror situation and how to act after terror strikes, officials said. Another important part of the training programme would focus on enabling security guards to engage terrorists before the arrival of Police and law enforcement agencies, they added. Most private security guards do not undergo any specific training to control terror activities and are deployed merely on the basis of their physical fitness, the official said. Even as no deadline has been fixed for launching the 60-hour training programme, sources in ATS said that the Home Department has directed them to initiate the programme "at the earliest". Sources said that the 60-hour training programme would be launched in a phased manner in parts of Uttar Pradesh. At the time of its launch, the training will cover security guards of Lucknow and several Districts of western Uttar Pradesh, they added.

Security threats to India from militant groups operating from Pakistani soil have not diminished, Union Home Minister P. Chidambaram said in Washington on September 11, reports The Hindu. He also said that there was an increase in infiltration from Pakistan in the last four months. He conveyed New Delhi’s concerns during meetings with U.S. Secretary of State Hillary Clinton and top security officials of the U.S President Barack Obama administration. Completing his four-day U.S. visit, Chidambaram told journalists in Washington that he was going back to India with a “lot of ideas.” One of these was establishing something on the lines of the National Counter-Terrorism Centre of the U.S. Set up in 2004 under a presidential executive order, the centre, staffed by over 500 personnel drawn from 16 departments and agencies, spearheads U.S. efforts to combat terrorism at home and abroad by analysing threat perceptions and sharing information with friendly countries. Chidambaram reportedly met National Security Adviser James Jones, Federal Bureau of Investigation (FBI) Director Robert Mueller, Homeland Security Secretary Janet Napolitano and U.S. Attorney-General Eric H. Holder Jr. Early. Chidambaram said that he had told the U.S. officials about Pakistan not prosecuting perpetrators of the Mumbai terror attacks, including the mastermind Hafiz Mohammad Saeed, founder of the Lashkar-e-Toiba (LeT), who was roaming free in that country despite evidence provided by India. “I did brief them on the state of the trial of Amir Ajmal ‘Kasab’ [the lone surviving LeT militant in 26/11 Mumbai attack] in India and I also did mention about no progress in Pakistan in respect of the five or six people they have arrested. And Hafiz Sayeed remains a free man. I think that is enough. They know to draw the lessons from that statement,” Chidambaram added. In addition, the Union Home Minister has given to U.S. officials a list of 60 Pakistani terrorists killed by Indian Security Forces (SFs) in various encounters in different parts of the country and 10 others arrested in the last one year, adds Times of India. "We support countries helping Pakistan fighting against terrorism, but we do not expect the aid turned against us," Tharoor told. The US should monitor its aid to Pakistan, he said, adding that Musharraf's disclosure did not surprise India. Musharraf's revelation confirms India's stand on misuse of US aid by Pakistan, he further added. He was reacting to a question on Musharraf's admission in an interview that Pakistan had used the aid provided by the US for the war against terror during his regime to strengthen defences against India. Kashmiri was first arrested by the Delhi Police's special cell on August 25, and brought to the custody of the ATS of Mumbai Police on September 14. Kashmiri underwent training in the Pakistan's Muridke in 2006 and the handlers for him as well as the Kasab group were the same, the Police said. Kashmiri, who studied at Lucknow University in 2003-2005, had obtained a bachelor's degree in Persian. "I met Zarar Shah and Zaki-ur-Rehman Lakvhi, (LeT operatives in Pakistan) during the training. They had come to oversee the training programme,'' Kashmiri told the Police. Shah and Lakhvi were accused in the 26/11 attack. However, the Police are yet to establish if Kashmiri knew any of the 10 LeT militants who terrorised Mumbai for three days. "We are questioning him and trying to establish his role in the arms haul case. It’s too early to comment on it,'' said ATS Additional Commissioner Sukhvindar Singh. Kashmiri is suspected to have played a key role in 2006 Aurangbad arms haul case where the ATS claimed to have seized State's second biggest consignment- 43 Kilograms RDX. Besides, 16 AK-47 rifles, hand grenades and over 3,200 live bullets were also seized. Kashmiri was booked in this case under the stringent sections of the Maharashtra Control of Organised Crime Act (MCOCA). "Preliminary inquiries revealed Kashmiri sent four youths to Pakistan for training in terror. Our teams are continuously working on the case and trying to get more information,'' ATS Chief Krish Pal Raghuvanshi said. Kashmiri is suspected to have arranged the trip of youth to Pakistan via Nepal and Bangladesh to Pakistan for training, said Police. In the November 1991 case, an LTTE-owned freighter, Tongnova, was intercepted in high seas and caught by the Indian Navy off the Karaikal coast. The team, besides interrogating KP on his role in Rajiv assassination and his possible involvement in the conspiracy, will also probe his links with foreign arms dealers.

The embassy staff, however, was unhurt. The blast, which occurred near the outer perimeter of the heavily-fortified embassy around 8.30 a.m., damaged a wall and destroyed a watch tower. "A suicide car bomb blast took place near the Indian embassy in which 15 civilians and two Afghan policemen were killed and 76 wounded. Most of the wounded are civilians," the Afghan Interior Ministry said. The Taliban claimed responsibility for the attack and identified the bomber as Khalid, Al Jazeera TV channel said. Indian ambassador Jayant Prasad said the "embassy was the target" but the suicide bomber failed to breach the security perimeter. Afghan President Hamid Karzai strongly condemned the blast, saying it was a "heinous act of terror" planned to kill innocent civilians. "This heinous act of terror was an obvious attack on civilians and the perpetrators of this attack and those who planned it are vicious terrorists who kill innocent people for their malicious goals," he said in a statement. The Afghan Foreign Ministry spokesman Fakiri said the "brutal attack" was carried out by "enemies" of Indo-Afghan ties and their "bases are outside Afghanistan." The explosion was reportedly more powerful than the blast of July 7, 2008. The Securities and Exchange Board of India (SEBI) has directed all stock exchanges and other securities intermediaries to keep a strict watch on the United Nations-listed terror funding entities, including underworld gangster Dawood Ibrahim, reports PTI. The market regulator has asked the securities intermediaries to inform the Union Ministry for Home Affairs (MHA) within 24 hours if they find any client whose particulars match those of the entries listed by the United Nations. The regulator said that in case a customer’s details match the particulars of designated individuals or entities on the list "beyond doubt," the securities intermediaries "would prevent designated persons from conducting financial transactions," under intimation to the MHA. As per U.N. Security Council Resolution 1373, on receiving requests from foreign countries, States are obliged to freeze the funds or other assets of persons who commit, or attempt to commit, terrorist acts.

Addressing the Consultative Committee for the Union Ministry of Home Affairs on the topic ‘National Police Mission,’ Chidambaram said: "The police-population ratio in the country is much lower than the desired level of 220 and there is also wide variation among the States. He also drew the attention to other problems like outdated equipment and lack of training." He expressed concern over the lack of efforts made to fill a large number of vacancies which exist in the State Police at lower as well as higher levels. "Inadequacies of police in the States and their over-dependence on the central police forces is not a good sign for the federal structure. The States are now realizing the gravity of the situation and concentrating on recruitment, training and modernization of their police forces," Chidambaram added. "Policing in the country has long been neglected and urgent reforms are needed in the State Police system," the Minister added. He also drew attention to problems like outdated equipment and lack of training.

Crime investigation needed drastic improvements as the Police continued adopting “primitive methods” to track down culprits, Chidambaram said while inaugurating the XX All India Forensic Science Conference at the Rajasthan Police Academy. Chidambaram also said that there was still a huge gap in the crime investigation methods adopted in the West and in India. “In the next 12 months—in 2010—we will bridge this gap, and I promise to help you [in this regard],” he said. Terming 2010 the “forensic year,” Chidambaram also stated that the rapid modernisation plan for the next 12 months included the opening of six new regional forensic laboratories, 52 new mobile units, three new hi-tech central laboratories and three new hi-tech Global Unique File Descriptors. Steps would be taken to open a DNA databank, a firearm signature databank and arms and criminal tracking network, besides networking of all forensic laboratories. The Arms Policy was under review, and a new one would be ready in a few days, he said. Changes would also be made in the Arms Act.

On the eve of the first anniversary of November 26, 2008 (also known as 26/11) Mumbai attack, the Union Ministry of Home Affairs (MHA) said that terrorists backed by various external agencies had expanded their focus beyond the Kashmir Valley with the objective of creating communal tension and hitting the country's economic growth, reports Times of India. Underlining the threats which exist despite various security measures taken post-Mumbai terror attacks, the MHA said, "The challenge that we face today is from terrorist organisations that are not only equipped with latest technologies and have immense access to funds, but are having active backing of various external agencies." The MHA also said, "It is important that we are totally committed to a comprehensive approach to tackling terrorism and put in sustained intensive efforts to end this menace." However, among measures taken to strengthen security and intelligence infrastructure in the past year, the MHA listed functioning of the Multi-Agency Centre (MAC) within the Intelligence Bureau for effective intelligence sharing, setting up of four regional hubs of National Security Guard (NSG) at Hyderabad, Kolkata, Mumbai and Chennai, move to set up 20 counter-insurgency and anti-terrorism schools across the country, constitution of National Investigation Agency (NIA) and strengthening of coastal security among other things. The MHA also said that due to close coordination among intelligence and security agencies of the Centre and States, a number of sleeper cells were broken up, key Lashkar-e-Toiba (LeT) operatives arrested, terrorist incidents averted and a large number of cases resolved. Referring to the situation in Jammu and Kashmir, the traditional war zone of Pakistan-based terror outfits -- the MHA said that the number of violent incidents has gone down considerably and till October, 436 incidents were reported compared to 575 during the corresponding period in 2008.

It provides high-speed connectivity for online transfer of voice and data. A dedicated team of the Special Branch CID that reports to the State Intelligence chief operates it. “We are among the first few States to implement the SMAC facility. It is part of the National Intelligence Grid to evolve online and seamless flow of intelligence and security-related information between the Centre and States. Any threat perception will be carefully analysed and communicated to New Delhi. The SMAC became operational in a special control room with videoconferencing facility. Our priority will be coastal and internal security matters,” Inspector General of Police (Intelligence) M.S. Jaffar Sait told The Hindu on November 30.

Top United States (US) security expert and former secretary of Homeland Security which was created after 9/11 said on December 7 that more Mumbai-like attacks were likely to happen in the future and that the challenge before India was to integrate fully all elements of domestic security for dealing with terrorism, according to Times of India. According to Chertoff, who headed Homeland Security from 2005 to 2009, safe havens for terrorists in countries like Afghanistan and Pakistan posed one of the biggest challenges for the world and that an otherwise weakened al Qaida had been able to rebuild itself somewhat in areas controlled by Pakistan. “In Mumbai attacks we have seen evolving the tactic of using weapons and bombs together in a commando like operation and how dangerous such an attack could be. Such attacks are likely to happen more and the challenge before everybody is to be able to deal with them,'' said Chertoff, while delivering a lecture on terrorism and threat to India. “There are safe havens around the world which are being used by terrorists to plan and organise strikes. Afghanistan was one such haven after 9/11. The frontier areas of Pakistan and Somalia too are proving to be such havens for terrorism,'' said Chertoff, adding that there are ungoverned places or places where there is a weak Government which have become the launching pad for attacks on neighbouring countries. Chertoff admitted that while al Qaida is a much weaker force now than it was in 2001 and that it no longer has its earlier “command and control system'' it has been able to rebuild itself to an extent in Pakistan. He said that it also coordinates with groups like Lashkar-e-Toiba (LeT). He, however, said that India had to exercise extreme caution in dealing with terrorism emanating from a nuclear-armed Pakistan. According to Chertoff, technology and internet-induced radicalisation was another challenge for India and that it needed to develop ``soft power'' to prevent elements of radicalisation from taking shape. “All soft power has to be used to check elements of radicalisation and alter the conditions on the ground. We have the example of Saudi Arabia and Singapore,'' said Chertoff. “As for technology, we can't put the genie back. To look at the positive side, we have developed the capability to detect radioactive and other dangerous substances. The use of biometrics, which is increasing being used in India too, is another positive as it makes it harder to forge documents. It helps in locating the needle in the haystack,'' he added. Chertoff revealed that had the current security apparatus in the US been in place in 2001, at least 15 of the 19 who executed 9/11 would have been caught in the planning stage. Chertoff further said that India too needed to enlist support from the private sector in dealing with terror, just like what the US had done after 9/11, and ensure it coordinates with law and order agencies. He admitted that while integration of all intelligence and security agencies was the motive behind the US National Counter Terrorism Centre, intelligence assessment was the key to preventing terrorist strikes. “It is necessary that all agencies involved have access to all the information. I always looked for 2 or 3 different perspectives or competing assessments. The key is to allow dissenting views just like the NCTC does and it always helps,'' he said, adding that cyber security too was a major concern for the US. “The US made this mistake of treating al Qaida as a police matter before 9/11. We realised after the attack that the planning and coordinating mechanism needed to be taken to the civilian domain. There is a need for layered defences in dealing with terror - not one tactic, but a series of tactics,'' he said, while advocating the role of private sector.

Though the exact number of fidayeen who entered India is not yet clear, Indian agencies have come across inputs stating that suicide squads have already been in touch with their facilitators - who entered India as an advance party - for necessary logistics for the operations. An official said, “It is possible that one or two suicide bombers could be positioned in each of the cities, which are on terror radar. They have been trained by Taliban and pushed into India by LeT.” The suicide bombers’ targets include BARC, Trombay; Bombay Stock Exchange (BSE) and Shiv Sena Bhavan in Mumbai; American consulate and sea port in Kolkata; Rashtiya Swayamsevak Sangathan (RSS) headquarters in Nagpur; National Defence College in Delhi, and some defence establishments and civilian targets in other cities including Ahmedabad. Indian agencies have got the inputs from FBI, which got the details from US-based terrorist David Coleman Headley during his interrogation. After being tipped off by FBI, the home ministry has now alerted Maharashtra, West Bengal, Delhi and Gujarat asking them to beef up security of all such installations and high-risk individuals - like Gujarat Chief Minister Narendra Modi and Shiv Sena supremo Bal Thackeray - and remain fully vigilant. The official said states had also been asked to keep watch on soft and potential targets and intensify patrolling, especially at airports, railway stations, bus terminus and hotels. He said the inputs also suggested that terrorists were ‘‘Pashtun-looking’’ and drawn from Pakistan-Afghanistan border areas. A few days before the terrorists’ entry, some of their ‘‘facilitators’’ had visited different cities for recce and to provide information, the official said.

He said acquisition of surface and air assets were on a fast-track basis and necessary funds were sanctioned to the coast guard for the new acquisitions. However, the two-member committee did not find any serious lapses to act or react on the part of individual officers and Police Men of the Mumbai Police. "There was absence of overt leadership on the part of Hasan Gafoor, the CP, and lack of visible Command and Control at the CP's office," said the report prepared by former Governor and Union Home Secretary R. D. Pradhan. The report tabled by Maharashtra Home Minister R.R. Patil in the Assembly on December 21 said the Committee found several lacunae in working, both within Mantralaya, the State secretariat, and the Police establishment. "Well set out procedures for handling intelligence and 'Crisis Management' were overlooked. These require urgent attention," Pradhan said in his note to Chief Minister Ashok Chavan presenting the report of the committee which also had as member V Balachandran, former Special Secretary in the Cabinet Secretariat. The report said the "war-like" attack was beyond the capacity of the Mumbai Police -- for that matter of any police set up. It had to be tackled by specialised forces such as the National Security Guards. "However, we find that the CP Mumbai did not exhibit adequate initiative in handling the multi-pronged attack. He remained at one spot near Trident Hotel throughout the operations.

Declaring 2009 to have been “a terror-free year for India, with nine days to go,” Chidambaram reaffirmed his Government’s stand of zero tolerance for terrorism. He added that the perception that “terrorism was an imported phenomenon” was no longer entirely valid as there were home-grown terrorist groups in India. On the issue of armed insurgency in the northeast, he said that while the creation of sovereign states was out of the question, the Indian Constitution was flexible enough to create forms of governance where the desires and aspirations of the people can be accommodated.

The new structure envisages setting up a National Counter Terrorism Centre (NCTC) and creating NATGRID -- a unified data centre having 21 sets of database to "achieve quick, seamless and secure access to desired information for intelligence and enforcement agencies". "The project (NATGRID) is likely to be completed in 18-24 months from now," Chidambaram informed. He also said that NCTC must have a broad mandate to deal with all kinds of terrorist violence directed against the country and the people, adds The Hindu. “While the nature of the response to different kinds of terror would indeed be different and nuanced, NCTC’s mandate should be to respond to violence unleashed by any group — be it an insurgent group in the North East, the CPI (Maoist) in the heartland of India or any group of religious fanatics anywhere in India acting on their own or in concert with terrorists outside India.” Chidambaram said adding, “NCTC would, therefore, have to perform functions relating to intelligence, investigation and operations. All intelligence agencies would therefore have to be represented in the NCTC. But I am clear in my mind that without ‘operations,’ NCTC and the security architecture that is needed will be incomplete. It is the proposed ‘operations’ wing of the NCTC that will give an edge — now absent — to our plans to counter terrorism,”.

Luck plays an important role in this," at the Intelligence Bureau centenary endowment lecture in New Delhi on December 23, reports Times of India. The Union Home Minister, however, added that intelligence sharing had improved and the results were beginning to show. "But the credit goes to luck. One has to be lucky every time a terror plot is hatched. On the other hand, the terrorist has to be lucky just once," he said. Referring to his recent visit to the US, Chidambaram said that he had asked officials there how no terrorist strike had taken place after 9/11. "I was told it was 95% luck and 5% because of changes made after the 2001 attack," he said. "So, while it has been luck mainly, there has also been better intelligence gathering and better intelligence sharing between various agencies." Recalling how 26/11 put the nation in a state of shock and anger, he said, "a billion-plus people felt they had been humiliated and the country had been brought to its knees by a small band of terrorists. The security establishment was in disarray and numerous questions were being asked." Ranging from failure of intelligence agencies to total collapse of the crisis management system, "these questions continue to haunt me and many others even today", he said.
