Karunanidhi, stated that the Government of India is "deeply disturbed by the violence against civilians in Sri Lanka…and distress of Sri Lanka's Tamil citizens," according to Colombo Page. He further said, "Your concerns on this subject have been noted by me. I would like to take this opportunity to reiterate to you that the Government of India is deeply disturbed by the violence against civilians in Sri Lanka including women and children and about the particular situation and distress of Sri Lanka's Tamil citizens. As such we would not be a party to any activity that would have the effect of exacerbating the difficulties faced by the Sri Lankan Tamil community. It continues to be our position that the problems in Sri Lanka can only be solved through peaceful negotiations and we are urging all concerned to eschew violence which inevitably has a grave impact on innocent and defenseless civilians."

Police have beefed up security in the Cuttack city amidst intelligence reports indicating that the Jaish-e-Mohammed (JeM), Lashkar-e-Toiba (LeT) and Students Islamic Movement of India (SIMI) cadres are planning to orchestrate a terrorist attack during the India-West Indies one-day Cricket Match at the Barabati Stadium on January 24. Official sources on January 20 told Times of India that terrorists are planning to carry out attacks in Cuttack, besides Kochi (Kerala), Bhubaneswar (capital of Orissa), Guwahati (Assam) and Bangalore (capital of Karnataka) prior to the Republic Day on January 26. A senior police official in Orissa said, “We have information that Muslim fundamentalists are trying to take advantage of the feeble police presence in certain pockets of the state. We are very watchful and alert.” According to the security blueprint, three platoons of police force will guard the hotel where the teams of India and West Indies stay in Bhubaneswar while around 40 platoons would do duty in Cuttack. Plainclothes policemen would also man the nearly 40-km distance from the hotel to the stadium.

External Affairs Minister Pranab Mukherjee on January 31 urged Sri Lanka to unveil a credible devolution package to end the ethnic conflict during his meeting with new Sri Lankan Minister of Foreign Affairs Rohitha Bogollagama in New Delhi, according to Colombo Page. He said that now is the time to do it and that Sri Lanka should remember that there could never be a military solution to the conflict that has turned messier since end of 2005 after some years of relative calm. Meanwhile Rohitha Bogollagama said that while Colombo remained committed to the peace process it would crush terrorism by the LTTE, adds Reuters. "If it's a terrorist movement you can't encourage it. If you can't encourage it you must eliminate it. We are fairly strong to look at the terrorist aspect ... if they are strong, then let us see how strong they are," said Bogollagama. He also informed that India has agreed to step up its naval surveillance of common waters with Sri Lanka to check activities of the Liberation Tigers of Tamil Eelam (LTTE), according to IRNA.

The India-Pakistan Joint Anti-Terrorism Mechanism will hold its first meeting in Islamabad on March 6, the External Affairs Ministry announced in New Delhi on February 5, reports Daily Excelsior. The three-member Indian delegation at the meeting will be led by K C Singh, Additional Secretary (International Organisations), in the External Affairs Ministry. The Joint Anti-Terror mechanism was conceived at a meeting between Prime Minister Manmohan Singh and Pakistan President Pervez Musharraf on September 16, 2006, in Havana on the sidelines of the Non-Aligned Movement (NAM) Summit to identify and implement counter-terrorism initiatives and investigations.

Narayanan has said that manipulation of stock exchanges is the new modus operandi used by terrorist groups to raise funds for their operations and fictitious companies have operated in the Mumbai and Chennai stock exchanges, reports The Hindu. While addressing the 43rd Conference on Security Policy in Munich last week, the NSA said that some of these companies were later traced to terrorist groups. "Isolated instances of terrorist outfits manipulating the stock markets to raise funds for their operations have been reported. Stock exchanges in Mumbai and Chennai have, on occasions, reported that fictitious or notional companies were engaging in stock market operations", he said. He added that security agencies had detected many instances of funds received via banking channels from so-called safe locations such as Dubai and UAE that were intended for terrorist groups.

Amid reports of terrorist groups establishing legitimate businesses to fund their activities, the Government said on February 16 that such outfits are making inroads into big cities and operating clandestinely, according to Press Trust of India. "Terrorists are sneaking into big cities and operating clandestinely... They have been making their plans by hiding in the cities and will continue to do it," Home Minister Shivraj Patil said in New Delhi. His comments came in the wake of National Security Advisor M. K. Narayanan’s remarks that some fictitious companies in stock markets of Mumbai and Chennai have been traced to terrorist groups. Patil said the influx of terrorists into major cities has a big impact on the national capital and asked its police force to remain on alert to frustrate designs to spread terror in the city.

With infiltration becoming difficult due to fencing and installation of hi-tech gadgets on the Line of Control (LoC) and International Border (IB), Pakistani militants, especially Fidayeen (suicide squad) have frequently started using the Bangladesh-West Bengal-New Delhi route to reach Kashmir and other parts of jammu and Kashmir, Daily Excelsior reported. A top Pakistani militant, Shahid Gafoor of Sialkot, who had to carry out a suicide attack in Srinagar along with a local militant but was arrested along with his three associates in the national capital New Delhi recently, had also used the same route for infiltration. Gafoor and his arrested associates were part of the Jaish-e-Mohammed (JeM) group. Preliminary interrogation of Gafoor, being done by the Delhi Police and shared with the Jammu and Kashmir Police (JKP), has revealed that three Kashmiri over-ground workers (OGWs) working for the JeM outfit camped at the West Bengal-Bangladesh border for three days from January 30 to February 1 waiting for sneaking of Gafoor from Bangladesh. Three OGWs, Bashir Ahmed, Fayyaz Lone and Abdul Majeed, all Kashmiris, who were also arrested by Delhi Police on February 4 from Connaught Place, had been deputed to Bengal from different areas, they were putting in, to receive Pakistani Fidayeen and shift him to Srinagar where he had to carry out a suicide attack along with a local militant of the JeM, sources said. Gafoor disclosed during his questioning that he was asked to take the Bangladesh-West Bengal route by Jaish commanders as infiltration from LoC and IB had either become "impossible" or "very risky" due to fencing, increased surveillance and installation of sophisticated equipments. He revealed that many other Pakistani militants have also reached Kashmir and other parts of the State using same route. Gafoor claimed that he was spotted by the Bangladesh Rifles (BDR), which manned the border with West Bengal, but not prevented from infiltration which, according to sources, was a clear indication that the BDR was helping Pakistani militants in intrusions to the Indian side.

President Pervez Musharraf said on February 19 that the attack on the Samjhauta Express would not be allowed to sabotage the ongoing peace process with India, Daily Times reported. “Such wanton acts of terrorism will only serve to further strengthen the resolve to attain the mutually desired objective of sustainable peace between Pakistan and India,” Gen. Musharraf said in a statement. As reported earlier, at least 66 people, including some Pakistani nationals, were killed in explosions reportedly set off by improvised explosive devices (IEDs) in two coaches of the Delhi-Attari special train for Lahore in Deewana near Panipat (in the Haryana State of India), about 100 kilometers from Delhi. The train runs non-stop from Delhi to Attari where the passengers are shifted to the Samjhauta Express, which goes to Lahore after customs and immigration clearances.

Elaborate arrangements are reportedly being made to prevent smuggling of explosive materials by the Liberation Tigers of Tamil Eelam (LTTE) to Sri Lanka from Tamil Nadu in the wake of the recent seizure of an LTTE boat with arms and ammunition by Coast Guard in Nagapattinam and 70 bags of aluminium ingots in Madurai, Additional Director General of Police (Law and Order), K. V. S. Murthy, stated on February 23. Talking to reporters, he said the Police have been geared up and the security over the entire coast has been strengthened. In all the 12 coastal districts, special Police teams have been formed exclusively to look into the smuggling of arms and ammunitions, he added. In view of the recent seizure of explosives, the Centre has given its nod for establishing 12 marine Police stations - the first of its kind in the country - to safeguard the vast coastal belt of Tamil Nadu. These police stations would be equipped with two boats each for conducting patrolling and it would be ready within a year, he further added. Murthy also said the Centre had also sanctioned 40 check-posts in addition to the existing 60 on the coastal areas from Chennai to Kanyakumari. He said the State police were now engaged in finding out the possible landing points of the suspected LTTE sympathizers for smuggling activities.

They route their funds mainly through hawala and other informal means. Banking channels are also a significant route for movement of funds by such elements," Minister of State for Home Sriprakash Jaiswal said in reply to questions in the Rajya Sabha. He said the Government was pursuing a multi-dimensional approach to deal with terrorist operations and supporting states to neutralise their activities. To a question on the recent observations of National Security Advisor (NSA) M K Narayanan on the matter, Jaiswal said the NSA had recently recounted the methods adopted by terror outfits to generate funds and had pointed towards the reported "misuse" of the formal financial system by them. He said the revenue, security and law enforcement agencies were regularly sensitized to pursue an inter-agency approach to detect these channels the use of funds received by the terror groups. "There is continuous coordination between home, defence, finance and other ministries, which are the administrative ministries of security sensitive sectors," he said, adding that proposals relating to such sectors were referred to the home and defence ministries for vetting from the security angle.

He stated that the Police have stepped up the vigil, particularly along the coastal districts coming under the central zone and have put in place a three-tier vigil mechanism across the zone, namely deployment of 14 numbers at check posts in the coastal districts, patrolling in co-ordination with Village Volunteers Committee (VVC) and regular enumeration of Sri Lankan nationals living in the districts. Patrolling was being done by two companies of the Coastal Security personnel, in coordination with 250 police personnel belonging to the Tamil Nadu Police, all along the coastal regions of Thanjavur, Nagapattinam and Tiruvarur in the Zone, he added. He said the VVC was also consistently monitoring any possible entry of Sri Lankan nationals into the region and the State Police was making regular enumeration of the Lanka nationals, both in the refugee camps and outside the camps. To a question, he said 9,016 Sri Lankan refugees, including adults and children belonging to 2,516 families were lodged in eight refugee camps in the zone. Besides 3,170 Sri Lankan Tamils belonging to 999 families were residing at various places in the zone. Special police teams were regularly visiting the camps to detect any new 'intruders', he added.

Joint Commissioner of Police (Special Cell) Karnal Singh told The Hindu on April 27 that the three had been sent to Delhi at the instance of Abu Al Kama, the mastermind of the October 2005 pre-Diwali serial blasts in the Capital. Abu Al Kama had fled to Pakistan after the October 2005 blasts and had directed Abu Ammar, a Pakistan national and LeT’s ‘operational chief commander’ in Jammu region based in Doda to carry out explosions in Delhi. Ammar had asked one Shafaqat Iqbal Mir to deliver a consignment of explosives to a Pakistani militant, Mohammad Hasan alias Abu Qasim, in Delhi. On May 15, the Union Home Minister Shivraj Patil informed the Lok Sabha (lower house of parliament) that Naxalites (left-wing extremists) were working in close coordination with some terrorist outfits operating in Jammu and Kashmir (J&K) and also maintain links with the Liberation Tigers of Tamil Eelam (LTTE) of Sri Lanka, reports Times of India. "Though the government has no documentary evidence of any memorandum of understanding signed between international terror outfits with naxalites in the country, we have enough information suggesting that there is coordination between them", he said. He added that the man who surrendered was Simon Soza, the vessel's engineer and the others were apparently Tamils. According to earlier reports, four of the nine-member crew were killed, four others were arrested and one surrendered. Reports said that the vessel, which started off as a deep sea fishing trawler, was hijacked by the LTTE to do some gun-running for it.

Chandramouli informed the media that the blasts were caused by low intensity bombs kept in tiffin boxes attached to three new cycles, bought from different shops. He also said ammonium nitrate might have been used in the crude bombs. The crude bombs were battery-charged and there was no proof to suggest whether a timer device was used as trigger. He said that police had traced one of the shops from where the cycles were bought and efforts were on to trace the others. The Commission also recommended bringing investigation of certain crimes with inter-state and national ramifications directly under the jurisdiction of central investigating agency like the Central Bureau of Investigation. These offences include terrorism, organised crimes, acts threatening national security, sedition, arms and human trafficking, assassination of major public figures and serious economic offences. On the issue of the AFSPA of 1958, the Commission while recommending its repeal suggested to bring an enabling legislation in its place for deployment of Central forces in the North Eastern States. "The Unlawful Activities (Prevention) Act, 1967, should be amended by inserting by a new chapter VI A as recommended by the Committee to Review the AFSPA. The Chapter VI A would only apply to North Eastern states," it said. "We want the government, both Centre and states, to implement the report ARC on Public Order in its fully as it tries to address the vacuum created over the years," Veerappa Moily, the commission Chairman told the media after submitting the report to Prime Minister Dr. Manmohan Singh in New Delhi on June 25.

Quoting official sources, the reports said that the state would be immediately provided with grants under the security-related expenditure (SRE) scheme so that it can upgrade its police force and set up an Anti-Terrorist Squad exclusively for Bangalore. A meeting between the MHA officials and their counterparts in the state took place last week, in which the state government officials were asked to send a preliminary proposal for release of interim funds. This would be followed by a detailed proposal including all plans to upgrade the state police force. The previous government led by N Dharam Singh had submitted a proposal to the Centre seeking INR 320 million to counter left-wing extremists. The same proposal was resubmitted by the present H D Kumaraswamy government, but was rejected by the Union government, saying there was no need for special funds to be given to the state as it could manage with its own resources.

A joint declaration said, "Both sides agreed to initiate swift action on information received about groups and elements and other fugitives from the law of either country taking shelter in the other country." Both countries also agreed to revive the mechanism of the Joint Working Group (JWG) at the level of Home Secretary and Joint Secretaries who will hold meetings at regular intervals in New Delhi and Dhaka alternately. During the talks, the Indian side led by Home Secretary Madhukar Gupta raised India’s concerns regarding the north-eastern militant groups having found shelter in Bangladesh. In response, Bangladesh sought India’s commitment to do its bit against people wanted in Bangladesh, but who had allegedly found shelter in India. Speaking to the media after the talks, Gupta said that an institutional mechanism — a fourth tier — had been added to the three-level mechanism evolved to increase cooperation between the two countries. The three tiers that have been in existence since 1994 include consultations between the Bangladesh Rifles and Border Security Force officials, meetings of the JWG comprising the joint secretaries of home affairs and home secretary-level talks. Gupta described the fourth layer as a fundamental change in the negotiations between the two countries.

Chidambaram said in a written reply in the Lok Sabha (lower house of parliament), "Government have consulted Securities and Exchange Board of India (SEBI) and Reserve Bank of India (RBI). Presenting its action taken report on the recommendation made by the Parliamentary Standing Committee on Defence, the government stated on August 17 that a decision has been taken to raise a very large number of additional battalions of the central para-military forces to be deployed for internal security duties and anti-terrorist operations. The Parliamentary Standing Committee on Defence headed by Lok Sabha (lower house of Parliament) member Balasaheb Vikhe Patil had said that deployment of Army personnel for internal security duty is affecting their preparedness and is also making the police and central para-military forces lethargic. Meanwhile, police sources claimed that the bombs were planted minutes before they exploded and have not ruled out the possibility of the bomb planters receiving injuries. Police have also begun questioning citizens of Bangladesh and Pakistan overstaying in the city. There are reportedly 20 such foreign nationals who were staying on even after their visas had expired. Police are also investigating the connection of two Hyderabad-based operatives of the Lashkar-e-Toiba (LeT) with the Harkat-ul-Jihad-al-Islami. Intelligence officials told The Hindu, “We have two definite clues. Shadab was reportedly in touch with the suspected mastermind of the twin blasts, Shahid Bilal, ‘commander’ of Harkat-ul-Jihad-al-Islami, over phone on several occasions and had made calls as recent as the last month. Investigators claimed that the recovery of a box in which explosives was packed with a unique design is associated only with military use. A senior police officer said, "The wooden box covered with a tin-sheet appears to be locally-made and was stuffed with explosive, Neogel-90 (Ammonium Nitrate), and iron balls. But what is unique is the boat-shaped design of the box. Such a design is to ensure that the explosive material does not get scattered in all directions but causes a huge explosion at the very site, causing maximum impact." Investigators on August 31 visited the Charlapally central jail on the outskirts of Hyderabad and questioned terrorists with ISI links who are lodged there. The investigators are also questioning carpenters in the city as the box appears to have been made locally.

Patil said special branches in States should be strengthened where men and officers are retained for sufficient periods with enough incentives to keep them motivated. Expressing his concerns about the low police-population ratio in the country, he said, “Police-to-population-ratio in India is very low. Therefore, conscious efforts are needed to improve the situation by augmenting the state police force and filling up vacancies at different levels.” He further said that the presence of terrorist sleeper cells in mega cities was one of the major concerns of the government. These sleeper cells, which were often funded with fake currency, had the capacity to become active at their will, Patil said. These cells had developed an effective mechanism to go under the radar of intelligence agencies, he added.

The ethnic overtones of violent acts in Assam are particularly disturbing. While the situation in Jammu & Kashmir has shown some overall improvement, violent incidents keep recurring,” he said. He called on top police officials to pay equal attention to the concerns of ordinary citizens, in addition to combating the high-profile challenges of terrorism, naxalism and separatist violence. In Lucknow, there was only one blast and no casualty was reported. Police sources said the banned Harkat-ul-Jehad-al-Islami was behind the blasts, Hindustan Times. They suspected that the Jaish-e-Mohammed (JeM) militants sought the help of HuJI as both have close ties with each other. The report added that on November 17, lawyers of the Sessions Court in Lucknow assaulted three JeM militants who had planned to abduct Congress party General Secretary Rahul Gandhi. Lawyers of the State had also refused to represent Wali Ullah, mastermind of the March 2006 blasts at the Sankat Mochan temple in Varanasi as also Jalaluddin Molla, a key HuJI militant arrested in the State in June 2007. K. Mitra, said on December 6, UNI reported. Talking to the media in Agartala, Mitra pointed out that the western frontier of India was relatively tough for Pakistani militants but the eastern border with Bangladesh had become more useful for them and foreign militants were utilising South Bengal border for anti-Indian activities. The BSF chief is on a two-day visit to the Tripura-Bangladesh border to oversee the border management strategy on the eve of the Assembly elections in Tripura. "We have authentic report of Bangladeshi fundamentalist movement being abetted by Pakistan’s Inter-Services Intelligence (ISI)," Mitra informed and added that Bangladeshi and Pakistani militants have formed a strong nexus to carry out attacks in the Indian hinterland. He disclosed that 14 militants of the LeT and JeM were arrested in South Bengal border, trying to sneak into India from Bangladesh in the past six months. Speaking on the recent terrorist attacks in India, including the recent serial bomb blasts in Uttar Pradesh, Mitra said circumstantial evidence point to a kind of a joint mission by the HUJI, along with LeT and JeM.
