ATS told the court on January 1, that the conspiracy to cause serial bomb blasts on Jangli Maharaj Road was hatched by the seven arrested suspects in Saudi Arabia, reports The Times of India. The ATS said the custodial interrogation of the suspects, revealed that they were constantly in touch with the absconding suspects, Fayyaz Kagzi, Riyaz Bhatkal and three others involved in a string of terror attacks in India so far. Investigations also revealed that one of the absconding suspects is a militant of the terror outfit Lashkar-e-Toiba (LeT) and he is involved in inciting youths from Aurangabad, Beed and Ahmednagar (three District of Maharashtra) to indulge in terror activities. LeT had trained the absconders to assemble bombs.

India termed Pakistan’s response to its “wishlist” with regard to the November 26, 2008 (26/11) Mumbai (Maharashtra) attacks as unsatisfactory, calling the list ‘critical’ to ‘substantive movement’ in bilateral relations, tribune.com reports on January 6. According to a report by Press Trust of India (PTI), Indian External Affairs Minister, Salman Khurshid said that what Islamabad (Pakistan) has done so far in the case was “not to our satisfaction”. “I don’t see it as a setback at all. But I do believe and (what) we all believe in this country is that dialogue will move smoothly, faster and in a right direction provided the wishlist lying with Pakistan given by India as far as the Mumbai tragedy is concerned is responded to. That is a critical thing, not what is said, not what gesture is made,” Khurshid was quoted as saying. Further, Khurshid said that India will do whatever needs to be done to persuade Pakistan into granting it the Most Favoured Nation (MFN) status.“We believe that it should have been done. We will do whatever needs to be done to persuade them that we should now be able to do it. It is not something which should be delayed indefinitely,” he said.

The Anti-Terrorism Squad (ATS) of the Maharashtra Police said, in the draft charges filed in the May 8, 2006 Aurangabad (Maharashtra) arms haul case against Lashkar-e-toiba (LeT) ‘operative’ and key November 26, 2008 (26/11) terror attack handler Sayed Zabiuddin Ansari alias Abu Jundal, along with the other 21 accused, have been involved in terrorist activities right from 1996, The Times of India reports on January 10. The draft charges that have been submitted to the court propose that the court charge Jundal under different sections of Control of Organised Crime Act (MCOCA), Unlawful Activities (Prevention) Act, Explosives Act, Explosives Substances Act and Indian Penal Code. Jundal, who is presently lodged in Tihar Jail (New Delhi), was on January 9, produced in the court through video conferencing.

The Union Ministry of Home Affairs (UMHA), while releasing its monthly report on January 10, revealed that alleged Hindu fanatics arrested by National Investigation Agency (NIA) had not only confessed to having executed blasts such as those in Samjhauta Express (February 18, 2007), Hyderabad's (Andhra Pradesh) Mecca Masjid (May 18, 2007) and Malegaon in Maharashtra (September 8, 2006 and September 29, 2008) but also owned up to some sensation murders and shooting incidents. Union Minister of Home Affairs, Sushilkumar Shinde told that the four accused persons (Rajender Chaudhary, Manohar Singh, Dhan Singh and Tej Ram) were involved in incidents of bomb blast at Malegaon, Samjhauta Express and Mecca Masjid. He added, "During interrogation, the accused persons have admitted to their roles in three undetected sensational old crimes namely shooting and injuring a lady nun (Leena) in Narwar police station of Ujjain (MP), throwing of grenades at a mosque in Jammu on January 9, 2004 in which two persons had died and 15 others were injured, firing at SAR Geelani in New Delhi (an acquitted accused of Parliament attack case) in February 2005, killing of Muzeeb Lala, a Pathan in Ujjain (MP) and killing of Ramesh Ninama (a key witness in the murder case of Pyar Singh Ninama of Indore)”.

India on January 23, expressed disappointment over the US' refusal to extradite Pakistani-American Lashkar-e-Toiba (LeT) operative David Coleman Headley even as it vowed to continue to pursue with its demand for bringing him here for his role in November 26, 2008 (26/11) Mumbai (Maharashtra) terror attacks, reports Economic Times. Minister of External Affairs Minister Salman Khurshid also sent out a strong message to Pakistan saying there cannot be "any form of closure" to the Mumbai attacks unless all perpetrators, including LeT ‘founder’ Hafiz Saeed, are brought to book. He further said India cannot "celebrate or be satisfied quickly" by some "hopeful" signs that emerged from Pakistan with regard to the case until people involved in the terror attacks on Mumbai are made accountable. He added, "Well it is disappointing, undoubtedly it is disappointing but we understand that they have a legal structure which has to be adhered to. We were anxious and we were wishing that the trial takes place here but it has taken place there (in US)”.

Reacting to the Justice Verma committee recommendations, law minister Ashwani Kumar said on January 24 that any consideration of withdrawing the Armed Forces Special Powers Act (AFSPA) will only be on its merit — hinting at no such hasty move by the Government which could upset the armed forces deployed in conflict zones, reports The Times of India. The law minister said the suggestion has to be seen in totality. "Justice Verma has all the rights to make recommendations," Kumar said, and added that the context is different and it should be looked in totality. That debate is for another day, he added. The Justice J S Verma panel, which submitted its report on January 23, has asked the Government "to review the continuance of AFSPA and AFSPA-like legal protocols in inherent conflict areas as soon as possible".

The interrogation of alleged Hizb-ul-Mujahideen (HM) militant Faroquee Ahmed Gulam Hasan Naiku (arrested on January 22, 2013) has brought to the light the fund raising methods adopted by the HM for its anti-India operations Hindustan Times reported on January 26. Naiku claimed that a substantial portion of HM’s fund is generated from the sale of skin of livestock, collected by volunteers at village fairs. Naiku also said his HM handler took him to training camps for mujahids (terrorists), which are allegedly run across Pakistan with full knowledge of the government. The handler also introduced him to a high-ranking official in the Pakistan Army, who is in charge of the HM’s anti-India operations. The group would also send consignments of dry fruits, originating from Kandahar and Kabul in Afghanistan, to India via Pakistan under the border trade agreement. The most prominent among these militant outfits is Lashkar-e-Toiba (LeT). Senior Indian government sources said that intelligence inputs available with them indicated that Rohingya Muslim extremist activity was being funded mainly from groups in Saudi Arabia. India and Bangladesh, both having significant numbers of Rohingya Muslim refugees, have exchanged notes on the stepped-up operations by the Pakistani Intelligence Agency Inter-Services Intelligence (ISI), and the LeT. The expanding ISI footprint in areas with significant Rohingya population was revealed following the arrest of one Noor-ul-Amin from the Eidgah madrassa in Cox’s Bazaar, Chittagong, on September 11, 2012. A cleric recruited from Dar-ul-Uloom Islamiya madrassa in Karachi, Noor-ul-Amin had served as a militant talent spotter and a recruiter of Rohingya cadres in the past. On December 13, 2001, five heavily-armed gunmen stormed the Parliament complex and opened indiscriminate fire, killing nine persons. All five terrorists were shot dead. Union Home Secretary R K Singh told reporters that the family of Afzal Guru has been informed about his hanging by the Tihar authorities through speed post and the Jammu and Kashmir government was taken into confidence before his execution, adds The Times of India. "They (Tihar jail authorities) intimated the family through speed post, registered post and the DG (Director General of Jammu and Kashmir Police) has been told to check with the family whether they got it or not," Singh said. "We are not having any apprehension anywhere in the country. In Jammu and Kashmir, the state government is taking steps. We are in touch with them," the Union Home Secretary said. Without giving details, Singh said security has been intensified in some areas.

Antony on February 20 reviewed the security measures along the 7,500-km coastline put in place after the November 26, 2008 (26/11) terror strikes in Mumbai (Maharashtra), and asked the Coast Guard to hold joint exercises soon with Maharashtra and Gujarat Marine Police forces, according to Indian Express. At a meeting attended among others by Navy Chief Admiral D. K. Joshi, Defence Secretary Shashikant Sharma and senior Coast Guard officers, Antony acknowledged that the setting up of the 46 coastal security radars would help in the monitoring of maritime traffic close to the Indian coast and improve security. The radar chain includes 36 on the mainland and 10 in the island territories under the Phase I of the project and is slated to be completed by March, 2013. Antony also asked the officers to expedite the Phase-II of coastal security initiatives, which would “translate into a robust and gap-free” maritime awareness for the nation. The Defence Minister was appreciative of the joint exercises undertaken by the Coast Guard with other maritime agencies.

Investigations have found that Obaidur Rehman from the Bangalore-Hubli-Nanded module helped IM's Syed Maqbool and Imran Khan conduct reconnaissance of Dilsukhnagar and Begum Bazaar in July 2012. The joint reconnaissance by IM's Maqbool and LeT's Rehman is suspected to have been later used by other IM accused under Yasin Bhatkal's instruction to plant bombs in Dilsukhnagar on February 21, 2013. The revelation has led NIA to believe that Maqbool, Imran and Rehman, perhaps, know more about the Hyderabad blasts than they may have revealed so far.

Union Minister of State for Home Affairs Mullappally Ramachandran said, the issue of repealing and amending the AFSPA has been under the consideration of the Government, and Justice Jeevan Reddy Committee and the Administrative Reforms Commission (ARC) have also made certain recommendations on the subject. “On such security-related issue, all factors, including the ground reality, are taken into consideration before taking a decision and hence no time limit can be specified,” Ramachandran told the Rajya Sabha. The Jeevan Reddy Commission report tabled in Parliament in 2005 had observed that as soon as the public order is restored or the internal disturbance is quelled, the forces have to be withdrawn to their barracks or to their regular duties, as the case may be.

Government has initiated several measures to strengthen Coastal Security, which include improving surveillance mechanism and enhanced patrolling by following an integrated approach. Joint operational exercises are conducted on regular basis among Navy, Coast Guard, Coastal Police, Customs and others for security of coastal areas including island territories. The intelligence mechanism has also been streamlined through the creation of Joint Operation Centers and multi-agency coordination mechanism. Installation of radars covering the country's entire coastline and islands is also an essential part of this process. Coast Guard Stations along the coastline are set up considering the threat perception, vulnerability analysis and presence of other stations in the vicinity. At present 40 Coast Guard Stations along the coastline including 8 stations in Gujarat are functional.

Further, maximum seizure of FICN with a face value of over INR 26.4 million was made from the India-Pakistan frontier compared to other land borders between 2010 and February, 2013, the Lok Sabha was informed, reports Hindu Business Line. The India-Myanmar border, during the same period reported the highest seizure of 42,394 kg narcotics, followed by a haul of 21,779 kg illegal drugs along the India-Bangladesh border, Minister of State for Home M. Ramachandran told Lok Sabha in a written reply. The Bangladesh frontier also recorded the second highest FICN seizure during the same period with a face value of INR 15.6 million, he said. Liyaqat was to coordinate and supervise the suicide mission and was supposed to return to Jammu and Kashmir (J&K), S.N. Srivastava, special CP (Special Cell) said. "Self-styled HM senior commanders Ghazi Nasiruddin and Farooq Qureshi told Liyaqat he had been chosen to supervise the suicide attackers who would commit spectacular terror strikes in Delhi," Srivastava added. Liyaqat disclosed that in January, 2013 a Muttahida Jihad Council meeting attended by Jaish-e-Mohammed (JeM), Lashkar-e-Toiba (LeT) and HM decided to observe January 26 as black day. Three of the four Indian Mujahideen (IM) terror operatives suspected to be involved in the Hyderabad (Andhra Pradesh) blasts of February 21, 2013 have fled to Calcutta (West Bengal), according to security sources, reports The Telegraph on March 28. The four IM operatives the National Investigation Agency (NIA) has zeroed in on are Yasin Bhatkal, Asadullah Aktar alias Tabrej, Waquer alias Ahmed and Tahsin alias Hasan. “All four had gone to Visakhapatnam and from there three went towards Calcutta. Tabrej went on a different route, towards Mumbai. We are still not able to put a pointer on him,” said an NIA source.

Singh had given the panel an assurance in this regard in the last week of March 2013. The report said the home secretary had admitted that illegal influx, trans-border smuggling and movement of insurgents were major security threats to the country that needed to be curbed by plugging gaps in the border fence. He said these gaps had been classified and those that could be fenced but did not have Government sanction were being put up for sanction, adding that the Bangladesh Government’s permission would have to be taken for fencing gaps less 150 yards from the Zero Line. The Union Home Secretary said there were, however, places where fencing was not feasible. He said intruder detection technology would have to be used in these places to plug gaps and curb infiltration. According to recent data, India would need 4.7 lakh cyber security professionals by 2015 to protect its IT infrastructure. "It is highly likely that the third world war will be fought not with armies but in the cyber world and India is not prepared for such attacks," said Akash Agarwal, country manager of International Council of E-Commerce Consultants (EC Council). "We are very vulnerable right now. Even smaller countries like North Korea have around 15,000 cyber security professionals, which is not far behind India considering the size of the two countries," added Agarwal. Further, Deccan Chronicle mentioned that India has suffered losses of approximately USD 8 billion due to cyber-crime in 2011 and an estimated 14,392 websites in the country were hacked in 2012. India has the lowest rate of security measure adoption and if attacked the average estimated cost of downtime associated with any major incident is around INR 3, 00, 00,000 a day according to a McAfee report. India is ranked fifth in terms of e-commerce security breaches. This is alarm-worthy news since India is termed as the software capital of the world, Akash Agarwal added.

The chief of LeT had a meeting with the top LeT commanders to plan big attacks to the iconic places in India…”, reports indiatvnew.com. On February 9, 2013, a LeT ‘spokesperson’ in a telephonic message to Kashmir News Service threatened retaliatory action by the LeT in the near future to avenge hanging of Afzal Guru, he said. In the last one month, as many as 11 persons have been arrested for allegedly operating a "local" Fake Indian Currency Notes (FICN) racket in Maharashtra, with its kingpin being a Pune-based real estate agent, Indian Express reports on May 6. Police said the suspects printed FICN at Nashik (Nashik District) and planned to circulate it in the tribal and rural belts of Chandrapur and Gadchiroli Districts, the areas infested by Naxals. The Chandrapur Police have recovered FICN from the suspects, mostly in the denominations of INR 1,000 and INR 500. "So far, there is no evidence to believe the involvement of Naxal outfits in this racket," said the investigation officer. Explaining the modus operandi, Investigation Officer Raju Nivrutti Bhujbal said, "The suspects had scanned a few original currency notes of Rs 1,000 and Rs 500 denominations. They took colour printouts of these notes on good quality A-4 papers, which were purchased from Mumbai. After printing, they would cut the paper in the size of proper currency notes. Using luminous pens, they highlighted the security thread on the fake notes. These fake currency notes were then handed over to the local operatives for circulation in tribal and rural areas."

Singh said, "Our challenge will be further when withdrawal of NATO forces takes place from Afghanistan. The problems will multiply. All the terrorists, Taliban etc, will turn their focus towards us." While referring to Indian Mujahideen (IM), Singh said it's difficult to detect the movement of these terrorists because "they (IM terrorists) move in ones and twos and have local linkages and places for shelter within the country". He also said that it was high time that officials got serious with the issue of theft of explosives. "I think it has not permeated into their (officials) consciousness that the theft of explosives is not happening only for making money, but has a terrorist dimension too," he said. Singh made a candid admission during his speech when he said that a "lot of explosives was getting leaked". "Unfortunately, the material for making bombs is easily available despite our efforts to make it more and more difficult. Unfortunately, there is a lot of leakage (of explosives) happening because our mechanism for inspection... and officials to check this are not doing what they are supposed to do," he said.

Singh on May 7 informed the Lok Sabha (Lower House of Indian Parliament) that a total of 303, 308, 371 and 48 Government websites belonging to various ministries and departments were hacked during 2010, 2011, 2012 and up to March 2013, respectively. The minister, in his written reply to a Parliament Question, however, said, "The department of information technology has taken necessary preventive actions to prevent hacking of the government websites/sensitive data". Antony on May 14 said that construction of additional bases and naval air stations in necessary to further extend our operational reach, reports defensenews.com. “Antony said the construction of additional bases and naval air stations in Andaman & Nicobar Islands and Lakshadweep & Minicoy Islands is necessary to further extend our operational reach,” said a Defence Ministry statement. Antony also called on the Navy and Coast Guard commanders to implement the Coastal Security Plan, which includes linking the Navy and the Coast Guard operations rooms on a real-time basis. India’s Coastal Security Network, proposed to be operational this year, would include a chain of static radar and electro-optic sensors at 84 remote sites along the coastline, including the island territories, to detect movement of suspicious vessels. The placement of the coastal radars is part of India’s plans to substantially bolster the Coast Guard with additional personnel and assets. Firstpost.com adds that the Coastal Security Scheme Phase-II is being implemented since April 2011 for five years. It has provision of creating 131 Marine Police Stations and 60 jetties equipped with 225 boats, 131 four wheelers and 242 two wheelers.

According to an official Indian statement, "Shinde and Holder agreed that the Ministry of Home Affairs and the Department of Justice should work together institutionally, so as to ensure the best possible outcomes within the laws of the two countries, to address pending issues relating to extradition, execution of Letters Rogatory and Red Corner Notices, as well as other areas of cooperation in law enforcement, counter terrorism and judicial processes”, adds Economic Times. The National Investigation Agency (NIA) has discredited the Maharashtra Anti-Terrorism Squad (ATS) theory on the September 8, 2006 Malegaon (Maharashtra) blasts and said that the prime conspirator, Shabbir Masiullah, was taken into custody by the Mumbai Crime Branch before the blasts occurred, The Times of India reports on June 22. The NIA also said Zahid Majeed, whom the ATS had named as one of the accused who planted the bombs, was not present on the spot but was in Yavatmal during the time of the blasts. In its chargesheet, the NIA said its investigations showed the entire conspiracy was hatched and carried out by Hindu terror operatives. It said the four bombs used to kill 31 people were assembled at Sarvasampann Nagar in Indore (Madhya Pradesh) and transported to Malegaon in state transport buses by Manohar Narwaria, Ramchandra Kalsangara, Dhan Singh and Rajendra Chaudhary. Of the four, Kalsangara alias Badal Yadav is absconding accused. The NIA said Manohar Narwaria alias Sumer Thakur, Chaudhary, Dhan Singh and Lokesh Sharma along with Kalsangara, Sandeep Dange and Amit Hakla had done a reconnaissance of Malegaon thrice. "They were making preparatory acts to commit terrorist acts by arranging and imparting training in operating fire arms and assembling bombs at Bagli, Devas (MP), in 2006 to a group of persons, to commit terrorist act at various Muslim religious places in India," the chargesheet said.

In addition, a third bomb was recovered from a village near Bodh Gaya hours after serial blasts, Police said. A cylinder bomb was recovered from near Royal Residence hotel at Baiju Bigaha village, about four kilometres away from the Mahabodhi temple. Meanwhile, Bihar Police chief Abhayanand said that the nine blasts at the Mahabodhi temple were not of "very high intensity" and therefore no damage was caused to the sanctum sanctorum. "The explosions were not of high intensity...somewhere between low and high intensity. No damage has been caused to the sanctum sanctorum of the temple," he added. Further, with reports suggesting that Bodh Gaya blasts may be linked to the ongoing communal strife in Myanmar, a Union Ministry of Home Affairs (MHA) advisory asked the states to beef up security at Buddhist shrines and Tibetan settlements, indicating that they could be targeted by radical outfits seeking to avenge attacks on Rohingya Muslims in Myanmar. It mentioned inputs about alleged plans of radical groups to target Buddhist places of worship and Tibetan settlements in India "in the light of clashes between Rohingya Muslims and Buddhists in Myanmar in the recent months". Besides chief secretaries of all the states, the advisory was specifically addressed to the Police Commissioners of Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Bengaluru, Hyderabad and Pune. All these cities have been targets of terror strikes in the past. "All police stations (should be) alerted, with additional deployment at sensitive locations. All precautionary measures may be taken to prevent untoward incidents. Any development of interest be reported at once," it said The Hindu quoted an MHA official as saying, “There have been intelligence inputs that [some Islamist groups] were planning to target Buddhists and their religious sites with foreigners in mind … This follows the ongoing sectarian violence between Rohingya Muslims and Buddhists in Myanmar. After last year’s Pune blasts, some arrested Indian Mujahideen operatives had told the Delhi police that there were plans to target Buddhist shrines in Bodh Gaya to retaliate for atrocities being committed upon Muslims in Myanmar … This input was shared with the Bihar police. The nature of attack and explosives used in the attack [points] towards the Indian Mujahideen … It could be their handiwork. In recent months, the Centre and some States have also issued alerts over the circulation of videos and pictures on the Internet and through mobile phones of alleged atrocities committed on Rohingya Muslims to incite passions and tensions.” Also, red alert has been sounded across Bihar following the serial blasts at Mahabodhi Temple. Patna police had got an intelligence input about terrorists planning explosions at crowded and religious places in the state capital. Director General of Police Abhayanand said security alert has been sent to all the Superintendents of Police across the state. The men then executed a similar, though unsuccessful bid at Pune in August 2012 and another bid in Delhi last year before they allegedly struck in Bodh Gaya instead, according to highly-placed sources. "These men, who have received training at Lashkar-e-Taiba (LeT) camps in Pakistan, according to Syed Maqbool, one of the men arrested for the Pune serial blasts, are the only remaining IM bombers," said a senior officer. While Haddi, who was allegedly involved in the Batla House encounter of 2008 has been on the run, Waqas was part of the infamous Aurangabad Arms Haul of 2006. “We have reached this conclusion after analysing undetonated Improvised Explosive Devices (IED) recovered from Mumbai, Pune and Bodh Gaya. "Immediately after taking over the charge as Home Minister on 1st August, 2012, I visited Pune on 4.8 .2012 and had a review meeting with the Chief Minister , Home Minister and senior Police Officers of the State regarding investigation of the low intensity serial bomb blasts in Pune on 01.08.2012. There was no casualty in this incidence," Shinde said. "During the period from August 2012 to July, 2013, four incidents of bomb blasts took place. In 2013, there have been three incidents of bomb blasts: - first in Hyderabad in which 17 persons died, the second in Bengaluru in which there was no casualty and the third in Bodh Gaya in which no casualty was reported. We have agreed to the request of the Chief Minister, Bihar for handing over the security of Bodh Gaya Complex to CISF. In some of these incidents, the Investigating Agencies have been able to identify and arrest the persons responsible and in other cases the investigations are on," he added. "Out of these 30 cases, the Government has issued Sanction of Prosecution in 19 cases. Also during this period, two NIA Special Courts have been notified by the MHA," he added. Further, talking about the strengthening of Unlawful Activities (Prevention) Act (UAPA), 1967, Shinde said the Unlawful Activities (Prevention) Amendment Act, 2012 as passed by the Parliament has come into force from February 1, 2013.

The Minister of State for Finance, Namo Narain Meena on August 6 in a written reply to Rajya Sabha (Upper House of Indian Parliament) said, "The ministry of home affairs has informed that instances have come to notice where Fake Indian Currency Notes (FICN)/counterfeit currency printed in Pakistan has been routed to India via China and Nepal route”, according to The Times of India. Meena said that this is an attempt by Pakistan based FICN suppliers to devise an alternative route for injecting counterfeit notes into India. The US diplomat, in an interview with the BBC Urdu Service in Washington, recognised the cross-border infiltration of hostile elements into Pakistan from the Afghan side. “The dominant infiltration of militants is from Pakistan into Afghanistan, but we recognise that there is some infiltration of hostile militants from the other direction as well. So Pakistan’s concerns aren’t groundless. “They are simply, in our judgment, somewhat exaggerated,” Dobbins said. Islamabad has long voiced its concerns about the Indian moves to establish consulates in Afghanistan’s cities Jalalabad and Kandahar, close to Pakistani western border. Dobbins, though, said the Indian presence in Afghan cities was minuscule and claimed it was “perfectly reasonable” because of their economic and cultural ties. Fake Indian Currency Notes (FICN) are being routed into the country through China and Nepal, Minister of State for Finance Namo Narain Meena said in a written reply in Rajya Sabha (Upper House of Indian Parliament) on August 13, reports Economic Times. "In terms of information made available by the Ministry of Home Affairs and intelligence agencies, the China route has been used for FICN smuggling. Instances have also come to notice where FICN printed in Pakistan has been routed to India via China and Nepal route. This is an attempt by Pakistan- based FICN suppliers to devise new/alternative routes for injecting FICN into India," Meena said. He also added that as per the Home Ministry, FICN is injected into India through a variety of rotues -- land, air and sea. "These routes include the Indo-Pak border, neighbouring countries such as Nepal, Bangladesh and Sri Lanka as well as West Asia (UAE) and South East Asia (Thailand, Malaysia, Vietnam, etc). Tunda was constantly in touch with ISI and has worked with them closely," an unnamed Police official said. According to the Police official, Tunda is running a number of madarsas (seminaries) in Karachi under the name of Mehdud-Taleem-Islam-e-Dar-Al-Funoon for which he gets a lot of donations for individuals and organizations. Reports prepared by intelligence agencies corroborate that some senior Gorkhaland activists visited Nepal's Illam District (just across Darjeeling subdivision) just months before the fresh movement. "We have identified four persons who went to Illam," said an unnamed senior administrative officer, who has also submitted a report to the home department on the movement of an armed revolutionary faction of the Nepal Maoists in the area. "Darjeeling subdivision shares a porous border with Illam. Recently, the district administration was reviewing a drinking water project in Sukia block when the cross-border movement of Nepal-based Left rebels was reported," said an unnamed home department official. Military intelligence also pointed out that on August 18, a huge crowd led by Nikendra Gurung, chairperson of Gorkhaland Struggle Committee Nepal, demonstrated in front of the Indian embassy in Kathmandu demanding Gorkhaland. A section of the Nepal media is campaigning in favour of Gorkhaland and accusing the Bengal government of using "repressive power against Gorkhaland activists". An unnamed army officer noted, "During the GNLF [Gorkha National Liberation Front] movement, an influential family in Nepal had extended support to GNLF chief Subash Ghisingh. The GNLF had used thousands of ex-army personnel to start an armed movement. At that time the Indian Army mapped out 'chor batos' (hidden hilly passes) used by the rebels to attack policemen. They also started a social bonding operation to reconnect with ex-army personnel and neutralise them." He pointed out that such social bonding is needed now to isolate army veterans from any anti-state movement. Gorkha Janamukti Morcha chief Bimal Gurung, however, denied any link with Nepal Maoists. He said that his statehood movement is non-violent and accused the government of trying to malign it.

Moreover, Yasin Bhatkal, during his interrogation said that the bombs used in German bakery blast on February 13, 2013, were assembled in Pune itself and even the timers and bags used for carrying them were procured locally, reports The Times of India, on September 29. However, Anti Terrorism Squad (ATS) chargesheet claims the bombs were assembled by Himayat Baig in his cyber cafe in Latur (Maharashtra) and that he travelled all the way to Mumbai's Musafirkhana market to buy timers and bags to carry them. ATS investigations have also claimed that the bombs were carried by Baig from Latur to Pune on the day of the blasts in a bus. Yasin, however, has told interrogators that it was he who procured explosives and assembled the bombs. He has said the explosives were procured with help from IM founder Riyaz Bhatkal while he bought bags and timers locally. He has said he assembled the bombs in Pune, stuffed them in bags and gave one to his associate Qateel Siddiqui to plant it at Dagdusheth Halwai temple. While Yasin was successful in executing the blasts at German Bakery, Siddiqui failed to plant it at the temple and fled to Mumbai with it. There, after dumping it in the sea, he went to Jhansi where he met Yasin again. Siddiqui was later killed in Pune's Yerwada jail.

One Police Inspector, Lakshman, died of knife injury in the incident. The operation was launched on the basis of information provided by one Fakruddin, who was arrested from Chennai in Tamil Nadu on October 4. The three arrestees, along with Abu Backer Siddique, who is still at large, were also wanted in connection with crude bomb blast of October 29, 2011, on the yatra route of BJP leader L. K. Advani near Tirumangalam in Madurai District of Tamil Nadu. They are suspected to be associated to Islamic Liberation Front (ILF), which in turn is linked to al-Umma, a banned terror outfit in Tamil Nadu. Moreover, sources claim the arrestees along with their associates arrested recently were planning to eliminate right-wing leaders, including BJP's prime ministerial candidate Narendra Modi. "ILF is strong in Tamil Nadu and Karnataka. These arrested terror suspects were waiting for the right opportunity to strike during Modi's future tours in South India, which was their prime target. So, they took shelter in Puttur, planning and organising with an intention to kill right-wing leaders,'' an unnamed senior official, requesting anonymity, said. The evidence is already with Islamabad, said the MEA, in response to the Pakistan Foreign Office's statement that Pakistan requires more evidence in the Mumbai terror attacks case. Five "crucial" documents running more than 500 pages were handed over on October 15, 2013 to the Pakistan High Commission in New Delhi by the Indian Government. These documents are essentially "authenticated copies of the deposition and cross-examination before the Pakistan judicial commission, which came to India in September. They are the latest tranche of documents to be handed over to the Pakistan government, and are, what sources say, "substantive and clinching evidence". The Ministry of Defence on November 11 asked the Union Ministry of Home Affairs and Ministry of Shiping to draft an action plan at the earliest to regulate armed guards and armouries aboard commercial ships, reports New Indian Express. This decision was taken at a coastal security review meeting at South Block, chaired by Defence Minister A.K. Antony. He directed the government agencies, particularly the Home and Shipping Ministries, to take up the issue of private armed guards on board commercial ships. “The effort would lead to better regulation on the issue of floating armouries carrying private armed guards and weapons in our maritime zones,” he said.The Union minister also reviewed the progress of several schemes initiated for enhancing coastal security such as mandatory registration of fishing boats, issue of biometric ID cards to fishermen, formation of state maritime boards, designation of shipping lanes in ports, survey and monitoring of landing points along the coast. He was apprised of the work carried out in setting up of 46 coastal radar stations and the phase-II of additional 38 radar stations envisaged as part of the Coastal Surveillance Network.

Rizwan Abbasi, a lawyer for the accused said the Indians only had themselves to blame for the slow progress. “This case has many legal flaws and lacks evidence. It is being delayed in Pakistan because India has failed to provide required evidence against the accused,” he said in a news conference. The only gunman to survive the siege, Ajmal Kasab, was tried in Mumbai and hanged on November 21, 2012 for waging war against India, murder and terrorist attacks. “By hanging Kasab, India destroyed the only living evidence of these attacks and created problems for investigations in Pakistan,” Abbasi said. New Delhi has branded Pakistan’s attempts at prosecuting the men a “facade” and has insisted it has already handed over enough evidence to convict the accused. Abbasi claimed the dossiers handed over by India contained only “information and no solid evidence”. “There was also no proof that the attackers had any link with my clients because the phone numbers Indian authorities said were used for the contacts were not of Pakistani companies,” he added.

Reacting sharply to the statement of the counsel for seven accused that the evidence provided by India was a “sham”, Ministry of External Affairs (MEA) Spokesperson, Syed Akbaruddin said India had discussion with Pakistan leaders, including Mr Sartaj Aziz who came here only recently, and they acknowledged that India had provided the evidence it had. Otherwise all evidence was there in Pakistan itself, as it was there that the conspiracy was hatched, the training of the culprits took place and financing was arranged, Mr Akbaruddin said. Augmentation of the radar network and closer coordination among the Navy, Coast Guard, state Police and fisheries departments were some of the measures envisaged to tighten security along the country's 7,516-km long coastline. The objective was to prevent the recurrence of 26/11 type terror attacks which were carried out by 10 Pakistani terrorists who came by sea and landed on Mumbai coast, undetected. But the most important welcome development is the collaborative efforts that the security forces have launched with the fisher-folk. "Fish workers are now our first gate keepers in intelligence gathering and they alert us whenever any unidentified vessels are seen in our waters," Soni said. He said the coastal security plan was being monitored at the highest level in the country as well as the state. The next state level review meeting will be held in mid-January, he said.

Hanging of Afzal Guru, Ajmal Kasab and arrest of Yasin Bhatkal, Tunda, Haddi and solving blasts cases in no time, proves this resolve. Shinde, was speaking on the occasion of the foundation laying ceremony of the National Intelligence Grid (NATGRID) data centre in New Delhi. Shinde said effective apparatuses like NATGRID are essential as these give timely and actionable information to intelligence and security agencies in their attempt to thwart nefarious designs. The NATGRID data centre and other administrative infrastructure which will be completed in the next 30 months, inside a CRPF campus in south Delhi, will cost INR 2.34 billion. Union Minister for Home Affairs Sushilkumar Shinde on December 20 said "anti-national" elements were taking advantage of "friendly borders" and advised the border security forces to be extra vigilant on these fronts, according to Indian Express. He said the task of guarding open and friendly borders with countries like Nepal and Bhutan was a "big challenge" and that security forces should ensure "total curb" on illegal activities along frontier areas. It was along the Nepal border that Indian Mujahideen (IM) ‘India operations chief’ Yasin Bhatkal and alleged Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda, who had been on wanted lists for over a decade, were arrested in 2013. "We have open borders with some countries as we have very old friendly relations with them. People can move across in these areas without any problem but we have seen anti-national elements take advantage of this... security forces should render their duties with utmost sincerity in these areas (and) should ensure a total curb on such activities," he said.

Defence Minister AK Antony on December 31 said that a coastal surveillance network was being established with 46 stations as part of it to ensure real-time coastline monitoring, reports Business Standard. Commissioning the Indian Coast Guard ship 'Abheek' in Kochi, he also extended the Government's support for the Coast Guard's plan to substantially increase its force levels to face emerging challenges. He also emphasised the importance the Government accords to coastal security in view of the asymmetric threats from the sea. Coast Guard, he said, will have 150 ships and about 100 aircraft over the next five years. Coast Guard ships are the "workhorses" of the coast, he added.
