On January 27, India and Pakistan announced that two sides will "commence the process" of composite dialogue with three-day official-level talks in Islamabad from February 16. The talks will first be held at the level of Joint Secretaries on February 16 and 17 followed by a one-day meeting between the two Foreign Secretaries on February 18, External Affairs Ministry spokesman Navtej Sarna said in New Delhi. A similar announcement was made by the Pakistan foreign office spokesman, Masood Khan in Islamabad. He said the agenda for the dialogue would be decided during the talks. Official sources here said that during the three-day parleys, the two sides would discuss the modalities for the composite dialogue. While the Indian spokesman said "Joint Secretary-level talks on February 16-17 will be followed by a one-day meeting of Foreign Secretaries on February 18", the Pakistani spokesman said the Foreign Secretary level talks will be preceded by the meeting of the Directors General (Joint Secretary level).

In a joint statement issued in Bangkok, on February 1, India and Thailand appealed for unified international action against terrorism and agreed to institutionalize bilateral security cooperation between the two countries. Speaking to media persons after three-day official visit to Thailand, Deputy Prime Minister of India, L K Advani expressed disappointment over the United States not putting enough pressure on Pakistan to stop cross-border terrorism. On February 4, the Minister of State for External Affairs Digvijay Singh told the Lok Sabha (Lower House of Parliament) that Pakistan has suggested March 29-30 for talks on establishing bus links between Srinagar and Muzaffarabad in Pakistan-occupied Kashmir (PoK). He said in a written reply that Islamabad had also suggested March 8-9 for talks on bus links between Munabao (Rajasthan) and Khokhapar (Sindh). This was in response to India’s proposal for holding technical-level talks for establishment of bus links between Munabao and Khokharapar and between Srinagar and Muzaffarabad in the week of January 12 and 19 respectively.

The Nation reported that Indian Foreign Secretary Shashank on March 11 in New Delhi has stated that India would cooperate in tackling various anti-Bangladesh groups carrying out insurgency from Indian soil. He reportedly said that the list given by the Bangladesh Rifles (BDR) Director General to the Indian Border Security Force in Delhi in January 2004 "is available with India." Bangladesh has also raised the matter of India repatriating some 191 ‘criminals and terrorists’, who have allegedly taken shelter in India, and are wanted by Bangladesh courts, the report added.

The second round of the dialogue between the All Parties Hurriyat Conference (AHPC) and the Union Government was held in New Delhi on March 27. It was attended by Home Secretary Anil Baijal, Centre’s interlocutor on J&K, N N Vohra, IB chief K P Singh, and other senior officials. The Hurriyat delegation was represented by chairman Maulvi Abbas Ansari, Prof Abdul Ghani Bhat, Mirwaiz Omar Farooq and Bilal Lone. Speaking after the two-hour meeting, the Deputy Prime Minister Mr L K Advani asserted that improved relations between India and Pakistan would have an impact on the overall situation in Jammu and Kashmir and the January 6 joint statement issued in Islamabad was a very important step in normalising the relations. Mr Advani said major developments in the State had been the holding of free and fair elections which the world had witnessed, the increasing tourist inflow and the successful holding of the Amarnath Yatra. Disclosing that the third round of the talks would be held sometime in June, during which "substantive issues" would be discussed, Mr Advani said two main issues——alleged human rights violations and release of detenus-were taken up at the meeting. Asked to identify the "substantive issues," he said "it all depends on what is in their mind. We have not imposed any conditions."

The Government on April 5 condemned the attacks on Indian cargo vehicles by the Nepalese Maoists at various places in which a number of Indian nationals were wounded and several oil tankers and cargo vehicles were set ablaze. According to a statement released by the Ministry of External Affairs spokesperson in Delhi, "Government of India strongly condemns the attack on Indian cargo vehicles by CPN (Maoist) insurgents at various places in Nepal in which a number of Indian nationals were shot and seriously wounded and several oil tankers and cargo vehicles were burnt and destroyed. This is a blatant act of terrorism and its perpetrators must be apprehended and punished for their crimes. The Government of India holds the leadership of CPN (Maoists) responsible for these incidents. The Government of India also requests His Majesty’s Government of Nepal to provide full security for Indian personnel and property in Nepal."

The United States has added the left-wing extremist (also called Naxalite) People’s War Group (PWG) and Maoist Communist Centre (MCC) in its Terrorist Exclusion List, according to the annual report - Patterns of Global Terrorism - released by the US State Department on April 29. The PWG and MCC are among the four Indian outfits the United States has added to the terror list. The others include the Babbar Khalsa International (BKI) and International Sikh Youth Federation (ISYF). Welcoming the inclusion of the PWG on the US terror list, Andhra Pradesh Home Minister T Devender Goud told Deccan Chronicle on April 30 that "We have been maintaining right from the beginning that the Naxals have been indulging in violence and destruction. The inclusion of the PWG in the terror list only vindicates our stand." The Director General of Police S R Sukumara, however, said "I don’t see how this development is going to change anything. I am not even sure of the implications."

According to Daily Excelsior, while naming the former chairman Mirwaiz Omar Farooq as new head of the group, Ansari opined that Pakistan alone could not decide their future. Ansari said "I’m ready to step down as the chairman of the Hurriyat for the sake of unity. Union Home Minister Shivraj Patil said in Delhi on June 11 that the Government has taken a 'decision in principle' to repeal POTA but would not 'leave things in vaccum' and amend the existing laws to tackle terrorism. The Minister observed that the intention with which the anti-terrorism law was enacted was not achieved. "We are not going to leave things in a vacuum. These problems can be solved. We will amend the existing laws," he replied when asked whether the fight against terrorism could suffer if POTA was repealed. Briefing reporters after a meeting of the Union Cabinet in New Delhi, the Information and Broadcasting Minister, S. Jaipal Reddy, said that the repeal would not have retrospective effect and all the cases would continued to be tried. Two Bills — one for the repeal of POTA and another to make amendments to the Unlawful Activities (Prevention) Act, 1967 — would be introduced in the second half of the current Budget session of Parliament due to begin on August 16. Reddy said the proposed amendments to the Unlawful Activities (Prevention) Act would take care of concerns relating to internal security, including funding of terrorist organisations. The Central POTA Review Committee would continue to function to review existing cases, he added.

Uttaranchal Principal Secretary (Home), S K Das, said that till a few years back, around two lakh Nepalese citizens used to cross over to Indian territory through seven check posts and 30 other routes. However, this number has reportedly doubled this year. Speaking in the Parliament on December 14, Patil stated that the grant of 45 crore would be given to each terrorism-affected district over a period of three years, at the rate of 15 crore per year. He also informed the Parliament that each terrorism-infested State has been asked to raise additional two to ten battalions, depending upon their respective needs, with a twin objective of strengthening the force and providing employment to people who had strayed into terrorist activities due to lack of jobs. He also announced the setting up of 209 police battalions in the country to effectively deal with terrorist and Naxalite problems.

On December 23, the West Bengal Chief Minister Buddhadeb Bhattacharjee, making a statement in the Legislative Assembly, expressed concern over the growing activities of Pakistan’s Inter-Services Intelligence agency (ISI) on the eastern border posing threats to national security. He said though altogether 137 ISI agents had been arrested since 1993, "there was no apparent sign that the activities were on the wane." 27 cases had been registered against them and three ISI agents, including one Pakistani and a Bangladeshi national, had been convicted for trying to pass on military secrets from India. Noting the increasing terrorist activities of the Kamtapur Liberation Organisation (KLO) and United Liberation Front of Asom (ULFA) on one side in North Bengal and the People’s War Group (PWG) and Maosit Communist Centre (MCC) on the other in the Bankura, Purulia and West Midnapore districts, the Chief Minister said though the KLO activities had been contained to a large extent following stern action, the other two groups were not fully curbed.
