Delhi Police Commissioner, BS Bassi said on January 2,that 13 terrorists have been arrested by the Special Cell since January 2014. Of these seven are from Indian Mujahideen (IM), three from Lashkar-e-Toiba (LeT) and three from Students Islamic Movement of India (SIMI). The arrested IM operatives include engineering students Mahruf, Waqar Azhar and Shaquib Ansari of the outfit's Rajasthan module.The module responsible for the 2012 blasts in Pune was also busted later, leading to the arrest of five terrorists. The operations continued and wanted LeT terrorist Abdul Subhan was arrested. He was hatching a larger conspiracy of launching terror attacks on Delhi and the rest of the NCR. Police crackdown led to the arrest of two more LeT men, Ashahuddin and Arshad Khan.Currently, three Special Weapons and Tactics (SWAT) teams of the Special Cell are being deployed at Greater Kailash area of Delhi to foil any terrorists attack, Bassi said, adding and the cell is also engaged in verifying and monitoring second-hand car dealers and chemical sellers.

Suspected pro-Islamic State (IS) Twitter account handler Mehdi Masroor Biswas was in touch with IS combatant stationed in Iraq, according to Bengaluru Police Commissioner MN Reddi, The Times of India reports on January 2. "During our interrogation of Biswas, we have found that the IS account holder was in touch with the IS combatant and he was an aide," MN Reddi stated. Biswas was produced before a city court on January 2 and sent to judicial custody till January 16, 2015.Reddi said Police have gathered sufficient evidence to prove that Biswas supported IS and also his direct messages on his Twitter handle revealed that he encouraged people to join IS. "We have sufficient evidence to prove he (Biswas) supported IS. Direct messages on his Twitter handle also show he encouraged people to join the terrorist outfit. He had been pro-actively tweeting," he said.

Security was increased at the Indira Gandhi International (IGI) airport in New Delhi following an intelligence alert that terrorists may target Air India flights going to Afghanistan,officials said, The Times of India, reports on January 4. The Central Industrial Security Force (CISF), which looks after the airport's internal security, has been asked to be on alert and keep a tab on the activities of every person. Besides, Delhi Police, which is in charge of security outside the airport, was also put on alert."Security has been extended and policemen have been increased," Deputy Commissioner of Police (IGI) MI Haider said. CISF Spokesperson Hemendra Singh said security has been tight since the last two months."Flights going to Afghanistan are being monitored carefully," he said.Earlier, Intelligence agencies have warned that a Delhi-Kabul (Afghanistan) flight may be hijacked by terrorists. The input is quite specific and also mentions that an Air India flight could be targeted. The authorities have put in place multi-level checking and have issued strictures to ensure they are followed judiciously.

Security across the coastal regions of Gujarat has been increased, Zee News reports on January 5. According to reports, at least 173 Marine Commandos have been deployed at 20 Police Stations along the coastal areas to foil any attempt by the Pakistan-operated terrorist outfits to create unrest in India. Confirming the development, Deputy Superintendent of Police (DySP) BJ Ninama of the Marine Police said, “After the incident of Pakistani boats being chased by Coast Guard in Indian waters, we have ordered 173 of our trained Marine Commandos to take positions at 20 marine police stations situated on state coastline." These Commandos have been ordered to heighten vigil across the coastline and monitor each and every boat going into the sea and returning ashore. Apart from vehicles, these Commandos have been provided boats to patrol the sea near the shore.

On January 5 Indian Government said the rogue Pakistani fishing boat, which sank after being intercepted by the Coast Guard in the Arabian Sea in the early hours of January 1, had "suspected terror links" while dismissing the "the smugglers at sea" theory, reports The Times of India. "I think they were suspected terrorists (the four persons on board the fishing vessel) as they committed suicide. A normal boat carrying drugs would have surrendered. Why would smugglers keep in touch with Pakistan maritime authorities?" said Defence Minister Manohar Parrikar.Parrikarr, however, refused to "speculate" on the exact nature of the cargo on the mysterious boat. "I am not speculating that it had explosives. But their activities to my mind do not fit the description of smugglers. Circumstantial evidence points to suspected terror links," he said.

Ahead of his second visit to India, United States (US) President Barack Obama sent out a tough message to Pakistan, saying safe havens of terrorism within that country are "not acceptable" and those behind the Mumbai attacks (26/11) must face justice, reports The Times of India on January 24. Obama said in an interview that "I've made it clear that even as the United States works with Pakistan to meet the threat of terrorism, safe havens within Pakistan are not acceptable and that those behind the Mumbai terrorist attack must face justice." This came amid signs of renewed US pressure on Pakistan to crack down on terror networks and evidence of recognition within the Pakistani establishment, in the wake of the massacre of school children in Peshawar, that the terror apparatus set up to hurt India and for strategic gains in Afghanistan has boomeranged on them. Karnataka Home Minister K J George on February 3 informed the state assembly that 23 suspected terrorists have been arrested in the state during the last two years in different terror related cases, reports Business Standard. In a written reply to a question by a Member of Legislative Assembly (MLA), he said 18 of them had been charge sheeted and investigation was going on against five others. George said 14 suspected terrorists were arrested in 2013 which includes one each with links to Harkat-ul-Jihad-al-Islami (HuJI) and Lashkar-e-Toiba (LeT), and twelve persons linked to Al Ummah. In 2014, five persons were arrested, that includes three persons with links to Al Ummah, and one each linked Indian Mujahideen (IM) and Islamic State of Iraq and Syria (ISIS). In 2015, till now four persons had been arrested with links to IM, the reply said. George also said that till now a total number of 29 cases are pending before the court.

Successive Indian Governments have pursued a policy of closely integrating all minority groups into the mainstream of the society and as a result radical Islamists could not succeed in propagating their extremist ideologies among the Muslim population, said Doval. "We have, in recent days, witnessed the horrific killings of innocent hostages in Syria, the attack on the media in Paris and the tragic killing of school children and their teachers in Peshawar. India is one of the oldest victims of terrorism. There is no good terrorism or bad terrorism. Terrorism respects no religion, ideology or nation. It is no longer a debating issue. The international community must assert itself and tackle the problem by taking concerted, coordinated and determined action," Mukherjee said while addressing the sixth conference of ambassadors and high commissioners who head Indian missions abroad. "Terrorism is today an industry of evil. It is not just a threat to peace and security but an attack on humanity as a whole and civilization as we understand.... The international community must assert itself and tackle the problem by taking concerted, coordinated and determined action," he said. The President called upon India's ambassadors and high commissioners to apply themselves to how this challenge can be addressed and to come up with ideas on how to mobilize the world to take concrete action that will mitigate and end this menace.

Such a counselling facility, if found feasible in the Indian context, will enable parents, teachers and friends of "vulnerable and indoctrinated" youth to seek professional help for their "deradicalisation". Keen to have a domestic counter-radicalisation/deradicalisation policy in place to stem the growing appeal of terror outfits among young Muslims, the Indian security establishment has started examining the best practices followed around the world to wean off sections attracted to jihadi ideology. This includes the US' counter-radicalisation program focused on community outreach, UK's Prevent and Channel programmes as well as Austria's latest deradicalisation counselling initiative. A senior officer of the Indian government said that while US and UK's deradicalization programmes appear to have met with limited success, the Austrian helpline centre, which is not linked to the police but manned by non-profit groups, has got an encouraging response within a couple of months of its launch. The deradicalization centre also conducts educational lectures and puts out material to help identify potential threats. According to a Senior UHM official, a study of impact of deradicalization policies of the US and UK indicates an element of mistrust among their respective Muslim communities, with many members seeing these as a masked effort at "spying". There have been many cases of recidivism among the deradicalised terror recruits. While the US' counter-radicalization efforts are focused on working with the communities to report suspicious activity, the UK's Prevent program seeks to prevent people from being drawn into terrorism through proper advice and support. 'Prevent' works with sectors like education, criminal justice, faith, charities and online where there are risks of radicalization to be dealt with. A linked initiative called Channel helps to fight radicalization by giving individuals access to health and education, specialist mentoring and diversionary activities.

Mooted by the last United Progressive Alliance (UPA) Government and supported by the new Narendra Modi Government, the system aims to connect all police stations in the country for real-time exchange of information on criminals and terrorists. Sources said that, while as many as seven states are lagging behind in digitizing and connecting database at their end, Bihar and Rajasthan have not even been able to kick off the system. To make things worse, Wipro, which is the core software developer for the programme, has allegedly delivered a system that neither enables real-time exchange of information nor supports search and query options. Government sources said that without these features, the system would be of no use. A Home Ministry official said "A lot of work has happened but Bihar and Rajasthan are way behind because their contractors have pulled out. Seven other states have been slow but we are hoping they will catch up soon. Wipro has delivered a system that does not support real-time exchange of information. They say they can provide such system only at a higher cost which we are not ready to accept. Negotiations are going on." The project was mooted by former Union Home Minister P Chidambaram in the wake of 26/11 Mumbai attacks. Under the project, approximately 14,000 Police stations throughout the country are planned to be connected apart from higher offices in Police hierarchy. The INR 20 billion project, approved in 2009, spans across all the states and Union Territories. As per the plan, it would connect a total of more than 21,000 locations. The goal of the system is to facilitate collection, storage, retrieval, analysis, transfer and sharing of data and information at the police station and between the Police station and the state headquarters and the central police organizations.

The development follows the arrest of another BKI operative Jagtar Singh Tara, who was recently extradited from Thailand. Rajaona himself has refused to petition either the State Government or the Supreme Court for a stay on his death sentence. He is currently lodged in a Punjab jail. Sources said Union Home Minister (UHM) Rajnath Singh has asked ministry officials to examine Rajaona’s case afresh in the light of new facts that could emerge after Tara’s interrogation. “Since Rajaona has refused to petition any authority for clemency, Home Ministry has decided to look into his case afresh. Since Tara has been extradited from Thailand and is presently in the custody of Punjab Police, new facts could emerge in the case. Even if there is a fraction of a chance that Rajaona was involved in the assassination case, the entire case has to be relooked into,” said a senior Home Ministry official. Tara, a co-accused in the case, was facing trial for allegedly assassinating Beant Singh when he escaped along with three others through a tunnel dug inside the jail, where they were lodged in 2004. Two of the three others have been arrested, while the third is still at large.

"Instances of illegal fishing in Indian waters by foreign fishermen come to the notice of government from time to time. A total of 233 foreign boats and 1686 foreign crew were apprehended by the Indian Coast Guard during the period 2011-15," Parrikar said in a written reply in the Lok Sabha (lower house of Indian Parliament). This comes months after a suspected terror boat was apprehended by the Indian Coast Guard. The boat was set afire by its occupants according to the Coast Guard, which resulted in a blast. Parrikar said vessels and aircraft of the Indian Coast Guard and the Indian Navy are deployed on a 24x7 basis for surveillance in the maritime zones of India "to protect national interests including for preventing infiltration and poaching by foreign fishing boats". He added that static radars have been installed along the Indian coastline for electronic surveillance of vessel traffic. The Coast Guard has also been conducting regular exercises bi-annually on coastal security in coordination with other central and state government agencies like the Marine Police, customs, Central Industrial Security Force (CISF), Fisheries Department, Port authorities, State Police and Indian Navy. A senior MHA official, speaking on condition of anonymity, said that a recommendation for rejection of B P Jeevan Reddy Committee report has been sent to Cabinet Committee on Security headed by Prime Minister Narendra Modi. Brushing aside all criticism against the Act which is dubbed as “draconian” by several human rights organisations, the MHA said the Act was needed for Army to operate in areas hit by militancy or insurgency. The Reddy Committee was set up in 2004, in the wake of intense agitation in Manipur following killing of a woman, Thangjam Manorama, while in the custody of Assam Rifles and the indefinite fast undertaken by activist Irom Sharmila against AFSPA. The five-member committee, headed by Justice Jeevan Reddy, a former Supreme Court judge, had submitted its report on June 6, 2005. The 147-page report recommends “the Armed Forces (Special Powers) Act, 1958, should be repealed.”

Indian Foreign Secretary Subrahmanyam Jaishankar called on Prime Minister Nawaz Sharif, Adviser to PM on National Security and Foreign Affairs Sartaj Aziz and Special Assistant to PM on Foreign Affairs Tariq Fatemi after one-on-one and delegation-level talks with his Pakistani counterpart Aizaz Ahmed Chaudhry. This was the first interaction between the two sides after 2012. The Indian foreign secretary handed over a letter from Indian Prime Minister Narendra Modi to Nawaz Sharif. Nawaz welcomed the meeting between the two foreign secretaries in Islamabad and hoped that the process would continue. He underlined the importance of enhanced cooperation among the SAARC member states. Pakistan said when both the countries were ready, future meetings could be planned by remaining in contact. Bilateral and regional issues, including those of common concern like Jammu and Kashmir, Sir Creek, Siachen Glacier, water issues, tension at the LoC and Working Boundary and terrorism, found place in the discussions held at the Foreign Office. “Both sides raised concerns and this visit is an ice-breaking development,” commented the spokesperson at the Foreign Office. Jaishankar said that the talks were held in a constructive and positive atmosphere, where he reiterated India’s concerns on cross border terrorism, including on the Mumbai case and emphasised that ensuring peace and tranquility on the border was vital. Meanwhile, Prime Minister (PM) Nawaz Sharif said that it was important to establish good neighbourly and cooperative relations between India and Pakistan, reports Daily Times. Nawaz said this was consistent with his vision of a peaceful neighbourhood in South Asia. He expressed confidence that the talks between the foreign secretaries of the two countries would result in charting the way forward in their bilateral relations. As many as 37,721 cyber fraud cases involving INR 4.97 billion have been reported by the Reserve Bank of India (RBI) and Central Bureau of Investigation (CBI) in the last four years, Telecom and IT Minister Ravi Shankar Prasad informed Lok Sabha (Lower House of Indian Parliament) on March 4, reports The Times of India. Several cyber attack techniques are used in engineering these crimes and are normally reported as ATM/ debit card, credit card, internet banking frauds, Prasad said in a written reply to the House. "As per information provided by the RBI, 10,048, 8,765, 9,500 and 9,362 cyber fraud cases and losses of Rs 38 crore, Rs 67 crore, Rs 78 crore and Rs 60 crore have been reported to the RBI during 2011-12, 2012-13, 2013-14 and April-December 2014, respectively," he added. In a separate reply, the minister said: "CBI has also registered 46 cases (14 Preliminary Enquiries) and 32 RCs (Regular Cases) relating to cyber crime in various parts of the country during the last few years that is 2012, 2013, 2014 and 2015 (till date)." In these cases 34 persons have been arrested, he said. "An amount of Rs 90 crore, Rs 158 crore and Rs 6 crore was involved in these cases registered during the year 2012, 2013 and 2014, respectively," Prasad added. Incidents of malware infections in Indian cyberspace are reported to and tracked by the Indian Computer Emergency Response Team (CERT-In), which works with internet service providers (ISPs) to identify the infected systems and organizations, he said. "CERT-In, Department of Electronics and IT has initiated action with active participation of service providers and industry to set up a centre for detection of computer systems infected by malware and to notify, enable cleaning and securing systems of end users to prevent further malware infections," he added. Besides, more than 26,000 Police officers and 600 judicial officers have so far been trained in the training labs established by the government, Prasad said.

"It is my considered view that India needs a statute protecting a common citizen against cyber fraud or cyber crime...A strong law, which protects a diligent customer from cyber frauds would infuse institutional safeguard to a common person and increase his confidence to use technology in financial transactions," he stated. There is a need to collect data, collate attacks, failures, measures to mitigate security gaps, losses suffered, turnaround time for fixing security gap and analyse them in order to guide the industry participants as well as customers, he said. "This would also over a period of time, reflect the number of attacks, volume and value of loss, cost of correction and offer a wealth of information, apart from sharing the solutions for preventing known attacks," he added.

The Cyber Crime Investigation Cell of the Thane (Maharashtra) Police detected 10 per cent of all cases registered in 2014, Indian Express reports on March 10. Data obtained from the Thane Police shows that its cyber cell detected 41 of the 85 cases registered under the Information Technology (IT) Act in 2012, making 55 arrests in the process. The following year, 2013, the cell registered 58 cases, detected 17 and arrested 24 persons. In 2014, however, the detection rate took a nosedive, with 207 cases registered and 23 detected. A total of 27 arrests were made, of which, 18 were aged between 19 and 30 years, the police said. April 2014 was the cyber cell’s best month, with 13 cases registered, six detected and four arrests made. “The accused in many crimes live in countries with which India does not either have friendly ties or an Extradition Treaty. Perpetrators of cyber crimes have also been using sophisticated software to mask their IP addresses. This makes it difficult to find the exact location of the accused,” Inspector Sanju John stated.

The CISF provides security to a range of entities like Delhi Metro, airports and other establishments. Speaking at the 46th CISF Foundation Day on the compounds of the 5th Reserve Battalion in Indirapuram, Ghaziabad in Uttar Pradesh the Home Minister also said the force needed to conduct quarterly special security audits at important installations to analyze security shortcomings and steps needed to bolster it. Rajnath Singh said "Along with human lives, India's strategic installations are also targets of terrorist organizations. CISF needs to develop core competence to protect these installations from terrorist attacks. I believe CISF has both the strength and efficiency to handle this. In future, it will be a challenge for the force to provide foolproof security to these installations, because any minor error could lead to a huge loss for the country." "The force is now operating in Naxal-affected areas, as well as terrorist-afflicted spots of the country. It is now necessary that CISF conducts special security audits in important installations every four months, if not in three, to analyze its shortcomings. A decision on the system of audits should be taken by senior ranks in the force," Singh said. The Home Minister praised CISF for developing expertise in imparting anti-terror consultancy to government and non-government entities. "If CISF can properly market its anti-terror consultancy, there will be demand for it from several parts of the globe," he added.

The US security firm said, the findings revealing that India remains a vulnerable target for cyber attacks even after documents leaked by whistleblower Edward Snowden exposed widespread spying by US National Security Agency. According to FireEye, Tranchulas, which claims to have helped prepare Pakistani government for cyber warfare, bombarded officials in Indian government with emails containing malicious software. The firm used 'Sarabjit Singh', 'Devyani Khoragade', 'Salary hikes for government employees' in the subject line of the emails to lure officials into opening attachments containing the malware, which would then infect the computers and collect an assortment of data that it would send to the cyber attacker. A senior Indian intelligence official also confirmed Indian establishments were targets of cyber spying, but said the attackers could not be traced. "We have seen many such attacks targeting Indian government and defence establishments, but in cyber space it is very hard to ascertain the actual source." Manish Gupta, Senior Vice President at FireEye, stated, "They are essentially penetrating Indian government accounts to find out what the Indian government is up to”. He added, "They are also targeting defence organisations. Some of the things that could be important to them could be what kind of weapons does India have, where are these weapons deployed, how many people are deployed in these regions, what is the s organization structure, are there any military exercises planned."

India told the UNSC that the main source of instability in Afghanistan is terrorism and not ethnic rivalries. Expressing concern over the security situation inside Afghanistan, India has cited UN Secretary General Ban Ki-moon's latest report which said the number of security incidents in Afghanistan was the second highest in 2014 after 2011 when al Qaeda leader Osama bin Laden was neutralised. The Secretary General's report "substantiates our view that it is terrorism, and not tribal differences or ethnic rivalries, which is the main source of insecurity and instability in Afghanistan," India's Ambassador to the UN Asoke Mukerji said at the Security Council debate on United Nations Assistance Mission for Afghanistan (UNAMA) on March 16. He said that the terrorist groups, including the LeT, are active despite efforts of the valiant personnel of the Afghan National Security Forces (ANSF) and the international coalition forces. "It is obvious that their activity cannot be sustained without systematic state support from beyond Afghanistan's borders," Mr Mukerji said adding that reports indicate these groups are mutating into more virulent forms, in a region already impacted by terrorism. "The Council must act against this threat with a sense of urgency," Mr Mukerji said. He said it is a critical decade of transformation for Afghanistan and reiterated India's commitment to "stay the course" in the war-ravaged country. "India is proud to call itself Afghanistan's first strategic partner. We share the Afghan people's vision of a strong, independent, united and prosperous state...India stands ready to do all that is possible within our capacities and our means, to work with the Afghan Government and its people, to realise this great vision," he added. Mr Mukerji stressed that completion of the task of government formation in Kabul as rapidly as possible is a priority to ensure that all ministries start functioning normally. He also expressed hope that the important political tasks of electoral reforms and organisation of a Constitutional Loya Jirga would be completed soon. UNSC extended UNAMA’s mandate till March 17, 2016. Unanimously adopting the resolution, the Council underscored the importance of sustainable democratic development in that country with all national institutions acting within their defined competence. Condemning all attacks targeting civilians, Afghan and international forces, the Council expressed strong concern over the recruitment and use of civilians by the Taliban and other violent and extremist groups.

"I believe that I should have very good, strong relations with my neighbours and I am already exchanging a lot of joint exercises, discussions and training with neighbouring countries," Parrikar stated. "At least 38 countries are sending their defence personnel for training in India. We are encouraging them. We are giving them more slots. We are also considering supplying some sort of defence materials through export or through line of credit to the countries so that they can depend on India for their defence," he said. Parrikar said India also believes that the best defence was in being strong. "No one bothers about the weak, everyone takes the strong into consideration. We will build our position of strength and for which, as defence minister, we are initiating various action plans for creating a better or a higher moral security force," he said. While India did not officially protest against the Hurriyat leaders' meeting with Pakistani High Commissioner Abdul Basit, the government warned Islamabad that there is no scope for "misunderstanding or misrepresenting India's position on the role of the so-called Hurriyat''. This was after Basit said India had no objection to his meeting with the separatists as he urged the media not to turn a "non-issue into an issue''. Modi himself said in a letter to Sharif that it is his firm conviction that all outstanding disputes could be resolved through bilateral dialogue in an atmosphere free from terror and violence. He wrote to Sharif to convey his good wishes on Pakistan Day. In India, the separatists, led by Mirwaiz Umer Farooq, met Basit at the High Commission in New Delhi for the event. The Maharashtra state legislature on April 1 expressed concern over the sharp rise in the number of cybercrime cases in the state and law enforcement agencies' inability to bring the crooks to book, reports dnaindia.com. Chief Minister (CM) Devendra Fadnavis, who has the charge of Home Department, told the Lower House (Vidhan Sabha) that Maharashtra had registered 3,633 cases of online frauds in the past two years, but was yet to see any conviction. The CM said that while 937 cybercrime cases were registered in 2013, the number rose to 2,696 in 2014. The CM said cybercrime has become a big menace not just in the state, but also across the country. The state will rope in Nasscom to set up a 'Cyber Force' comprising 1,000 qualified professionals, who will be posted in cybercrime labs at district level. These trained personnel, the CM said, will help cops crack crimes in the world of internet and ensure conviction of the criminals. A branch of the Computer Emergency Response Team (CERT) will also be set up in the state, said Fadnavis.

The duo, along with their accomplices, were involved in a series of crimes across various states since 2009. In 2009, they killed Pramod Tiwari, a Bharatiya Janata Party (BJP) leader of Khandwa in Madhya Pradesh. They were arrested in 2011. "The arrest of Ibrahim Sheikh in Pakur has further corroborated reports that JMB is trying to expand its network in the state. In January, a JMB terrorist was arrested from Sahebganj," Jharkhand Police Spokesperson S N Pradhan stated on April 20. Both Pakur and Sahebganj are Muslim-dominated districts in the northeastern part of Jharkhand where West Bengal's chicken neck separates them from Bangladesh. "The demography and geography work to their (the terrorist's) advantage. The culture is almost the same and they manage to brainwash the youth," a police officer said. "Ibrahim was wanted in the Bardhaman blast case and NIA (National Investigation Agency) had an arrest warrant against him. We want to interrogate him to know how deep JMB has managed to penetrate into Jharkhand," Pakur Superintendent of Police (SP) Anoop Birthary said. The arrest has also called for scrutiny of madrasas (Islamic Seminary) in Santhal Pargana, particularly Pakur and Sahebganj Districts. Ibrahim, told Police during interrogation that he recruited young men for JMB during his visits to madrasas and mosques in Sahebganj and Pakur. NIA has also zeroed in on the madrasas as evident from several visits of Sahebganj, Pakur and other Districts. "The prevailing porous international border between Bangladesh and parts of Santhal Pargana and neighboring Bengal coupled with the cultural and language similarity provide anti-national elements ample opportunity to sneak into the area and operate," said a senior Police official preferring anonymity.

A high level probe conducted by the National Investigation Agency (NIA) and State Police forces against Islamic State (IS) or Islamic State of Iraq and Syria (ISIS) activists has not revealed any information on foreign funding to them, reports The Times of India on April 24. Union Minister of State for Home Haribhai Parthibhai Chaudhary has informed Rajya Sabha (upper house of the Parliament of India) that a total of four pro-ISIS activists, including two from Maharashtra and one each from Karnataka and Andhra Pradesh were arrested last year (2014). Earlier, Rajya Sabha Member Sanjay Raut had sought information on whether these activists have joined hands with other terror organisations and are receiving financial assistance from foreign countries and measures taken by the Government to check such nexus and to curb the activities of ISIS. Chaudhary said the centre is closely monitoring the situation and has directed the intelligence and security agencies to identify such elements and keep them under surveillance. The cyber space is also being closely scanned and in addition, the Government has declared the ISIS and all its Manifestations as terrorist organisation and banned under section 35 of Unlawful Activities [Prevention] Act (UAPA), 1967.

After the comprehensive talks with Ghani on entire gamut of bilateral ties as well as on key regional and international issues, Modi, at a joint press event with the visiting leader, said he conveyed India's support for his vision for peace and stability in Afghanistan. The Afghan President identified terror as a major challenge facing the region and said his government was determined to make Afghanistan the "graveyard of terror". Without naming Pakistan, which has been accused by the previous Afghan government of supporting violence in Afghanistan, Modi said, "Its (process) success requires a positive and constructive approach from neighbours, including an end to support for violence." Noting that India deeply values its friendship and goodwill with Afghanistan, the Prime Minister said the country stands with the people of Afghanistan as they build a united, stable, democratic and prosperous nation. The Prime Minister also expressed his gratitude to the Afghan security forces, who protect Indians in Afghanistan as their own people. "We share Afghanistan's pain over persisting terrorism and extremist violence that destroy lives and derail progress. I thank him for cooperation against terrorism," Modi commented. It has asked them to give serious consideration for being implemented on priority. Till the time it is not possible, movement of high-risk prisoners should be restricted within the jails so that they cannot indoctrinate other prisoners, the UMHA has said. In a letter written to the Principal Secretaries of all states on April 28, the UMHA says, "(There is) immediate need to decongest the jails by setting up security prison for terror accused outside the city. If that is not feasible, then very high-risk prisoners and other under-trial prisoners under the category of terrorist/security suspects are required to be segregated effectively from the ordinary prisoners within the complex of Central and District jails." The ministry also wants the states to put restriction on the movement of high-risk prisoners within the jails and their mixing with other prisoner even during transit to court, hospital etc. to avoid the chance of indoctrination and for strictly monitoring the activities of visitors inside the jails. The letter also instructs states to install CCTV cameras, mobile jammers with state of the art prison surveillance system and enforcement of a regular security classification protocol for screening and risk assessment of prisoners so that level of security within a prison is categorized in terms of risk to prisoners.

India on May 3 welcomed United Nations Security Council's (UNSC) assurance that it would take up the issue of Pakistan-based 26/11 mastermind Lashkar-e-Toiba (LeT) ‘military commander’ Zaki-ur-Rehman Lakhvi's release from a prison in Pakistan at its next meeting, reports Times of India. "Any act by Pakistan which is defying the international approach will be condemned by all and the indication which has come from UN that they will be having a word with Pakistan in the matter related to release of Lakhvi is a welcome step for us," Union Minister of State for Home Affairs Kiren Rijiju said. Rijiju said India had conveyed to Pakistan its unhappiness at the handling of the 26/11 trial. He charged Islamabad with not placing full facts of the case, including the evidence of Pakistan's role furnished by India earlier, before the courts. "That is why it led to the release of Lakhvi through the court process. We demand the government of Pakistan to be sincere," he said. Earlier, a UNSC committee assured India that it will take up the issue of Lakhvi’s release, Times of India reports on May 3. The assurance by the UNSC to take up the matter came after India's ambassador to the UN Asoke Mukerji wrote to the chair of the UNSC al-Qaida sanctions committee ambassador Jim McLay expressing concern over Lakhvi's release, stating that it violated the provisions of the committee concerning al-Qaida and associated individuals and entities. The committee had listed in December 2008 Lakhvi as a terrorist associated with LeT and al-Qaida for "participating in the financing, planning, facilitating, preparing or perpetrating of acts of activities by, in conjunction with, under the name of, on behalf or in support of" both entities. As a listed terrorist, Lakhvi is subject to assets freeze, travel ban and an arms embargo. Lakhvi, 55, a close relative of LeT founder and Jamaat-Ud Dawa (JuD) chief Hafiz Mohammad Saeed, was arrested in December 2008 and was indicted along with the six others on November 25, 2009, in connection with the 26/11 attack case. The trial has been underway since 2009. A Pakistani court had on April 9 set free Lakhvi.

"India has credible information about his presence in Pakistan... Despite overwhelming documentary and other evidence handed over to Pakistan, Pakistan has failed to locate Dawood Ibrahim and initiate legal process," Singh told Lok Sabha (Lower House of Indian Parliament). "Whether we have to pursue Pakistan or pressurize it, we will not rest till Dawood Ibrahim is brought back," Singh said and added that India had maintained pressure on Pakistan at all levels over the issue. He said Pakistan had "failed" to track him down despite being provided with "overwhelming evidence" about his presence there, based on "credible information". India has provided Pakistan details of Dawood's Pakistani passports and addresses from time to time, asking it to locate and hand him over to it. However, information provided by India on the location of Dawood Ibrahim as well as details of passports being used by him does not exist in the immigration records of Pakistan, Islamabad's Interpol division have told their counterparts in New Delhi, indicating that Pakistan has not put Dawood and his family members on a watchlist which would have resulted in them being detained at ports and airports. In its dossier, India has shared details of four passports - two issued by Pakistan and one each by UAE and Yemen. One of the Pakistani passports is numbered G866537 and has been issued from Rawalpindi. A717288, and the one from Yemen is F823692, as per the dossier. Another Pakistani passport issued from Karachi, describes his profession as a businessman. This passport, numbered A1332945, is in the name of Shaikh Abdul. The 90:10 funding pattern would continue for category-A states such as Jammu and Kashmir and eight in the Northeast, the Minister said during Question Hour in the Lok Sabha (Lower House of the Parliament). "Besides a large number of contraband and Fake Indian Currency Notes (FICNs), we have apprehended 400 illegal Bangladeshi immigrants in May from across the South Bengal frontier," a BSF officer said. The troopers also detained 154 Indians for trying to illegally cross the international border in May. "On the smuggling front, we have seized over 16 kg of gold worth over Rs.44 lakh, nearly 42,000 bottles of Phensedyl, valued around Rs.40 lakh, and other contraband items and cattle heads worth Rs.6.23 crore," the officer added. "Both sides expressed their concern about the suspected movement of terror elements across the border. Bangladesh is particularly concerned after the Khagragarh blast that revealed how Jamaat-ul-Mujahideen Bangladesh (JMB) modules operated in West Bengal. We assured the BGB that care will be taken to prevent movement of jehadis across the border and their officers told us that steps will continue to be taken against anti-Indian militant groups that have operated from Bangladesh in the past. The BSF also brought up the issue of attack on Indian border troopers by Bangladeshi smugglers," a senior BSF official said. The BSF also pointed to the large numbers of FICN seized over the last several years and urged the BGB to increase patrolling. Theft of cattle from Indian villages and abduction of Indian nationals were also discussed. Joint patrolling in vulnerable areas and confidence-building measures between the two forces were discussed. "The BGB agreed to extend all co-operation in operations against FICN and gold smugglers. There will be co-ordinated patrolling in vulnerable and smuggling prone areas. Stress will be laid on more joint events like sports and games to forge better relations between the two forces and the border populations. Head of BGB delegation of Brigadier Geneneral D S M Shaheedul Islam spoke of the contribution made by Indian armed forces in the Liberation War of Bangladesh and assured his commitment towards Indo - Bangladesh Border Guidelines, 1975. He also expressed his gratitude to Government of India for signing Land Boundary Agreement and addressing long-pending border issues. Sources say the government has initiated a plan to gradually increase the cyber security workforce of the country and strengthening the cyber security infrastructure of the IB is part of that plan. The government has already approved establishing National Cyber Coordination Centre which will be responsible for all forms of cyber intelligence and cyber security issues. Indian Express adds that the “cyber-security architecture” will work independently of the National Technical Research Organisation (NTRO), which works under the Prime Minister’s Office (PMO). The wing, will work under IB, headed by a joint director rank officer. “IB has a separate wing for cyber-security but the creation of a full-fledged wing is required to tackle loopholes. NIA had earlier declared a INR 10,00,000 reward on him. "We are contacting Dhaka Metropolitan Police and we might even request for his extradition if possible," said an NIA officer in Delhi. Pakhi was arrested by Dhaka Metropolitan Police from near the Bangladesh capital on July 27 along with seven others when they were trying to contact Islamic State (IS) operatives. Rapid Action Battalion (RAB) sources in Bangladesh had earlier said they might either come to Kolkata or ask for the extradition of a few of those arrested so they can be tried for the crimes they committed in Bangladesh. Pakhi is the younger son of JMB's founder Maulana Saidur Rehman. Sources said terror operators like Pakhi keep sleeper cells running by providing everything from shelter to SIM cards for leaders and new recruits, who are either not acquainted with the place or have to remain underground. NIA and Bangladesh's RAB had exchanged lists of JMB operatives and Islamist militants believed to be hiding in the two countries about five months ago. NIA had handed over a list of 11 suspects of the Bardhaman blast. RAB, on the other hand, gave a list of 51 fugitive Bangladeshis, 10 of them said to be JMB activists and several members of Harkatul Jihad al Islami (HuJI), along with some gangsters.

Parliamentary Standing Committee on Home Affairs (Coastal Security) on July 31 expressed its "shock" over a special report prepared by the Intelligence Bureau (IB) which found that about 37 per cent of minor ports in the country are defenceless, reports NDTV. Further, a report of the Parliamentary Standing Committee on Home Affairs (Coastal Security), tabled on July 31 has said the IB report should serve as an "alarm bell" for the government, especially at those ports which are located along the coastline of Gujarat and Maharashtra. The report noted that there are 203 non-major or minor ports, of which 45 are non-operational and 75 have no security force whatsoever. A number of the non-operational ports, 49 of them non-major ports, however were being used as landing points and jetties by fishermen. "The committee takes a very serious note on the grave deficiencies highlighted in the security audit report of Intelligence Bureau (IB) and is of the view that this report of IB should act as an alarm bell for the government, particularly with reference to such ports in Gujarat and Maharashtra," read the Standing Committee report. The IB report had said that out of the 30 of the non-major ports in question were in Gujarat and Maharashtra alone, with the rest spread out across the other coastal regions in the country. The report also noted that there were "several shortcomings" in the security arrangements at these ports, like the absence of x-ray scanners and non-maintenance of records of incoming or outgoing communications among others. "The Ministry of Home Affairs should support states/UTs by providing any required technical and financial assistance as well as monitoring regularly the implementation of the recommendations given in the security audit report," the panel said. The IB has suggested that CCTV cameras, bomb disposal squads, x-ray scanners, watch towers and additional patrolling should be mounted in and around these areas for effective vigil.

For this, the agency has acquired state-of-the-art tools (software) from a US software giant. The tools, approved by National Informatics Centre (NIC) and Centre for Development of Advanced Computing (C-DAC) will help the agency cull out communication having certain key words related to any kind of terrorism or radicalisation attempt. They will also cull out suspect content across various platforms that could be put together to establish patterns through analysis. Until now, such tools were available only with Intelligence Bureau (IB) and Research and Analysis Wing (RAW). This makes NIA the only agency outside the intelligence set-up to be allowed such surveillance. "Terrorists are not talking over the phone anymore. That is why it took so many years to apprehend Indian Mujahideen (IM) operative Ahmed Zarar Siddibappa alias Yasin Bhatkal even as he continued executing blast after blast. Unless we enhance our cyber monitoring capabilities, we are always going to stay a step behind the terrorist. All terror plans, radicalization, recruitment are today being discussed over the internet," said an NIA official.

The findings of the Indian Statistical Institute (ISI) study commissioned by the National Investigation Agency (NIA) stated the quantum of Fake Indian Currency Notes (FICN) in circulation nationwide at INR 4 billion at any given time, with INR 700 million entering the system every year, indicating the scale of the economic security issue could be substantially lower than intelligence estimates, The Hindustan Times reports on August 3. “The ink, paper and other features used in fake notes in circulation here can be available only to sovereign nations for publishing their legal tender,” a Union Ministry of Home Affairs (UMHA) official said. The study estimated the overall incidence of FICN to be around 250 per million pieces. “We have reasons to believe that Pakistan is behind most of the fake currency notes being pushed here. We needed a scientific estimate of fake notes in circulation. That’s why the ISI was asked by the National Investigation Agency, the nodal agency in the matter, to carry out a study,” the official added. The study compiled data from all stakeholders: the Reserve Bank of India (RBI), National Crime Records Bureau (NCRB), Intelligence Bureau (IB), Research and Analysis Wing (RAW), Central Economic Intelligence Bureau (CEIB), Central Bureau of Investigation (CBI) and others. Data for the total value of FICN detected and seized in India and abroad over the last five years varied between INR 24 crore and INR 46 crore. The ISI has suggested a new system of reporting seized and detected fake notes as the existing one has a few lacunae that lead to duplication of reporting data.

Minister of State for Finance, Jayant Sinha on August 4 said in Rajya Sabha (Upper House of Parliament) that more than 27.31 lakh pieces of Fake Indian Currency Notes (FICN), with face value of INR 1364.3 million, were seized in three years through 2014, reports Business Standard. Replying to a question in Rajya Sabha, Jayant Sinha said that in order to stay ahead of the counterfeiters, the government has recently introduced revised numbering pattern in all denominations. Besides, the Government, in consultation with the Reserve Bank of India (RBI), has initiated the process of procurement of upgraded/new security features for a fresh series of bank notes. Sinha informed that a FICN Coordination Group has been formed in the Union Ministry of Home Affairs (UMHA) to share intelligence/ information amongst different security agencies to deal with the menace of circulation of FICNs in the country. As per the details given by him on FICN, more than 15.54 lakh notes were recovered in 2012, 2013 and 2014 having face value of about INR 775.8 million. Also, 11.77 lakh notes were seized during the three years having face value of INR 588.4 million. Meanwhile, 2,091.8 crore pieces of bank notes of various denominations valuing INR 31.99 lakh crore were supplied to the RBI during 2013-14 fiscal.

Tariq Khosa, a top police officer who was made Director General of the Federal Investigation Agency (FIA) weeks after the 26/11 Mumbai terror attack, has written a revealing article in Dawn newspaper giving graphic details of the plot and its investigation, thereby confirming what India has been saying for long. Khosa, who has held top posts in the Pakistan Government and Interpol besides initiating criminal investigation into former Prime Minister Benazir Bhutto's assassination in 2007, wrote that "Pakistan has to deal with the Mumbai mayhem, planned and launched from its soil. This requires facing the truth and admitting mistakes." He also demanded that Pakistan's state security apparatus should ensure that the perpetrators and masterminds of the "ghastly terror attacks" are brought to justice. Noting that the case has lingered on for far too long, Khosa said dilatory tactics by the defendants, frequent change of trial judges and assassination of the case prosecutor as well as retracting from original testimony by some key witnesses have been serious setbacks for the prosecutors. The Asian Age adds that in his article in Dawn, Khosa stated, “The following facts are pertinent. First, Ajmal Kasab was a Pakistani national, whose place of residence and initial schooling as well as his joining a banned militant organisation was established by the investigators. Second, the Lashkar-e-Toiba (LeT) terrorists were imparted training near Thatta, Sindh and launched by sea from there. The training camp was identified and secured by the investigators. The casings of the explosive devices used in Mumbai were recovered from this training camp and duly matched. Third, the fishing trawler used by the terrorists for hijacking an Indian trawler in which they sailed to Mumbai, was brought back to harbour, then painted and concealed. It was recovered by the investigators and connected to the accused. Fourth, the engine of the dinghy abandoned by the terrorists near Mumbai harbour contained a patent number through which the investigators traced its import from Japan to Lahore and then to a Karachi sports shop from where a LeT-linked militant purchased it along with the dinghy. The money trail was followed and linked to the accused who was arrested. Fifth, the ops room in Karachi, from where the operation was directed, was also identified and secured by the investigators. The communications through Voice over Internet Protocol were unearthed. Sixth, the alleged commander and his deputies were identified and arrested. Seventh, a couple of foreign-based financiers and facilitators were arrested and brought to face trial.” However, India feels that its stand is vindicated in the disclosures made by the Pakistani chief investigator of the 26/11 Mumbai attacks (2008) in a newspaper column that the terror strike was planned and launched from Pakistani soil, reports The Asian Age. Government sources said that “We have always insisted that the 2008 terror attack were planned, financed and carried out by people from Pakistan. Also, it is our view that 99 per cent of the evidence in the Mumbai case is in Pakistan.” They added that prosecutors in Pakistan had enough evidence against the perpetrators of the deadly attacks and that if they had revealed it the outcome of the trial would have been different, a reference to the fact that those responsible for it, including Zakiur Rehman Lakhvi, are roaming free in Pakistan.

"Since cyber-crime usually has a transnational dimension, there is crucial need for cooperation to exchange experiences and share best practices for protection of information infrastructures," he said. "The success of Islamic State in Iraq and Syria (ISIS) in using cyber space for radical propaganda, raising funds, and recruiting young, educated, Foreign Terrorist Fighters from every continent to join their war in Iraq and Syria, poses a threat that we are all grappling with in varying measure," he said. Singh said terrorist actors in theatres from Syria, Iraq to Af-Pak were interconnected through terror networks. "The supply chains of different elements including spread of extremist ideology, recruitment, training, travel and financing are truly global in nature."Therefore, it is imperative for the international community to ensure deeper and wider international cooperation to be able to successfully deal with this menace, he added.

Cyberabad Police has ruled out the role of the banned Student Islamic Movement of India (SIMI) in the failed robbery bid after they got information about the real culprits, reportedly a Maharashtra-based gang, involved in the bid to rob Muthoot Finance at KPHB (Hyderabad, Telangana) on May 29, reports The Times of India on August 13. Police presume that nabbing the gang might help them solve several bank-related burglaries in the city. A Special Operation Team (SOT), scouring for the gang, has reached Sholapur in Maharashtra to trace at least five members involved in the incident. "During investigation, it was found that SIMI activists had no role in at least the KPHB incident. We suspect that a Maharashtra-based gang is behind it. The failed robbery plan was executed with the help of some of their associates from the state as one of them spoke to bank officials in Telugu. Once the Maharashtra gang is nabbed, the robbery trail will be cracked,'' a senior Cyberabad Police officer said.

Based on intelligence inputs, the government has been successful in tracking four new locations of Dawood other than the three communicated to Pakistan in 2012. There are now seven addresses listed where Dawood has been staying over the years, with most of them being in Karachi (Sindh, Pakistan). "We have prepared a dossier with the latest intelligence inputs. If required, it can be taken up during the scheduled talks," said a government official. Pending issue Dawood's case has been listed as one of the pending issues with Pakistan. The last dossier sent to Pakistan on Dawood in 2012 had specific addresses and details of three Pakistani passports held by him. The three addresses mentioned were: Moin Palace, 2nd Floor, Opposite Abdullah Shah Ghazi Durgah, Clifton, Karachi, Pakistan, 6/A, Khyaban Tanzeem, Phase V, Defence Housing Area, Karachi, Pakistan and Margalla Road, P-6/2, Street No. 22, House No. 29, Islamabad. Other than these three addresses, four more have been added in the list now, including the ISI safe house where he is said to have recently shifted. The fresh information based on latest intelligence gathered by Indian agencies was put together soon after the Home Ministry's goof up in Parliament in June. The Minister of State for Home Affairs Haribhai Parathibhai Chaudhary had said in Parliament that Dawood has not been located so far, leading to a controversy that embarrassed the government. Other than Dawood, details of assets and residential addresses of Zaki-Ur-Rehman Lakhvi and Hafiz Saeed, the masterminds of 26\11 (November 26, 2008) Mumbai (Maharashtra) attack, also figure in the latest dossiers being prepared that could be take up during the talks.

The figure of 10 Indians now with IS is higher than the assessment put forth at a meeting of Chief Secretaries and Police Chiefs of 12 states convened by the Union Ministry of Home Affairs (UMHA) earlier this month. At this meeting, called to discuss the IS' appeal among a section of Indian youth and ways to counter it, the participants were told that 13 Indians had joined IS so far. Of this, seven were believed to be located in IS territory, while six had been killed. During the counter-terror talks with Australia, India is said to have raised Pakistan's continuing terror activities against India and its failure to dismantle the terror infrastructure on its soil. Senior officials of the ministry of external affairs are said to have shared how terror outfits active in the Af-Pak region were now taking up legitimate business such as leather goods exports, travel agencies, flour mills etc, to camouflage their operations and funding. ISI [Inter-Services Intelligence] is controlling most of the terror outfits, particularly LeT. The joint working group also discussed international presence of Sikh radical groups, particularly their attempts to "take over" gurudwaras in US, UK, Germany and Canada, all having a notable Sikh diaspora. India is said to have raised the emerging nexus between radical Sikh outfits and jihadi groups.

The crackdown followed the agency scouting for internet content aimed at inciting Indians to either take up arms in West Asia or commit acts of terror in India. Isdarat.in was blocked around a fortnight ago after sleuths from the state counter-terrorism agency stumbled upon the website that used Arabic language for posting IS-related content. “During a routine scan, we came across this website, and as the content was posted in Arabic, we roped in an expert who helped us translate the material. Finding the content highly offensive, we wrote to the Centre, following which it was blocked,” an official said. Isdarat in Arabic means ‘to spread’ or ‘publish’. The website mainly posted reports on current activities in Iraq related to Indian nationals who have joined the outfit. It referred to IS jihadists as ‘martyrs’ and urged the Indian youth to join ‘the holy war’ that the outfit is currently fighting under the Caliphate. It also posted pictures of various Indians, including the four Kalyan youth-Ariz Khan alias Junaid, Mohammad Khalid, Mirza Shadaab Baig and Mohammad Sajid alias Bada Sajid-who are believed to have joined the IS recently and have entered Syria through Afghanistan to participate in the war. In the last three months alone, the agency has deleted around 1,000 posts from various social media platforms including Facebook, Twitter and various messenger services that were allegedly used by ‘IS sympathisers’ for propaganda. According to sources, the Internet Protocol address of the website was tracked to Indonesia but it is suspected to have been created using a proxy server. “We do not think that it originated in Indonesia and might have been floated using a proxy server. This means that finding the origin of the website becomes next to impossible,” the official said. One of the challenges Police face in taming the digital space is the failure to locate the culprits as most of them use proxy servers. “Many of these posts do not originate from India. It is a mammoth task to locate the miscreants, as we have to send out letters to the websites or the social networking platforms which consumes a lot of time,” Police sources explained. The ATS decided to finally ban the website after it found many Indians active on the website. “We monitored the comments page and found that day by day the number of Indian youths commenting on their website was increasing. This is alarming in nature and therefore we decided to ban it,” the official further said.

The racket has come under the scanner, especially after the arrest of his close aide Shahanas from Kochi in Ernakulam District on November 14. ‘‘There is a group of sympathisers, who are evolving into the form of a network and is facilitating and coordinating Nazir’s activities from inside the prison. Their number may not be statistically significant but most of them are enjoying the support of some mainstream political organisations, known for their affinity towards such fringe radical groups,’’ a top intelligence official said. One of the core areas of focus for this network is to weaken the cases in which Nazir has been named as a key accused, including the Bangalore blast case. ‘‘The network is entrusted to mobilise funds for influencing the witnesses, as suggested in the letters seized from Shahanas. The money is sourced from different activities, many of them are illegal such as gold smuggling,’’ the official said. The network has its strong base in places such as Perumbavur and Muvattupuzha in Ernakulam District, in addition to various other districts in northern parts of the State. Authorities are also looking into the possibility of this network receiving funds from outside Kerala, given the alleged transnational connections of Nazir. Meanwhile, a raid conducted in the house of Shahanas at Pukkattupady yielded several crucial evidences, including the key of a pair of handcuffs, concealed inside a book. ‘‘A probe is on to trace the origin of this key, which is quiet a surprising turn to the whole episode. We are also looking into whether the gang involving Shahanas was planning for an operation to free Nazir from police custody,’’ said an official with Kochi city Police.

"Though the ISIS has not been able to establish any significant presence in India, its success in radicalizing some youth, attracting certain sections of the local population or the Indian diaspora to physically participate in its activities or the possibility of piggy-backing on terrorist groups operating in India have opened up the possibility of ISIS-sponsored terrorist action on Indian territory," an advisory issued by the Union Ministry of Home Affairs (UMHA) to all states and Union Territories (UTs) of India on November 16 said. "Available inputs about ISIS activities should be immediately reviewed to identify plans, targets areas vulnerable to attack by ISIS and appropriate action is taken to neutralise potential threat if any," the advisory added. The government has also decided to review security at the embassies and other offices belonging to the governments of France, US, UK, Germany, Russia, Australia, Turkey and Israel. The UMHA said that the recent multiple terror attacks in Paris clearly indicate the intention of the outfit to expand the area of terror targets beyond the Iraq and Syria. "It is necessary that the security establishment is kept on high alert to prevent any untoward incident," the advisory said.

At a press conference in Ranchi on November 20 Police spokesperson and Additional Directorate General (ADG) (operations) S N Pradhan said: "The MHA inputs have been promptly shared with all SPs with instructions to take it with all seriousness. A few districts which have a background of terrorist activities have been instructed to be extra careful about the alert." Police officials believe Jharkhand has high risk of vulnerability to IS designs as its north-eastern border is situated close to Bangladesh. In September 2015 police arrested JMB second-in-command Tariqul Islam alias Sadiq alias Sumon from Ramgarh, a District which neighbours Ranchi. The arrest revealed that JMB was using Jharkhand as its hiding ground as its key man Rejaul Karim was arrested from Sahebganj railway station (close to Bangladesh border) in January (2015). "There are apprehensions IS might collaborate with local units of these terrorist groups in Jharkhand. We have to be alert against it," Pradhan said.

According to a Joint Statement on enhanced Malaysia-India Strategic Partnership issued after the meeting between Indian Prime Minister Narendra Modi and his Malaysian counterpart Najib Razak, both leaders agreed to proceed with efforts to develop the Strategic Partnership between the two countries and expressed strong condemnation for terrorism in all its forms and manifestations, and called upon all States to reject terrorism and bring perpetrators of terrorism to justice. They welcomed ongoing cooperation between the two countries on counter terrorism and agreed to further enhance cooperation in this direction. Both also agreed to continue sharing information and best practices to address the challenges posed by terrorism, and other traditional and non-traditional threats”. India and Malaysia held the first ever joint army exercise, Harimau Shakti, with focus on counterterrorism and counter insurgency in October 2012. Describing Islamic State (IS) as the latest security challenge, Minister of State for Home, Kiren Rijiju on November 24 said efforts by the jihadi outfit to recruit Indian youth were very much on, reports The Times of India. The statement comes even as intelligence inputs suggest that nearly 58 foreign fighters, including two Indians, have deserted the IS since January 2014. "Latest challenge of ours is IS. Although we do not have that level of threat or presence as in Europe, but we have to acknowledge that efforts for recruitment (by IS) are on," Rijiju stated. Stating that Indian security forces were vigilant and successful in containing the IS threat, he said there was need to stop any attempt to radicalize the youth. "We have to concentrate on youth and work on de-radicalization, identify areas and institutes where such things can happen," he said. Twenty-three Indians have joined the IS so far, six of whom are reported killed. Another intelligence report said around 58 people of 18 nationalities may have quit IS over the past two years.

Nasir, had reportedly travelled to Sudan to meet an IS recruiter who was facilitating his journey to Syria. The National Investigation Agency (NIA) has registered a case against Nasir, and is set to take him into custody. According to sources, Nasir moved to Dubai in June, 2015 and was working with a firm there. “It was after he moved to Dubai that he got indoctrinated by online IS propaganda. He came in contact with an IS recruiter who helped him plan his travel to Syria to join IS fighters there. This IS contact advised Nasir not to attempt to enter Syria via Turkey, but to go through Libya,” said a source. “Nasir bought an air ticket to meet his contact in Sudan — the contact even arranged his visa. By then, Indian agencies had become aware of Nasir’s plans and alerted Sudanese authorities,” said the source. It is suspected that Nasir also underwent some “training”, sources said.

"Terrorism has become a global phenomenon and requires a comprehensive response," Indian Defence Minister Manohar Parrikar said on December 10, after wide-ranging talks with the US Defence Secretary Ash Carter at the Pentagon. "Terrorism of all shades and affiliations must be countered without any differentiation," he said at a joint press conference noting that terrorism was a key topic of discussion in all his engagements, which included meetings with US lawmakers. Asked if India was considering a role in the US-led coalition's campaign against terror outfit Islamic State (IS), Parrikar said there was no change in India's policy and "would play whatever role India has to play under the United Nations". Kafaitullah Khan alias Master Raja received INR 30,000, Constable of the Jammu and Kashmir Light Infantry unit Fareed Ahmad received INR 10,000, Munawwar Ahmad Mir, a former Army personnel, got INR 40,000 and Mohammed Sabar, a teacher, got INR 10,000 from the ISI operatives in lieu of supply of the documents, the Police stated before the Chief Metropolitan Magistrate (CMM) Sanjay Khanagwal. They had been receiving the money in their bank accounts, and the investigating agency had obtained the bank accounts statements of two of the accused. The Police further informed the court there were some other beneficiaries who were likely to be arrested in connection with the case. The Police levelled these allegations while producing the five accused before the CMM on expiry of their Police remand. The fifth accused is Border Security Force (BSF) head constable Abdul Rasheed. The Police have slapped Official Secrets Act against all the accused persons.

Replying to a question in the Lok Sabha (Lower House of Indian Parliament) on December 15, Minister of State for Home Haribhai Parathibhai Chaudhary said a joint declaration on combating terrorism was issued at the first Indo-US strategic and commercial ministerial dialogue held in Washington on September 22, 2015, reports The Times of India. "The declaration identified specific steps to further strengthen counter-terrorism cooperation. The governments of India and USA have agreed to finalise an agreement to expand intelligence-sharing and terrorist watch-list information," he told Lok Sabha. He claimed the overall internal security situation in the country was "under control". The internal security challenges in India emanating from terrorism/ insurgency are spread across four theatres -- cross border terrorism in Jammu and Kashmir, militancy in the Northeast, Left Wing Extremism in certain states and terrorism in the hinterland. He added, that a total of 53 people lost their lives in Jammu and Kashmir in 2014 due to terrorism while 54 people were killed in the state till November 22, 2015. In the North-east, insurgency claimed 232 lives in 2014 while 85 people were killed till November 15, 2015. As many as 309 people lost their lives due to Maoist violence in 2014 and 210 were killed in such violence till November 15, 2015. Four people were killed in terrorist violence in the hinterland in 2014 and seven have lost their lives so far this year.

They include 5 serving/retired armed force personnel, 1 serving BSF personnel, 7 civilians and 1 Pakistani. Earlier, in 2014, 7 persons, including 4 serving/retired armed force personnel, two civilians and a Sri Lankan, were arrested on similar charges. The 13 persons arrested in 2013 on charges of espionage for ISI included 2 serving/retired armed force personnel and 11 civilians. "During the course of neutralization of Pak espionage modules between period 2013-15 (till date), 34 accused have been arrested under the provisions of the Official Secrets Act, 1923," Singh said.

Goa Police has roped in the Anti-Terrorist Squad (ATS) to strengthen security measures during the forthcoming festive season of Christmas, New Year and also for the two electronic dance music festivals, The Times of India reports on December 18. Goa Police have also issued an advisory to all Police Stations to be on alert from December 20 till January1. Deputy Inspector General of Police (DIG) V Renganathan said that during the tourist season they receive general alerts but there is no specific alert related to Goa. "ATS has been asked to carryout regular patrolling at different places in the state, including major beaches such as Calangute, Morjim, etc," Renganathan stated. The 100 strong ATS consists of one Superintendent of Police, one Deputy Superintendent of Police, one Police Inspector and eight Police Sub-Inspectors. Goa Police is also coordinating with central agencies and neighbouring Police forces to share intelligence. "Interstate crime officer whatsapp group has been created and we are sharing immediate intelligence information on that group," he added.

Noor Mohammed, part of the trio suspected to have left home at Malwani near Malad on December 15 to join the Islamic State (IS), returned home on December 24, and was picked up for questioning, reports The Times of India. Mohsin Sayyed, who's still missing, has been tracked to the outskirts of Maharashtra and an Anti-Terrorism Squad (ATS) team is out to intercept him, said sources. The third youth, Wajid Shaikh, was detained by the ATS in Pune and returned home on December 23. The ATS has said Shaikh did not seem to have been in touch with IS but was in contact with persons who were trying to indoctrinate him. The security agencies are now worried about Ayaz Sultan, another youth who slipped away from his Malwani home on October 30, 2015 and went to Afghanistan. Shaikh has told the ATS Sultan used to show them documents and videos of IS. Officials said the immigration cell of Delhi airport has reported that Sultan flew to Kabul on November 1, 2015. Opinion among security officials is divided on Sultan's intentions since Kabul is not under IS. "Ayaz cleverly chose Delhi to fly to Kabul and not Mumbai and, hence, we strongly suspect he may have travelled onwards to IS areas from Kabul," said an officer, adding that it raises the prospect that Kabul could be the new route to IS zones. "We have sought the help of the embassy to track Sultan. We have given them details of his passport and hope to hear from them soon," the officer added. Another officer said since there are a lot more opportunities in Kabul, Sultan may have opted to take up a job there for better prospects. Mohammed was being questioned till late at night. Shaikh had said he, Sayyed and Mohammed had left as Sultan's parents were pestering them about his whereabouts and someone said the Police would question them since he was a friend. They had travelled to Karnataka, then Hyderabad and on to Chennai. There spooked by TV news about their disappearance, they decided to return. But Mohammed and Sayyed deserted Shaikh and disappeared.

With the case of suspected Popular Front of India (PFI) activists running a weapons training camp at Narath in Kannur District in April 2013 reaching trial stage, there is concern that the accused are trying to influence witnesses and delay proceedings, according to the National Investigation Agency (NIA), which is probing the case, The Times of India reports on December 25. "The tactics being used are the same as in the hand-chopping case of Thodupuzha Newman College professor and the Bengaluru blast case. The witnesses are made to turn hostile by various means," said an NIA source. NIA suspects that the manner in which the 22nd accused, Kamarudheen, surrendered in court was also intended to delay the court process. "There is a concerted effort to sabotage the case with the support of leaders of a major political party in the ruling front. However, evidence clearly shows that it was a weapons training camp. The members were taught to hurl bombs and use swords, for which they were taught human anatomy," the official said. Under threat, the witnesses are afraid to even register a Police complaint. However, the accused could not get bail. Many parents are now hesitant to send their children to PFI training programmes, said a cop. "So they are hell bent on sabotaging the case to regain their eroding mass support," he said.

National Investigation Agency (NIA) Director General Sharad Kumar on December 27 said Islamic State (IS) is emerging as a major threat for radicalization of youth, especially in south India, reports The Times of India. He said IS has not taken roots in India, it's influencing youth through internet and social media. He said states like UP and Bihar have less radicalised youth as compared to the southern states and added that the Centre has launched an anti-radicalisation campaign. Kumar ruled out social or economic reasons behind the rising radicalisation of Indian youth by the IS and added that concerted efforts are required to check the terror group's influence on youth. Another main challenge before the NIA, Kumar said, is to check large-scale pumping of Indian Currency Note (FICN) into India from bordering nations. He said Malda District in West Bengal has become a hub of FICN syndicate and added that about INR 25,000 crore of fake currency is being circulated in the country. NIA chief said based on the report of the Indian Institute of Standardisation, the Centre will crack down on the flourishing racket.

A statistic that the Union Ministry for Home Affairs (UMHA) suggests that since 2013 there have been 50 arrests of Inter-Services Intelligence (ISI) in India, oneindia.com reports on December 31. While a cleanup act is on, it would be interesting to note that most of them were not even aware that they were betraying the nation. The note to UMHA states that some fake welfare organisations had been set up and most of these former army personnel had joined it as they were assured placements. These personnel were made to believe that they were interacting with real officials of the army and in the bargain ended up spilling out secrets. While a few former officials were lured into sharing secrets through such organisations others were honey trapped. There are also cases where some former personnel sold out for the money, investigations by the Delhi Police have shown. According to the statistics of the Ministry, there were 35 cases in 2013-14 and 15 this year. There may be more moles. The Delhi Police on the other which is leading this probe states that they have information about several more such moles and in the days to come there will be more arrests. The police also say that following this investigation many moles may have also gone underground.
