Indian intelligence agencies have alerted anti-terror agencies across the country, including Maharashtra, of a possible escalation of terror activities in 2014, dnaindia.com reported on January 2. They have warned that there will be change in strategy of terror outfits. One or two highly-trained militants will carry out terror attacks instead of a module of five terrorists or more as was the case earlier, officials said. “After a thorough interrogation of several arrested terror suspects across the country, it has been established that the ISI [Inter Services Intelligence] is unhappy with the IM [Indian Mujahideen] for failing to make a serious impact in 2013,” said a central intelligence official. “It [IM] has realised that even a small module of 5-8 people is vulnerable and prone to being busted. Therefore, it now plans to form even smaller groups of 2-3 people and at times, even one person may be given the responsibility of carrying out attacks,” the officer said.

The Sashastra Seema Bal (SSB) has found numerous border pillars missing or badly damaged along the India-Nepal border in Uttarakhand, The Times of India reported on January 2. "Of the 204 border pillars under our jurisdiction, only 121 were found to be ok (sic). The rest were either missing or damaged," SSB Inspector General B.S. Mehra said. A total of 36 border pillars were found missing and another 47 were in a dilapidated condition. Under such circumstances, a senior SSB officer said the missing and damaged border pillars pose a serious security threat. Intelligence inputs suggest that Pakistan was increasingly using the porous frontier to push terrorists into India. SSB sources said Nepalese Maoists have increased their anti-India activities and are active near the international border as well.

The Delhi Police on January 7 claimed that those approached by terror group Lashkar-e-Toiba (LeT) were not victims of the Muzaffarnagar (Uttar Pradesh) communal riots, confirming that two people have been arrested till now in connection with the case, according to Indian Express. Commissioner of Police, Special Cell, S N Shrivastava further said that the case was registered by Delhi Police on the basis of information provided by Central intelligence body. Some of the men who were allegedly approached refused to join hands with LeT and instead informed the Special Cell of the Delhi Police. Earlier on January 6 they recorded their detailed statements under section 164 CrPC in the chamber of a city magistrate at the Patiala House court. New Indian Express added that Shrivastava said a meeting did indeed take place between the suspected terrorists and two residents of Muzaffarnagar, but that they were not among those affected by the riots and had nothing to do with the violence there. Delhi Police said Shahid and Rashid, alleged LeT operatives and natives of Bazeedpur, Mewat (Haryana) had met Liyakat and Zameer, Muzaffarnagar residents to plan a kidnapping to raise money for building a mosque. “We came to know they were in contact with some people living in Muzaffarnagar. When we asked them, they told us Rashid and another man, had gone to Deoband. On their way back, they phoned one Liyakat, who was already known to them and told him they would stay at his house for the night and take a train to Palwal, Mewat in the morning,” Shrivastava said.

The Intelligence Bureau (IB) recently alerted Jharkhand Police about four suspected terrorists believed to be living in the state and keeping in touch with certain militant outfits in Pakistan, The Times of India reported on January 10. Rezi Dungdung, Additional Director General of Police, Special Branch, Jharkhand Police, said: "We have received inputs from central investigating agencies that four suspected terrorists are receiving funds from terror groups in Pakistan." "They could be anyone and they could be hiding in plain sight," he said. "The alert is based on intelligence inputs and has concrete information about the recipients of these funds," said a police officer. "Our investigation process will be hampered if the sensitive information in the alert is leaked," he said. Records available with Jharkhand's Crime Investigation Department (CID) reveal that Indian Mujahideen (IM) operatives Manzar Imam and Danish Riyaz arrested in 2013 and 2011, had grown up in urban slums at Bariyatu in Ranchi. Students Islamic Movement of India (SIMI) operative Abu Faisal Khan arrested in 2011 by Madhya Pradesh Anti-Terror Squad (ATS), was from Mango in Jamshedpur. Lashkar-e-Toiba (LeT) operative Ahtesham Malik who allegedly undertook training in Pakistan, and his cousin Tauseef Ahmad Pir both from Hazaribag were arrested in Delhi in 2012 for alleged plotting to launch an attack in the national capital.

"As per our information, Dawood is in Pakistan. When I went to America last year to discuss inland security, I met the Attorney General who looks after the FBI. I talked to him and we decided that we will pass whatever information we have on Dawood amongst each other. We decided we will make joint efforts," Shinde said. "On the behest of ISI, the FICN are printed in government-controlled printing presses at Karachi, Multan, Quetta, Lahore and Peshawar. The water mark, Ashoka Pillar, Mahatma Gandhi's image, the denomination, RBI mark and other security features are very prominent, clear and look real in FICN printed in these presses," an unnamed senior Police Officer said. He added, "Earlier, we used to get fake currency notes of higher denominations. But for the past a three years the scene has changed. It is in the past three years that smugglers of FICN have started circulating notes of low denomination of Rs. 5, Rs. 10 and Rs. 20 along with those of large denomination." "The FICN are sent to India through several countries, including Bangladesh, Nepal, Middle East, Thailand, Denmark, Holland, Singapore" and Sri Lanka," said a Crime Branch Officer in Delhi Police. "After the government of Thailand recently imposed restrictions, the ISI started using Vietnam and Malaysia for smuggling FICN to India through Nepal," he added.

"The problem of illegal migration in Bangladesh has led to demographic changes in the northeast. It has led to serious internal security challenges in Assam," Singh told. He said the forces had received a lot of help from the current political dispensation in Bangladesh but responsibility needed to be fixed on illegal migration. George said that nearly 22,000 sanctioned posts in the Police Department were vacant. The reason for such a huge vacancy was because the previous Governments had not filled these posts. The Government could not fill all these 22,000 posts at once. It would be filled in phases, starting with the recruitment of 8,500 Police constables. Of this 8,500 constables, 20 per cent would be women constables. The Government would make arrangements for temporary training facilities as the State had no permanent training facility for such a huge number. The Government would also be recruiting 500 to 600 Sub-Inspectors. It would also be recruiting nearly 7,000 Home Guards. The services of the Home Guards could be used for assisting the Police, he said. On talks with the Communist Party of India-Maoist (CPI-Maoist), George said the Government was ready to talk to the Maoists if they wished to join the mainstream. He also said that the Maoists have shown interest in the rehabilitation package of the State Government and are keen on surrendering and joining the mainstream. Some non-governmental organisations (NGOs) have taken up their cause and are consulting with the Government. He said he cannot reveal details as discussions are in the preliminary stage.

Minister of State for Communications and IT Milind Deora said in a written reply to the Rajya Sabha (Upper House of Indian Parliament), "Government is promoting Indian players in IT field to develop and offer internet services by having their servers located in India in order to protect the interests and secrecy of communication of Indian citizens," The minister added the government is also working towards promoting the evolution of better global Internet governance norms through on-going discussions at international fora. "Already, Rediff and Indiatimes have set up servers and accessories in the country to provide email and other services to Indian citizens," Deora said. On a separate query on efforts towards strengthening cybersecurity, he said the government has allocated Rs 500 crore for cybersecurity programme including cybersafety, security and surveillance, cybercrime investigation and forensics in the 12th Five Year Plan (2012-17). In collaboration with Data Security Council of India, IT-BPM industry body Nasscom, the government has set up cyber forensics labs at Mumbai, Pune (Maharashtra); Bangalore (Karnataka)and Kolkata (West Bengal) for awareness, creation and training programmes on cybercrime investigation, Deora added. "The Ministry of Home affairs has issued an advisory to state governments and union territory administrations to build adequate technical capacity in handling cybercrimes including trained manpower for detection, registration, investigation and prosecution of cybercrimes," the Minister said.

Police said the Central Forensic Science Laboratory report has confirmed that voice sample of Akhtar has matched with the intercepted voice calls that were exchanged between Akhtar and Ameen. Akhtar called Ameen for planning through his associate Mohammad Hakim the capital's serial blasts that were to use cycle ball bearings. Hakim is facing trial in that serial blasts case, police said. Police made the submissions to Additional Sessions Judge Daya Prakash while seeking more days to conclude the probe in the 2008 Karol Bagh blasts case. The court accepted the plea after it was told that questioning of Akhtar in the case has revealed vital informations about one more accused in this case named Ariz Khan alias Junaid. The operation to trace him is underway. The court, meanwhile, dismissed the bail application of Bhatkal and Akhtar, filed through advocate MS Khan.

The note read: "Recently acquired ICG hovercrafts will operate from the FOB, which is about 50 nautical miles from Haldia, the launching base for all the air cushion vehicles (ACV). Hovercraft operations in the country were first launched from the Haldia Hoverport in 2001." Two ACVs will operate from the FOB at any given time and will ensure regular surveillance of the IMBL (International Maritime Boundary Line) and the adjoining shallow water area around. Srivastava said that the IM has begun to rely on what is called in local parlance as ‘country-made weapons’ to keep off the radar of security agencies. “Earlier, members of SIMI (Students Islamic Movement of India), Lashkar-e-Toiba (LeT) and other Kashmir-based terror groups used to procure arms and ammunition from overseas. But the IM has changed its strategy,” Srivastava said. “The IM men are able to easily get country-made weapons from local criminals. This strategy also puts them at a low risk of arrest,” said the officer. Another officer said that Tehsin and Waqas were adept at putting together explosives for the terror group. Top Police officials held a meeting and decided to increase security of the temple, including frisking of all the visitors to the temple, increase of watch towers and CCTV (closed-circuit television) cameras and removal of encroachments around the temple. "There have to be some watch towers so that periphery of the temple is always under scrutiny and any activity which is suspicious can be noted and can be informed so that action is taken. There are many encroachments around the temple. A CB-CID source said a team interrogated Al-Umma activists Panna Ismail, 'Police' Fakrudeen and Bilal Malik who are in Vellore jail. "We have made inquiries with a few more prisoners who have a history of bomb-making," said the source, adding, "We infer that local groups didn't have a direct role in Thursday's act of terror." Preliminary forensic reports have pointed to the use of ammonium nitrate and nitro toluene, along with sulphur as the base materials. They also used metal balls and nails as shrapnel. "Such bombs are used by members of Indian Mujahideen. A National Security Group (NSG) team has also confirmed the similarities of materials used here and in the Patna blasts reported on October 27 last year during a BJP rally in Bihar. Experts also point out that Al-Umma attacks are usually targeted at some leader or a specific person rather than the public," a source said. As reported earlier, one passenger, identified as Swathi died and nine others were injured in the blast on May 1.

While the explosives used in the train were put in singular elbow-pipes, in Patna each IED was made of at least two such pipes. In both the incidents, analogue clocks were used as timers, a senior official said. The National Security Guard (NSG), which conducted the post-blast analysis of the train coaches, has in a report to the Union Ministry of Home Affairs said the bombs weighing 1.5 kilogram, had been kept in a bag. The primary explosives used in the IED was ammonium nitrate mixed with petrol. “We had manage to recover the timer used in Patna in a good condition. The timer used in Chennai blasts is badly damaged and we have not been able to get all the pieces and assemble them. The brand would be known by a second forensic examination, which is underway. We will try to match the needle and other components in our possession with the Patna one,” said the official. If the brand of the timer matches with those used in Patna, it would mean there was a similarity between Bodh Gaya, Patna and Chennai bombs. “They were not supposed to explode at the Chennai station. We think the bags were kept under the lower berth of coaches S- 4 and S-5 in Bangalore and somebody else was to fetch them at a destination, which was definitely not Chennai. The woman techie, who was killed in the explosion, died because she was sitting opposite the berth under which the IED was kept and her body took the impact. The other 14 injured only had minor injuries,” said another official. Separately, Tamil Nadu Director General of Police (DGP) K Ramanujam on May 8 announced a reward of INR 5,00,000 to anyone providing information that leads to the identification of the culprits behind the twin blasts at Chennai Central on May 1, reports The Times of India.

The Times of India adds on May 22 that main accused in the case Haidar Ali alias Black Beauty was arrested along with his associate Mujibullah from a bus stop in Ranchi on May 20 while Nauman Ansari and a minor were arrested on May 21 from Daltonganj. NIA Director General Sharad Kumar said, “On Tuesday we picked up mastermind of the blast Haider Ali alias Black Beauty and Mojibullah and after their sustained interrogation, other two suspects -- Numan Ansari and a juvenile -- were held. With this, we have arrested all 13 accused in the case", New Indian Express reports on May 22. The NIA Chief further added that Haider was the most wanted terrorist on the run, after the arrest of Yasin Bhatkal, Assadullah Akhtar, Tehseen and Waqas. He was trying to galvanise Students Islamic Movement of India (SIMI) and IM operatives after the arrest of the top terrorists. Tuesday’s arrest clearly establishes the links between the SIMI and IM. The bombs used in the Patna and Bodh Gaya blasts were manufactured at Baralota lodge in Ranchi,” Kumar said. The group had a unique practice of choosing the leader of an operation through qura'h andazi (a draws of lots) and believed in using maal-e-ghanimat (war booty) for terror attacks. Sources said the group had committed robbery at a jewellery shop in Indore (Madhya Pradesh) few years ago and run away to Rampur (Uttar Pradesh). They used the money from the loot to fund terror activities, The Times of India reports on May 22. . "This SIMI network is big. We suspect some local handlers to be involved as well. We will question him over this," said an NIA officer adding that the group would also be questioned over recent Chennai blasts as the bombs have been found to be similar. The IB said the move was bound to increase terrorism and infiltration attempts along the Pakistan border. The presentation also said narco-terrorism and circulation of high-quality Fake Indian Currency Note (FICN) were the other two big challenges for the country. The agency also named at least eight Non-Governmental Organisations (NGOs) which were compromising the economic security of the country by funding planned agitations and protests, sources said. "Umer Siddiqui and Azaharuddin, arrested by Chhattisgarh Police, are members of SIMI and evidence recovered during raids at separate places in Patna and Ranchi after the recent Patna blasts showed their involvement in these cases," Rakesh Bhatt stated. Justice Kait has been appointed by the Centre to head the Unlawful Activities (Prevention) Tribunal to conduct the proceedings, including deposition of various witnesses, to ratify or reject the five-year ban recently imposed on SIMI. The Police officer also said some SIMI cadres had attended a meeting of the terror outfit held at Barnawapara forests, around 100 kilometres away from Raipur and various article such as CDs, laptop, pertaining to training methods of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahdeen (HM) were seized. In addition, during these years, a total number of 13,301, 22,060, 71,780 and 62,189 security incidents, respectively, were reported to the CERT-In," Prasad added. These incidents include phishing, scanning, spam, malicious code and website intrusions, the Minister said."These attacks have been observed to be originating from the cyber space of a number of countries including the US, Europe, Brazil, Turkey, China, Pakistan, Bangladesh, Algeria and the UAE," he added.A total of 422, 601 and 1,337 cases were registered under cyber crime related sections of the Indian Penal Code (IPC) during the year 2011, 2012 and 2013, respectively, he said.

Rijiju said since 2009, the National Investigation Agency (NIA) was assigned 86 terror cases for investigation out of which 11 were partially or fully decided and 28 accused were convicted and 13 acquitted."However, acquittals in NIA cases have so far been for the reasons of variance in appreciation of strength of evidence by the prosecution and the presiding officer of the court and therefore, these acquittals cannot be termed as 'honourable acquittals'," he said.The minister said the central government did not maintain any data whether a large number of Muslim youth arrested on charges of terrorism had been 'honourably exonerated' by various courts after the cases were found to be false."The acquittal by courts may also be because of lack of sufficient evidence which could establish/prove charges beyond all reasonable doubt," he said. Structures like the JCAC (joint control and analysis centre) have progressively come up in cities like New Delhi, Mumbai, Bangalore, Chennai, Ahmedabad, Kolkata and Hyderabad. Special Commissioner of Police SN Shrivastava confirmed the arrest. "A team led by DCP Sanjeev Yadav had been tracking him since many months," Shrivastava added. Sheikh is involved in several attacks including the Jama Masjid attack of 2010. He was in close touch with Bhatkal brothers in Karachi (Sindh, Pakistan) and joined IM when Talha (an IM ideologue arrested in February, 2012) motivated youths in Pune (Maharashtra) between 2005-2008. "Sheikh said in his interrogation that he had been asked by his Pakistan-based handlers Yasin Bhatkal and Mohsin Chaudhary to reach the national capital via Lucknow, Muradabad and Saharanpur [all in Uttar Pradesh] to avoid being traced by the agencies," said a police officer. He reportedly learnt the art of using various information technology tools at an institute in Banjara Hills in Hyderabad. After the arrest of Mansoor Peerboy, an accused in the 2008 Lumbini Park blast of Hyderabad, the terror outfit hand-picked Sheikh and groomed him to be his successor, IM's head of information technology and communication wing. Incidentally, both the tech-savvy terror suspects honed their technological skills at various institutes in the city, sources said. Sheikh used to get money from Dubai and Kuwait either through Western Union or hawala (illegal money transaction) route. The entire operation of financing terror strikes and routing the money to IM executors was done by Sheikh from Pune and Mumbai. Incidentally, Ejaz did not know who the receivers were. After his interrogation, it came to light that he had arranged INR 6,80,000 for the Dilsukhnagar (Hyderabad) twin blasts of 2013, sources said. The intelligence sleuths also came to know that it was Ejaz who personally handed over explosives to Yasin Bhatkal near the Pune railway station for executing the German bakery blasts of 2010.

Top officials said that it’s time to launch measures for gathering intelligence on a large scale about terror groups. “Certainly covert activities of sleeper cells are going on in the city. If we do not act now, they will turn do dreadful things,” said a top official from the City Police. The Special Branch and Counter-Intelligence Cell in the city have strengthened their surveillance of religious institutions in the city. “The sleeper cells usually function using trained secret agents, who are assigned to gather maximum information about the area they target for an attack. They can easily blend into society without raising any suspicion. The terror agents infiltrate target institutions and live in the city, study the situation and finally carry out the attack when they receive orders from their leader,” said a senior official. Meanwhile, the Cyberabad Police has started building a directory of tenants living on the city’s outskirts. “We are going to create a database of tenants, who are staying in the commissionerate’s limits. Software is being developed to administer the database,” said a senior police official of Cyberabad.

"The domestic politics of Pakistan are central to this drama, and to this threat," he said. A Sri Lankan national, Arun Selvarajan was arrested by National Investigation Agency (NIA) on September 10, in Chennai (Tamil Nadu) for spying in India on behalf of Pakistan's Inter Services Intelligence (ISI), reports The Times of India. Selvarajan, sources said, was caught with pictures of Officers Training Academy and National Security Guard (NSG) hub in Chennai apart from other vital installations. Sources said he is part of the ring of spies recruited by Pakistani diplomat in Sri Lanka Amir Zubair Siddiqui. NIA sources said Selvarajan was carrying two passports and had gained entry into vital installations such as the NSG hub in Chennai as an event manager. He had also recced crowded places in Chennai for suspected terror attacks in future. "He was being handled by one Saage in Pakistan embassy in Sri Lanka after Siddiqui was sent back by Pakistan government recently," said an officer privy to investigation details. An NIA statement said Selvarajan "has been indulging in espionage activities at the instigation of a neighbouring country. He is found in possession of two passports i.e., from Sri Lanka and India. The Police did not arrest or book any of them, who were brought from West Bengal. Instead, they kept talking to them. As a result, the students gave away more names including of the girl who had said she wanted to join IS in Iraq. They had plans to fly to Iraq from Bengal. "The jihadist propaganda has been effective in luring youth who were told that the proposed Islamic State could become a reality if youth from different parts of the world joined the fight. They have a vague idea of the Islamic State and its objectives or the operation. They thought they would be fighting against tyrannical rulers and creating a new Islamic state," a Police Officer investigating the case said. Cops have identified one student from Karimnagar who was the brains. He had floated the "jihad" idea to his friends through social networking sites. Among those he was able to influence was a relative of former SIMI operative from the city accused in a terror case.The group was in regular touch through code language. As suggested by the Karimnagar boy, the other group members got passports. Some also received money from unidentified sources. The amount sent to them was in the range of about INR 3.5 lakh. "We spoke to the boys and their parents and counseled them against getting involved with ISIS. But we won't leave things at that. They're being probed and we'd like to know who sent them money," said a cop.

The fugitives, who were holed up at a rented house in Bijnor district of UP, fled after explosives they were assembling, blew up on September 12. ATS from Lucknow, which raided Umri village, 25 km from Bijnor town, and Bhurapur village for over 15 hours on September 19 and 20, failed to track the SIMI operatives. A senior police officer in Bijnor said, SIMI men seem to be surreptitiously moving through the canal, sugarcane fields and forested areas on the route which connects Bijnor with Kotdwar and Kalagarh in Uttarakhand. They have already covered 45 km from Bijnor on the route to Uttarakhand and if they travel another 50 km they could well be in the hill state. Intelligence sources say, there is information that not only is Inter-Services Intelligence (ISI) regularly recruiting youth from this troubled region of Sri Lanka for espionage and covert operations against India but even Lashkar-e-Toiba (LeT) has set up a base and now wields some sort of influence in the region. "The region has been in some ethnic turmoil of late and Pakistan has been fishing in troubled waters. For its intelligence-collection and covert action operations directed against India, ISI uses four external bases - Kathmandu [Nepal], Dubai, Bangkok [Thailand] and Colombo [Sri Lanka]. The last one has traditionally been used as a base to collect intelligence about developments in sensitive Indian nuclear and missile establishments, many of which are located in south India, particularly in Tamil Nadu and Kerala. But the last few arrests show that these elements could now be used to mount an attack. This is worrying," said a security establishment officer. Radicalization in eastern Sri Lanka began way back in the 1980s when clashes with the Liberation Tigers of Tamil Eelam (LTTE) and Tamils led to a section of Muslims gravitating towards fundamentalist forces. Post Lanka-LTTE war, this radicalization is now being fuelled by increasing attacks of triumphant Buddhist Sinhala groups on the religious minority, who make 9.7 per cent of Sri Lanka's population.

NIA said that Riyaz arranged the explosives and directed Asadullah Akhtar and Zia-ur-Rahman in Mangalore to receive the material. They took the explosives and the money sent by Riyaz. The NIA alleged that Asadullah Akhtar and Waqas reached Hyderabad and joined Tahseen Akhthar. They prepared two Improvised Explosive Device (IEDs), bought two bicycles, placed bombs and parked them at two separate places on February 21, 2013.

In a series of messages titled "Batla House — inshallah we will revenge" (sic) that began flowing on AuT's Twitter handle @isabahmedia2 since late on September 18 night, the outfit claimed that IM operatives Atif Ameen and Mohammed Sajid were martyrs and that AuT mujahideen would avenge their death and imprisonment of other IM members. The messages, in English, Hindi and Arabic, also carried pictures of Ameen and Sajid with captions calling them "shaheed". NIA has charge sheeted Abdul Jabbar; Usman; Abdul Nazir K A alias Nasar alias Safar Nazar; A M Subaida; Moideen alias Moideenabba Ummer Beary, Haji Master Manzil and Abdul Rehman. The NIA exempted Mammunhi alias Muhammed Kunji alias Thailangadi Mammunhi and Majeed Mohammad Abdul Khader alias Majeed Koliyad from charge sheet, stating that the evidence available against them were not sufficient for prosecution. Indian Mujahideen (IM) was planning to carry out terror strikes in Muzaffarnagar town (Muzaffarnagar District) of Uttar Pradesh, UP, in retaliation to communal riots that had taken place in the region, Delhi Police sources said on September 24, reports Deccan Chronicle. The revelation came out in an email message found in the laptop of Ajaz Sheikh, an IM operative, arrested by Delhi Police on September 6 from outside Saharanpur Railway Station in Western UP. The email was supposed to have been sent via proxy servers. An email had been sent in the same manner following the Jama Masjid (Delhi) and Varanasi (Uttar Pradesh) blasts in 2010, said the sources. The email also had 'Al Arabi' signature which was the hallmark of earlier similar mails taking responsibility of terrorist strikes by the outfit. The email was a scanned copy which was drafted by Sheikh's Pakistan-based handlers Riyaz Bhatkal and Mohsin Chowdhary. Sheikh is the brother-in-law of Chowdhary and directly took commands from these two from across the border. A resident of Pune in Maharashtra, Sheikh was an India-based techie, logistics man and hawala (illegal money transaction) router of IM.

According to the sources who questioned Sajid, alleged to be a mastermind of the blast, JMB was trying to set up a terror network in West Bengal, particularly in three Districts of Murshidabad, Nadia, Malda, and in Assam through armed struggle besides having an 'Shariyat' rule in Bangladesh, official sources said. In the process, the banned terror group was ready to do terror acts to achieve their goal, Sajid, a Bangladeshi national and stated to be the 'chief commander' of JMB, is claimed to have confessed before the investigators. The Times of India adds on November 12 that JMB was to evolve as a disciplined 'army' and not a terror outfit. Sajid has revealed that his wife Fatima, an Indian, was tasked with setting up woman's modules in states of Jharkhand and Odisha. Sajid went on to claim that women played a very important role in this operation. "Their role was not limited to teaching the Sharia laws or transporting the bombs. We had also advised them to travel to other states and encourage others to join. Some of the women were also told to lay honey traps on government officials to seek information and also favours," said Sajid Ali. "It worked to a large extent in West Bengal and we were confident that it would work in other states as well. The Majlis-e-Shura or the central committee of the Jamaat maintained that what we needed to build was an army and not a terror outfit. We were told to deploy the tactics that an army would do," Sajid told the NIA officials. Sajid reportedly said there are 13 active Jihadi couples, while at least two dozen others are part of the sleeper cells. "Most of these women hail from poor socio-economic background. Once they completed education at Simulia and Lalgola madrasas (Islamic seminary) they underwent a 'personality' test. Those found fit for 'Jihad' were asked to marry cadres from Bangladesh," said a source.

We need international cooperation for handling such crimes," National Technical Research Organisation NTRO Director of cyber security , Alok Vijayant said. Government's cybersecurity arm Computer Emergency Response Team-India (CERT-In) reported 62,189 cyber security incidents in the first five months of the current calendar year. These attacks have been found to be originating from the cyberspace of a number of countries including the US, Europe, Brazil, Turkey, China, Pakistan, Bangladesh, Algeria and the UAE, according to the official report. "India has a dearth of talent. In most of the cases Indians find cyber security loophole quickly with its solution but people may get tempted with high price paid in underground market. Payment per exploit is as good as 15,000 euros and higher than that," Vijayant said.

In addition, SEBI registered intermediaries are required to follow stringent Know Your Client (KYC) norms on an ongoing basis and are also required to file suspicious transaction reports to Financial Intelligence Unit (FIU) in case of suspicious activities of their clients, he added. "SEBI has mandated that intermediaries comply before opening any new client account, the stock broker shall ensure that the name/s of the proposed customer does not appear in the updated list," Sinha said and added that intermediaries should "continually scan all existing accounts to ensure that no account is held by or linked to any of the entities."

Choudhury, Director General of National Security Guard (NSG), stated on November 28, reports The Times of India. According to him, the civil Police Force in West Bengal and some other states require additional manpower and proper training. States also need to implement the Supreme Court's directions on reduction of pressure on policemen. "The Police in Bardhaman admitted after the blast that they were not in any position to pay too much attention to the blast in Khagragarh. One has to appreciate that the police were busy with the Pujas and Eid at that time. The police didn't have the manpower or training to deal with the situation. There may have been some other pressure that made things much more difficult," Choudhury commented. According to Choudhury, the United Nations (UN) recommends that there should be 220 Policemen per 100,000 population. In comparison, there are only 107 Policemen for every 100,000 population in India. In some states, including West Bengal, the number is as low as 60.

"Majeed was today grilled for several hours when he revealed the names of the local contacts, who radicalised him and his three other friends here, and helped them fly to Iraq. We are verifying his claims and are trying to locate these local contacts," a NIA official said. Asked for how many months he participated in the battle on the ground, Majeed said he was completely ignored and asked to clean the toilets and arrange water for those battling with the security forces. He told the investigators that despite his immediate supervisor's request, the IS cadres did not allow him to participate in the battle. His resolve to take part in the war weakened after he was left unattended for his bullet injury for three days before being taken to a hospital, he told them. Admitting that he and his three friends from Kalyan underwent training on handling of AK-47 and rocket launchers, Majeed claimed the Indians were considered to be physically weak. Majeed also told interrogators that his indoctrination began after he visited an internet chat room. He was inspired to join the terrorist group and given the phone number of a person, whose men picked him up from Mosul in Iraq. The three other youths, all in their twenties, who left their Kalyan homes with Majeed to join IS were also reportedly indoctrinated through chat rooms. In the chat room, he got the number of one Abu Ali and was told to contact him only when he reached Mosul, Majeed has told his interrogators. After he joined the ISI in Iraq, he was asked to supervise construction work in their territories since he was studying civil engineering. But he expressed a desire to fight and was trained in operating AK-47s and rocket launchers. He got injured during practice and was sent to a treatment facility where he was reportedly ignored, prompting him to flee. NDTV adds that Majeed, told investigators the IS was looking east towards to India, for which it has "special plans". Also he said the "new world order" under the IS was something "everyone should fight for". "Areeb's level of radicalisation is scary," a senior intelligence officer stated. "The only ones who come close are the foreign terrorists, mainly from Afghanistan of the now defunct group Harkat-ul-Jihadi Islami, who were arrested from Jammu and Kashmir in the mid 90's," the officer added. But investigators suspected that the IS had a motive in releasing him, that the youth had been tasked with spreading jihadi doctrine in India.

Since Obama is the chief guest at the Republic Day parade, the Delhi Police and security agencies have advanced security screening and anti-sabotage check by nearly a month. Rather than tighten security a month before the parade, a decision has been taken to impose blanket measures this week on. Security has been tightened around sensitive locations such as Parliament House, Indira Gandhi International Airport, Raisina Hill, India Gate, the city’s Metro network, shopping malls, and cinema halls. "Pakistan intelligence agencies, particularly the Pakistan ISI, has come to notice for conducting espionage activities in the country... during the period from January 2011 to November 2013, a total of 33 Pakistan-backed espionage modules were neutralized in the country, resulting in the arrest of 50 espionage agents, including some retired Indian government officials," Chaudhary told Lok Sabha.

Further, Karnataka Director General of Police (DGP) L Pachau said Mehdi had more than 17,000 followers on Twitter and used to “ferociously” tweet by aggregating information and closely watching developments of the region. Mehdi was interested in the Levantine region, also known as Eastern Mediterranean, consisting of Cyprus, Israel, Jordan, Lebanon, Palestine, Syria and part of Southern Turkey from 2003 onwards, Pachau said. He used to work in the office during daytime and became active on the Internet at nights, he said, adding, he had bought 60 GB Internet connection on monthly basis to read all breaking news on websites relating to ISIS/ISL. Sources at the senior-level in the Gujarat Police said that, all these years, Lota had remained untraceable until recently when they came to know through intelligence agencies that he is based in Dubai under a fake identity. Police source said a red-corner notice had already been issued against another accused of the arms landing case, Mohammed Dosa. "The third absconding accused in the case is Dadalmiya who is related to Umarmiya Panjumiya Bukhari alias Mammumiya, the prime accused in the Gosabara arms landing case," said a police source. Another source in the police claimed that they had received an intelligence input that Lota, who is believed to be hiding in Dubai, had got his son married to the daughter of a businessman who originally hails from Kutch but is now based in Dubai. SSB, which guards the porous Nepal and Bhutan borders with India, is the only paramilitary unit to have a full fledged intelligence wing. Sources said the idea is to shore up SSB's capabilities to effectively guard entry of Inter-Services Intelligence (ISI) backed terrorists and monitor the activity of ISI in fast mushrooming madrasas (Islamic Seminary) on the border. It would also help the force counter activities of north-east insurgents on the Bhutan border. SSB Director General B D Sharma said, "Intelligence is our biggest weapon when it comes to securing the open and porous borders with Nepal and Bhutan. These are sensitive borders. We have sent to the government a proposal in this regard as we seek to revamp our snooping infrastructure."
