The Minister of State for Home Affairs (MoSHA) Hansraj Ahir on January 3 informed the Rajya Sabha (the Upper House of the Parliament of India) that the process of demonetisation of Indian currency notes of INR 500 and INR 1,000, in November 2016 and onwards had severely hit the hawala transactions and Pakistan-printed Fake Indian Currency Notes (FICNs), reports Business Standard. Upon the specific inputs provided by the Union Ministry of Home Affairs (UMHA), the security of the United States (US) Consulate General and The American Library in Kolkata (West Bengal) was elevated to a level-up on January 4, following a terror threat to the US establishments across the country, reports Times of India. However, the entry and exit checkpoints of the US establishments was at ‘maximum’ security and has been reviewed twice in a day by the senior Police officials and Station-in-Charge of the Shakespeare Sarani Police Station of South Division, Kolkata (West Bengal). As per the protocol, the entire area has been monitored with security details and security steps are reviewed routinely, said an unnamed senior Police official.

Acting upon the intelligence inputs from the Central Intelligence agencies regarding terror attacks through Unmanned Arial Vehicles (UAVs) and Micro-Light Aircraft, the Union Ministry of Home Affairs (UMHA) has issued an advisory to the Chief Secretaries, Director Generals of Police (DGPs) and the Commissioners of Police (CPs) of eight states including Delhi, reports Daily News and Analysis on January 7. Presence and operation of MLAs, UAVs and similar Arial Vehicles (AVs) of long range shall be prohibited within 300 kms the Delhi state on Republic Day and the Beating Retreat ceremony. Only state-owned light aircraft carrying Governors and Chief Ministers of States on-board are exempted during this restriction period on 26 to 29 January.

The evident information about its members joining Islamic State (IS) came as a ‘shocking’ to the Popular Front of India (PFI) and it was expressed it through an internal circular distributed among the PFI cadres, reports The Times of India on January 8. Though the numbers are insignificant but events are the violations of organisation’s teachings that poses as matter of a serious concern, stated as in the circular (dated November 30, 2017) issued by the National Chairman of PFI— E. Aboobacker. Since identifying the dangers inherent in IS, the organisation has been guiding its members about the anti-religious and anti-national nature of the outfit [IS]. The PFI also warned its members to be cautious about the radicalisation performed by the mysterious radical groups through various means including social media, said Aboobacker. The circular was issued after at-least 15 PFI members, including former Divisional Convener from Kannur District, Kerala, had joined IS.

The Crime Branch (CB) of the state of Odisha has decided to issue a public advisory of “dos and don’ts” in the midst of rise in the incidents of cybercrime, reports The Times of India January 10. The public advisory in the form of leaflets shall be published in the state language—Odia, giving the awareness on common modus-operandi opted by the con-men and expecting the common public to guard against the e-frauds, said an unnamed CB official. Nearly 60% of cybercrime incidents reported were related to banking frauds and till October 2017 at-least 669 cybercrime cases were registered in comparison to 378 such cases registered in 2016, said unnamed Police sources. All the state Police stations were advised to act swiftly in the cybercrime reported incidents and where necessary, the Police must not hesitate to take assistance from the cyber-cell of the Crime Branch, said Director General of Police (DGP) R.P. Sharma.

A fortnight before the 69th Republic Day celebrations, the intelligence agencies have alerted of 26/11 Mumbai-like terror attack or 9/11 style attack in Delhi and seven other states, newsnation.in reports on January 11. Sources in the security agencies said, “Intelligence Bureau (IB) in its latest alert has mentioned a host of intelligence inputs that suggest terror outfits operating from Pakistan are planning multiple terrorist attack.” The Union Ministry of Home Affairs (UMHA) has issued an alert to the security agencies of all states, after intelligence agencies alerted of an possible attack.The UMHA has asked police chiefs of Delhi, Uttar Pradesh, Punjab, Haryana, Himachal Pradesh and Uttarakhand to keep a tight vigil on all airborne crafts and beef up security before in all major cities to thwart any terrorist attack. The Ministry has asked the state director generals of police (DGPs) to keep a surveillance on light aircrafts, helicopters and drones during and before Republic Day celebrations. According to UMHA communique, Pakistan’s intelligence agency ISI along with Lashkar-e-Toiba (LeT), Hizbul Mujahideen (HM), Al Qaeda and Jaish-e-Mohammed (JeM) fidayeens and members of sleeper cells have been activated to carry out terror attacks in the country.

In 2017, Delhi Police has registered 362 cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, which is 25.26% percent higher than the cases registered in 2016, reports CNN-News18 on January 11. As per the data released by Delhi Police, 289 cases were registered with 370 people arrested under various sections of NDPS Act in 2016. In 2017, 491 people had been arrested under different sections of NDPS Act. Majority of arrests in these cases were conducted by the Special Cell of Delhi Police that also deals with terrorist activities in Delhi. Drug-trafficking is our [Delhi Police] primary focus and it is a part of terrorism which is recognised as a ‘narco-terrorism’, said an unnamed Delhi Police official.

The National Investigating Agency (NIA) on January 30 accused Pakistan-based terror outfits of ‘conspiring to wage war against Indian Government’ by providing funds to foment trouble in the Kashmir valley, reports Daily Excelsior. NIA told Additional Sessions Judge Tarun Sherawat that Pakistan-based outfits have been passing on money through hawala channels and alleged that officials of country’s High Commission were also playing an active role. The NIA had on January 18 filed its 12,794-page charge sheet, along with annexures, against 12 people including Lashkar-e-Toiba (LeT) chief Hafiz Saeed and Hizb-ul-Mujahideen (HM) head Syed Salahuddin. Both Saeed and Salahuddin are absconding, it said.A conspiracy under the supervision of Pakistan-based organisations was hatched. The accused persons were working in connivance with Saeed and Salahuddin to raise funds for the terror activities,” special public prosecutor and senior advocate Sidharth Luthra, appearing for NIA, said. The submissions were made by the agency when the court asked what evidence they had gathered to try the accused. The agency alleged that High Commission officials were passing money through arrested businessman Zahoor Watali, who would hand it over to separatists after deducting his cut. He is currently in judicial custody. Besides Pakistan-based terrorists Saeed and Salahuddin, and Watali, the agency has also named hardliner Syed Ali Shah Geelani’s son-in-law Altaf Shah alias Altaf Fantoosh, Bashir Ahmad Bhat and photo journalist Kamran Yusuf, who has been identified along with Javed Ahmad Bhat as a stone pelter.Hurriyat Conference leaders Nayeem Ahmad Khan, Farooq Ahmad Dar alias Bitta Karate, Mohammad Akbar Khanday and Raja Mehrajuddin Kalwal have also been charged by the agency. It alleged that the arrested accused were associated with “Hurriyat Conference and were prominent members of the society and that they had conspired to generate funds for the terror activities to oppose the lawful government of Jammu and Kashmir”. The NIA also submitted that a calendar, allegedly issued by the Hurriyat Conference, was recovered from Altaf Ahmad Funtoosh, mentioned the activities they conduct. Luthra said the “people who get hurt or killed in action by the security forces were hailed as martyrs” and claim “freedom as their goal”. “It’s a misconceived cause,” he said. Letter heads of Hizbul Mujahideen were recovered from some of the arrested accused, the agency claimed, adding that Geelani had termed Afzal Guru a hero of Kashmir. The court posted the matter for consideration of the charge sheet on February 1.

The Union Minister of State for Home Affairs (UMoSHA) Hansraj Ahir told the Lok Sabha (the Lower House of the Indian Parliament) that in past three years, 400 Security Personnel were martyred while fighting terrorism in Jammu and Kashmir (J&K) and counter-Communist Party of India-Maoist (CPI-Maoist) operations across Left-Wing Extremism (LWE) affected states, reports The Times of India on February 6. Between 2015 and 2017, 572 civilians and 199 Security Personnel had lost their lives, while in J&K 72 civilians were killed and 201 Security Personnel were martyred in terror-related incidents. In 2017, there were 342 violent incidents were registered in J&K, in which 80 Security Personnel were martyred. With a rise in killing of 150 terrorists in 2016, 213 terrorists were killed in 2017. In January 2018, 28 violent incidents were recorded in J&K in which four Security Personnel were martyred and eight terrorists were killed, said Hansraj Ahir. Replying to the separate question about insurgency in North-East states, Ahir replied that in 2017, 308 incidents were recorded, which is a decline from 484 incidents in 2016, 574 incidents in 2015, and 824 incidents in 2014. The fatalities of civilians decreased to 37 in 2017 in comparison to 87 in 2016; 12 Security Personnel were martyred in comparison to 17 counts of the same in 2016. In total, 57 extremists were killed in 2017 as compared to 87 in 2016, said Ahir.

The Ministry of External Affairs (MEA) on March 9 has stated that a probe about the renewal of Farooq Takla’s passport is ongoing, reports Hindustan Times. Farooq Takla—Dawood Ibrahim’s aid is an accused on 1993 Mumbai blasts, had managed to renew his passport in Dubai in 2011 despite of being on Red Corner Notice (RCN) issued by the Interpol. There is a formal process of renewal of passport and it is very clear that he is a fugitive and a wanted criminal by the Government of India (GoI). We were in contact with the Government of the United Arab Emirates (UAE) and as a result, they [UAE Government] deported him to India, said the MEA’s Spokesperson Raveesh Kumar. Farooq Takla on March 8 was sent to the judicial custody till March 19 by the ‘Terrorist and Disruptive Activities (Prevention) Act’ or TADA Court in Mumbai, Maharashtra.

"Deep penetration radar confirmed that all Indians were dead after all bodies were exhumed," Sushma Swaraj said, adding that the mortal remains of the persons were sent to Baghdad. "For verification of the bodies, DNA samples of their relatives were sent there. Four state government — Punjab, Himachal Pradesh, West Bengal and Bihar were involved in the process," she said. General VK Singh will travel to Iraq to bring back the mortal remains of the Indians killed, the Minister said. "The plane carrying mortal remains will first go to Amritsar, then to Patna and then to Kolkata."The search for the missing persons carried on for most of 2017, with the Ministry of External Affairs (MEA) claiming no knowledge of their location. In July 2017, after ruckus in the Lok Sabha (the Lower House of Indian Parliament) over the issue of the 39 Indians missing in Mosul, Swaraj said that there is no evidence to substantiate the claim that they have died. "And declaring anyone dead without proof is a sin that I won't commit," she had said. The group of 40 Indian labourers, mostly from Punjab, was taken hostage by the Islamic State when it overran Iraq's second largest city, Mosul, in 2014. The workers were reportedly trying to leave Mosul when they were intercepted. However, one of them escaped by posing as a Muslim from Bangladesh.

Five persons were charged on January 9, under terror law provisions in a case related to the murder of a Rashtriya Swayamsevak Sangh (RSS) activist, reports Hindustan Times. The matter relates to the murder of Rudresh, an RSS worker, when he was returning after attending a Vijayadashami event in Bengaluru on October 16, 2016. The matter was heard in the National Investigation Agency (NIA) court, where it held that Asim Sharif, Mohammed Muzeeb Ulla, Wasim Ahmed, Irfan Pasha, and Mohammed Sadiq would be charged both for murder and for committing a terrorist act under the Unlawful Activities Prevention Act-UAPA. Sharif, who has been named as the conspirator, was the Bengaluru district president of the Popular Front of India (PFI)and as a result the case had generated headlines as it was seen as a direct conflict between the RSS and the PFI. According to the NIA, the other four accused attacked Rudresh with machetes. It also alleged that all the accused had been indoctrinated by one Abdur Rehman, a leader of the Social Democratic Party of India, which is affiliated to the PFI. The court said it will fix the date of trial on January 27, 2018.

Director General of Police (DGP), O P Singh on June 21 said that six youths from Bagpat and Saharanpur Districts have complained that they were told to take part in stone pelting. Fed up with this, they returned home, the officer added. The youths had gone to Pulwama to work as tailors at a monthly salary of INR 20,000. “We will deal with this issue very discreetly,” the DGP said. The State’s anti-terror squad will probe the matter.Baghpat’s Superintendent of Police (SP) Jai Prakash also mentioned one such case. The activities of Islamic fundamentalists who owe allegiance to IS are being closely monitored. De-radicalisation is underway for 29 Muslim youths, who were found having leanings towards the outfit. Due to continuous sightings and activities of Maoists in the forests of Kerala, especially in Malappuram, Wayanad and Palakkad districts bordering the Nilgiris and Coimbatore districts— joint-combing operations by the Special Task Force (STF) with Kerala Police were done,” said CM Palaniswami. In a first meeting over tri-lateral Chabahar Agreement between India, Afghanistan, and Iran on December 21, the tri-nations finalised trade, and transit corridors, including an announcement that India Ports Global Limited—a firm opened an office and taken over the operations at the Shaheed Behesti Port in Chabahar, Iran, reports The Times of India. The Port is of much significance for India, as it will allow her to bypass Pakistan to access not only Iran and Afghanistan but most of the Central Asian countries. The positive and constructive discussions occurred among three nations during the meeting, with a focus on fully operational ‘Tri-lateral Transit Agreement’ for international transit and transport through the Chabahar port.
