"The question of armed camps being in existence doesn't arise. Foreign secretary Nirupama Rao said there were elements in Pakistan who believed in violence and were allowing terror to grow further. "I am sure people of Pakistan want peace. But there are some groups and people who think violence is the way. There are elements in the state of Pakistan who have not done anything (to tackle terror). In fact they have allowed it to grow," she told a group of visiting Afghan journalists. "Pakistan has created the Frankenstein. They will have to deal with it. The sickness is there. They have to cure it. They have to root out this evil," she added. She said India was not blaming Pakistan without any reason. "People shouldn't think that we are attacking Pakistan. The Mumbai attack is an evidence. The terrorists who attacked Mumbai in 2008 were from Pakistan. Kasab, the lone surviving gunman in the attack, is a Pakistani," she said.

Yeddyurappa was quoted as saying in his speech at the Chief Ministers' conference on Internal Security in New Delhi on February 1, that it has 'almost eliminated' the Communist Party of India-Maoist (CPI-Maoist) menace from the State though 'a handful of Maoists' are still active. “These few members are not going to be a potential threat,” Yeddyurappa said in the speech read out by State Home Minister R. Ashok. It also gave details of the socio-economic measures 'to bring the handful of youth who might be influenced by the Naxal [Left Wing Extremism] philosophy to the mainstream society'. The State Government has 'a Naxal Surrender Policy to award monetary compensation' to help surrendered Maoists to be gainfully employed. Ashok called for 'integrated and coordinated effort' to face the threats of enemies from within and outside the country. “These divisive forces mainly draw their strengths and sustenance from outside the country as well as from some anti-national elements within the country. We need to set aside narrow political considerations and tackle these threats to our national unity,” Ashok said.

According to Sify.com report, Maharashtra Chief Minister Prithviraj Chavan, on February 1, made an urgent plea for central assistance for its ongoing modernization of the Police Force in view of the State's rapid urbanization and the terror threats it faces. Speaking at the Conference of Chief Ministers on Internal Security in New Delhi, Chavan said while detailing his State's security plans that it has added 14,395 men and 1,109 officers to its Police Force in 2010, besides an additional 2,355 officers in the Naxal [Left Wing Extremism]-affected District of Gadchiroli and its surroundings. He said that the proposed 'Alpha Hawks Academy' coming up at Nagpur, to be operational by next year, would impart specialized training to Police in anti-Naxal operations and forest warfare. He sought central funding of INR 220 millionto complete and commission the Academy.

Tripura witnessed a steady decline in insurgency over past four years, said Chief Minister Manik Sarkar internal security conference in New Delhi on February 1, reports Tripurainfo. In a brief outline to drive his point the Chief Minister said, only 22 militant attacks were recorded in 2010, which was 113, 80 and 24 in 2007, 2008 and 2009 respectively. The record revealed there was no civilian casualty in 2010 but two civilians were killed and 29 civilians were injured last year in militant attack. As many as ten encounters were recorded. “Despite remarkable improvement in the situation, we believe there is no scope for complacency in dealing with insurgency,” Sarkar said. He also said that two more battalion of India Reserve (IR) Battalion could be raised. Referring to modernization of the state Police and state intelligence wing Sarkar said, “Various international issues originate from across the border which need close scrutiny. Deployment of adequate personnel, training for capacity building and modernization needs adequate emphasis and demanded Centre’s for pro-active attitude for strengthening Special Branch.”

Chidambaram said that the Constitution of India is flexible and resilient enough to accommodate the aspirations of the people of the North Eastern Region. While addressing a meeting of the Consultative Committee attached to the Ministry, the Minister said aspiration of the ethnic groups can be fulfilled under the provisions of the Indian Constitution. The meeting was on “Matters relating to insurgency in NE: peace process”. The Government is in talks with nine insurgent groups from the North-east and expects to reach agreements with some of them during the year. The Government is open to talks with groups which abjure violence, Chidambaram said. The Home Minister said that the situation in the North-east has shown remarkable improvement in 2010 as compared to the previous year. The number of incidents of violence and the casualties of civilians and Security Force personnel has come down.

"Inputs from central security agencies and through various open sources confirm that terrorist infrastructure continues to exist in Pakistan and Pakistan-occupied Kashmir by way of numerous training camps, communication centres and launching pads," Minister of State for Home Gurudas Kamat told Rajya Sabha (Upper House of Parliament) in reply to a question. Kamat, in his written response, said: "The involvement of state actors with these terrorist outfits has come to light on a number of occasions and also in 26/11 terrorist attacks in Mumbai." He said the Government continues to be alert to these threats and has re-calibrated its measures to combat terrorism by way of reviewing threat perceptions and a number of important decisions and measures have been taken. These steps include augmenting the strength of Central Para Military Forces, effective border management through border fencing, flood lighting, deployment of surveillance equipment, legally enabling deployment of Central Industrial Security Force (CISF) in joint venture and private industrial undertakings, establishment of National Security Guard hubs at Chennai, Kolkata, Hyderabad and Mumbai and tighter immigration control. Replying to another question, Kamat said India has consistently emphasised to Pakistan the need to implement its solemn commitments, including those given at the highest level, that it would not permit the territory under its control to be used to support terrorism against India in any manner.

Afzal Guru, whose petition stands at number 18 in the list, however, is not one of those forwarded. The case was "under examination". He also said that a new procedure was being followed in forwarding the case to the President. Afzal Guru was found guilty of plotting the December 13, 2001, Parliament House attack, in which nine people were killed, and was sentenced to death in 2002. The Delhi High Court confirmed the death penalty in 2003.

He told us about the boys who underwent training of bomb making, using of weapons and marshal arts. The names of boys are with us," Rakesh Maria claimed. Praveen Venkatesh Mutalik alias Praveen Mutalik, a member of radical Hindu outfit Abhinav Bharat, was arrested from Gokak town in Belgaum District of Karnataka on January 31, 2011 by the ATS. "All officers, including those in the Short Service Commission (SSC), are now eligible to hold substantive rank of Captain, Major and Lieutenant Colonel after two, six and 13 years of reckonable service respectively. The press reports appearing in this regard are baseless and devoid of any reality,” Ms. Saran said in a press release. Referring to Mr. Jayaratne's remarks in the Sri Lankan Parliament that the LTTE was behind the attack on the Mahabodhi temple in Chennai, Ms. Saran said the LTTE had no role in it. “The Mahabodhi temple in Chennai was attacked by the sympathisers of Sri Lankan Tamils, and the real accused have been arrested. The LTTE has no role in this affair and their very presence in Tamil Nadu is denied,” She added. The State, through Counsel Asha Gopalan Nair, pleaded for more time on the ground that it was busy arranging tight security to the cricket World Cup match venues in the wake of the terror threat. A Bench comprising Justices R V Raveendran and A K Patnaik was unimpressed and imposed a fine of INR 2,500 on the Maharashtra Government and asked it to file its response within two weeks. He confessed of having received espionage] training from the ISI. Other important details revealed by Headley were as follows: A Pakistani Navy man was present during discussions with his ISI handler Major Iqbal on landing sites and arrival of Lashkar-e-Toiba (LeT) terrorists by sea. Sajid Mir, the LeT commander of transnational operations, had overall control of the tactical planning of the operation, and issued directions to the attackers using Internet and satellite phone links. He was instrumental in the decision that the assault team would fight until its members were killed, and personally ordered the execution of two hostages held at Mumbai's Chabad House. LeT ‘supreme commander’ Hafiz Muhammad Saeed told the 10-member assault team, which attacked Mumbai in November 2008, that “being shot would feel like a pinprick, bloodstains would be like rose petals, and that angels would come down to take their souls.” Muzammil Bhat, a long-standing veteran of the LeT's operations in Jammu and Kashmir, was responsible for training the assault teams to the high standards needed to execute Mir's plans. Rana told co-accused Pakistani-American David Coleman Headley, in a September 2009 conversation, that the nine LeT operatives, who died in the attack, deserved the Nishan-e-Haider — Pakistan's highest military honour. "It is important that the Pakistani government comes clean in order to dispel doubts about possible role of Pakistani Army and its secret services in supporting Bin Laden and other terrorist outfits," German Ambassador to India Thomas Matussek said while briefing reporters about Merkel's visit. Matussek, however, said the international community was faced with a very tricky situation in Pakistan and suggested that it may not be prudent to tighten the screws further on the country. "In foreign policy, one has to decide if shouting from the rooftop is going to help. Chavan admitted that owing to rampant red-tapism and procedural wrangles, his Government was not able to install around 5,000 CCTV cameras and was unable to procure sensitive weapons, bullet-proof jackets and security equipment. "We will install the CCTVs across the metropolis in a time-bound period," he stated. "As far as the procurement of weapons and equipment goes, I have personally spoken to Prime Minister Manmohan Singh and Home Minister P Chidambaram”. He stated, "Also, technology is constantly being upgraded. There appears to be a huge gap between placing an order and actual procurement, and in between if there is a change in technology, our equipment will be obsolete.'" Chavan reiterated that there were no intelligence inputs from the Centre and that the Mumbai police and crime branch had received no information on the possibility of a terror strike. "We had no information," he said. "But in view of the serial bomb blasts, we will redraft our strategy for gathering intelligence." The CM further said there were no leads suggesting the involvement of a specific terror group in 13/11 either but his Government had set up 12 Special Task Forces to track down the terror groups active in Mumbai and Maharashtra. In another context, he admitted that the Ram Pradhan committee report, which probed the 26/11, had not been implemented properly. "Some of the recommendations have been implemented," he said.

Fai (62) and Zaheer Khan (63), both US citizens, were charged with conspiring to act as agents of a foreign power in violation of the Foreign Agents Registration Act of US. The FBI accused Fai of being unregistered agent of the Pakistani government to influence the US policy makers and receiving funds from the ISI. In the US, it's a crime to lobby by using money from an overseas regime. Minister of State in the Ministry of Home Affairs Jitendra Singh in written reply to a question in the Lok Sabha (Lower House of Parliament) on August 2 said that Union Government handed over the investigation of 29 terrorism related cases to the National Investigation Agency (NIA) since its creation, reports ANI. “Since creation of NIA, the Union Government handed over the investigation of 29 [Assam (02), Maharashtra (03), Delhi (03), Kerala (07) , Goa (02), Manipur (03), Gujarat (01), Andhra Pradesh (02), Haryana (01), West Bengal (02), Rajasthan (01), Jammu and Kashmir (01) and Madhya Pradesh (01)] terrorism related cases to NIA,” said Jitendra Singh.“Out of these 29 cases, the charge sheets have been filed in 20 cases, which is a major achievement on the part of NIA,” he added. The NIA was constituted on December 31, 2008 and made fully functional, under the National Investigation Act, 2008 to investigate and prosecute the scheduled offences. NIA is having its Headquarters at New Delhi and has two branch offices - one each at Hyderabad and Guwahati.

He further said, "I requested Pakistan to act on the assurance given to our Home Minister by Pakistan Interior Minister in June 2010 on the dossiers regarding seven specific individuals and the need to provide voice samples”. This is the first official confirmation of investigations over the last three weeks throwing up a home-grown jihadi outfit - in all probability, Indian Mujahideen (IM), as the likely perpetrator of the Mumbai blasts that killed 26 people. Speaking on the larger issue of terrorism that India faces, Chidambaram said three facts needed to be kept in mind. One, India is located in the most-troubled and vulnerable hotspot in the world with the epicentre of terrorism having shifted to Afghanistan-Pakistan region. The Maharashtra state Anti-Terrorist Squad (ATS) believes that the Mumbai serial blasts (July 13, 2011) was funded by the Pakistani intelligence agency, Inter Services Intelligence (ISI), through the Saudi Arabian route and executed with the help of local city youth, Hindustan Times reported. This input has been conveyed to the Home Ministry at the highest levels, which is at present trying to help the ATS substantiate its investigation. According to Government sources, the Maharashtra ATS got information that the blasts were planned, coordinated and executed with the help of one General Murad of the ISI with the help of Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM) modules in the State. The ATS has conveyed that the explosives were secured by the ISI and were given to the local Indian planters in Mumbai just before the three blasts.

Stating that India requires a comprehensive counter-terrorism strategy, Home Minister P Chidambaram on September 15 said that he hoped to secure a Government decision on setting up the long-pending National Counter-Terrorism Centre to help tackle multiple threats including home grown terror, according to The Times of India. Speaking to State Police Chiefs and intelligence officials in a conference in New Delhi, Chidambaram said the two recent bomb blasts in Mumbai and Delhi are a "blot" on the Government's record. Chidambaram said terrorist groups based in Pakistan continued to target India, but Indian modules were a reality as were groups that espouse the cause of right-wing religious fundamentalism or separatism. Many of them, he said, have acquired the capacity to make bombs. On the crucial aspect of capacity building to tackle terrorism, he said the most important "unfinished agenda" is NCTC. "I hope to secure a government decision on setting up the NCTC. Once there is a decision, I am confident the core team of NCTC can be installed within 60 days and the full structure can be put together within 12-18 months." Pointing to the wide arc of threats India needs to deal with, Chidambaram said: "There is no let up in attempts to infiltrate from across the Line of Control in Jammu and Kashmir. Besides, there are attempts to infiltrate terrorists via Nepal and Bangladesh into India as well as find a safe transit route from Sri Lanka to Tamil Nadu." Referring to the threat of Hindutva (right wing militant Hindu extremist) groups, the Home Minister said: "There are other Indian modules that espouse the cause of right-wing religious fundamentalism or separatism. Many of these modules have acquired the capacity to make bombs." He added that no country in the world, including the United States, appears to be entirely immune to the threat of terror, the worst-affected being Iraq, Afghanistan and Pakistan. While listing out the steps taken by the government to build capacity to deal with all kinds of threats after the 2008 Mumbai terror attack, he said, "Have we done enough to build capacity since the Mumbai terror attacks? The answer is yes and no.....we have not done enough...there are still over 5,00,000 vacancies in state police forces." He also asked Police forces across the country to revisit the standard operating procedures in dealing with public protests and use only non-lethal methods to control civil disturbances, including stone pelting.

The Ministry OF Home affairs (MHA) issued a confidential note to security agencies in the country warning them about the use of satellite phones of service providers like Thuraya, Iridium and Inmarsat, The Times of India reported. The one-page 'secret' fax read: "Satellite phone services are not permitted in India. However, unauthorized handlers of Thuraya, Iridium and other satphone operators have been found using these connections illegally. Footprints of Dubai-based Thuraya, Iridium, Inmarsat (originally International Maritime Satellite Organization) are available in India. It is suspected that some terrorist group is using these phones." The note was sent to Additional Chief Secretaries and Director-Generals of Police of all the states, Commissioners of Police and all anti-terror wings in the country. The Department of Telecommunication (DoT) was also informed about the use of illegal satellite phones by individuals in the country, and it is reportedly exploring ways to monitor and jam them.

The arrestee, identified as Taufiq alias Abdullah, a resident of Adirampattinam in District Thanjavur in Tamil Nadu, on questioning said that he was earlier associated with Lashkar-e-Toiba (LeT), Muslim Defence Force (MDF) and some other terrorist outfits especially in Saudi Arabia. "As per available intelligence inputs, Pakistan-based terrorist outfits, particularly Lashkar-e-Taiba, Jaish-e- Mohammed, Hijbul Mujahideen etc., continue to receive support from ISI," Union Minister of State for Home Jitendra Singh informed Lok Sabha (Lower House of Parliament) in a written reply. On Pakistan-backed spy modules, Singh said: "During the last three years and the current year (2008 to 2011 till date), a total of 46 Pakistan-backed espionage modules were busted in the country". However, Singh said, no cases of espionage, specifically by people working in foreign companies, have been reported. Replying to another question, the minister said as per available information, investigation into terrorism-related cases by State Police Forces and disclosures of arrested people revealed names of a few terrorist elements in Bihar having links with Lashkar-e-Toiba (LeT). "On the basis of inputs, four LeT operatives of Bihar were identified and arrested between 2004 and 2009," he said.

Government on November 29 informed the Lok Sabha (lower House of the Indian Parliament) that the Reserve Bank of India (RBI) and State Police had recovered fake Indian currency notes (FICN) worth over INR 810 million in Maharashtra out of total INR 960 million till October, 2011.West Bengal, Andhra Pradesh, Uttar Pradesh, Tamil Nadu and Gujarat are the others states, where FICN were seized in substantial number. The face value of such counterfeit notes in these states is, however, quite low as compared to Maharashtra. In terms of FICN-related cases too, Maharashtra is at the top, having registered 212 FIRs for probe as compared to 114 in Uttar Pradesh, Gujarat (113), Andhra Pradesh (98) and West Bengal (72). Intelligence agencies suspect that FICNs are being pumped into India by Pakistani spy agency Inter Services Intelligence (ISI) using network of crime syndicates headed by Dawood Ibrahim.

On vigilance and surveillance of coastal areas, he said, "Both Navy and Coast Guard have been strengthened in terms of assets, equipments, manpower and infrastructure in coastal states and island territories." The measures to strengthen coastal security include improving surveillance mechanism and enhanced patrolling following an integrated approach, he said. Antony said the Navy, Coast Guard, Coastal Police, Customs and other stakeholders in coastal security conduct regular joint operational exercises to check effectiveness of their approach for securing coastal areas, including the island territories. In response to a Parliament question, Minister of State for Finance Namo Narain Meena said on December 16, that 10 cases of "suspicious transactions linked to terrorist financing were received from intermediaries of stock market such as brokers, asset management companies etc since 2009-10 and disseminated to intelligence agencies by FIU". "Several steps have been taken to prevent black money or terrorist funds flowing into the stock markets," Meena further said. Since 2007, FIU has received information on hundreds of suspicious transactions, many of them related to terror financing. In a large number of suspicious transactions, bank accounts were identified as having a common beneficiary with huge and unexplained money transfers made.

Police have intensified the hunt for Indian Mujahideen (IM) sleeper cells in Tumkur District of Karnataka after revelations of the arrested IM operatives in Delhi (Mohammed Qateel Siddiqi, Gayur Ahmed Jamali and Farooq) that those involved in the April 17, 2010 Chinnaswamy Stadium blasts in Bangaluru had taken shelter in Tumkur, reports dnaindia.com. Police sources in addition said that IM had executed the terror attack with the help of locals and students.

Minister of State for Home Jitendra Singh informed Lok Sabha (Lower House of Parliament) in a written reply that a special team of Delhi Police with the help of central intelligence agencies and Police from West Bengal, Bihar and Tamil Nadu apprehended seven suspected militants, including a Pakistani national, of an Indian Mujahideen (IM) module last month. This IM module was suspected to be involved in February 13, 2010 Pune German bakery blast (in Maharashtra), blast in Chinnaswamy Stadium in Bangalore (in Karnataka) on April 17, 2010 and shoot out at the Jama Masjid (New Delhi) on September 19, 2010.

The Uttar Pradesh (UP) Anti-Terror Squad (ATS) in coordination with Ahmadabad Crime branch team on December 28 arrested an alleged Students Islamic Movement of India (SIMI) operative wanted in 2008 Ahmadabad blast case, reports Indian Express. Habib alias Tayyab, a native of Nizamabad area of Azamgarh District, was arrested from Jahangirganj area of Ambedkar Nagar District. An ATS official said that Habib’s name had come to light in the interrogation of another SIMI cadre, Abu Bashar of Azamgarh who was arrested in August 2008 in Lucknow by Gujarat and UP ATS in connection with the same case. Habib allegedly had played role in conducting recce of places where the timer devices were planted in Ahmadabad and also in triggering off the blasts. The official added that Habib had studied at Islah madarsa (seminary) near Sarai Mir where he came in contact with SIMI operatives Abu Bashar, Abu Jafar and Anwar Azam, and then joined the outfit. He also had attended training camps at Khandwa in Madhya Pradesh and Ernakulum in Kerala between 2007 and 2008. The camps were organised by SIMI president Safdar Nagori, said the ATS official. Habib had been in regular contact with top SIMI men, including Nagori, Kayamuddin Kapadia and Tauqir before he played a role in the Ahmadabad serial blasts.
