He called upon "Maoists to give up arms and solve the problem through peaceful means". He informed Nepals' Upper House that 1213 people were killed and that property worth over 110 million rupees was damaged as a result of the insurgency. However, human rights organisations and independent analysts put the number of people killed in insurgency related incidents at over 4,000.

Madhav Kumar Nepal, General Secretary, Communist Party of Nepal-United Marxist Leninist (CPN-UML) accused the state and the ruling Nepali Congress (NC) for the growing activities and support for the Maoist rebels in the country. Speaking in Parliament on March 28, Nepal said, “The state and NC and their activists are the reason for the increasing number of Maoist rebels and their activities. When people fail to find justice from the government are instead suppressed by it, they turn to other options.” He cited the case of a rapist who was released by the police as a result of “political protection from NC leaders”, despite the repeated pleas of villagers. The issue was subsequently settled by the Maoists, who ‘punished’ the culprit. Nepal added that the rebels were using the flaws and failures of the government as the basis to enhance support and sympathy for their campaign. Madhav Kumar Nepal also stressed the need for the government to pay serious attention to resolving the Bhutanese refugee problem and addressing various serious issues like Kalapani, border related matters and the issues of domicile Nepalese.

The proposed law is aimed at preventing what the government terms as "objectionable" news reports carried by a few vernacular weeklies closely associated with the underground Maoist militant groups. He added that there was a lot of sympathy for the Maoist insurgents among the lower income groups of this community. The Ambassador claimed that an elaborate network was built up by the insurgents to smuggle arms and ammunition across the porous Indo-Nepal border. According to him, the issue had been taken up at the Prime Ministerial level. Nepalese embassy sources also claimed that there was a strong network between the Maoist insurgents and the various terrorist outfits in India. Maoist insurgency in Nepal has already claimed more than 1450 lives and damage estimated at millions of rupees besides displacing hundreds of people from their villages.

The leaders also welcomed the positive steps taken by the government and the Maoist insurgents to resolve the issue through negotiations. They wanted the present impasse to be resolved peacefully. It was the first time in four and half years that the government has had established informal contacts with the Maoist insurgents since they launched the guerrilla war. A news report quoting official sources, indicated that the insurgents have killed at least 231 policemen and lost 980 of their own fighters and supporters since 1996. During the insurgency, 249 civilians have been killed, either by the insurgents or in the crossfire between them and the police.
