Agitating United Democratic Madhesi Front (UDMF) on January 5, formed a three-member task force to hold talks with the government and the main opposition party on its 11-point demands, reports The Himalayan Times. The task force, however, does not include any representative from the Sadbhawana Party (SP), one of the constituents of the UDMF. Rajendra Mahato-led SP has already announced separate agitation programmes, stating that it won’t hold talks with the government unless it apologises for ‘police attack’ on its chairman. According to Hridayesh Tripathi, vice-chairperson of the Tarai Madhes Democratic Party (TMDP), the task force of the UDMF includes Co-Chair of the Federal Socialist Forum-Nepal (FSF-N) Rajendra Shrestha, senior leader of Tarai Madhes Sadbhawana Party (TMSP) Ram Naresh Yadav and Tripathi himself.

He further said that there were many provisions in the Constitution from the beginning on which people can have differing views but it would be unwise to continue feuding over those provisions. According to CIEDP Spokesperson Dr Bishnu Pathak, the Commission has set up an investigation division within it and the division will at first investigate on the complaints received at its central office and through local peace committees in Districts. After verifying the complaints, the Commission will send trained officials to the victims' houses to fill an ante-mortem data form for each disappeared person. The Commission will start recording statements of the family and witnesses about the possible perpetrators behind each case of disappearance. After this, the commission will record statements of the alleged perpetrators. If the statements of the victim's family, witnesses and alleged perpetrators lead the commission to a conclusion that the disappeared person is already dead, the Commission will exhume the grave. The Commission will ultimately write to the attorney general for legal action against the perpetrators and to impart judicial remedy to the family. The commission will also write to the Government for providing reparation to the family.

The survey to identity earthquake victims whose houses were damaged by the mega earthquakes of last year (2015) in the Kathmandu Valley for grant distribution is finally beginning from July 19, reports Republica. The Central Bureau of Statistics (CBS), which has been entrusted to carry out the survey on behalf of the National Reconstruction Authority (NRA), is mobilizing as many as 400 teams to carry out the damage assessment survey in all the three Districts of the Valley--Kathmandu, Lalitpur and Bhaktapur. Deputy Director General of CBS Rudra Suwal said that the survey will begin from Tuesday (July 19). “Each survey team consists of an engineer and a local social mobilizer. All the 400 teams will be fanned out across the Valley from Tuesday,” he added.The survey is the key basis to identify the victims whose houses were damaged by the quakes and provide them grant assistance of Rs 200,000 each for reconstructing their houses. In the three Districts of the Valley, 79,846 private houses were fully damaged and 73,142 were partially damaged, according to the figures provided by the Ministry of Home Affairs (MHA). The 400 teams will reach out to all the houses identified by the ministry and carry out a detailed assessment survey and finalize a new list of houses eligible for the grant amount. “We have also received complaints from many victims claiming that their houses have also been damaged by the earthquakes but their names were not included in the list of the victims eligible for the relief amount. Our teams will also carry out survey of those houses as well,” said Suwal.

Truth and Reconciliation Commission (TRC) Chairman Surya Kiran Gurung said that hundreds of conflict-era cases are likely to be shelved without conducting any inquiry, reports The Himalayan Times on August 11. He said that the TRC has finalized a procedure to select war-era cases that can be put on hold on several grounds, including lack of evidences and inadequate details. Many serious rights violation complaints are unlikely to be examined, as the guideline states that the cases of rights violation within Maoist groups or Government-Security Forces won’t be considered for investigation. Likewise, cases that occurred before the beginning of Maoist insurgency on February 14, 1996, and after the conflict ended with the signing of the Comprehensive Peace Agreement (CPA) on November 21, 2006, won’t be inquired. Even insurgency-era cases won’t be examined if these were not directly related to clashes between Maoist insurgents and Security Forces. Over 55,000 complaints about human rights violations during the Maoist insurgency have been lodged at the TRC that is categorizing which cases should be investigated and which should be disposed of.

Prime Minister Pushpa Kamal Dahal while inspecting the Army Headquarters in Kathmandu on October 2 said that the Army should not be dragged into conflict-era cases, reports The Himalayan Times. He said “Those who have participated in a war have a better understanding of the significance of peace. I have a high respect to the positive contribution the Nepal Army made to the Nepali peace process.” He further said that the Government and the Nepal Army share the same opinion about concluding the peace process.
