The Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) central committee condemned the Young Communist League (YCL) attack on party cadre Bibek Devkota from Jitpur Village Development Committee (VDC) on January 6, reports The Himalayan Times. Addressing a mass meeting on January 13, Prime Minister and chairman of Communist Party of Nepal-Maoist (CPN-Maoist) Prachanda warned of a 'people's revolt' if the current Maoist-led Government is forced to quit, reports Nepal News. "This government is not a repetition of past ones. If it is overthrown our party will spearhead a people's revolt from the next day and capture power… Nothing in the world will stop us," he said. The meeting was organised in Kathmandu to make the formal announcement of unification between the CPN-Maoist and Communist Party of Nepal-Unity Centre (Masal). Prachanda heads the united party which has been named as Unified CPN-Maoist. The party will have a 175-member central committee that includes 38 members from the Unity Centre (Masal).

Jay Krishna Goit led Akhil Terai Mukti Morcha (ATMM), formerly known as Goit faction of the Janatantrik Terai Mukti Morcha (JTMM-G), Pawan Giri-led Samyukta Janatantrik Terai Mukti Morcha (SJTMM) and Jwala Singh faction of the Janatantrik Terai Mukti Morcha (JTMM-J) formally announced the unification of the three parties and decided to name the unified front as Terai Janatantrik Party (TJP), reports Kantipuronline. A meeting of the three fronts held at an undisclosed location in Siraha district took the decision to this effect. The unified party will be chaired by Jaya Krishna Goit and Pawan Giri will be the vice chairman, while Jwala Singh will be the general secretary. Likewise, Aajad has been appointed the chief of Terai Government of the newly formed alliance and Khudiram will be its organisational department chief, said a statement issued by Goit. "The three groups have been merged in order to strongly push the demand for a 'free Terai' as it has been overshadowed due to disintegration among the Terai groups," the statement read, adding that the process for the unification with other groups has been initiated. The outfits led by Jawala Singh and Pawan Giri had earlier separated from the Jay Krishna Goit-led group.

The Himalayan Times reports that Jwala Singh, president of the Jwala Singh faction of the Janatantrik Terai Mukti Morcha (JTMM-J), said on January 14 that his party would sit for talks with the Government only if the latter met four pre-conditions. Speaking on phone at a programme organised by Freedom Forum, he reiterated that the JTMM-J had adopted maximum flexibility for talks and accused the Government of not becoming serious about addressing its demands. The JTMM-J has been demanding the release of its detained activists, withdrawal of 'fake cases' against its activists, declaration of cease-fire and guarantee of security for its leaders. The Government has released one of its central members to create an environment for the talks, while two other central members, Karan Singh and Sitaram Chaudhary, are still in detention. Commenting on the unification of his outfit with the outfits led by Jaya krishna Goit and Pawan Singh, he said only the process for unification had begun. "Goit's Morcha wants all armed groups to be unified. We have been talking with the two groups. The parties may unite in the future," he said.

The Himalayan Times reports that Jhala Nath Khanal, General Secretary of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), on January 22 warned of retaliation if anyone attacked leaders and cadres of the student wing of his party. Speaking at a press meet organised by the Dang chapter of Press Chautari Nepal, Khanal said, "If there were any violent attacks on the students affiliated to our party, the students would be forced to retaliate." On January 28, the Tharuhut cadres had held 15 trucks laden with timber and coal at Lamahi. Meanwhile, the Tharuhut cadres have forced closed three VDC offices in the district for not inviting the Council members at important meetings and not providing donation. All works at Halbar, Gadawa and Gangaparaspur VDCs in Dang have been halted due to the closure. Prachanda is seen further justifying the inflated figure in the video which the channel claimed was from January 2, 2008 when the Maoists were an important constituent of the Girija Prasad Koirala led interim Government. He said that apart from the PLA, which he said is now already a "regular army", the party has also formed Young Communist League (YCL) comprising thousands of youths despite various difficulties and "who now add to our strength". The Maoist chairman also revealed that a significant share of the money that will go to "our martyrs" in villages throughout the country and the PLA in cantonments will be used by the party to prepare for revolt and ultimately capture the state. "You all know that if we have enough money in our hands we can prepare a good battle plan. So, the party needs a good amount of money for the revolt," he said. He further said that though the party may appear to have again reached a compromise (with the state and political parties), "but if you look deeply then you will know how seriously the party is preparing for the ultimate revolt". Claiming that PLA combatants are "politically aware", he said even a small number of their entry into the Nepalese Army is enough to establish a complete Maoist control over the Army. Two weeks ago, the Government asked for a clarification from General Katawal saying he violated its orders on three issues — recruitment in the Nepalese Army, extension of eight Army brigadiers’ tenure, and the Army’s withdrawal from six events in which it had to play against the People’s Liberation Army (the Maoists’ Army) in the Fifth National Games. The Government felt that the Army Chief disregarded civilian supremacy and challenged the Maoist-led Government. The Defence Ministry gave General Katawal 24 hours to clarify. Two weeks later, the Government concluded that the clarification General Katawal submitted was not satisfactory and a Cabinet meeting on May 3 decided to dismiss him.

The Communications Minister and Government spokesperson Shankar Pokharel told reporters after the cabinet meeting in the evening of June 24 that the Government has "decided, in principle, to extend UNMIN's term". But the period of extension is yet to be determined, he added. The term of the UNMIN, which was established in 2007 to monitor the management of arms and armies and facilitate the peace process, has already been extended thrice, by six months each time. Speaking at the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) parliament party meeting in Singha Durbar, he said political parties and leaders must refrain from patronising criminal elements, and sought help from CPN-UML lawmakers in doing so. Nepal News reports that Chairman of the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) Pushpa Kamal Dahal alias Prachanda on August 2 said his party would resort to a fresh protest movement if the Prime Minister's commitment to address the issues raised by the party didn't materialise within the next four days. "We had given one month ultimatum to address the issues concerning the President's unconstitutional move. There will be protests in the streets as well as the parliament if those issues are not addressed within four days," Prachanda warned while speaking at the press conference in Koteshwor to publicise the decisions of the central committee meeting. Prachanda said the present Government would be responsible for the situation arising from the street movement. He said the protests would be peaceful. Kantipuronline reports that Nepal Media Society (NMS), an alliance of publishers and broadcasters, on December 7 said that the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist)-affiliated trade union’s ‘request to shut down’ the publication houses on December 9 has drawn the society’s serious attention. “We have been forced to take the trade union’s request to close the publication houses not only as an attempt to stifle people’s right to information but also as an endeavour to undermine people’s freedom that consequently can have serious ramifications,” said the press release issued by NMS. The society has requested the trade union to seriously internalise people’s freedom and their right to information and demanded that the union immediately withdraw such sorts of protests to help create a conducive environment for the publication and distribution of newspapers.

Matrika Yadav-led Communist Party of Nepal-Maoist (CPN-Maoist) announced the formation of its military wing in the East under the name of Namsam Memorial Battalion. Organising a press meet at Dharan in Sunsari District, Kirant-Limbuwan-Khumbuwan-Kochila State coordinator of the group Amar said the battalion comprises combatants who recently defected from the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist). “There are 650 combatants in our three companies--Kirat-Limbuwan A, Khumbuwan B and Kochila C,” said Amar. He said the battalion would soon manage arms. “We have weapons at the UN-monitored cantonments and the Maoist PLA fighters will soon defect our battalion with these arms,” he claimed. Twelve combatants in combat dress were presented at the press meet. Amar further said the battalion would not collect donation but ask for people’s support. He also warned the party would soon form parallel government across the country.
