The Army Integration Special Committee (AISC) has decided to start voluntary retirement and rehabilitation of the former People’s Liberation Army (PLA) combatants within a week, reports Nepal News. A meeting of the AISC held under the chairmanship of the Prime Minister took the decision to this effect. The voluntary retirement and rehabilitation of combatants, who had chosen these options during the regrouping process, will conclude in 12 days, AISC member Ram Saran Mahat said. The combatants opting for voluntary retirement will receive cash according to their ranks while the Peace and Reconstruction Ministry will make arrangements for those choosing rehabilitation. Only six combatants are going for rehabilitation package.

As the Unified Communist Party of Nepal-Maoist (UCPN-M) leaders continue to present their views stressing on the need for keeping party unity intact in the Central Committee (CC) meeting, chairman Pushpa Kamal Dahal aka Prachanda showed his readiness to revise his political report to address the feeling of the rival faction led by vice chairman Mohan Baidya, reports Nepal News. Prachanda expressed his commitment to revise his political proposal for party unity, said the state-owned news agency RSS. While Prachanda said in his proposal that the party should go ahead prioritising peace and constitution writing in the present context, vice chairman Baidya who leads the hardliner faction in the party had presented a separate political paper stressing that the party should adopt the strategy of immediate revolt.

Nepal News reports that the United Communist Party of Nepal-Maoist (UCPN-M) chairman, Pushpa Kamal Dahal aka Prachanda, on January 10 met Prime Minister and party's vice chairman, Baburam Bhattarai to assure that he is not seeking to replace him. In the meeting held at PM's official residence, chairman Dahal dismissed media reports that he had agreed to change Government leadership. Politburo member Agni Sapkota, who was present at the meeting, also said the "conclusion of the meeting was to take initiatives to turn the current Government into a unity Government". Earlier, leaders of Baidya faction had said the Bhattarai-led Government should be dissolved to make way for a national unity Government. Dahal and Baidya had on January 10 reached an understanding to put aside their differences for the time being and resolve them through dialogue at different levels of the party.

The Saptari District coordinator of Samyukta Janatantrik Tarai Mukti Morcha (SJTMM) has given up underground movement, reports Nepal News. Anil Kumar Yadav aka Devram (23), the SJTMM District coordinator announced the decision in the presence of Chief District Officer, Lekhnath Pokhrel, District Police Chief Ganesh Bahadur Thapa and local peace committee office-bearers on January 13. Yadav said he decided to come out in the public along with four home-made pistols in the context of the Morcha preparing to hold talks with the Government. The SJTMM is one of many Tarai-based outfits waging struggle against the State. Even as the internal dispute in the United Communist party of Nepal-Maoist (UCPN-M) appears to have subsided for the time being, the Mohan Baidya faction on January 13 reiterated that it has not given up its stance for resignation of Prime Minister Baburam Bhattarai.

The Himalayan Times reports that leaders of the hard-line faction of the Unified Communist Party of Nepal-Maoist (UCPN-M) on January 16 reiterated that Prime Minister Baburam Bhattarai should tender his resignation to pave the way for a national unity Government, claiming that it would expedite the remaining tasks of peace and constitution-drafting processes. Following hard-line leaders’ sand, the party has decided to give responsibility for the initiation to form a unity Government to party Vice-chairman Bhattarai himself. The “People’s Government” formed by Maoists during the decade-long insurgency had certified some 5,000 land transactions in the Salyan District alone, and the incumbent United Communist Party of Nepal-Maoist (UCPN-M) led Government is all set to implement it legally, reports Himalayan Times. At a time when opposition parties have been demanding Government to pull out the decision to legalize war time transactions, UCPN-M Secretary, Tikaram Oli warned that if the legal recognition of the deal is not implemented, the farmers will rebel. Most of war time transactions were conducted in Bafukhola, Shivarath and Bame Village Development Councils (VDCs) as they were Maoist base-areas during the conflict. Republica reports that the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman, Jhalanath Khanal on January 18 warned the (UCPN-M) of dire consequences if the Government’s decision of legalizing the transactions of properties during the conflict period is not revoked. Khanal urged the Maoist to look for alternative of the incumbent Government and to focus on the seven-point deal. Khanal also opined that the current Government can never be a national consensus government and that it has a status of a caretaker Government.

Nepal News reports that opposition parties NC and CPN-UML said they will continue with their protest programs including planned boycott of House session until the Government scraps its recent decision to legalize land and property transactions carried out by parallel governments (called “people’s government”) run by the UCPN-M party during the decade-long insurgency. A meeting of the second and third largest party in the Constituent Assembly (CA) concluded that the decision was against the interim constitution, Comprehensive Peace Accord (CPA) including the law of the land and urged the Government not to enforce it. A meeting of the Constitutional Committee (CC) failed to arrive at any agreement with UCPN-M faction remaining adamant on incorporating a provision for mandatory military training to citizens above 18 years in the new constitution, reports Himalayan Times. The meeting was supposed to endorse the sub-committee’s decisions that a Nepali citizen above 18 years of age would not require to undergo compulsory military training as the state can call upon its citizens to serve the nation as and when required; nothing needs to be mentioned about rehabilitation, management and integration of Maoist combatants in the new constitution; law with retrospective effect will be enacted in the new constitution; law will be enacted to fix ceiling on land holding and the country shall pursue a system of federal democratic republic. The departure of 7,365 combatants choosing voluntary retirement could start next week, according to Government and Maoist sources. “There is no dispute in our party in releasing the combatants opting for retirement,” UCPN-M Politburo member, Janardan Sharma said. The November-1 deal commits for integrating a maximum of 6,500 combatants by forming a new directorate in the NA. Commanders of the Maoist army have demanded that they be provided one major general, two brigadier general, eight colonel, 16 lieutenant colonel, 64 major, 120 captain, 96 lieutenant and 120 second lieutenant posts in the new directorate.

Opposition parties, who said an integration plan prepared by the Nepal Army (NA) was full of flaws, on February 20 alleged that the Government had ‘its intentions wrong’ when it made public the NA-prepared scheme without discussing it at the Army Integration Special Committee (AISC), reports The Himalayan Times. At an interaction, an AISC member from the Nepali Congress (NC), Ram Sharan Mahat, said the Government had ‘contrived a plot to divide’ the NA and weaken the national force by making public the integration plan without reaching any agreement at the SC. Mahat was of the view that out of 9,690 fighters opting for integration, hardly 4,000 were eligible for joining the army. “Many of them opted for integration under pressure from Maoist commanders. They will choose retirement if they are given a chance now,” he said.

A Standing Committee (SC) meeting of the Unified Communist Party of Nepal-Maoist (UCPN-M) held in the presence of PLA commanders on April 8 called for an agreement on the remaining issues of army integration to accelerate the peace process, reports Kantipuronline. The meeting, where leaders from the hard-line camp were not invited, decided to adopt “maximum flexibility” to conclude the integration process. Maoist leaders also decided to hold political parleys to forge consensus on the disputed issues of integration by April 12. A three-party meeting is expected to take place on April 10 to discuss the same issues. Finance Minister and Maoist SC member Barsaman Pun said parties have already decided on rank, but stand divided on when to be conferred the top post on one of the senior PLA commanders. In addition, the UCPN–M leadership, which failed to commence the second scheduled regrouping process on April 8, has told the NC leaders that they would select 5,000 to 6,000 combatants on their own and hand them over to the Nepal Army by April 12. The Maoist leadership, however, was emphatic over one condition that the selected combatants should not be screened in such a way that a significant number of them get disqualified.

Republica reports that after three days of confusion and delay, the survey teams of the Army Integration Special Committee (AISC) resumed voluntary retirement process from April 13 after the Unified Communist Party of Nepal-Maoist (UCPN-M) directed commanders at cantonments to let the process move forward. "We were asked to resume the process from 1:30 pm today (Friday)," said Balananda Sharma, "Accordingly, the process has been started." But the process was not started at the cantonments in Kailali, Sindhuli and Ilam as the survey team leaders there got the instruction to resume the process late, according to Sharma. "The process will resume in those cantonments from early Saturday morning," Sharma said. Officials involved in the voluntary retirement process said that the combatants who were given voluntary retirement on April 13 left the cantonments immediately as they will not get allowance and food ration from that day onwards. As of the evening of April 13, altogether 638 combatants - 275 combatants at the Shaktikhor cantonment, 160 at Surkhet, 94 at Rolpa and 109 at Nawalparasi – have taken voluntary retirement, according to Sharma.

Baidya had refused Dahal´s phone request for a meeting on June 8 saying he would not sit for talks unless Dahal commits to meet three preconditions. Baidya also said past meeting between the two had not yielded any results. Baidya said his first condition was that Dahal needed to correct his past mistakes through ´self-criticism´. In Communist parties, self-criticism is not considered a normal move and is seen as a disciplinary action. The faction has said that the seven-point agenda does not create a basis for unity as there is nothing new to it. According to Dev Gurung, an influential leader within the hard-line camp, Chairman Dahal has failed to live up to his commitment to state in writing that the present line adopted by the party has failed and that he would apologise for the mistakes. “We expected that he would say in writing whatever he had committed to us,” said Gurung. He said that they had expected Dahal to apologise for failing to deliver a pro-people constitution, disbanding Peoples Liberation Army and the process of army integration. “Instead, the chairman has said that he is ready to apolgise if he has made any mistakes. He also accused the Unified Communist Party of Nepal-Maoist (UCPN-M) chairman Pushpa Kamal Dahal aka Prachanda and Prime Minister Baburam Bhattarai of ruining the achievements of the 'people's war' and compromising the party's basic principles. Speaking at a press conference organised in the capital to officially announce the new party on June 19, Baidya said his faction decided to part ways after the UCPN-M establishment chose "reformist and rightist path" and that their activities were guided by opportunism. The hardliner leader also accused Dahal and Bhattarai of trying to compromise national independence. "They went on to disarm the People's Liberation Army instead of integrating them in a respectful manner. They also failed to draft the constitution," he said claiming that the UCPN-M will not remain as big once his party expands its organisational base to all levels. However, Baidya said there was still possibility of unity with Dahal and Bhattarai if they admitted their mistakes and accepted the ideological line of the new party. According to him, his party has decided to keep open the door for talks for unity until its general convention slated for the month of Falgun. The party does not see the possibility of "people's revolt" right now, but it "might opt for it after preparations", Baidya added. Shah expressed his desire in an interview to a private television channel. The CA had abolished the monarchy at its first sitting in May 2008. Shah’s claim rests on what he says was a private agreement with the leaders of political parties on April 24, 2006 — the final day of the People’s Movement. On that night, after 19 days of street protests, the king conceded that sovereignty lay with the people, not the crown, and accepted the roadmap of the political parties to bring about peace and democracy. Meanwhile Prime Minister Baburam Bhattarai said, “The former king does not seem to have learnt any lessons. People have the right to know what it is all about," Khanal said. The Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda has stepped up efforts to strike a "working alliance" with the Mohan Baidya led Communist Party of Nepal-Maoist (CPN-Maoist, Baidya), Kantipuronline reported on August 7. “Dahal is working to build an alliance with the CPN-Maoist to boost his strength in national politics," said leader Khajaraj Bhatta. Leaders close to Dahal said that he has already held talks with Baidya and urged him to maintain a working alliance. Dahal believes that there are many common issues that the two parties can work on in tandem despite ideological differences. According to leaders, issues related to a new constitution such as ethnic federalism, right to self-determination and forms of government are where the two parties have similar positions. Dahal reportedly told Baidya that the “bargaining power” of both the sides will increase if they strike the alliance. “A working alliance is possible on national issues that are agreed upon," said Pampha Bhusal, the CPN-Maoist spokesperson. Leaders from both the parties claim such an alliance will prepare ground for party unity in the future. Dahal is also planning to "re-strengthen" relations with Madheshi parties and Janajati constituencies, according to sources. The proposed ‘Social Democratic Pluri-National Party’ will aim to include people from all social, political and ethnic backgrounds, leaders said. The manifesto aims to form a “national alternative political force” that would accommodate people of every background, irrespective of caste, class, culture, location and creed. It has included a provision of group leadership so as to avoid a possible power tussle within the party. The group leadership will be rotated to give equal opportunity to all, leaders said. “This is not an ethnic party but a mainstream party that can challenge the existing national parties in length and breadth,” Chaitanya Subba, one of the leaders who drafted the manifesto said. Chaitanya said the new party will be finally formed within three months after they collate public opinion from across the country. A 101-member taskforce has been formed to collect public opinion. The leaders’ plan to announce the party formation was postponed at the behest of some influential leaders like Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) vice chairman Ashok Rai. The leaders cited lack of groundwork in forming a new party. “Everything, including the name and the manifesto of the party, can be changed on the basis of feedback from the general people. As it will be a party of the common people, it will accommodate their views and opinions,” said one leader Aang Kaji Sherpa. The CPN-UML had in July relieved around a dozen Janajati and Madheshi leaders of their responsibilities in the party for not complying with the party’s policies, mainly on federalism. Special Envoy for Human Rights, Minister Mahinda Samarasinghe said on August 10 that the Sri Lankan government will seek a 'fair and impartial hearing' on its human rights review when it is presented to the Universal Periodic Review (UPR) on human rights process at the United Nations Human Rights Council (UNHRC) in Geneva in November. He said Sri Lanka will share the progress it has made in all aspects of the promotion and protection of human rights before the international human rights forum. Sharing some of the measures taken by the Sri Lankan government to achieve national reconciliation, Minister Samarasinghe said significant progress towards this goal has been made during the last nine months. A significant achievement that is critical to the success of the government's post- armed conflict recovery and peace-building initiatives was the endorsement of the National Action Plan for the Promotion and Protection of Human Rights (NHRAP), which was in the making from 2008, by the Cabinet for implementation in December 2011. The other event was to table the report of the Lessons Learnt and Reconciliation Commission (LLRC) in Parliament in the same month. These two documents form important components of the national reconciliation effort, the Minister said.

They said they can no longer lead a cloistered life waiting for the integration work to make headway. “We feel that we are being kept in the dark as our commanders have all left the camp,” said Aakash, a combatant. A few combatants remain in the Talband-based main camp while two other satellite camps are vacant, Nepal Army (NA) Colonel Arjun Khadka said on August 13. He said the satellite camps at Masuritya and Chisapani are vacant since August 12. He said their commanders have stopped communicating with the camp. “After the commanders stared leaving the camp, the juniors followed suit. About 25 combatants who remained under the two satellite camps also left on Sunday,” Khadka said. The combatants are unhappy with camp life as they have not received ration and salary for the Nepali month of Srawan, according to Khadka. “They left saying that they have nothing to eat. Only five combatants remain now in the main camp at Talband,” said the Colonel. Indra Bhakta Maharjan, the PLA deputy brigade commander of the camp, however, said the combatants are out of their cantonments due to some personal reasons and that they will report back. “No one is leaving the camp or the integration programme,” he assured. There are 319 combatants under the seventh division camp.

Khanal has stated that as of now there is no way to appoint members to the constitutional bodies without following the constitutional parliamentary hearing process. Article 155 of the Interim Constitution stipulates that officials appointed to the constitutional bodies, including the SC and ambassadors, face parliamentary hearing prior to their legal appointment.

The meeting decided to delegate the responsibility of arriving at a deal to the top leaders. NC negotiator Minendra Rijal, who attended the talks, told The Hindu, “We decided that for the next five to seven days, talks will focus on finding a settlement on constitutional issues. If that happens, we can reinstate the CA and promulgate the statute. If we are convinced that there can be no agreement on constitution, then we will reach a deal on fresh elections.” He added that his party was open to both options. When asked if the resumption of negotiations indicated a change in NC’s position that the Prime Minister (PM) had to resign first, Rijal said, “Our stand on the PM has not changed. But we will get to that point through talks. The resignation will have to be a part of any deal.” He said that the talks were a result of ‘back-channel efforts’ and a ‘positive environment’ had now been created. “But nothing has been agreed upon so far.” Khimlal Devkota, a UCPN-M leader claimed that the opposition had run out of options. “They kept prodding the president to do something but the constitution does not allow it. NC vice president Ram Chandra Poudel told media persons after a meeting of party office-bearers held at party president Sushil Koirala's Maharajgunj residence that the CA could be revived if the parties agreed on multi-ethnic federal model. He claimed that major parties had agreed to carve out multi-ethnic provinces on May 15 and that they should hold onto that understanding. According to Poudel, the NC also decided to intensify talks with other parties including the Unified Communist Party of Nepal-Maoist (UCPN-Maoist) for a consensus. He said the NC and the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) would form a common view before sitting with the Maoists.

Issuing a press statement on September 15, party spokesperson Agni Sapkota said the national conventions of the sister organisations had been deferred due to "technical problems and few other difficulties". According to him, the new dates for the conference will be fixed after a discussion between the office-bearers of the party and the leaders of the concerned sister organisations.
