According to Kathmandu Post, a meeting of the top leaders of the ruling coalition, held on January 13, failed to arrive at any decision on whether to announce parliamentary polls immediately or to continue efforts for peace talks with the insurgents. The leaders concluded there was no alternative to elections after efforts at a dialogue failed, but said they would not announce it in haste. Expressing doubts over a peaceful election, Prime Minister Sher Bahadur Deuba said "it is our compulsion either to declare polls or quit the government." The Rashtriya Prajatantra Party Chairman, Rana, said, "before announcing the poll dates, we have to consult Election Commission and security agencies and assess the situation… We are intensively discussing possible options."

Further he added, "Our party urges the political parties, the civil society and the common people to rebel against the reactionary regime in order to give completion to the democracy that is overdue in history" and he claimed, "The victory of the people over the reactionaries is quite near." Nepal's King Gyanendra announced this morning on state television that he has dismissed the Government led by Prime Minister Sher Bahadur Deuba. The King is reported to have said that he was taking over direct power because the Deuba regime had failed to fulfill its mandate. "I have decided to dissolve the Government because it has failed to make necessary arrangements to hold elections by April and protect democracy, the sovereignty of the people and life and property," the King said in his announcement. Deuba had been reappointed Prime Minister during June 2004, two years after King Gyanendra sacked him for failing to contain the Maoist insurgency. The insurgents had recently failed to respond to a January 13, 2005-deadline set by Deuba to hold peace talks. Meanwhile, Associated Press has reported that soldiers have surrounded Deuba’s residence and the houses of other Government leaders in the capital Kathmandu.

The King also suspended several provisions of the Constitution, including the freedoms of press, speech and expression, the freedom to assemble peacefully, the right to privacy and the right against preventive detention, according to a statement from the Narayanhiti Palace. "The issue of military supplies to Nepal has been under continuous review taking into account the evolving situation in that country", the spokesperson said in response to a specific question on whether or not military aid had been suspended. Meanwhile, Indian Ambassador to Nepal, Shiv Shankar Mukherjee, has reportedly conveyed to the Nepalese officials in Kathmandu that India would continue its civil aid. Over 2000 IEDs, 320 detonators, four safety fuse coil, a sack of gun powder, 10 tins of explosives, a large quantity of raw materials, hundreds of domestic weapons, tools and electrical goods were seized during the raid. On the same day, SF personnel raided a Maoist hideout in the Kabeli area of Paanchthar district and seized 100-quintals of rice and 43-quintals of salt, which were recently looted from Khahare area along the Mechi Highway.

Further, he said that a total of 432 soldiers were also killed during operations. The RNA stated that insurgents have killed a total of 96 non-combatants in the last eight months. Further, they have abducted over 11,000 civilians, caused explosions at over 100 places and were responsible for over 50 incidents of looting and arson and opened fire at four different places during public gatherings during the period. Gurung added that the RNA might make the Maoists stand trial in the International Court of Justice (ICJ) for killing unarmed security force personnel in their captivity.

During a press conference in the capital Kathmandu on May 20, the Director General of the Logistics and Operations Division of the RNA, Major General Kiran Shumsher Thapa, claimed that there has been a significant improvement in the law and order situation since the ‘royal takeover’ on February 1. A statement released by the RNA said a total of 556 insurgents were killed during SF operations since February 1, 2005. While 375 Maoists had surrendered during this period, SFs had recovered nearly 120 units of arms. Further, the RNA has reportedly assessed the current strength of the Maoists to be approximately 9,500 and additionally around 25,000 militia, 14,000 political activists and around 100,000 sympathisers. According to the RNA, over 2,100 SF personnel had lost their lives during the nine years of insurgency while over 2,100 civilians were killed by the insurgents and over 8,000 insurgents were killed in counter insurgency operations during the same period. The RNA has also alleged that the insurgents killed 136 children during the period.

The UN Committee on the Rights of the Child on June 3 also accused the Maoist insurgents of "large-scale bombing, destruction and closing of schools" in Nepal. Composed of 18 independent experts, the UN body issued its findings and recommendations after a three-week meeting held to examine the record of ten countries including Nepal. Committee expert Lucy Smith of Norway, who served as its investigator on Nepal, expressed concern about "thousands of deaths among children" due to the conflict. In many ways, Nepal was not a country fit for children, she told the talks during a public debate held on May 20.
