Nepal News reports that Prime Minister Girija Prasad Koirala has warned that the Constituent Assembly polls would not be held within the stipulated timeframe if Maoists continue to oppose the re-establishment of police posts and return of the VDC secretaries to the villages. Himalayan Times adds that Koirala urged the Maoists to act responsibly, adding that the Maoists, and not the Government, would be held responsible if Constituent Assembly polls were not held due to Maoist actions. Reacting to Koirala’s statement, Maoist leader Dev Gurung said, "Prime Minister himself might be against holding the Constituent Assembly elections." He further added that restoration of all police posts were not essential for Constituent Assembly polls.

Maoist district deputy in-charge Kanchha Lawati @ Subas said, "VDC Secretaries will only be allowed to do works that are associated with Constituent Assembly polls," though an all-party meeting held under the coordination of District Development Committee (DDC) on the same day directed the VDC Secretaries to go to villages before January 15.

Ian Martin, who reports on the peace process to the UN Secretary General told on January 26, “Our monitoring teams should be able to complete the process at the first two sites by Sunday, and move to three cantonment sites in the west.” Two other sites in the east will be taken up after that, he said. Martin further added that he could not say when the arms handovers would be completed - they are being carried out inside high-security camps out of bounds for the media - and that more detailed information on combatants would be gathered.

Raj Kumar Regmi, the leader of the splinter group, told local media persons over the phone that they had set up an underground Janvadi Yuva Samuha (Communist Youth Group). “We have formed a 21-member central committee,” Regmi said and claimed that over 50 Maoist youths had joined the rebel group. Earlier, the group had looted arms and ammunition from Fikuri police post in the same district on August 9. This is the fourth group to have split from the CPN-Maoists over the past two years. The two factions of Jana Tantrik Mukti Morcha (JTMM) are the most formidable among the splinter groups and have already killed 48 persons in the southern plains of Nepal. According to a statement issued by Prachanda on August 16, the 11 state committees include Seti-Mahakali, Tharuwan, Bheri-Karnali, Magarat, Tamuwan, Tamba Saling, Newa, Madhes, Limbuwan, Kirat and Kochila. The Madhes state committee is further divided into Mithila, Bhojpura, and Abadh sub-state committees. The Central Committee meeting also dissolved the existing commands and replaced them with various Central Bureaus. The Central Organisation Bureau will now be headed by Ram Bahadur Thapa, the Central Front Bureau will be headed by Baburam Bhattarai, International Bureau will be headed by C.P. Gajurel and Communication, Publication and Training Bureau will be headed by Mohan Baidya. Stating that it is futile to rush through a meaningless election, Maoist chairman Prachanda has proposed to postpone the Constituent Assembly election till mid-April 2008. Addressing a meeting in the capital Kathmandu on August 24, Prachanda said that elections cannot be held in an atmosphere of pressure. "There are pressures and calls for holding election anyhow. In such an atmosphere, the CA will not resolve nation's problems," he said. "We are in favour of real CA for which thousands of people of Nepal had made ultimate sacrifice. We cannot support when moves are made to hold election as if we are electing a parliament or National Panchayat (legislature of erstwhile Panchayat regime)," Prachanda added. He also pointed out that while his party was in a strong position in June, the polls were postponed and now when his party is trapped in a difficult situation, they were rushing through the election. "When there was a wave in favour of our party, the elections were put off under various pretexts. And when they think that our party has landed in trouble, the very same elements are now saying that election must be held at any cost," he said.

On August 30, the government and Madheshi Janaadhikar Forum (MJF) reached a 22-point agreement and the MJF, consequently, agreed to call off its planned strike, according to Himalayan Times. The government agreed to the MJF’s demand for autonomy in a federal system of governance and restructuring the state keeping the country’s sovereignty, unity and regional integrity intact. The rights, nature and limitation of the autonomous federal state would be determined by the Constituent Assembly. The government also agreed to immediately constitute a commission on restructuring the state, to immediately provide compensation to the families of those killed during the Madhesh movement and to provide relief and medical treatment to the injured. All the cases filed against the MJF leaders and cadres would be withdrawn. The state would ensure "balanced" and "proportional representation" of marginalised communities, Madheshi, indigenous nationalities, dalits (lower caste Hindus), women, backward communities, disabled, minorities and Muslims in all state structures. The government has also agreed to give national recognition to the Madheshi language, culture and customs. The government has agreed to adopt a three-language policy - mother tongue and Nepali for official and education purposes and English for international communication. A reservation policy would be adopted to resolve the problems faced by the Dalits. They would be provided land for housing along with a provision for job opportunities. The MJF dropped the demand for full proportional representation in the Constituent Assembly. But its chairman Upendra Yadav has said their position on the issue of establishing a republic and proportional representation system remains unchanged and these issues would be raised during the Constituent Assembly polls.

According to a Home Ministry press statement, the decision was taken after a meeting of representatives of various political parties and government employees' unions on November 13. The statement said that the Ministry has directed the concerned district administrations in Terai districts to request government employees, political party leaders and activists to stay within a certain security periphery and make special security arrangement at offices of public concern like court, Land Revenue, Land Reform Offices. The Home Ministry has also decided to take stringent action against those involved in killing and threatening government employees and ordinary civilians. Likewise, the Ministry also decided to increase police patrolling and further enhance coordination among security units in the districts.

On November 16, the Chief of the United Nations Mission in Nepal (UNMIN), Ian Martin, revealed that lack of proper mechanism to monitor the implementation of agreements reached earlier has led the peace process to crucial stage. Martin said, "The weaknesses of implementation of commitments so far indicate that mechanism for negotiations and follow-up could be more systematic and effective." However, the cabinet meeting, on November 14, passed a proposal extending the tenure of the UNMIN by six months after it expires in January, 2008. The meeting, however, did not decide on widening the mandate of the UNMIN. The UN had shown willingness to take up further responsibilities in implementing the agreements between the government and the Maoists. The cabinet decision would now be put forth at SPA meeting for final decision after which a formal letter would be handed over to the UN requesting extension of UNMIN tenure.

In a press conference in Kathmandu on December 2, chairman of the VDC Rights Protection Centre, Bhuwani Prasad Ghimire, said that, “We have decided to launch strong phase-wise protests in all VDC offices across the country from December 9.” The VRPC has announced closure of VDC offices on every Sunday from December 9 to December 30 and on Sunday and Monday in January, and from February onwards the secretaries would work and live in the district headquarters and later even stop working and even resign en masse. Ghimire also informed that, altogether 489 secretaries of different VDCs in Bara, Parsa, Rautahat, Saptari and Sarlahi districts have tendered their resignations until now, adding that, “We will go for more aggressive protest programmes if the government ignores our demands.”

Gupta said that the front was formed as the scattered agitation was not yielding desired results in the Terai. Addressing a programme in Pokhara, Mahara demanded the replacement of the term monarchy by republic in the interim constitution, adoption of full proportional representation system through roundtable meeting and reconstitution of cabinet. The Nepali Congress (NC) leader Mahesh Acharya also said that the Maoists will rejoin the Government, following the agreement. The 22-point deal provides for 60-40 allocation for proportional and direct election – of 601 total seats of CA, 335 has been set aside for proportional representation, 240 for direct election and 26 will be nominated by the cabinet. The negotiating parties also agreed to allow the Government to decide on the date for the CA election.
