World Hindu Federation during a gathering at Bharatpur of Chitwan District on January 5 called to reinstate Nepal as Hindu state, reports Khabar Hub. Federation Chairman Dr. Ramchandra Adhikari said the movement to restore the Hindu state should be launched from Chitwan and made nationwide. Federation General Secretary Ganesh Prasad Neupane called for unity among like-minded people for the protection of the religion. He accused that Nepal was dismissed as the Hindu state due to the vested interests of political parties. Federation Secretary Netranath Poudel urged the masses to vote for the party carrying the agenda of Nepal as a Hindu state in the upcoming election.

Oli said “Seats were distributed in the name of adjusting various parties some four years ago and now a reactionary alliance has been formed using the same as weapon. Baidya said that there was no possibility of unity among the former Maoist elements including the including the Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre). Similarly, he said that there was no possibility of unity with the CPN-Masal led by Mohan Bikram Singh and the Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand). The Election Commission (EC) on January 12 convened an all-party meeting on January 15 to discuss various issues related to election, including the forthcoming National Assembly (NA) election, reports Khabar Hub. According to EC Spokesperson Shaligram Sharma Poudel, the Commission has called an all-party meeting for 11:30 am on January 15. EC has called 17 parties which have their representatives in the federal Parliament, province assembly and local levels for the meeting. Elections are being held for 19 members of the NA on January 26. The commission has also started preparations for the local elections to be held in April.

Janamat Party held a massive protest rally in Rautahat District’s headquarters Gaur on January 14 to raise concerns of poor farmers, reports The Himalayan Times. Responding to the party's call, hundreds of farmers from inner villages carrying their agricultural tools, along with the party cadres, held the protest rally in Gaur chanting slogans against the federal, provincial and local Governments. The rally led by Janamat Party central member Lalit Mallik Sanu started from BP Chowk and traversed through places like Dharkhan Chowk, Nepal Lodge, Transmetre Chowk and Customs Office and past Gaur Municipality before returning to BP Chowk again and concluding into a corner meeting. Speaking at the meeting, Janamat Party's Publication Department chief and central member Sanu accused the Government of leaving farmers in the lurch. "We have three levels of governments to speak of but see the plight of farmers; sadly, they can't get seeds and fertiliser in time. Actually, there is a shortage of both seeds and fertilisers almost always," Sanu said, reminding the Government of its duty to make available required number of seeds and fertilisers on time and warning that the party's struggle on behalf of farmers would continue until their demands were met.

Issuing a press statement in Kathmandu, party Chairman Raut has made various protest programs to last up to February 3. Janamat Party has been in agitation expressing solidarity with the Terai farmers since last few weeks. To mark the first day of the protest programs, the party has called the district executive committees meeting to discuss about the nature of movement and local level preparations for it on January 17 and January 18. Formal protest movements start from January 19, the Balidani Diwas, literally the sacrifice day and would continue up to February 3. Keeping in view the growing number of coronavirus cases in the country, Janamat party has urged all party committees to ensure that all participants of the programs use mask and maintain physical distance during the program. It said that Section 4 of the poll code that applied to all - political parties, candidates, candidates' agents, and voters - curtailed parties' freedom of expression. Section 4 (q) states that no one shall express views or produce materials in favour or against anybody with the motive of influencing elections. It adds that such material should not be put on social media. The CPN-UML said the provision prohibited parties and candidates from conducting election campaign and soliciting votes in their favour. It further added that the provision was against the spirit of the constitution and would deprive people of an opportunity to choose the best political party. The party also condemned Section 5 of the code that prevented members of the executive of any tier of the government, including ministers and the prime minister, from soliciting votes from any constituency other than their own. Stating that the EC does not have any authority to breach Article 38 (4) of the constitution, she urged the pool body to correct its decision on the subject of electoral candidacy for the poll. For the upcoming local election, the EC has provisioned that political parties should prioritize women's representation in any one position of chief and deputy chief or chair and vice-chair at the local level while nominating election candidates. According to the CPN-Maoist Center, as many as 100 CPN-UML cadres joined the CPN-Maoist Center under Pandey’s leadership. Welcoming Pandey, Chairman Pushpa Kamal Dahal aka Prachanda said, “I heard that UML Chair KP Oli has reached Nuwakot. It is pleasant coincidence that UML leaders and cadres joined the Maoists under Pandey’s leadership on the same day.” Pandey is a permanent resident of Belkotgadhi Muncipality-13, Nuwakot. Emerging from a meeting with Khadga Bahadur Bishwakarma, spokesperson for Nepal Communist Party led by Netra Bikram Chand, at the Ministry of Home Affairs on April 18, Minister Khand appealed to all political parties to participate in the upcoming polls to further institutionalize the federal democratic republic. Stating that the local level election will connect the general public with the local governments, the minister said that the people's representatives will play an important role in local development and those who will be elected from the upcoming elections should further work to develop their constituency. The Election Commission (EC) has warned of taking stern action against those involved in spreading misinformation and disinformation and hate speech against political parties and election candidates on social networking sites in view of the upcoming local level elections, reports My Republica on May 2. While noting that such incidents are on the rise in digital spaces, the EC urged every one not to misuse social networking sites to assassinate characters and spread rumors as such acts likely to impact the outcome of elections. In order to monitor the use of social networking sites in the election, the EC has formed a task force, comprising cyber experts of security agencies. The EC, however, has expected that misuse of social media would be reduced with its stern warning that no activities that affect election outcome would be allowed. The Election Code of Conduct, 2078 BS has stated that if the social networking sites were used by ignoring the election code of conduct, EC would take action as per Section 23 of Election Commission Act, 2073, and Election (Crime and Punishment) Act, 2073, according to EC Spokesperson and Joint Secretary Shaligram Sharma Poudel. In addition to this, the EC has initiated a process to contact the offices of Facebook, Twitter, TikTok, Viber and Google in a bid to effectively regulate social networking sites as per Election Code of Conduct, 2078.

At a press conference held in Kathmandu on May 9 it was shared that Bastola, the leader of the dissident group of the CPN is the coordinator of the newly-formed party CPN-Majority. The Democratic Socialist Party has submitted an 11-point memorandum to Prime Minister (PM) Sher Bahadur Deuba at his official residence in Baluwatar on June 7 (today), reports My Republica. Democratic Socialist Party leader Umashankar Argariya, Chairman Mahantha Thakur along with other party leaders paid a courtesy call on PM Deuba and handed him the memorandum demanding to solve the issues of people without citizenship, release of Resham Chaudhary and other party leaders who were involved in the Madhesh movement. He said that Prime Minister Deuba expressed his commitment to pass the citizenship bill from parliament as soon as possible. The party’s central committee has approved the recommendation made by the Secretariat of the Disciplinary Commission to take action against leader Bhusal. Bhusal, in a television interview immediately after the local-level election, had alleged party Chairman KP Oli for what he said “poor results” in the elections held on May 13. He had even said he would rather resign from the post as the party could not bring expected results in the election. A meeting of the Secretariat on June 1 had recommended the party Standing Committee ask Bhusal for clarification on the issue. "Now, none can take the country toward regression," he said, adding, "However, there are still problems. So, the alliance is moving ahead by sorting out the problems." The members viewed the general public were in uncertainty and political parties blaming each other, which must be ended, and they further demanded a formation of a probe committee on it as it was a sensitive issue. NA Member Taraman Swar said it was not time to blame each other in terms of SPP but scrape it with a common stand among all parties. He also drew the government's attention to ensure economic and social developments to the people in the border area. Another lawmaker Khim Lal Devkota accused the government of forwarding various significant decisions, including SPP in a surreptitious manner. Government's activities must be transparent, he urged. A Central Committee (CC) meeting of the party held on July 7, made a decision to this effect. Party Chairman Pushpa Kamal Dahal had read out the names of those included in the 125-member committee. As per the existing provision in the party statute, the size of the politburo should be a maximum one-third of the total CC members. Similarly, the party's standing committee should not exceed one-third of the total members of the politburo. The Citizenship Act Amendment Bill, which had been ‘under consideration’ in the House of Representatives (HoR) since August 7, 2018, was withdrawn from the House on July 8. In the HoR meeting, Home Minister Bal Krishna Khan submitted a proposal to withdraw the pending Citizenship Bill as per the decision of the Council of Ministers. Taking part in the discussion on the proposal, the lawmakers had expressed their views on whether to withdraw. Bhim Bahadur Rawal of the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) argued that the decision to withdraw the bill is against the existing legal principles, and reminded that the constitution has made provisions on citizenship so that all Nepalis get the Nepali citizenship easily while preventing the non-Nepalis from getting it. Also, CPN-UML lawmaker Sher Bahadur Tamang stated that it looks as if this parliament is not going to pass the bill since the bill that had been already discussed by the parliamentary committees has been retracted and a process has been initiated to bring a new one. Minister Karki assured that the incumbent government will not deprive anyone of citizenship identity cards. Vice-Chairperson of the Rastriya Janamorcha, Durga Pokharel said that the meeting decided to extend the term of the Truth and Reconciliation Commission (TRC) and the Commission of Inquiry on Enforced Disappeared Persons (CIEDP). The term of both TRC and CIEDP expires on July 16 and bills related to these two bodies would be tabled in parliament today itself. The National Human Rights Commission (NHRC) has demanded with the government to consider amendment in the Act related to transitional justice in line with international principles related to the same issue, reports Khabar Hub. Issuing a press statement in Kathmandu on July 20, the human rights agency in the country also demanded that the amendment in the Act should not contradict with the verdicts issued by the Supreme Court on the same issue. In the statement, Spokesperson Tikaram Pokharel urged the government to ensure justice to conflict-victims after adequately consulting with the victims and stakeholders as well as heeding the recommendations of the Commission. The NHRC also called attention of the government towards the bill presented by the government to amend the Commission of Inquiry on Enforced Disappeared Persons (CIEDP) and the Truth and Reconciliation Commission (TRC) Act-2071 BS and appealed with the government to revise the Act in such a way that it would be acceptable to all. “The Commission reminds the government that ensuring justice to the conflict victims is the main subject of the transitional justice,” it said.

Thirty-nine various human rights organizations have called for rectifying the 'lapses' in the Bill for the Amendment of the Investigation of Enforced Disappeared Persons (IEDP), Truth and Reconciliation Commission (TRC) Act, 2071 (2014) that the Government of Nepal registered in parliament on 15 July 2022, reports My Republica. The human rights organizations have also expressed full solidarity with the 'valid and serious concerns' expressed by the victims’ community on the Bill. "We believe that despite positive provisions including reparations, the amendment Bill contains many provisions that violate the victims’ right to an effective remedy. Amnesty to those involved in serious violations of human rights and international crimes including murder, torture, rape, and other forms of serious sexual violence, war crimes, and crimes against humanity is not acceptable under national and international law. Thus, the categorization of violations in the Bill is not acceptable. Earnest effort is required from the Government and the political parties to prevent explicit or implicit immunity from criminal accountability for those involved in serious violations of human rights and intentional crimes," the 39 human rights organizations said in a joint press release.

He argued that President Bhandari had no option but to verify the bill, which was passed by both houses of the federal parliament for the second time, based on the constitution and the recognition of parliamentary supremacy. He also warned that if the bill, which came as a signpost for implementing the constitutional system related to citizenship, is not verified by the president even for the second time, the country will be in an unfortunate situation. He reiterated many times that since the bill only provides for the implementation of clause 3 of Article 11 of the Constitution, President Bhandari can reconsider it for the first time, but she does not have that right for a second time. There is a need for the ruling alliance to win the polls to ensure the rights of the deprived social class, geography and indigenous people, said the former prime minister. Dahal, in a video message, urged all voters to exercise their right to vote and make the coalition victorious. "The responsibility of making Nepal prosperous through people's access to education, health and employment opportunities and a self-reliant economy has fallen on our shoulders. There is no room for excuses," he said. Chairman, Nepal, while talking to journalists at the end of this party’s Secretariat meeting on November 29, said that the stance of the party, a member of the current ruling coalition which also contested the parliamentary and provincial elections as an alliance, means it would be easy for the coalition to form the next government. The ruling coalition comprises the Nepali Congress (NC), Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), CPN-Unified Socialist, Rastriya Janamorcha and the Loktantrik Samajbadi Party (LSP). Despite the electoral alliance, the CPN-Unified Socialist has won just 10 seats in the federal parliament and 14 seats in various provincial assemblies. The party is struggling to retain its status as a national party for which it must garner at least three percent of the popular votes in parliamentary elections. "I don't see the possibility of a leftist alliance forming a government," he said, "We have decided to continue our partnership with the ruling coalition."
