Talking to reporters in Birgunj, Mahato accused that interests of the Madheshis have not been protected in the current election system and said there should be 50 percent Madheshi representation in the CA. Ananta from his position as the Young Communist League (YCL) ‘faction in-charge’ amidst reports of the increased high-handedness of the YCL cadres, reports Nepal News. According to sources, the Central Committee meeting took the decision to this effect after some of its members criticised the recent activities of the YCL and held Ananta responsible for it. Minister for Local Development, Dev Gurung, has said that the talks have largely failed because the latter have been raising 'impossible demands'. He also accused the Madheshi leaders of attempting to scuttle the crucial election for Constituent Assembly (CA) scheduled to be held on April 10 by raising such demands. According to Nepal News, though Gurung didn’t clarify as to what he meant by the 'impossible demands', he may have been referring to the demands put forth by the Madhesi leaders to postpone the CA election and the immediate incorporation of Madhesi youth into the Nepal Army, two demands that is said to have barred the government from striking a deal with UDMF on February 25-morning.

The Government and the protesting United Democratic Madheshi Front (UDMF) arrived at an agreement on February 25 (today) morning ending the 12-day long strike, Kantipuronline reports. The two sides reached a consensus on the key UDMF demand - One Madhesh One Pradesh - which they said would be decided through the Constituent Assembly. They have also agreed to form an autonomous Madhesh state and other autonomous states. "We have agreed on autonomous Madhesh state. But we are still discussing proper words to reflect the desire of Madheshi people regarding the autonomous Madhesh state," said Madheshi leader Hridayesh Tripathi. The government and UDMF have also agreed to recognise all those killed in the course of the Madhesh movement as martyrs and provide their families with proper compensation. They have agreed to amend the Election Commission Act, which provisions that any political party which secures at least 20 percent result or more under the First-Past-the-Post system must prepare an inclusive list of candidates for the proportional electoral system. "We have agreed to increase the provision from 20 to 30 percent," said Tripathi. However, Jayaprakash Gupta, coordinator of the Madheshi Janadhikar Forum (MJF) said that, "It is a big setback to Terai movement because the agreement is not constitutionally binding." Addressing a press conference after the voting ended, the Chief Election Commissioner Bhoj Raj Pokharel described the polls as a success and said, "The total turnout of the voters is estimated to be around 60 per cent. However, the EC (Election Commission) is yet to confirm it until the information from all the constituencies are received." Pokharel informed the media that polling has been suspended in 33 polling stations and said that the EC will soon decide the re-polling date for those stations. After the consultation, Maoist chairman Prachanda said there was some confusion in the international community regarding the CPN-Maoist. "We were perceived as stubborn, which is not true. It’s time the international community changed its perception towards us. We expect this meeting to effect that change in the international community’s perception," he said, stressed, "We expressed our commitment to multi-party democracy, peace and rapid socio-economic change in the country." Responding to reporters’ queries, he said special committees will simultaneously effect the integration of the Nepali Army into the People’s Liberation Army and draft a new constitution. "In any terrorist organisation or any terrorist situation, if there is a way for reconciliation legally and lawfully through the political system, obviously, we prefer that," said Dell L. Dailey, Coordinator of the Office for Counter-terrorism, while briefing reporters on the State Department’s annual terrorism report. The Country Report on Terrorism 2007 acknowledged that Nepal experienced no significant acts of international terrorism in 2007, but said "several incidents of domestic terrorism and politically-motivated violence occurred in urban areas and in the Terai." Senior Nepali Congress leader Sher Bahadur Deuba has blamed Maoists for failing to understand their new political responsibility even as they are poised to lead a new government, according to Kantipuronline. Addressing the 23rd meeting of Socialist International, a forum of more than 160 political parties from 120 countries, Deuba said Maoists are yet to shed off the characteristics of an insurgent movement. "Their behavior still rouses fear in the minds of many," he said, adding, "Their cadres are yet to realize that every citizen - despite political orientation - must enjoy unfettered human rights, liberty and freedom." Deuba also informed the meeting about the progress made so far toward establishing lasting peace in Nepal through dialogue with Maoists, the recently concluded Constituent Assembly election and the future road of Nepal. He said there are still challenges ahead for Nepal to ensure a functioning democracy. "There are other political questions to respond to - including laying the foundations and modalities for establishing a functional federal state," he said, and added, "The law and order situation in the southern part of Nepal still poses a problem as a few militant groups are still operating in these areas. A meeting of eight students' union held in the Kathmandu called on the government to address the demands raised by Terai-based parties through the new constitution, but advised against explicitly stating "Madhesh as autonomous region" in the interim constitution. They were of the firm opinion that this demand can't be accepted under any circumstances. "Since it has already been said that the issue of state restructuring would be tackled by the Constituent Assembly, the demand of the Terai-based parties for inclusion of the phrase 'Madhesh as autonomous region' and 'group entry' of Madhesis in the draft of the supplementary constitution amendment bill is not legitimate," said Pradip Poudel, president of Nepal Students' Union.

On the occasion, Martin said the UNMIN had reduced its size and it would now monitor the Maoist armies and arms. UNMIN had nearly 170 employees in its Nepalgunj office and 100 in Dhangadhi. Peace and Reconstruction Minister Ram Chandra Poudel has said the People Liberation Army (PLA) of the Communist Party of Nepal-Maoist (CPN-Maoist) cannot be integrated into any national security organs, Nepal News reports. Speaking at a programme in the capital on July 18, Poudel, who is also the vice president of the Nepali Congress (NC), opined that integration of the PLA combatants into security agencies would complicate the overall security situation. He said even the Maoists might not be safe in the future if the politically indoctrinated PLA men were merged with any of the national security units. "The PLA men should be adjusted in others areas," he added, but didn't elaborate what he meant by other areas. Stressing the need for political consensus in the present transitional period, the NC leader said the Maoists were going against the tradition of consensus. "Maoists have failed to implement the past agreements and it's hard to believe they will in future," he added, urging the Maoists to return the properties seized during the insurgency. They, according to Poudel, are trying to centralise power whereas the need in the current transitional period is of balance of power.

The 15-member body adopted resolution 1825 that renewed the mandate of UNMIN until January 23, 2009, taking into account "the ongoing work on the monitoring and the management of arms and armed personnel in line with the June 25 agreement among the political parties." It also backed UN chief Ban Ki-moon's view that the current monitoring arrangements "should not be necessary for a substantial further period and expects to see them concluded within the period of this mandate." The resolution endorsed Ban's recommendation for a "gradual, drawdown and withdrawal of UNMIN staff, including arms monitors." The UN has said the parties need to consider the long-term future of the 19,000 former rebel fighters, as well as Nepal's army. In the election in the Constituent Assembly (CA), he won 464 votes against his rival, Sher Bahadur Deuba of the Nepali Congress, who got only 113 out of the 577 votes cast. Though the CA comprises 601 members, 594 are valid voters. The seats of six members, who had won from two constituencies in the CA elections, were reduced to one each. One member is still to be sworn in. The remaining 17 did not take part in the prime ministerial election. According to reports, one fleeing PLA member Deepak K.C., who came in contact with media persons secretly in Damauli on August 24, said senior members in the cantonment torture combatants excessively mentally and physically. He said they fled the camp while on night duty and reached Damauli on August 23 on foot. He added that the Home Ministry would work to equip the security forces with the necessary means and resources to control violence and in six months time, rule of law would be established in the country.
