On January 2, the Communist Party of Nepal (Maoist) 'Chairman', Pushpa Kamal Dahal alias Prachanda, announced the end of the four-month old unilateral cease-fire. “The Royal Nepalese Army has compelled us to end the cease-fire. It was not only impossible, but also suicidal for us to extend it,” Prachanda was quoted as saying in Himalayan Times. Appealing to the United Nations and the European Union to respect the struggle for peace and democracy, the statement said the party would target those backing “farcical municipal polls.” Stating that all future actions would be targeted against the ‘dictatorial government,’ the statement pointed out incidents in Morang and Palpa, and the recent military operation in Rolpa. “We are compelled to go on the offensive not only for the sake of peace and democracy but for self-defence. While it was the Doramba incident that disrupted peace initiatives last time, it is the Rolpa operation that prompts us to break the ceasefire this time,” the statement read. Adding that the Maoists would “keep on contributing to the peaceful movement of the seven-party alliance,” the statement noted: “we can still be expected to announce a truce if there is assurance of a roundtable conference or a broader national conference with a view to ushering in an interim regime which would hold elections to the constituent assembly.”

A statement issued by the Ministry of Defense (MoD) on January 12 said that the seven Maoists who surrendered in the far western region were ACM Janak Thapa alias Elaka, section commander Leg Bahadur Rokaya alias Pramod and Maoist cadres Bashanta Rokaya, Hima Rokaya, Chandrika, Namrata and Pema. Likewise, Maoist DCM Tilak Bahadur Raut and ACM Dolma Raut of Sindhuli surrendered to the District Administration Office in Kathmandu on January 13, the MoD statement added. Tilak also submitted a pistol, 25 rounds of bullets and one cordless set to the DAO.

In his address to the nation on February 1, King Gyanendra said there has been significant improvement in the security and governance situation in Nepal over the last year and refused to give up his year-old direct rule of the country as demanded by the seven-party opposition alliance and has reiterated that elections will be conducted to all representative bodies in the country by mid-April 2007. He said, “if those who have gone astray wish to rejoin the mainstream of peace and creativity, democracy and coordination, and if they wish to dedicate themselves in the service of the people through the ballot, abjuring their murderous acts against the nation and people, we make it clear that they will be given the security and opportunity necessary to shoulder the responsibilities of governance in their capacity as the people's representatives, having won the people's confidence through the universally accepted democratic exercise.” Meanwhile, the leaders of major political parties have said that the King’s speech is not directed towards resolving the problems.

Issuing a statement on March 14, Prachanda termed the two leaders "deserters of the revolution and servants of the autocratic monarchy and counter-revolution." The expulsion comes in the wake of accusations leveled against Prachanda and another senior Maoist leader Dr. Baburam Bhattarai by the expelled. Alleging that Prachanda and Bhattarai have deviated ideologically, Shrestha and Thapa on March 13 had appealed for an open discussion on the issue. Both the sides made public the Memorandum of Understanding (MoU) through separate statements. The agitation programme starting on April 6 includes a four-day general strike and civil disobedience movement, besides a large public rally in the capital Kathmandu on April 8. While the parties demanded restoration of the dissolved parliament (through people’s movement), formation of a powerful all-party Government, peace talks with the rebels and a new Constitution through elections to the Constituent Assembly, the Maoists demanded a national political conference of all democratic forces, formation of an interim Government and elections to the constituent assembly. Dubbing this only as a "procedural difference", the seven-party alliance said, "The agitating seven political parties and the CPN Maoists have also reached an understanding to resolve this procedural difference through ongoing dialogues aimed at reaching a common understanding. Army officials informed during a regular press briefing at the RNA headquarters in Kathmandu on March 28 that of the 8029, 5086 were killed after the breakdown of cease-fire in August 2003. An additional 1723 Maoists were killed thus far, including 401 of them since September 3, 2005 when the insurgents had declared a unilateral truce. Similarly, 461 Maoists were injured in the clashes with the security forces. 635 army personnel lost their lives since the breakdown of peace talks in August 2003 till March 28, 2006. It said the 3869 Maoists have surrendered till date. The Maoists killed 1237 civilians since the onset of the insurgency, the RNA statement added.

In an interview with BBC Nepali Service on April 10, Mahara said, "obviously, it is a collaboration. After the 12-point understanding (reached in November last year), we have been coordinating our programmes". Mahara added, "not only this, we want to move forward with a joint programme, joint front and joint slogan. They (the SPA) need us and we need them," he added. Mahara also claimed that the Maoists and the SPA had reached into an understanding and agreement to end the monarchy. "At present, two currents are flowing against the monarchy. The essence of the 12-point understanding is that monarchy can be ended by joining both these currents," said Mahara. "The peaceful agitation alone can’t bring about the end of monarchy," he added.

King Gyanendra on April 21 announced he would hand over the political power he had assumed 14 months ago back to the people and asked the Seven-Party Alliance (SPA) to name a new Prime Minister. "We, through this proclamation, affirm the executive power of the Kingdom of Nepal, which was in our safekeeping, shall, from this day, be returned to the people and be exercised in accordance with Article 35 of the 1990," the King said in a televised address to the nation. The monarch said until the SPA-named Prime Minister takes office, the present Government would continue in office. He asked the SPA to recommend a name for the post of Prime Minister at the earliest for the constitution of a council of ministers, which will govern the country in accordance with the Constitution. He appreciated the "sincerity demonstrated" by civil employees and also expressed his "high regard for the dutifulness, valour and discipline displayed by the security personnel, upholding their glorious tradition." However, the SPA has reportedly rejected the offer as inadequate. CPN-UML leader, K. P. Oli, labeled the announcement as "incomplete and insufficient." Nepali Congress spokesperson Krishna Sitaula said the King’s announcement had failed to address the road map of the alliance. The King has called for the session of the Parliament on April 28. Kandel further said the Maoists have been issuing threats to his associates living at Maheshpur village in the Nawalparasi district for not paying the sum. A statement issued by Chairman of the CPN-Maoist, Prachanda, on May 13, today, stated that the Maoist roadmap to hold talks with the government is: declaration of a ceasefire; finalisation of code of conduct; formation of talks team; release of political prisoners; starting talks; dissolution of the old parliament, constitution and government; formation of an interim guideline and government by holding a political conference with representation from the political parties, civil society and renowned personalities of different sectors; setting of electoral constituencies by ensuring the representation from people of all classes, castes, sectors and genders; holding constituent assembly elections under reliable international supervision; and restructuring of the whole state structures including the People's Liberation Army and the Royal Nepalese Army as per the popular mandate expressed through the (constituent assembly) elections. The statement also said that all the above decisions were taken by a special meeting of the central committee of the Maoist party. The statement said that a "Summit dialogue" needed to be held to take important decisions during talks with the SPA government and that Prachanda would lead the negotiation team during such a summit dialogue. However, the cease-fire code of conduct monitoring national committee team, after an on-the-spot observation, said 33 vehicles brought to a company of the Nepal Army in Dhading’s Gajuri carried no weapons. Member of the monitoring committee, Tara Nath Dahal, said no arms were spotted in those vehicles and added some spent bullet shells were found in one old truck. Earlier, the Nepal Army had said that the transport vehicles which arrived in Gajuri barracks were meant for peacekeeping troops. Traffic was reportedly disrupted in Kapilvastu, Bardiya, Gaighat, Banke, Bara, Nawalparasi and Itahari districts following Maoist protests.

"We haven't got down to discuss on those modalities," he said, adding, "because there have been different views as to in what sequence the issues have to be discussed with the government insisting that arms management issue should be discussed before major political issues and the Maoists insisting that they want major political issues discussed before they are ready to discuss arms management."

Kantipur reports that a South Asian regional grouping of Maoist parties, of which the Communist Party of Nepal-Maoist (CPN-M) is a founding member, has in its recently concluded meeting vowed to "advance revolutions for the seizure of power by armed force". The Fourth Conference of the Coordination Committee of Maoist Parties and Organizations of South Asia (CCOMPOSA) held in August 2006 at an undisclosed location in the region has also vowed to "deepen and extend the links between genuine Maoists of the region". This was stated in the political resolution adopted by the conference. Contrary to what they have agreed with the Government on the road to peace, Nepali Maoists, in the joint resolution have vowed together with their counterparts in the region to "turn South Asia into a flaming field of Maoist revolutions". Dina Nath Sharma, the Central Committee member of the CPN-M, informed that his party had sent central committee member, ‘Comrade’ Satya Prakash, as their representative to the meeting, which had the participation of leaders of nine Maoist parties of the region. Among them are three parties each from India and Bangladesh, and one each from Nepal, Bhutan and Sri Lanka.

The National Monitoring Committee on Code of Conduct for Ceasefire (NMCC) submitted its second report to the Government and Maoist talks’ teams on September 21 and urged the two sides to sign treaties on cease-fire, peace and human rights. The report analyses incidents and complaints of violations of the 25-point ceasefire code of conduct from July 20 to September 10. Seven teams of the NMCC had visited 17 districts and carried out case studies of violation of the code in Kavre, Palpa, Kathmandu, Dhading, Bardiya and Dang and received 779 complaints at the centre during the seven weeks of monitoring.
